her

her
years
of
service.
So
Jodi
served
with
MSU
Extension
as
the
4-h
coordinator
for
2001
to
2017,
and
anybody
that
knows
I
think
about
the
4-h
program,
its
countless
hours
tying
in
the
evening
and
weekend
she's
dedicated
and
also.

To

what
I've
written
in
the
letter
of
support
over
the
past
four
years,
I've
had
the
privilege
of
being
joining
Rosinski
supervisor
during
this
time,
I'd
regularly
witness
Jody's
determination,
hard
work
and
innovation.
She
willingly
took
on
challenges
and
handle
difficult
tasks,
ensuring
that
projects
were
successfully
completed.
One
of
her
many
strengths
is
Jody's
ability
to
always
maintain
a
positive
and
friendly
attitude,
also
making
her
a
valuable
team
member
with
her
colleagues
as
a
result
of
Jody's
innovative
approach
and
ability
to
think
creatively.
She
built
many
partnerships
allowing
her
to
reach
broader
audiences.

This
resulted
in
a
measurable
non-traditional
expansion
of
the
4-h
youth
program
at
the
county
level.
Jody
has
also
been
instrumental
in
collaborating
with
Bay
City
Public
Schools
to
offer
family
fire
ignites.
Building
on
this
relationship
in
Jody
has
successfully
been
successful
and
being
awarded
a
4h
tech
with
their
grants.
That
grant
has
led
to
thriving
adult
youth
mentoring
program,
which
collaborative
which
has
was
conducted
during
the
school
day.
Professionals
in
the
science,
technology,
engineering
and
math
or
STEM
fields
were
recruited
trained
and
matched
with
at-risk
elementary
and
middle
school
aged
children.

Turning
for
day-long
camp
for
children
around
the
broad
topics
of
fish
for
many
of
the
camp
participants,
this
has
been
their
first
introduction
to
the
sport
of
fishing
through
generous
partnerships
in
donations,
campers
receive
fishing
equipment
and
a
detailed
map
to
help
families
access
suitable
fishing
locations
in
their
community.
Her
efforts
have
helped
to
grow
future
scientists
in
Bay
County
you
to
explore.

4-H
science
projects
increase
their
interest
in
science
at
a
rate
three
times
higher
than
those
of
man
4h
years,
and
have
seventy
percent
greater
chance
likelihood
of
going
to
college
ultimately
making
a
personal
and
economic
impact
here
in
Bay
County
Jody's
work
has
represented
her
high
level
of
commitment,
MSU,
Extension,
Volunteers,
youth
and
families
in
her
community,
and
there
is
no
doubt
that
during
her
15
year,
career
with
MSU
Extension
Jody
made
a
tremendous
impact
on
the
residents
and
new
update
county.

The
Western
District
has
used
this
program
for
quite
a
number
of
years,
they're
very
proficient
in
its
use.
They've
done
some
training
around
the
state,
including
Genesee
County,
and
we
had
just
received
some
additional
grant
funds
from
Family
Planning
title
10,
specifically
for
building
up
our
database
and
helping
us
to
build
more
efficiently
and
more
effectively.
So
that's
how
we're
using
those
funds
or
now
I
think
we've.

that
we've
done
before
it
will
be
the
five
public
beaches
so
went
on
a
beach
Bay,
City
State,
Recreation,
Area,
Lynwood,
beach,
preset
beach
and
Pinconning
Park.
The
additional
test
we're
going
to
do
testing
weekly
at
all
five
beaches,
plus
at
the
second
hour
River
and
Collin
River
site,
but
the
additional
testing.
The
heightened
testing,
which
is
three
days
a
week,
will
occur
at
Bay,
City,
State,
Recreation,
Area,
Lynwood,
Lynwood,
beach
and
Merced
beach,
and
there's
going
to
be
approximately
ten
weeks
where
we
do
additional
testing.

a
12-week
season
in
two
weeks
out
of
that
season.
We're
only
going
to
have
resources
at
this
point
to
do
testing
once
per
week,
but
also
we're
planning
for
contingencies
that
if
we
do
get
a
heavy
amount
of
hot
weather
and
there's
a
lot
of
folks
going
to
the
beach
and
we
get
a
beach
that
we
have
to
close
for
a
day,
especially
on
a
weekend.

want
to
go
back
out
and
open
that
be
chopped.

find.
Typically,
it's
not
so
much
the
rain
events.
Is
we
what
we
used
to
see
now?
What
we
see
is
wind,
wind
events
that
really
stirs
up
the
sediment
in
the
bottom
of

lake
and
of
the
beach
areas,
and
so
typically,
when
we
find
that
the
sediment
is
stirred
up
when
we
sampled
that
the
e.coli
which
naturally
occurs
in
sediment,
tends
to
be
higher
than.

Fertilizer
and
it's
important
to
note
that
we're
just
testing
generally
for
e.coli,
not
specific
types
like
157,
which
is
a
variant
form
that
normally
found
in
things
like
hamburger
and
stool.

general
testing

e.coli.

something
that
we
always
strive
to

that
we
go
out

test

also
do
a
pretty
comprehensive
review
of
the
surroundings.
We
know
what
the
weather
conditions
are.
If
there's

lot

wildlife
in
the
area,
you
know
what
the
how
many
people
are
on
the
beach
cat
that
can
really
affect
the
water
quality.

understanding
is
that
the
questions
you've
been
working
on
that
for
four
years.
They
have
the
ability
now
to
to
test
and
find
out
what

source
of
the
e.coli
is
and
if
we
don't
know
it's
hard
to
work
on
a
problem,
if
you're
not
sure
what
the
problem
is,
whether
it's
animal
or
whether
it's
human
or
whatever,
and
and
so
when
what
we
expect,
then
we're
going
to
be
out
there
testing.
So
we
can
fix
the
problem.

a
note
about
source
tracking
the
what
the
in
the
method
that
SVSU
is
employing
for
source
tracking
looks
at
the
DNA
of
specific
types
of
either
mammals
are
warm-blooded
animals
and
it's
typically
not
done
in
rapid
succession
like
just
the
overall
testing
for
e.coli
and
of
each.
It
takes
quite
a
while
to
do
that.

We're
anticipating
that
some
of
those
tests
are
going
to
be
starting
to
be
completed
this
year,
but
it
won't
be
done
on
the
same
day,
but
if
the
anticipation
is
that,
if
we
have
a
high
count
of
e.coli,
that
I
will
also
say-
and
it's
due
to
cow
feces
that
has
somehow
made
it
into
the
to
the
beach
area.
That's
not
going
to
happen.

Use
the
e.coli
2
is
important
to
know
is
because
that
is
a
good
indicator
of
overall
gastrointestinal
illness
that
can
be
related
to
recreational
Beach
waters.
It's
not
the
best
thing
and
also
we're
not
looking
for
viruses
and
other
types
of
pathogens.
Now
it's
important
to
note,
too,
that
the
Michigan
Department
of
Environmental
Quality
will
also
be
starting
to
do
some
of
the
testing
for
the
ALS
and
water,
the
harmful
algae
blooms,
and
if
we
do
get
indications
that
there
are
harmful
algae
blooms,
we'll
also
put
a
public
health
advisory
based
on
that.

had,
and
we
have
been
working
on
that,
especially
in
the
Colin
River
watershed,
but
the
one
thing
that
they
found
Saginaw
Valley,
has
done
quite
a
bit
of
extensive
research.
Is
that,
like
we've
been
saying,

equal
life
naturally
occurs
and
in
the
sediment,
and
it
tends
to
incubate
in
the
sediment
as
well.

are
tested
within
the
law
states
that
within
24
hours
or
by
24
hours
after
we
test,
we
have
to
post
things
on.
What's
called
Michigan
Beach
guard,
which
is
a
database,
you
can
also
sign
up
for
a
special
RSS
feed
that
will
give
that
information
to
your
cell
phone
or
directly
to
your
phone.
So
you
don't
have
to
go
up
and
actually
look
at
any
of
the
numbers.
So

you
know
back
in
number
years
ago
we
started
having
these
issues.
What
I
found
the
attitude-
let's
say
in
Lansing
and
even
in
Congress.
Their
feeling
is
that
the
solution
to
pollution
is
dilution
and
we're
very
fortunate
right
now
that
our
water
table
was
up
and
we've
had
some
nice
northeastern
lands
to
keep
stuff
moving.
You
know
before
we
had
the
island
out
there,
that
the
court
decided
would
be
a
great
spot
for
disposals
of
everything
under
the
Sun
the
wave
action.

We
would
actually
allow
the
stuff
to
come
down
the
shoreline
on
the
roadside
and
go
back
out
into
the
bay
with
the
island
there.
Now
the
littoral
flows
and
change
so
as
the
stuff
comes
down
again
on
the
north
side,
it's
that
island
and
it
doesn't
make
it
back
out
to
the
outer
Bay
it
stays
in
the
inner
Bay
and,
of
course,
eight
parts
and
runways
percent
are
right
there
to
receive
whatever
they
kick
back
so
so
long
as
our
water
table
stays
up.

other
than

source
tracking
testing
that
I
talked
about
earlier,
which
is
like
I,
said
not
in
real
time,
but
can
be
done.

really
what
needs

happen

people
get
upset

find
anything
about
it,

one

the
things

we've
done
a
good
job
here
and
I'm,
proud

we've
done,

we've

good
amount

testing

we've,
given
the
folks

that
committee,
a
lot
of
good
hard
information
to
work
with-

you
know
the
key
thing
about
this-
is
that
97,
98
percent
of
the
time
the
beaches
are
open.
The
bacteria
levels
are
low
enough
and
this
is
with
expanded
testing
as
well.
So
you
know
the
one
thing
to
that.

have
to
remind
a
lot
of
folks
is
that
it's
not
in
real
time
yet
and
quite
often
we're
closing
a
beach
down
based
on
yesterday's
information,
but
we
need
to
get
it
to
today's
information.
We
need
to
find
those
sources,
as
indicated,
and
the
other
thing
that
we
need
to
do
is
develop
a
forecasting
method,
a
good,
sustainable
forecasting
method
so
that
we
can
predict
the
safety
in
the
beach
waters
just
like
they
predict
the
weather.

mean
it's
not
very
going
to
be
a
hundred
percent.

run
about
13
years
I
thought
we
knew
that
where
that
pollutants
were
coming
from
a
lot
of
them
come
from
a
column
whether
it's
a
capable
facility
or
whether
is
a
septic
field.
So
I
think
we
understand
where
some
of
those
come
from
anyway,
I
guess.
The
solution
is.
How
do
we
address
this,
but
we
stopped
that
from
getting
into
the
water
waves
we're.

Pretty
good
at
the
point
sources
where
we
know
that
specific
outflow
is
contributing,
like
Commissioner
Krieger
said
we're
going
to
go
back
and
take
a
look
at
the
outflow
near
Lynwood
Beach,
just
to
make
sure
we've
tested
that
before
and
we
did
come
up
negative.
But
we
need
to
do
more.
Comprehensive
testing
of
that.

also
know
that
a
lot
of
times
a
column
doesn't
flow
out
and
will
actually
receive
water
in
from
the
bay.
So
it
really
you
know
we're
talking
again
about
hydrological
sources
and
how
that
influences
the
bacteria.
We
know
for
a
fact,
though,
as
I
stated
before,
that
the
e.coli
that
we're
testing
is
often
directly
related
to
the
sediment
in
in
the
beach
area,
so.

That's
where
we
have
to
really
know
how
just
doesn't
happen
there.
It
comes
in
from
my
drain
River,
where
from
some
other
place
and
whether
it's
know
you're
working
on
separate
solutions,
alcohol
in
the
world
Simon
over

say
that
over
empties

comments
in
the
day.
So
it's
not
just
here.
It
would
be
in
that
a
larger
watershed
within
the
state.
So
we
do
know
that
I
guess
we
know
that
pellets
coming
in.

equipment
that
we

to
get

our
proposed

receiving

house
coming
to
do
with
the
training
and
our
house
that
it
wasn't
going
to
be
done

clerk
I'm
confused
by
two
different
stories.
So
maybe,
if
the
cook
would
address
it,
that
would
be
wonderful.

referring
this
matter
to
this
point
in
time
we
have
been
working
on
implementing
a
new
voting
system
for
Bay
County
since
the
last
summer.
Actually,
our
local
Bay
County
Clerk
Association
met
with
vendors,
who
selected
a
vendor
in
September,
we've
been
in
negotiations
with
the
vendor
and
the
election,
the
election
vendor
in
the
state
of
Michigan
since
that
time
to
implement
in
Bay
County,
which
has
not
been
done
since
2005.

This
is
based
on
a
state
grant
award
where
Bay
County
is
going
to
receive
over
$450,000
worth
of
new
voting
equipment.
So
we're
very
excited
about
this
project.
You
were
generous
enough
to
approve
the
grant
agreement
in
April,
which
kept
the
ball
rolling.
We
have
all
of
our
local
jurisdictions
on
board
and
have
been
cooperating
to
meet
the
deadlines
and
requirements
of
the
state
of
Michigan,
and
we
are
at
a
point
in
time
where
we
are
going
to
be
receiving
equipment.

In
fact,
the
city
of
a
city
myself
and
essexville
received
our
voting
equipment
today,
due
to
the
fact
that
we
have
August
elections.
So
we
are
on
the
fast
track
to
implement
for
those
jurisdictions
having
August
elections
and
they
receive
their
equipment
first.
So
we
do
have
equipment
in-house
right
now
and
we
are
in
a
second
phase
of
issuance
which
will
take
care
of
the
rest
of
our
entire
County,
so
our
whole
County
will
be
receiving
all
of
the
voting
equipment
paid
for
primarily
by
the
state
of
Michigan
within
the
next
week.

To
ten
days
we
are
the
only
County
in
Michigan
we
are
the
first
county
in
Michigan
to
go
countywide
with
new
equipment.
Until
we
worked
very
long
and
very
hard
to
pull
this
project
off,
we
have
a
number
of
deadlines
that
we
have
to
meet
once
we
get
equipment.
We
have
ten
days
to
test
it.
We
have
a
certain
number
of
other
days
for
other
steps
of
the
process.

And
myself
will
be
out
on
the
road.
The
company
will
train
the
the
clerk,
the
election
company
trains,
the
clerk,
so
they
will
be
training
on
June,
5
and
6,
where
they
will
train
our
20
local
clerks.
The
challenge
of
and
city
clerk,
I
and
those
other
clerks
are
responsible
for
training
all
of
the
other
election
workers
throughout
the
county.
So
there
are
hundreds
more
other
workers
that
will
require
training
and
a
short
amount
of
time.
So
we
set
that
up
at
each
jurisdiction.
We
go
to
their
Township.

We
call
in
everybody
for
monitor
we
meet
at
their
Hall,
they
kick
the
tires.
They
do
testing.
They
get
a
hands-on
training
to
know
what
they
have
to
do
for
2018,
which
is
a
significant
election
year.
So
we're
fortunate
enough
to
be
one
of
the
twelve
counties
to
be
in
the
first
round
of
issuance
we're
fortunate
that
we
will
have
time
to
train
our
workers
and
be
familiar
with
it
before
2018
gets
here,
along
with
training
our
workers,
where
we're
going
out
chief,
deputy
and
I
assisting
with
the
training.

We're
also
required
to
attend
another
training
for
the
software
part
of
the
project,
which
takes
five
to
seven
days
and
will
probably
not
be
here
in
Bay
County,
the
chief
deputy
and
I
will
have
to
go
somewhere
else
or
that
training
and
we're
looking
at
August
for
that.
So
there
is
justification
for
some
additional
staffing
in
my
office
for
the
short
time
that
we
will
need
to
be
conducting
these
functions.

also
do
have
some
money
in
the
budget
about
thirty
five
hundred
dollars
that
I
can
contribute
toward
the
project,
so
the
other
matter
is
separate
from
this,
and
this
is
this
is
an
immediate
request
and
I'd
appreciate
you
approving
that
for
this
committee
session
and
for
the
full
board
sessions
fallow.
That
would
be
greatly
appreciated.

some
michigan
bureau,
local
action,
music
davis
states
that
the
vendors
and
that's
why
I
asked
this
question
to
drawl
previously
on
a
previous
software
capital
purchase.
We
bought
them.
I
don't
know
who
negotiates
these
deals
in
education
for
training
to
be
involved
in
it
as
it
is
in
this
one.
It's
as
vendors
will
provide
access,
extensive
training
and
support
to
assist
all
jurisdictions
and
fully
preparing
for
the
use
of
in
existence.
So
if
they're,
this
is
a
new
application
that
states
providing
and
the
vendor
is
going
to
come
in
to
training.

of
Bay
City
does
train
their
own
workers
because
they
are
of
a
larger
jurisdiction
which
they
can
do
that
under
the
law,
the
others
are
not,
nor
do
they
want
to
train
or
have
trained.
In
the
past,
we
conduct
trainings
every
two
years
before
each
major
election,
and
there
are
hundreds
of
people
that
we
train.

We
recertify
the
law
requires
that
we
recertify
the
election
workers
every
two
years
so
the
summer
of
every
even
election
year,
we
get
a
room
at
the
bay
or
neck
ISD
who
are
generous
enough
to
give
us
a
room
that
we
train
for
about
a
week.
We
have
two
sessions
a
day
for
about
a
week.
This
is
going
to
be
even
more
extensive
because
it's
new,
it's
all
new
to
everybody,
it's
new
equipment.
They
need
to
feel
comfortable
with
it
going
into
2017.

That's
why
I've
pushed
so
hard
for
us
to
get
it
this
year
and
get
it
now.
The
next
issuance
of
equipment
is
in
November,
so
that
won't
give
those
there
28
counties
in
November
getting
equipment
which
will
have
very
little
time
to
test
and
play
and
demonstrate
and
showcase
before
the
2018
election
year
kicks
off.

worked
that
out
on

equipment:
they've
trained
their
own
people
in
the

not
come
to
that
final
result
for
this

be
implementing

motoring
modem
system
which
we
did
not
have
before.

all
clerks
will
be
trained
and
be
on-site
for
us
to
modem
results
to
the
County
Building,
which
we
had
scheduled
for

testing
on
May
23,
but
we're
about
a
week
behind
in
our
schedule
early

and
we
will
be
testing
this
system
with
all
of
the
workers
to
modem
results
that
will
relieve
Gibson,
Township
and
King
County
Township
and
our
farthest
away
jurisdictions
from
driving
here
on
election
night.
To
give
us
results,
we'll
be
able
to
push
a
button
and
have
results
in
a
very
short
amount
of
time.

in
the
law,
which
say
who
can
train
we
have
to
be
of
a
certain
size
for
them
to
train
and,
and
they
they'll
they'll,
do
subsequent
trainings
to
they

addition
to
what
we
do,
there's
a

training

this
whole
system,
and
it's
all
new.
So
we
want
everybody
to
be
comfortable
with
it.

want
