all

I
am
an
Auburn
Michigan
resident
in
Bay,
County
and
I
want
to
make
sure
that
everybody
has
followed
up
on
the
concerns
that
I
did
have,
including
the
invitation
with
Ernie
and
Jim
to
Lansing
I
would
be
happy
to
hear
how
the
progress
is
going
on.
That
I
would
like
to
hand
out
certain
law
books
with
the
state
of
Michigan
is
what's
going
on
right
now
in
Bay
County.

These
are
DNR
law
enforcement
books
and
the
job
description
of
the
DNR
officer.
It
has
come
to
my
attention
that
there's
been
charges
brought
up
on
some
people
in
the
community
by
the
DEQ
and
that's
enforced
by
the
DNR,
so
the
sheriff
has
not
been
knowledgable.
I
haven't
talked
with
the
prosecuting
attorney
about
it
of
these
charges.
These
charges
on
these
individuals
have
been
since
2015.

Some
are
felony,
some
are
misdemeanors,
but
they
run
parallel
should
be
running
parallel
with
court
cases
in
Circuit
Court
system,
currently
that
involve
my
family
and
myself.
So
these
people
who
have
been
found
to
be
under
these
violations,
it
should
be
looked
into
and
not
be
something
brushed
under
the
table.
Now
I've
got
five
copies
to
go
to
the
commissioners,
to
explain
that
I
have
nine
copies
of
the
complaint
to
these
people
that
show
the
violations
being
what
is
in
the
environmental
crimes
handbook
for
the
state
of
Michigan.

the
violations
I'd
like
to
give
amber
and
Jim
copies,
and
also
those
for
the
commissioners.
Now
the
the
violations
began
with
Jill
revived
in
2013
when
this
project
started
and
the
illegal
dumping
began,
the
this
began
as
materials
came
from
SC
Johnson
to
the
property
in
Cocke
Hall
and
the
site
I'd
mentioned
a
couple
weeks
ago.
This
is
about
a
half
a
mile,
long
stretch
that
blocks
off
the
flood
plain.
This
affects
my
family's
riparian
rights,
it
floods,
us
and
another
salvage
yard
when
it
comes
down
to
it.

is
how
I
feel
the
drain
commissioner
got
these
violations.
The
drain,
commissioner,
did
nothing
with
these
violations.
He
should
have
took
them
to
the
sheriff.
The
I
would
say
the
prosecuting
attorney
somebody
he's
needed
to
not
be
thrown
in
a
recycle
bin,
like
he
had
told
me
he
did
with
them.
This
is
stuff
that,
if
it's
criminal,
why
is
it
not
taken
seriously?
Why
do
the
judges
not
know
about
it?
Why
is
this
brushed
under
the
carpet
so
to
speak?

received
some
information
from
a
FOIA
from
Craig
Boulais,
it
showed
the
information
that
I
am
receiving.
There's
a
contractor
who's
in
violation
here,
that's
been
hired
by
the
county
of
bay
by
mr.
rivet
when
I
looked
through
these
I
seen
that
it
was
for
an
oil
spill
so
to
clean
up
an
oil
spill.
I
didn't
know
the
county.
Did
that
stuff
or
hired
it,
but
I
request
a
bit
information
upon
finding
that
information.
It
doesn't
say
where
the
oil
went.

They
have
no
state
of
Michigan
contractor
or

dumpee
from
dumping
permits,
let's
so

say

to
speak,
MPSC
stickers
on
their
trucks.
So
that
upsets
me
that
these
people
are
being
hired
by
our
county
and

gives
them
the
license.

gives
on
the
right
to
do
so,
and
especially
when
they're
found
in
violations
of
these
these
environmental
crimes?

finding
them
in
violation
and
mr.
Rowe
vet's,
going
oh
well
they're
in
violation,

I
got
a
job
over
here
for
an
oil
spill.

give
it
to
them.

Township
grant

recently
given

Kawkawlin

Watershed
was
recently
given

these
contractors
for
160
some
thousand
dollars.

upsets
me
that
a
contractor
can
be
in
violation
in
this
county.

this

to

they're
doing

don't
know

lawsuit

fraudulent
deeds

property

stolen

years
and
in
the
families
crying
out
to
the
community

it's

taxes

all

this

as
far

feel

top

county

is

contractors
are
taking
things

need
to
go
to

landfill

they're
profiting
off

They're
working
for
big
companies,

corporations
and

hope
nobody's
trying

hide

But
these

companies

don't
think
they
want
their
waste
to
go
to
the
landfill,
would
go
anywhere
else,
but
the
landfill
I
think
that
these
companies
that
hired
these
people
to
do
so
I
think
they're,
the
ones
who
got
fraud
it
here,
but
the
citizens
need
to
know
what
they
hauled
in.

specifications

even
haul
down

highway

needs

we

motor
carrier
way
master
like
we
used
to
in
bay
county.

something
that
needs
to
happen
because
it
gives
local

townships

might
be
in
Saginaw,
Midland,
Aaron
ACK.
Let's
know
that
we
have
one
in
our
hometown
to
police
all
this
stuff,

think
the
sheriff
needs.

he
needs
funding
for
it,
we

them

funding

those
are
the
schools

has
been
with
us.

Bay
County,

qualify

Michigan
green
school

they
do
a

stewardship.

to
apply
and

I've

to
help
them
with

encouraging

just
wanted
to
make
sure
that
everybody's
clear
that
we
have
the
bacon
Historical
Society,
that
uses
millage
funds
through
our
historical
millage
to
do
all
sorts
of
preservation
activities
around
Lake
County.
We
have
a
contract
with
them
to
use
the
millage
funds
for
that
purpose.
The
contract
that
mr.
Eddie
brought
to
your
attention
during
the
last
meeting
was
a
specific
contract
or
document
repository
services
and
what
we
do
under
that,
as
the
treasurer
has
to
by
law,
keep
his
tax
records
for
a
certain
number
of
years.

He
keeps
some
of
the
more
recent
records
in
on-site
with
the
county.
That's
a
certain
period
of
time
we
entered
into
an
agreement
with
the
Historical
Society
to
preserve
those
records,
as
required
by
the
records
retention
policies
once
those
documents
are
donated
and
the
remedies
that
turn
donated,
because
at
that
point
in
time
we
turn
all
custody
and
control
of
the
documents
over
to
the
Historical
Society.
The
purpose
of
keeping
the
documents
at
that
point
is
no
not
necessarily
transparency
and
public
access
of
the
public
records.

It's
the
preservation
of
the
public
record
and
it's
the
reason
that
they
have
a
separate
fee
schedule.
That's
attached
to
the
back
of
the
contract
is
because
they
are
in
a
climate-controlled
facility
and
since
their
main
purpose
is
preservation
of

records.
The
only
individuals
that
are
allowed
to
go
back
and
search
through
the
records
are
the
staff
of
the
Historical
Society
and
they
charge
a
rate
for

Believe
it's
every
half
hour
increment.

order
to
produce
those
documents,
I
did
speak
with
my
magical
Lupo,
and
he
did
inform
me
that
all
of
the
documents
that
were
requested
by
mr.
Eddy
previously
were
provided
to
him,
but
there
was
a
cost
associated
with
that
record
provision
just
due
to
the
fact
that
they
had
a
great
number
of
staff
that
were
going
through
all
of
the
books
in
order
to
provide
that
information.

Unfortunately,
because
of
the
fact
that
we
are
utilizing
the
Historical
Society
as
a
repository
for
the
historical
preservation
of
those
records,
the
public
can't
just
come
in
at
any
given
time
and
start
going
through
the
record

we
get
Mission
Michigan
Association

counties
meeting
was
last
Monday.

the
veterans
session.
It
looks
like
that
bill
is
going
to

money
back
to
the
county
as
a
base
of
25,000
plus
a
per
capita
on
top
of
that
prevention.
Services
like
Veterans
Service
officers
and
things
like
that,
protect
they
go
through.
So
they're
really
never
been
any
money
allocated
from
the
legislature.
They
have
passed
the
legislation,
but
never
really
sound
like
a
funded
mandate,
type
thing,
but
they
would
never
do
that.

on
self-driving
cars
sort
of
interesting
but

know
how
pertinent
is
to
the
county
at
this
point,
but
somewhere
along
the
line,
it
might
be
important
to
everybody
but

down

running
over
people,
so
that
might
slow
it
down
in
depth.

then
opioids
I
got
to
introduce
a
speaker
as
the
Ingham
County
health
director,
Linda
Vail,
about
the
program
they
have
down
there.
It's
a
multi-faceted
program.
It's
not
a
simple
solution.

relationship
with

These
are
providers,
doctors
and
pas,
and
you
gotta
do
a
maps
on
them.
So
they're
trying
to
put
some
restrictions
about
about
them.
The
drugs
Michigan
is
one
of
the
higher
ones,
I
think
they
said.
There's
a
hundred
and
eleven
painkiller
prescriptions
for
every
hundred
people,
so
everybody
has
got
at
least
one
pain
prescription
at
one
time.
You
know
last
year,
so
we're
third
highest
for
hydrocodone
use
and
there
is
litigation
still
going
forward.
Several
of
the
counties
mentioned
that
they're
pursuing
lawsuit
against
the
pharmaceutical
companies.

Actually,
Purdue
Pharma
was
charged
back
in
2007
and
paid
a
hefty
fine
because
of
marketing
their
painkillers.
So
something
like
we
might
be
on
board
with
that,
but
I'm
going
problem
and
not
an
easy
solution
that
was
about
how
about
Bob
went
to
I,
think
old,
pepper,
actually,
I
think
no
one
no
counties
have
been
are
on
the
watch
list.

far

we
can
have
total
confidence
in
the
self-driving
cars,
but

defendant

litigation.

bay
county
is
involved
with,
and
we
should
have
something
report

that

think
Bay
County
is
in
the
forefront
and
thanks

leadership
of
all
of
the
Commission
and
amber
and
all
of
us

record

holding

pharmaceutical
companies
accountable
for
some
of
their
marketing
practices
that
that
infused.
As
you
mentioned,
tens
of
thousands
or
hundreds
of
thousands
of
oxycodone
oxycontin
pills,
you
know
into
society
and
many
people
get
hooked
and
then
go
down
that
path
saw
in
the
news
today.
