after
this
meeting,
I'm
going
to
the
city
commission
meeting
to
ask
if
they
would
consider
including
delinquent
taxes
in
their
one
million
dollar,
grant
for
individuals
they're
granting
to
individuals
who
are
facing
eviction
or
foreclosure
due
to
rental,
late,
rent
or
mortgage
or
back
utilities,
and
this
grant
was
approved
initially
by
city
commission
before
treasury
released
their
final
rule
and
on
january
6.

They
released
the
final
rule
that
specifically
enumerated
that
delinquent
property
taxes
are
an
allowable
use
of
arpa
funding,
which
is
great
because
there
is
currently
a
void
of
this
type
of
assistance
in
the
taxpayer.
Assistance,
space
and
foreclosure
is
taking
place
march
31st
as
every
year,
so
there
are
currently
342
properties
in
jeopardy
of
foreclosure
in
bay.

As
part
of
my
duties
as
county
treasurer.
When
someone's
facing
foreclosure,
I
go
visit
them
personally,
make
sure
they're,
aware
of
the
hardship
program
that
I
offer
see
if
they're
not
receiving
the
notices
make
sure
it's
the
right
house
and
I
get
the
chance
to
talk
to
a
lot
of
people,
a
lot
of
people
who
are
facing
very
struggles
similar
to
people
who
are
facing
rental
eviction
or
mortgage
foreclosure.

The
state
of
michigan
has
said
that
they
are
going
to
create
the
michigan
homeowners
assistance
fund
and
I
have
signed
the
contract
to
accept
those
funds,
but
they
have
not
announced
the
details
of
the
program
or
allowed
people
to
apply.
You
currently
can
get
on
a
mailing
list
to
find
out
when
that
happens,
and
when
you're
facing
foreclosure
on
march
31st
in
this
time
in
january.

The
city
has
already
started
the
process
and
it's
something
that
we
could
explore
piggybacking
on
their
idea
and
how
we
could
assist
all
bay
county
residents
with
this.
This
is
just
one
part
of
a
two-pronged
approach.
Putting
a
band-aid
on
this
year's
tax
foreclosure
is
not
going
to
solve
the
tax
foreclosure
issue
for
people
long-term.

have
to
look
at.
How
do
we
solve
this
problem?
And,
yes,
some
people
can
drown
even
after
you
throw
them
a
life
preserver,
but
some
people
will
swim
too
and
as
a
community,
we
need
to
look
at.
How
can
we
create
resources
to
allow
people
to
set
themselves
up
for
success
so
some
things
that
have
shown
success?
Financial
literacy,
homeowner
improvement
courses,
assistance
in
navigating
grants,
there's
also
interest
in
collaboration
on
this
topic
with
the
city
of
bay
city
and
how
we
can
make
transformative
change
as
it
relates
to
housing
in
our
community.

So
I've
got
a
earlier
today
from
a
person
who
has
three
rental
units
in
bay
county.
They,
the
people,
didn't
apply
for
any
rental
assistance,
three
people,
so
he
hasn't
gotten
any
money,
so
he's
sort
of
hard
up
for
money.
So
what
what
can
we
offer
him?
I
guess
given
the
rental
people,
the
ones
that
are
renting
some
money
to
pay
him,
but
for
right
now
he's
been
sitting
on
no
income.
Sure.

And
that's
a
harder
decision
for
me
on
a
tax
hardship
basis.
I
feel
my
mandate
is
to
keep
people
in
their
homes,
but
it's
hard
for
me
to
subsidize
someone's
business.
Those
renters
should
apply
to
the
city
for
their
rent
assistance
program
if
they're
in
the
city
of
bay
city
and
that's
something
you
could
consider.
If
you
wanted
to
do
something
similar,
would
you
offer
rental
assistance?
Would
you
offer
landlord
assistance?

possible
and
I'll
tell
you
an
example
one,
so
I
have
someone
who's
routinely
within
my
tax
hardship
program,
which
I
offer
to
people
without
question,
if
they're
100,
pre
so
primary
residence
exemption.
However,
I
have
someone

runs

business,
how
they
earn
their
livelihood
out
of
their
home.
They
are
not
100
pre
they're
at
a
75,
so
I
think
making
the
restrictions
too
tight
may
eliminate
people
who
are
otherwise
deserving
and
should
be
included
in
the
program.
So
I'd
encourage
you
to
carefully
think
about
any
parameters
that
you're
going
to
set.

partnership

on
the

distributed

last
year
the
viva
board

discussed
updating
the
viva
trust
and
the
viva
trust
is
a
way

county
and
the
component
units
to
pre-fund
their
retiree
health
care.

october
the
viva
board
recognized
that
there
is
this
need
to
update
our
trust
agreement,
so
they
passed
a
resolution
to
hire
outside
counsel.
So
in
in
october,
we
passed
the
resolution.

finalized

retainer
agreement
and
went
through
and
set
up
the
outside
council

as
our

counsel
in

allocate

million

system

health
department
and
some

the

the
sheriff
come
up.
One
of
the
things
of
concern.
That's
been
ongoing,
deals
with
road
patrol
and
there's
also
a
concern
with
cyber
crime,
and
so
I'm
hoping
that
what
we
would
want
to
do
next
month
is
talk
about.
The
needs
of
road
patrol,
make
sure
that
we're
adequately
protecting
bay
county
and
the
residents
and
then
the
cyber
crime
is
really
something
that
I
don't
think.
A
lot
of
people
are
paying
much
attention
to
in
bay
county.

So
it
is
something
our
department
wants
to
get
a
little
bit
more
into,
because
we're
dealing
a
lot
more
with
the
scams
with
seniors.
We're
dealing
a
lot
more
with
the
kids
right
now,
where
the
crimes
are
happening
and
it
changes
real
fast.
The
technology
and
stuff
is
so.
We
do
want
to
get
somebody,
that's
in
the
back
that
that
in
the
detective
bureau,
I'm
sorry
that
can
start
focusing
more
time
on
that
stuff
and
if
we
could
get
some
more
bodies
in
to
be
a
little
more
proactive
with
that.
That's
something!

questions
that
I
have
is
I
mean
we
have
this
pool
of
money.
These
are
the
funds
and
I'm
I'm
not
sure.
If
being
able
to
support
your
department,
some
of
these
aqua
funds
could
be
used.

guess

a
little
clarification
on
it,
and
maybe
talking
about
this
in
february
might
be
a
little
too
soon,
because
we
would
need
to
know
what

numbers
would
be
to
be
able
to
look
at
row
patrol
and
the
cost
and
with
chris

coming

I

we
had

good

thought
good
discussion
of
these
issues
with
the
sheriff's
advisory
committee
and
commissioner
krieger
and
commissioner
fox
and
myself
were
there
and
one
of

concepts
and
for
the
board's
consideration
would
be
432
thousand
dollars
of
marijuana
or
revenue
that
comes
into
the
county,
since
the
county
has
no
role
in
actually
approving
or
certifying
any
of
those
dispensaries
or
grow
operations,
but
to
actually
probably
put
another
five
or
six
road
patrol
deputies
with
the
vehicles
and
technology
probably
ongoing.

I
think
the
majority
of
their
effort
has
been
kept
in
saginaw
and
unfortunately,
saginaw
is
figuring
out
that
business
is
better
in
bay
county
and
we
have
that
link
on
river
road
that
maybe
we
could
put
a
little
fire
under
them
and
and
see
if
we
can
get
a
little
added
support
to
the
sheriff
in
the
city
in
dealing
with
the
crime.
That's
slowly
migrating
into
bay
county
from
our
our
southern
neighbors.

yes-
and
I
know
it's
been
an
ongoing
challenge
for
our
sheriff's
department-
they've
done
an
outstanding
job,
all
of
them,
especially
sheriff
cunningham,
trying
to
protect
our
citizens
and
it
is
getting
difficult.
In
fact,
this
is
personal,
but
I'll
throw
it
out
anyway.
I've
deactivated
my
facebook
account
because
I
keep
getting
hacked
and
then
spoofed
people
seeking
money
and
my
name,
I
deactivated
facebook.
I've
never
done
that.
My
image
and
in
my
there's
a
fake
facebook
account
with
my
image
and
name
on
it
with
17
friends.

sort
of
sharing
that
chris
was
there
and
we
had
members
of
the
cabinet,
I'm
not
sure
if,
if
the
treasurer
would
want
to
give
an
update
or
if
that
would
be
appropriate
if
you're
interested.

you

we

dodged
a
major
bullet
by
quickly
responding
to
a
cyber
attack,
as
you
know
about
three
weeks
ago
in
bay
county
and
would
shut
down
our
email
system.

saw

actually

cost

likely
would
have
incurred
in
any
event,
because
we
were
eventually
moving
over
to
a
cloud-based
email
server,
which
outlook
365..
That
was
something
that
was
in
long-term
planning,

department
already,
so
it
would
have
been
a
cost
that
we
incurred.

know
what
the
cost
of
that
is
yet
because
they
go
on
an
hourly
basis
and
those
bills
are
going
directly
to
mmrma
because
they
are
covered
through
our
insurance.
It
is
going
to
be
billed
to
our
self-insured
retention,

that's

bill

we're
never
going
to
see
that
gets
paid
out
of
the
general
fund.
