Bay

the
opportunity

thank
Commissioner
Herrick
on
an
outstanding
job.
As
the
chairman,
the
past
two
years
and
Commissioner
Duran
check
for
his
vice
chairman,
Jim,
again,
of
course,
Commissioner
guava
geek,
who
this
group
has
known
to
get
rowdy
at
times,
and
it's
a
tough
job
being
the
sergeant-at-arms.

miscellaneous
announcements
I
have
one
announcement:
Tom
Herrick
will
be
the
committee
chairperson
for
ways
and
means,
and
he
will
hold
the
Ways
and
Means
Committee
meeting.
That's
going
to
follow
this
meeting
and
the
vice
chair
for
that
ways
and
means
it's
going
to
be
Mike
lots.
The
rest
of
the
appointments
will
be
by
this
week
should
have
them
out
to
the
commissioners
and
food
staff
and
every
so
that
they
know
who
is
on
what
another
announcement
things
that
are
kind
of
a
top
priority
for
me
to
move
forward
and
keep
doing
the
best.

can
Public
Safety
Public
Health,
Veterans,
Affairs
senior
citizen
in
our
best
practices
that
we've
been
very
fortunate
with
it
yeah
and
Animal
Control
as
of
last
month.
We're
officially
know
killed.
So
that's
a
good
thing,
but
we
need
to
work
along
promoting
our
Animal
Control
and
the
adoption
of
our
pets
and
that
a
little
bit
better
than
what
we
have
and
now
with
the
proposed
new
person
coming
on.
Hopefully,
we
found
funding
it's
to
take
care
of
that,
so
we're
hoping
we
can
move
that
forward
and
go
on
from
there
any
other
announcements.

perfect

nobody's
rushing

right

it's
just

hard

believe
everybody
still

I
still
got
January
1st
in
them.
So
next
on
the
agenda,
petitions
and
communications
under
a
sheriff
in
County
Schools
resource
officer
agreeable
for
discussion,
seeing
on
all
in
favor
aye
opposed
motion,
carries
next
front
of
the
court
just
go
year.

Generation
will
be
a
12
year
contract,
so
we'll
see
how
it
goes
and
see
if
it
should
be
continued
beyond
that
or
if
someone
questions
have
talked
to
a
possibly
a
full-time
manager
at
some
point
in
future.
But
I
do
want

thank
the
board
and
thank
mr.
Coonan
for
supporting
this
I.
Think
you'll
really
help
make
sure
we
maintain
our
status
as
no-kill
into
the
future,
because
it
is,
it
requires
a
lot
of
work
and
and
notice.

We
hadn't
had
a
posting
since
December
7th
on
County
website,
so
we
mean
we
need
to
just
keep
on
promoting
to
keep
that
going
and
yesterday
I
was
in
Lansing
and
spoke
with
the
director
of
the
corrections
department.
They
have
an
animal
companion,
companion,
animal
program
in
the
corrections
department
and
they'll
example.
The
Saginaw
correctional
facility
has
been
taking
dogs
from
Saginaw,
Animal,
Control
and
making
companion
animals
out
of
them.

They
train
inmates
how
to
train
the
dogs
it's
a
90
day
program
and
that
the
completion
of
the
program,
the
animal,
becomes
a
designated
companion
animal
sold
by
the
state
for
$30,000.
So
this
is
a
way
for
the
inmates
to
sort
of
pay
back
the
taxpayers
a
little
bit
toward
the
cost
of
their
incarceration,
but
also
the
animals
that
get
accepted
into
the
program
are
very
well
behaved
and
they're
going
to
be
placed
in
homes,
so
they're
truly
needed
and
appreciated
in
love.
So
that's
another
area.

Think
last
year,
Genesee
got
around
250,000
and
think
Saginaw
got
around
100,000
even--
little
area
at
25,000,
but
it
will
all
help
and
it
will
hopefully
we'll
set
up
a
meeting
with
a
new
director
as
well
to
explain
our
need
somewhere.
We
just
need
a
little
extra
going
to
school
into
the
next
year
and
the
years
ahead,
so
I
want
to
thank
the
board
if
you
approve
it
in
advance.

think
you'll
really
enhance
our
efforts
in
animal
control
or
shelter.

the
word
out.

Krieger,

can

them
come

get

looking

identify
funding,

be

they
meet
all
the
criteria.

improvement

accreditation
which
we
just
completed
and
we
did
very
well
and
we
tend
to
go
on
three
year
cycles,
so
we're
getting
ready

current
cycle

quality
improvement
process
and
performance
management.

then-
and
usually
we
do.

somebody

expertise
and
bringing

it

found

twice

bringing

outsider,

specializes

performance
management

quality

of
get
our
team
willing.

some

meetings
and

at
our
strategic
plan.

our

Governor

Whitmer,

she

aware
of
our

needs

Bay
County
with
Bay
City,
our
accounting
seat
being
split
by
a
Saginaw
River.
So
I
did
indicate
to
her.
If
there
are
any
transportation,
commission
or
advisory
meetings
that
any
of
us
could,
you
know,
be
selected
for
we'd
appreciate
that,
because
Bay
City
has
challenges
that
a
lot
of
other
cities
across
the
state.

Don't
have
I
know
that,
based
on
comments
from
Senator
Shirky
this
morning,
he
doesn't
think
there
will
be
sentiment
for
a
gas
tax
increase,
but
possibly
a
bond
proposal
and
I
think
they
went
to
bond
row
as
governor
Engler
did
in
the
1990s
a
lot
fair
amount
of
revenue
could
be
generated,
whether
we
could
get
60
million
inaudible.
Commission
members,
when
I
talked
with
the
city
I
tried
to
indicate
to
him
to
keep
it
as
affordable
as
possible,
yeah,
whether
it's
a
new
bridge
or
what
is
preparing
the
independence
bridge.

We
need
to
keep
in
mind
that
the
taxes
that
Bay
County
residents
payer
is
quite
high,
especially
in
the
city,
and
you
know
we.
We
really
need
to

think
and
I
talked
with
Commissioner

have
meeting
with
our
federal
delegation
and
our
state
delegation,
because
you
know
it
would
seem
to
me
that
the
state
and
the
federal
government
ought
to
participate
in
the
cost
of
either
replacing
Independence
Bridge
and
whatever
the
future
of
Liberty
Bridge
is
you
know
that
will
be
decided
by
the
city?

Ultimately,
they
may
have
to
you
know
they
have
to
make
the
decision
that's
their
asset,
how
they
want
to
proceed
if
Dana's,
indicating
or
another
commissioners
indicating
you
know
by
the
end
of
this
year.
That
gives
us
sufficient
amount
of
time,
I
think
to
have
a
series
of
meetings
and
see
what
role
of
federal
government
can
play,
what
role
the
state
can
play.
For
example,
the
recent
repairs
last
well
last
year
supposed
to
start
in
January
and
I
think
we
should
go
and
ended
up,
I
think
sometime
around

think
it
still
wasn't
open
last
year

one
point

or
five
million
in
repairs
for
independence,
of
which
the
city's
liability
was
only
70
mm.

percent
federal
and
state
funding

repairs,

we

can't
exclude
the
federal
and
state
assistance
because
we're
talking

90
million
dollars.

it's
a
lot
of
debt
to
and
I
know
the
city
they're
coming
to
the
county
to
help
them
up
with
the
cost.

the
state
park

the
condition
of
our
shoreline,
the
Pinconning
Park
and
in
general,
our
Phragmites
challenges

just
sort
of
give
her.

she
could
give
us
a
day
up
here

take
around
the
county
and
go.

centerpieces

Gretchen's
campaign
for
governor
was
infrastructure,
roads
and
bridges,
roads
and
bridges.
So
if
we
can,

we
can
get
some
some
capital
infused
into
that,
we'll
make
sure
Bay
County
gets
its
share
and
I'm
glad
that
the
next
cut
the
new
governor
is
continuing
to
maintain
as
a
top
priority.
