A
2021
it's
four
o'clock
and
we
will
bring
this
meeting
of
the
personnel
and
human
services
committee
to
order.
D
D
A
All
right,
thank
you.
Let
me
see
now
we
need
to
proceed
to
the
minutes
last
meeting
march,
16
2021..
What's
your
pleasure,
I'll
move
them
support,
be
good,
so
moved
by
krieger,
supported
by
the
git
roll
call.
Oh
I'm
sorry
is
there
any
discussion,
see
none
roll
call.
D
A
A
Seeing
as
how
there
is
no
one
at
this
time,
we
will
move
on
to
our
petitions
and
communications
all
right.
The.
G
So
we
recently
received
a
memo
asking
to
fill
two
assistant
prosecutor
positions
at
a
non-entry-level
step.
Is
that
this
position.
A
That
was
a
question
that
I
I
had
as
well
and
from
what
I
understand.
This
is
simply
for
the
assistant
prosecutor
position,
that's
listed
here
and
not
those
two
particular
ones.
F
A
H
H
So
I,
during
that
process,
I
have
spoken
to
two
individuals
and
I
was
in
the
position
of
they
were
asking
what
the
the
pay
rate
would
be
and
based
on
my
review
of
their
experience,
I
wanted
to
come
to
the
board
and
make
my
request
before
I
made
any
offers
to
them,
because
I
really
couldn't
tell
them
what
the
pay
rate
would
be.
H
The
one
individual
has
approximately
shy
of,
I
think
20
years
experience
as
an
assistant
prosecutor
and
the
other
has
approximately
I
believe,
10
years
as
an
assistant
prosecutor
in
two
different
jurisdictions
within
michigan,
so
based
on,
I
suppose,
trying
to
be
proactive.
I
had
people
that
I
was
interviewing
and
I
knew
I
had
two
spots.
H
I
was
talking
to
as
many
people
as
I
could
so
I
am
asking
for
them
both
to
be
considered
for
the
higher
rate,
so
they
could
make
a
decision
if
they
would
like
to
have
employment
here
in
bay
county
in
my
office.
I'm
not
sure
if
that
answered,
that
or
not
no.
A
A
And
so
that
was
the
question
that
I
had
before.
I
know
nancy
supplied
an
awful
lot
of
information
and
she
just
elaborated
again
on
that
in
the
same
way.
So
I
guess
the
question.
E
A
H
Yeah
I
apologize.
Sometimes
lawyers
get
carried
away.
Yes,
the
position
I'm
seeking
would
also.
I
would
ask
for
a
higher
rate
for
this
individual
to
this
opening.
This
would
be
the
opening
of
the
individual
who's
going
to
retire.
H
I
apologize
that
was
probably
my
error
in
my
request
that
it
was
at
entry
level,
so
I
apologize.
A
Absolutely
and
I
understand
the
question
and
I
think
other
people
had
the
same
question
as
well,
so
I'm
glad
that
you
voiced
it
because
I
know
that
I
did
so.
I'm
glad
that
you
brought
it
up
so
nancy,
then,
should
we,
if
we're
looking
at
this
position,
it
shouldn't
say
that
it's
going
to
be
a
line
item
63
648,
but
instead,
which
which
do
you
want
us
to
consider
both
of
these
positions
at
this
time?
Or
are
we
to
only
consider
the
one
position
at
one
higher
rate
of
pay.
E
A
Again,
because
sometimes
I'm
a
little
slow
on
the
take,
if
this,
if
one
of
these
positions
is
the
position
that
we
previously
approved
so.
A
A
A
Well,
that
sounds
interesting,
so
mr
conan.
B
Who
originally
made
the
motion,
I
believe,
will
need
to
amend
his
emotion
to
reflect
that
the
the
assistant
prosecutor,
that
she's
asking
for
in
here,
be
put
at
the
higher
rate,
which
would
be
the
73
860,
and
then
we
would
also
tag
on
to
that
that
the
other
prosecutor
that
we
already
approved
to
be
hired
has
a
change
rate
of
77
000
and
whatever
dollars.
It
is.
So
it
would
be
up
to
mr
coonan
to
modify
his
motion.
E
I
had
my
hand
up
too:
I
don't
I
don't
have
a
problem
with
the
one
that
is
open,
but
the
other
one
that
you're
looking
at
in
june.
Things
can
change
between
now
and
june,
and
this
individual,
who
has
maybe
the
10
years
of
experience
and
would
warrant
the
higher
wages.
Maybe
that
goes
away.
Why?
Wouldn't
we
just
address
that
one
in
june
or
whenever.
H
My
I
guess
intent
at
that
was.
I
have
interviewed
this.
Let's
say
the
10-year
person
and
I
couldn't
tell
him
what
his
salary
would
be,
and
so
he
hasn't
agreed
to
come
or
not.
If,
for
some
reason
he
says
no,
I'm
not
interested,
then
I
would
inform
the
board
of
that
and
I
would
come
back
to
the.
H
I
would
probably
have
to
repost
the
position
and
I
would
go
back
to
the
board
and
ask
for
what
would
be
appropriate
at
the
time
because
you
never
know
who's
going
to
apply
and
who
you're
going
to
interview
and
who
will
work
in
the
office.
So
I
wouldn't
hold
the
board
to
that
dollar
amount.
If
that
person
told
me
that
they
no
longer
were
seeking
a
position
with
me,
I
don't.
E
A
B
B
And-
and
I
agree
with
kim
I'm
just-
I
know
that
nancy's
got
her
back
up
against
the
wall
and
trying
to
fill
these
positions
and,
if
telling
this
individual
that
may
come
on
in
june,
that
this
is
what
the
pay
scale
would
be
and
it
locks
it
in.
I
think
that
that's
the
better
way
to
go,
so
I
agree
with
kim
on
making
the
modification
and
I'll
support
that.
E
D
B
A
All
right,
the
next
petition
comes
from
community
corrections,
2022
grant
application
seeking
authorization
to
make
application
for
grant
funding.
What's
your
pleasure.
F
A
All
right,
our
next
petition
comes
from
the
office
of
criminal
defense,
2022,
grant
applications
seeking
authorization
to
make
application
for
grant
funding
and
permission
to
make
midc
commission
or
regional
manager
changes
or
adjustments.
What's
your
pleasure.
A
A
B
A
C
A
B
C
F
A
Let's
see:
9-1-1
central
dispatch,
health
department,
wic
typist
clerk
office
of
criminal
defense,
legal
secretary
from
our
sheriff's
office,
a
corrections
officer
and
a
corrections
sergeant,
both
full-time
positions,
drain
office
for
a
heavy
equipment
operator,
a
full-time
physician
and
a
juvenile
home
youth
development
worker.
That
is
a
part-time
position.
D
A
All
right,
our
next
item
comes
from
the
director
department
on
aging
memorandum
of
understanding,
with
michigan
medicare
medicaid
assistance
program.
B
B
A
That
position,
I'm
sorry
was
listed,
was
also
listed.
I
believe,
on
that
same
the
previous
one.
It
is
a
new.
It's
a
new
position.
That's
grant
funded.
It
was
listed
on
the
same
piece,
so
if
we
need
to
change
anything
as
far
as
that
vote
goes,
I'm
not
sure,
but
that
was
one
of
the
last
items
that
was
actually
on
that
same
petition.
A
C
F
I
don't
know
if
you
can
hear
me:
yes,
yep,
can
you
hear
me
yeah?
This
is
joel
kay.
The
position
is
to
help
assist
with
the
grant
funding
is
if
you're
not
aware,
we
received
a
600
dollar
grant
to
help
replace
septic
systems
within
the
county,
failing
septic
systems.
F
F
A
Yes,
thank
you
and
now
on
to
the
the
next
item
from
the
director
department
on
aging
memorandum
of
understanding
for
michigan
medicare
medicaid
assistance
program.
B
A
Next
item
on
the
agenda
is
the
office
of
assigned
council
january
and
february
2021
reports.
I'm.
A
D
D
A
All
right
next
item
is
referrals.
I
do
not
see
that
we.
