Parents against quarantine parents against math face masks they're, it's basically for they're, protecting their children at schools, mostly base city, public schools and whatnot.

Many of them would like to come here and speak at your meetings but they're at work, and they can't get here and they said that they're going to be writing letters to y'all, asking you to change the time, maybe to a little bit later, so they can come in after work and speak with y'all and because I can come here.

Thank you, uh mr chair. Maybe craig can give a little explanation on this, so that.

Sure, thank you, mr commissioner, conan. So this this cycle, what we started doing last cycle for the grant. We started utilizing for um the veterans, service officer and the emergency relief coordinators, salary, fringe benefits and those types of things.

This year we were able to um because of the grant amount, we were able to extend that to encompass the entire fiscal state fiscal year from october through september, so their entire salaries and fringes will be paid through from the grant and that also we had to wait for approval from the grant to see if it's authorized, but in a future meeting there was a possibility of bringing a contract position on to do some special projects, specifically with the cemeteries and trying to narrow down specifically how many veterans are in each cemetery within the county, be for ordering flags and those types of things, so um that will be forthcoming, but that was just approved from the state of michigan two weeks ago.

So that's that's the goal for this year. Thank.

Relaying a question seems like that's a higher amount than we had last year. Do you remember it.

Is yeah, I believe we were right around. um It was either. I don't know why 80s yeah some somewhere in that 80 000 range. It did go up and they based that off of obviously the state's um budget, as well as which counties submit an application and those that do not. And so, if the, if the funding cycles more money than you know, we benefit as a they look at the ratio of veterans through the population and then determine how you know, which other counties benefit from those other counties that do not apply so well.

We typically do very well with that.

And I believe there was legislation passed that opened up a little bit more, which you can use it, for it wasn't as restrictive.

From the director of environmental affairs and community development regarding the lynnwood scenic access site, some.

Laura, can you talk a little bit about this project.

B

Yes, thank you through the chair. This is the lindwood scenic access site at the end of linwood road. It actually uh straddles both fraser township, as well as cacao and township. It's a site that bay county has been involved with for a number of years, 30 years as far as assisting the community out there and developing the site as a scenic access site, it's 30 years old, it needs renovations and we're looking for grant funding. In order to do that.

Currently, we have a number of grants already awarded towards the project um and we have another one pending for a hundred and ten thousand dollars towards match. For that, which would be the larger project. uh Grant request is into dnr for some of their um trust fund grants or their land and water conservation grants and, um and just the end of last week, dnr released their um their initial scores and comments, and they said any grant match.

Requests must be in by october 1st, and so that's why we're asking for this letter of commitment it's not for um as a placeholder, mostly for this other grant that we're anticipating, but we have not received the final award for the project- is actually a dynamic project. It's it's renovating the non-motorized portion of this paved parking area, so it's creating a green space which will allow for scenic viewing picnic tables benches spotting scopes, kayak access, as well as shore based fishing into the bay, a rare sight on 130 miles of saginaw bay, shoreline.

We wouldn't be creating any additional frontage. The width of the property would remain the same as far as linear feet of the frontage. What we're doing is we're taking about almost 370 feet of existing.

Frontage, if you will that's actually out into the bay, so it's perpendicular to the bay it gives this immediate uh shoreline fishing area, which is the existing frontage, is a rip old, rip-rap sea wall that has flattened out and it actually serves as a barrier to any fishing or direct fishing access.

So we would be taking about 370 feet of that riprap seawall and replacing it with the steel seawall and in the backfield area. Behind that seawall we would be creating this linear green space.

Just a question so for the kayakers: that's going to also be handicapped, accessible, correct.

This site is based on universal design standards, which means every aspect of this project is accessible to any multi-able person, so all of it will be ada. Picnic tables will be ada fishing access as far as the railings will allow for wheelchair access, it'll be lower in certain spots.

Spotting scopes will be ada as well as then just the walking the walkability through getting it out of the traffic area. It's still a parking traffic boat launch throughway, so this is going to create a safe, accessible route. It also connects to the iron bell trail, just down the road. So um yes, it's all based on universal design standards, and so the kayak launch, as well as the fishing access, will be ada accessible.

Well, yeah thank you and I would just like to recognize jim barcher because he has allowed for quite a bit of my time to be spent on this project. It's a community based project that has started 30 years ago and um yes, thank you. Yep.

I want to thank you and express my gratitude for all the time you put into this project and just to share with the commission that does have broad community support, both townships, as well as all the all the people who have uh indicated their support for it. So it's uh it's a great thing: it'll be the third public access site to the bay.
