Still

is
a
way
for
the
health
department
to
communicate
with
other
providers
that
are
connected
and
share
information
about
shared
patients.
So
a
good
example
would
be
in
our
primary
care.
Clinic.
We've
got
a
number
of
folks
that
have
multiple
chronic
conditions,
they're,
probably
seeing
specialists.
They
may
be
going
down
to
Ann
Arbor
at
the
University
of
Michigan
Hospital.
E
We
would
actually
have
in
real-time
access
to
their
patient
records,
which
is
allowable
current
law,
based
on
the
information
that
they're
able
to
share,
so
we
send
them
down
or
we
send
down
or
request
patient
records.
To
do
this
manually
sometimes
would
take
days,
maybe
weeks
now
we're
just
talking
about
minutes.
It
can
also
be
utilized
for
communicable
disease
investigations,
which
is
going
to
be
extremely
useful
for
waiting
to
get.

Any

we're
going
to
refer
to
before
you
have
a
one-page

from
the

F
A
B
C
B
G
G
G
A
A
Fear
of
the
commissioners
had
some
more
discussion
with
our
personnel
director
and
hope
when
that
discussion
up
I
know
that
there's
currently
there
was
a
fifteen
thousand
dollar
budget
in
the
budget
for
2019
we
exceeded
that
by
five
thousand
dollars.
I
think
that's
what
the
budget
adjustments
arrived,
something
and
in
the
past,
that's
kind
of
how
it
been
going.
If
I
correct
me
if
I'm
wrong
Tiffany,
but
that's
kind
of
it
over
the
years,
that's
kind
of
always
been
gone.
I
think
some
of
us
commissioners,
I
lost,
speak
for
everybody,
but
I
know.
A
I
didn't
realize
that
if
we
didn't
state
to
the
personnel
director
that
you
know
we're
objecting
to
somebody
else
coming
and
taking
some
tuition,
then
it
was
going
to
be
granted.
So
we
want
to
kind
of
I
thought
I
thought
it
would
be
best
if
we
set
a
budget.
We
shouldn't
exceed
that
budget.
We
talked
about
some
different
ways
in
looking
at
it.
A
One
is
you
know
from
my
understanding
as
well
when
that
tuition
was
created,
it
was
to
elevate
employees
from
within
the
county
to
different
positions
to
fill
different
positions
in
the
county,
recognizing
someone
had
some
leadership
qualities
and
then
putting
them
in
a
position
where
they
could.
You
know,
achieve
those
those
those
jobs,
but
when
we
look
at
and
everybody
got
the
handout
last
week
when
we
look
at
how
the
money's
been
spent,
there's
other
things
on
there,
a
master's
there's,
no.
G
A
C
We're
only
talking
Q
individuals,
taking
advantage
of
the
opportunity
and
I
know
that
we're
in
negotiations
right
now.
How
important
of
an
issue
is
that
in
moving
our
negotiations
with
the
different
unions?
Would
that
be
a
buster?
If
all
of
a
sudden
we
said
you
know
where
we
already
have
this
money
put
aside
for
2020?
Well,
what
is
the
chance
of
the
next
time
around
just
eliminating
it
so
that
we
don't
have
just
a
few
people,
utilizing
I'm
looking
at
saying
enough,
s'en
of
times
have
changed,
and
maybe
we
should
change
what
our
procedures
are.
C
I
We
can
put
some
more
stipulations
around
it.
I
think
if
you
take
it
away
in
general,
its
it's
viewed
as
a
benefit
being
removed
from
the
employees
and
their
entirety,
so
do
I.
Think
I
haven't
received
any
counter
proposals
at
this
point
from
the
unions
we've,
given
our
original
proposal
to
them
on
tuition
reimbursement,
but
we
haven't
had
feedback
just
yet,
but
I
think
that
we
can
put
some
stipulations
in
place.
That
would
make
the
board
more
comfortable
or
even
set
the
budget
and
stick
to
the
budget.
I
I
That's
only
my
opinion,
I
think
it
would
be
viewed
as
a
benefit,
that's
being
removed
from
employees
for
internal
growth.
That's
my
personal
opinion
on
how
they
would
view
it,
but
I
know
I
have
to
speak
specifically
for
them,
but
you're
correct.
There's,
really
only
a
handful
of
people
that
utilize
it
I
mean
I,
don't
think
he
ever
have
a
year,
that's
more
than
five
people,
so
it
doesn't
have
an
overall
impact
on
a
number
of
people,
but
your
teeth.
They'll
I,
believe
that
they'll
view
it
as
you're
taking
that
ability
away
from
that.
I
A
G
Security
I
would
also
really
Tiffany
that
I
think
at
this
point
in
time
too,
you
know
we
go
and
we
take
it
away.
You
know,
even
though
a
lot
most
people
don't
even
take
advantage
of
and
I
think
if
we
just
limit
X
and
wealth
per
year
per
person
that
you
know
set
the
budget
whatever
it
is
about.
Fifteen
twenty
thousand,
it's
a
pretty.
You
know
inexpensive
way
to
look
at
the
whole
budget
as
a
whole.
It's
a
pretty
inexpensive
way
to
show
that
you
know
we're
trying
to
benefit
our
employees.
H
Mr.
Gary
yeah
I
like
that
I
like
about
that
personally
I'd
like
to
see
it
divide
them
to
half
of
the
year,
and
then
anybody
who
took
a
class
the
first
half
the
year
divides
up
the
money
and
that's
all
the
rest
of
that
half
the
year
and
the
second
half
do
the
same
thing.
If
there's
three
people
and
there's
something
out
there,
then
that's
that's
what
it
is,
but
if
there's
five
people
and
there's
nine
up
the
cover,
everybody,
they
just
split
it
up
and
they
move
on.
They
have
to
cover
part
of
it.
K
J
Press
the
lane
in
their
project
engineering
and
both
places,
I,
was
able
to
do
collision
ring
person
and
I
was
following
and
trying
to
grow
with
my
career
as
an
engineer,
so
I
would
be
taking
my
engineering
classes
and
that
allowed
me
to
be
able
to
the
next
day
apply
some
of
those
same
things
that
I
was
learning.
You
know
to
benefit
my
company
that
I
was
working
for
and
I
think
that's
the
whole
purpose
of
our
tuition
reimbursement
here
at
Bay
County.
We
want
our
younger
and
younger.
J
You
know:
I,
want
her
less
experienced
employees
to
be
able
to
garner
that
information
through
going
to
classes
and
to
come
back
and
be
able
to
apply
that
at
work,
whether
it
be
taking
computer
classes
to
better
understand
the
software's
and
things
like
that
or
word
or
whatever
I
know,
Excel
used
to
be
a
big
thing.
You
know
in
taking
class
growing
in
that
way
and
I
think
we
County
have
been
helped
over
the
years
by
those
people
that
want
to
learn
more
things,
to
be
able
to
do
a
better
job
at
work.
J
J
If
there's
new
technology
that
comes
up,
but
until
then
you're
only
gonna
have
a
few
taking
advantage
of
them,
because
they're
self-motivated
to
grow
and
grow
in
their
careers
and
they're
gonna
continue
to
do
that.
Where
others
aren't
there
they're
happy
coming
to
work
every
day,
just
doing
their
gun.
You
know
learning
what
they
can
on
the
job,
but
that's
all
I
need
to
know.
J
You
know
so
I
think
we
should
keep
it
I
think
we
should
live
in
it
as
far
as
the
budget
limit
game
off
it's,
but
you
know
per
person
per
year
limit
what
we
actually
spend
our
money
on.
You
know
we
want
to
not
necessarily
quirks
and
things
like
that,
because
those
things
can
be
sold
back
I
know
years
ago
we
used
to
get
a
lot
more
money.
E
J
Our
books,
at
the
end
of
the
semester
than
what
you
get
now,
sometimes
you
buy
a
hundred
and
fifty
dollar
book.
Can
you
go
back
then,
and
you
can
sell
back
to
the
bookstore
for
25
bucks,
maybe
but
first
of
once,
I
have
at
home
when
I
use
this
an
engineer
that
I
refer
back
to
you
know
from
time
to
time,
because
you
know
over
20
or
25
years.
You
want
to
see
that
I.
Remember.
K
J
D
Begins,
and
only
after
those
really
about
they
probably
don't
have
a
requirement
that
they
stay
with
us
for
a
period
of
time
after
they
take
the
class,
and
that's
that's
an
argument,
true
that
people
say:
oh,
they
take
the
class
they're
going
on.
They
find
better
paying
job
do
but
I
don't
think
we
have
that
point.
Some.
A
Well,
I
would
look
at
it
as
a
win-win
thing
with
tuition.
You
know
the
employee
wins
because
he
furthers
his
education
and
elevates
himself
with
a
plan
for
the
county
and
the
county
wins
because
the
same
reasons
you
know
and
if,
if
if
the
classes
that
are
taken
are
not
benefiting,
one
of
those
are
benefiting
management
or
they
are
benefiting
the
employee,
then
it's
not
worth
it.
A
So
I
would
hope
that
when
we
look
at
it
and
we
look
at
the
classes
that
are
taken-
and
the
other
thing
is
I'm
sure
that
when
when
this
tuition
first
come
up,
college
was
probably
about
a
quarter
if
that
of
what
we
paid
today.
So
what
you
know
we're
not
paying
for
a
whole
piece
of
education.
Here,
it's
it's
a
small
portion
of
of
Education
and
unfortunately
we
just
don't
have
the
revenue
to
you
know
to
give
everybody
that
opportunity,
but
we
have
what
we
have
and
so
I
I.
A
Just
would
hope
that
when
we
look
at
it,
we
look
at
it
in
the
vein
of
a
win-win
and
we
maintain
a
budget
and
we
hold
that
budget
and
executive
bar.
So
I
think
you
had
15,000
in
there
for
tuition
in
your
budget
that
you
presented
and
it's
basically
what
we
had
this
year.
It
sounds
like
you
know:
we
we
just
need
to
tweak
it
as
to
what
kind
of
tuition
we're
paying
for
certainly
and
the
amount
maybe
of
each
individual.
A
J
Look
I
just
wanna.
Make
sure
that
you
know
I
mean
I
know
you
know,
Tiffany
is
giving
you
something,
but
I
don't
know
if
all
the
rest
of
the
commissioners
received
the
language
that
Tiffany's
working
under
to
bring
all
the
contracts
into
the
same
language
on
this
issue,
and
if
different
commissioners
would
like
to
have
that
information,
if
they
don't
already,
then
Tiffany
won't
make
sure
that
they
get
it
and.
A
I'm
sure
that
through
negotiations,
things
change
in
heavy
negotiations
and
there's
not
just
one
union,
there's
several
unions
and
it's
a
long,
drawn-out
process,
and
so
what
we
start
off
with
might
not
look
what
we
end
up
with.
So
it's
nice
to
know
a
starting
point.
But
if
anybody
wants
that
see,
Tiffany
anything
further
discussion
on
this
great,
no
business,
ain't,
no
business,
seeing
none
miscellaneous
enough
sports
one.
Second,
okay,.
F
Thank
You
mr.
chair
I,
just
I,
wanted
to
I
was
remiss
last
week
and
I
apologize.
I
did
not
thank
the
entire
I
wanted
to
thank
the
entire
Commissioner
of
the
court
of
commissioners
as
well
as
executive
barcia,
for
their
ongoing
support
for
the
things
and
the
changes
we've
been
working
on
over
at
the
Animal
Services
facility.
You
certainly
have
enabled
us
to
look
in
different
directions,
do
different
things
and
your
support
is
definitely
appreciated.
One
of
one
small
thing
we've
been
working
out.
F
It's
going
to
be
arriving
in
the
next
week
or
two,
our
chew
toys
from
Nylabone
we
reached
out
to
them,
and
they
have
a
program
for
shelters
and
municipalities
and
and
those
types
of
things,
and
we
got
them
for
free
for
every
dog
in
the
shelter
and
that's
an
annual
thing
that
they
do.
It
just
takes
some
time
and
some
investigate
reaching
out
there
are
other
companies
were
working
with
as
well.
F
Coran
Tibet
is
another
one
in
Kong,
for
instance,
but
certainly
to
give
those
dogs
things
to
do
while
they're
in
their
kennels
definitely
appreciate
everything
from
the
name
change
to
the
training
program
in
Freeland.
The
support
of
the
commissioners
is
very
appreciated,
so
I
just
want
to
say
thank
you.
K
Just
yeah
yeah
one
short
comment
to
a
lot
of
thing:
Craig
for
his
leadership,
recruiting
volunteers
working
with
staff
at
around
the
shelter
to
not
walk
the
dogs.
It
really
makes
a
difference
when
a
dog
can
get
out
and
go
for
a
one
hour
walk
or
over
on
the
bark
park
relaxes
them
they
come
back.
They
get
a
little
fresh
air
and
sunshine.
It's
also
a
way
Greg.
You
might
want
to
mention
how
some
of
the
businesses
have
stepped
forward
to
help.
K
So
when
people
go
in
to
look
at
the
dogs,
they're
much
more
relaxed,
they've
been
out
walking
but
also
they're
been
trained
in
a
relatively
short
time
to
just
sort
of
be
quiet
so
that
they
can
get
that
treat
you
know
from
from
either
Craig
or
someone
else
with
a
clicker,
so
lots
of
innovative
things
were
trying
and
up
there
and
making
the
difference.
I
think
so.
Thank.
F
You
yeah
we
had
a
couple
weeks
ago.
We
had
the
courtyard
we
have
some
employees
from
courtyard
that
uptown
come
down.
There
were
six
or
seven
individuals
that
from
periodic
time
time
from
time
frame
to
timeframe,
they
work
on
a
project
and
they
wanted
to
do
with
a
community
service
project
over
at
the
red,
the
animal
services
and
adoption
center,
and
they
came
in.
They
spent
a
few
hours
walking
dogs
playing
with
cats.
F
Various
things
they
won,
one
did
go
home
with
a
dog,
one
fell
in
love
with
one
that
she
walked
and
she
went
home.
So
it
was,
you
know
they
were
thrilled,
they
were
gonna,
I,
know
we'll
see
them
back
next
month
we
have
Chemical
Bank
coming
in
for
for
a
day
as
well.
They
that's
a
that's
something
that
they
do
yearly
as
part
of
their
teamwork
and
and
reaching
out
to
the
community
to
see
what
they
can
give.
F
So
those
types
of
things
I
expect
to
continue
when
we
appreciate
them
reaching
out
to
us
and
so
and
I
they
appreciate
because
they
get
to
help
out
and
they
see
the
impact
that
it
has
on
the
animals.
As
well
as
the
individuals
that
come
over
and
help,
so
it's
a
it
is
a
win-win
for
sure
and
we're
certainly
trying
to
think
what
else
we
can
do
with
the
community
and
certain
organizations
to
continue
that
so.
But
the
dog
walking
program
has
been
highly
successful
in
reducing
beyond
my
dreams
and
expectations.
That's
been
phenomenal.
F
We
were
just
sitting
there
the
other
day
and
we
were
in
the
education
room
and
it
was
quiet
there
wasn't
one
dog
making
one
peep
and
if
you've
ever
been
over
there,
you
know
that
that's
a
rarity,
but
they
were
tired.
So
it
was,
it
was
nice.
They
they
all
got
out.
There
got
exercise
and
there
it
was
a
phenomenal
experiences,
sit
there
and
listen
silence
for
for
a
few
minutes.
So.
K
Lift
shields,
who
appeared
on
TV
12
for
about
eight
to
ten
minutes.
I
guess
did
a
phenomenal
job
and
again
they've
got
a
broad
range,
so
we're
we're
getting
recognition
for
our
Bay
County.
You
know
whether
animal
program
and
the
innovation
that's
being
undertaken,
but
they
both
did
a
beautiful
job
on
TV,
twelve.
