That
folks

truth.
We
invited
the
number
of
iron
elected
officials
and
other
community
stakeholders
to
this
meetings,
just
kind
of
go
down
the
list
and.

think
this
is
a
good
first
step
to
have
an
open,
open
public
meeting.
The
chamber
is
looking
forward
to
working
with
ET
le
in
City
to
find
solutions.
I
know
that
the
original
Alliance
of
over
the
assistants
as
well

think
there's
a
number
of
options
on
the
table.
Work

help
them

From
the
Great
Lakes
Bay
region
lines
perspective,
we
have
a
couple
thoughts.
We
may
be
a
little
bit
more
aggressive
than
our
thinking
at
this
point
and
willing
to
take
down
a
little
bit
more.
First
of
all
the
person
we
would
say
we
don't
believe
this
problem
is
a
Bay,
City
or
Bay
County
problem.
We
think
it
extends
way
beyond
that
I'm
a
basically
resident,
either
right
under
Senator,
Trumbull,
basically
and
any
weekend
in
the
summer,
if
you're
just
sitting
at
that
corner-
and
you
see
the
vehicles
going
by
boats-
campers.

Clearly,
people
heading
out
of
the
thumb
going
across
connecting
the
I-75,
the
heading
north.
That
is
a
big
piece
of
where
that
traffic
counts,
who
comes
down
25
and
they
head
back
over.
So
we
don't
necessarily
think
that
the
first
move
should
be
to
put
the
burden
solely
on
taxpayers
of
the
city
of
a
city
or
on
the
taxpayers
of
just
the
county
of
Bay
County.
We
believe
that
that
bridge
is
really
a
bridge
used
by
people
all
across
the
state.
You
know
you
can
get
people
from
Metro
Detroit
that
1.75
coming
north.

They
come
up
them
15
and
cut
through
our
city.
Get
to
75
to
get
around
the
traffic
doesn't
seem
fair
that
the
first
move
should
be
that
the
city
and
county
should
be
the
ones
that
are
hit
with
that
burden.
So
that's
one
number
two.
We
would
say
anything
that
disrupts
those
four
bridges
will
lean
towards
money
leaving
behind.
So
people
find
that
that's
a
problem
they're
going
to
employ
Bay,
City
or
Bay
County,
that's
bad
for
Bay
County,
it's
bad,
the
entire
Great
Lakes
Bay
region.
So
our
thought
from
the
Alliance
perspective.

We
represent
various
companies
across
40,
eight-county
region.
We
think
we
should
do
everything
in
our
power
first
to
see
if
the
state
can
assist
in
this
effort.
If
you
look
at
similar
bridges
across
the
state
that
these
drawbridge
will
fill
up
to,
let
both
commercial
and
recreational
boats
through
they're
generally
paid
for
by
the
city,
so
we
think
that
we
should
use
the
full
power
of
our
region's.

We
should
lobby
those
to
thumb
which
Bobby
does
in
Metro
Detroit,
and
we
should
do
everything
first
to
have
the
state,
through
the
extend
and
15
from
our
heads.

senator
now

a
way

official
route
change,

dependence
bridge

I-75

until
we've
absolutely
exhausted
that
we
shouldn't

anything

development
in
Bay,
County,
specifically

part
of
Governors
prosperity,
regions,
five
initiative
that
looks
at
economic
efforts
and
attracting
companies
from
around
the
world
to
our
region
or
to
Bay,
County
and
specifically
for
us
I.
Think
that's
one
of
the
things
you
know
when
companies
were
working
on
a
myriad
of
different
projects.

Right
now,
people
are
googling
big
city
in
Bay
County,
and
this
being
one
of
the
things
that
kind
of
pops
up
top
of
the
list
is,
is
potentially
a
deterrent,
but
eventually
something
that
businesses
aren't
interested
in
Malaysia.
They
have
to
have
these
bridges
for
how
long
you
know
they
need
to
come
together.
They
need
to
figure
this
out.
That's
one
of
the
things.

I
think
we
can
help
do,
but
coming
from
that
perspective,
that's
one
of
the
we
have
so
many
great
opportunities
and
great
resources
that
are
here
in
our
community
to
help
attract
companies.
Help
companies
continue
to
grow
in
the
community,
but
that's
just
kind
of
one
detriment
that
we
really
don't
even
get
a
chance
to
revive
I
would
say
that
you
know
it's
absolutely
tired
for
us
in
our
businesses
and
to
figure
out
how
exactly
we
can.

can
work
together
to
get
this
this
certain
kind
of
off
of
both
municipalities
and
and
really
take
a
look
at
how
that's
gonna
affect
us
long
term
and
what
the
long
term
goals
are
through
this
process.

very

part

see
so
many
people

that
I
really
care
and
have
stake
and
what's
going
to
happen
and
looking
forward
to
securing
some
of
those
ideas
put
on
the

working

grand

the
other
state,
and
that's
where
the
congressman
will
definitely
do
things
like
writing,
support
letters
and
reaching
out
to
the
agencies
advocating
for
whatever
the
problem
you
guys
want
to
do
so.

I

a
wonderful

given
the
weather

temperature

people

about

future

a
city

come

craft
a
solution
to
this
major
challenge
that
is
affecting
each
city,
Fayette,
County
and

region.

like

share
a
few
thoughts
himself
and
just
say
fire.
The
United
States
representative
weekly
I
am
aware
that
the
independence
bridge
is
a
regional
thoroughfare.
It
impacts
travel
on
a
multi-county
level
as
well
as
our
local
businesses,
especially
along
those
along
the
wilder
Laura.
They
altered
those
local
businesses
impacts
the
entire
county
as
a
whole
from
employing
County
residents
to
contributing
to
the
tax
base
the
pace
of
countywide
services.

Both
a
County
residents
want
to
thank
all
of
the
previous
speakers,
but
along
the
river.
In
terms
of
the
economic
vitality
of
this
entire
region,
now
who
the
eight
counties
but
I
of
all
of
you
have
are
aware
that
about
30
percent
or
close
to
it
of
the
traffic
that
uses
Independence
Bridge
are
not
even
making
any
residents,
so
it
is
that's
going
to
the
death
tax
or
economy
and
I
think
we
need
that
kind
of
ignited
folks
from
the
region.

If
we're
going
to
receive
assistance
from
the
state
in
solving
our
dilemma
as
minami
executive,
my
concern
rests
with
the
burden
placed
on
local
fayette
county
residents.
To
sustain
this
regional
bridge
I
remain
convinced
that
the
best
possible
resolution
involves
obtaining
state,
and/or,
federal
government
assistance.
This
assistance
could
involve
MDOT,
declaring
the
roadway
between
M,
15
and
925
and
I,
and
all
the
way
I
think
process
from
the
surf.
They
come
in
the
legislature
to
agreement
now
that
all
of
our
legislators,
whether
they
were
kind.

Were
not
not
have
seen
this
as
a
challenge
had
wanted
to
to
help.
We
know
that
the
firm
resistance
of
my
home
history
from
the
other
milkman
all
the
way
through
up
until
recently,
governor
Snyder
purchased
I,
am
that

they
dominated

the
way.
But
you
know
we
worked
on
for
years.

get
it
through
the

when
I

have

designated

a
state
highway
and
independence
is
as
a
state
bridge.
It
could
involve
the
federal
government
providing
funding
through
the
Economic
Development
Authority,
as
the
bridge
does
lead
to
a
busy
business
district.
I
know
that
DBA
grant
funding
was
provided
for
the
tear
down
and
rebuild
of
a
rich
in
Big
Rapids
over
Muskegon
River
recently,
because
it
bought
the
EDA
different
hasn't
led
to
an
industrial
park.
Perhaps
a
city
for
them,
gage
m5r,
east
Michigan,
Council
of
Governments
to
look
into
that
grant
funding.

We
did
we
have
to
mark
an
industrial
Parkway
which
abuts
the
approach
to
the
independence
bridge.
Finally,
that
these
alternative,
these
alternate
funding
sources
do
not
bear
fruit
and
the
city
requests
becoming
Road
Commission
and
board
commissioners
place
a
millage
or
bond
proposal
on
melody.
It
needs
to
be
for
a
reasonable
structure
whose
cost
will
not
come
to
be
burden
on
our
County
taxpayers.
Perhaps
a
replacement
of
similar
sized
bascule
bridge
with
updated
mechanics
to
provide
for
less
operating
loss
and
repairs
would
be
peaceful.

However,
the
city
must
first
success
to
engineering
studies.
What
the
overall
cost
will
be
as
well
as
what
type
of
bond
or
village
is
being
requested
for
a
Zemon
available
before
such
an
issues
in
relation
to
develop,
I'll
important
working
with
City
local
businesses
and
stakeholders
before
commissioners
city
commissioners,
all
elected
officials,
Lafayette
County,
especially
our
township
officials.
What
we
wanted
to
to
be
represented

dollars.

bill
would
generate
across
the
county
five
hundred
twenty-five
thousand
two
hundred
forty
two
dollars
per
year
to
collect
two
hundred
million
dollars
over
30
years,
or
six
million
six
hundred
and
sixty
six
thousand
six
hundred
and
sixty-seven
over
here
who
would
either
levy
1226
nine
mils
a
year
for
30
years.
This
would
included,
there's
been
a
bomb
dropped
on
the
floor.

years
in
interest.

dollars,
so

million
that
works
over
30
years
would
require
20
point
three:
zero
Mills
for
a
period
of
30
years.
Interesting
to
note,
the
city
of
a
city's
taxable
value
is
only
19
percent
of
the
county's
taxable
valuation,
but
I
am
deeply
concerned
about
our
city
residents.
There
are
my
constituents
as
well
and
our
commoners
and
what
I
had
stated
a
previous
City
Commission.

So
having
served
on
the
Transportation
and
Infrastructure
Committee
of
Congress
for
10
years
by
attorney.
Familiar
with
you
know
how
communities
have
dealt
with
the
patch
with
expenditures
of
this
magnitude
and
almost
always
involves
not
just
local
taxpayers,
but
a
return
on
the
investment
for
infrastructure
and
all
of
our
motorists
who
purchase
gasoline
pay
when
they
purchase
a
gallon
gasoline
with
a
box
for
47
cents
of
that
price
to
go
for
maintenance
of
our
roads
and
bridges.
So
this
is
a
wonderful
to
remember.
It
means
you
can
see
everybody
else
today
and
I'm.

regional

federal

state
assistance

Bridge
is

bleeding

pocketbook

consider

privatizing,

privatizing,

it

just
shutting
it
down

directing
all
that
traffic
over
the
Bettsbridge.

state
finals
pick
up

share

responsibility

best
bridge
is
a
six
Lane
bridge
and
left
three
lanes

way

economic
impact

small

impact
study

of

bridges
go
away.

experienced

lot
of
hardship

the
Midland
Street
business
district
this
year,

on
the
construction
of
Midland
Street,

construction

Vermont

Midland
Road
19,000
cars.
They
passed
through

business
district.
Those
cars
not
passing
through
our
business
district,
create
a
hardship.
The
other
thing
that
I'd
like
to
speak
about
is
something

spoke
about
is
if

Bay
City
Michigan
right
now
and
they're
on
75-year
in
Detroit
or
moving
up
to
75
north
for
your
vacation.

have
a
stop
to
get
something

eat
if

business
owner

an
entrepreneur
that

want
to
open
a
new
business,
an
area
that
has
rich
history,
great
location
and
a
great
way
of
living,

view

here
in

narrative

to
stay
positive.

middle

a
renaissance
in

city
right
now

growth

county

need
to
be

everything
they've
done
for
this
county
and
city.
The
fact
that
we
have
this
issue
with
these
bridges
is
very
sad.
It
is
repairable,
though
this
is
something
that
we
can
come
to
a
resolution
on
and
I
know
that
you
were
speaking
on
having
three
committees
as
registered
deeds.

with
the
city,

bridges

whole
term

last
term
I'd
like

see
something
happened

benefit
bay
city.
We
was
able
to
get
a
half
a
million
dollars
the
first
year
I
was
in
office
to
help
pay
for
the
part
of
the
needs
of
the
bridge,
and
since
then,
we've
able
to
set
a
fund
apart.

pays
for
all
the
bascule
bridges
in
the
state
of
Michigan,
including
base
cities.
I
do
know
the
bridges
were
out.
I
do
know
the
you
have
to
fix
them.
Unfortunately,
Bay
City
has
to
bear
a
lot
of
the
brunt
of
it,
but
I
just
want
to
suggest.
There's
one
one
person
here
today
from
the
bay
County,
Road
Commission
and
the
director
steidel
did
not
was
not
able
to
make
it.
I
would
suggest
those
are
the
two
experts
in
the
room.

Trumbull,
director
steidel
said
he
would,
if
you
make
it
up,
the
state
standards
seem
to
be
more
than
glad
to
take
it.
At
that
point
he
said
that
maybe
he's
change

but
I
really
believe
that
director
Seidel
is
willing
to
work
with
Bay
City.
His
heart
really
does
belong
here.

lived
in
essexville
for
a
long
time,
but
he
literally
knows
the
history
of
that
bridge,
because
I
think
he
was
here
when
they
built
that
he's
told
me
different
times
stories
about
it,
but
I
I'm
more
than
willing
to
help
you
in
any
way

haven't
ass.
I
will
continue,
set
up
meetings
of
director
state.
All
I'd
be
more
than
happy
to
do
that,
but
you
got
to
remember
too,
when
we
start
pointing
their
fingers
at
the
state
they
have
to
pay
for
this.

residents

states

just
now
paying
a
new
belly.

want

roads
fixed
and
so
the
states
kind

pulled
there

saying

money,
available,

there's
federal
money
available,
but
I
just
suggest
you
go
to
the
experts
and
get
their
opinions.

thought
of
it
as
road
repair,
but
it
is
lumped
in
with
bridge
repair
as
well,
and
if
the
city
has
certain
that
they're
doing
everything
in
their
power
using
these
maintenance
funds
that
they
are
allotted
from

state
for
bridge
repair
and
if
it
doesn't
jive
with
the
actual
cost.
It's
time
they
get
in
the
face
of
the
state
or
the
federal,
wherever
those
grants
are
coming
from
that
money
is
coming
from
and
say,
hey
our
bridge
repair
costs.

feeling
is
were
in
the
same
situation
as
far
as
bridges
go
as
a
lot
of
the
rest
of
the
country,
and
maybe
we
were
not
quite
as
seriously
in
dire
need
as
others
are.
There
was
a
major
bridge

fell

killed
a
lot
of
people
I
think
in
Minnesota
or
wherever
it
was.
That
was
a
stark
reality
of
maybe
got
people
aware
of
the
infrastructure
disintegration,
with
lack
of
money.

following
this
and
I

say.
First
of
all,
thank

for
setting
up
this

My
advisors
I've
been
following
the
issue,
but
I
learned
a
number
of
significant
things.
I
didn't
know
before

the
folks
that
spoke
today
so
far,
so
I
deeply
appreciate
that
this
has
been
put
together.
Deeply
appreciate
those
that
came
I
just
had
one
thought,
and
that
is
to
echo
the
businessman
that
spoke
earlier
on
and
encouraged
that
no
matter
what
happens,
there's
a
there's
a
great
deal
of
concern
about
the
money.

money
is
extremely
important
to
this
process,
but
with
the
concern
of
money
and
the
focus
of
money
can
come
a
very
negative
orientation
towards
towards
a
messaging
in
the
development
of
a
plan
of
action
and
direction,
especially
related
to
communicate
with
Lyon,
see
and
communicating
with
Washington
DC.
If
that's
necessary,
communicated
with
the
public,
it
can
become
negative
very
quickly
and

Agree
with
that
local
businessman
that
the
message
has
to
be
positive,
the
message
has
to
be
a
positive
in
support
of
the
entire
region
as
well
as,
of
course,
support
for
Bay
City.

lot
of
comments
about
the
growth
and
development
of
a
city
and
I
agree
with
all
of
them.
It
is
a
wonderful
town,
but
the
message
must
stay
positive
throughout
this,
and
there
is
a
very
important
need
to
develop
a
coherent
message
to
send
out.

was
discussion
about
lobbying
and
that's
both.
Of
course.
Lobbying
in
Lansing
was
really
lobbying
to
the
public
as
well
to
sell
a
regional
plan.

be
a
nitro
taxi
in

It's
the
base
of
the
address
and
I
have
a
home
at

39th
Street,
and
my
comment
is
that
apparently
they're

to
want
a
proposal
to
sell
two
bridges
to
the
United
partners,
bridge
partners
or
wherever
it
is
and
build
another
bridge.
It's
going
to
be
all
the
way
from
Sonora.

you

way
to
Wilder,
Road,
and
so
I
was
thinking?

Another
objection,
I
heard
was
what
if
they
make
a
profit
yeah,
that's
the
idea.
That's
how
things
work
when
you
make
a
profit,
there's
no
way
that
the
public
sector
can
compete
with
private
sector,
no
matter
how
good
the
people
in
the
government
are,
and
people
are
very
good
in
base
city
government,
but
the
incentives
aren't
there
for
what
we
need
so
I
want
you
to
think
about.

I
mean
by
a
lot
of
bad
things?
Well,
we
got
four
bridges
they're,
all
structurally
deficient,
so
yeah
you
want
to
ask
yourself
which
one
is
gonna
collapse.
First,
if
we
just
keep
cogitating
like
that
bridge
in
Minneapolis
Minnesota,
they
were
all
prepared
to
to
fix
that
bridge
and
then
it
collapsed,
and
a
few
days
later
the
governor
of
that
state
said
we
were
going
to
rebuild
that
in
2020.

interview
process

echo

senator
green

I
certainly
stand
ready

work

representative
elder
anybody
else
to
assist.

would
note
that,
in
terms
of
a
toll
bridge
opportunity,
the
technology
is
such
that
you
could
choose
to
charge
tolls
some
days
of
the
year
and
not
others.
Certainly
you'd
have
it
on.

Tall
Ships
and
the
fireworks.
You
could
also
choose
to
charge
a
different
amount
based
on
residency
or
non
residency
so
that
the
people
are
paying
property
taxes
for
local
support,
don't
get
dinged
a
second
time.
You
could
choose
to
charge
only
those
who
are
out
the
outside
of
the
county,
for
example,
and
if
you're
not
aware
of
it.
Maybe
the
road
commissioner
is
but
the.

Growers
association
is
providing
grants
to
local
Road,
Commission's
and
Midland
County
Road
Commission
has
already
done
this
to
buy
new
technology
by
which
they
measure
more
accurately
the
load
of
a
bridge.
So,
as
a
result,
the
Midland
County
Road
Commission
has
reopened
three
bridges.
It
had
closed
because
of
this
mechanism
that
they
can
put
on
the
bottom
of
the
bridge
and
more
accurately
determine
the
safety
and
capacity
over
a
bridge,
and
the
soybean
folks
are
anxious
to
have
other
people
get
that
same
kind
of
technology
because
it
affects
their
trafficking.

course.

So,
if
you
haven't
looked
into
that,
I
would
encourage
you
to
do
so.
The
soybean
association
will
make
grant
money
available
to
help
you
do
so
as
they
did
in
Midland,
County
and
I
also
suspect,
Midland
County
Road
Commission
might
let
you
borrow
it
in
the
meantime,
but
that
would
at
least
give
you
some
more
accurate
assessment
of
capacity
which
bridge
is
likely
to
collapse.
First,
that
might
help
answer
that
question,
but
in
general,
we'll
continue
to
work
with
the
chamber.

lot

light

pretty

everybody's
question

where
we
stand
with
them

I've
gone

it

times
myself,
the
last
go-around.

movement
that,
let's
make
a
deal
that
could
happen
where
they
would
redesign
eighth
Trumbull
the
bridge
and
while
the
road
for
trade-
and
there
are
some
things
that
we
would
look
at
for
trading
as
far
as
other
pockets
are

pools
or
whatever
of
money
interesting
just
found
with
today.

bridge
fund
in
the
state
is
very,
very,
very
sympathetic
to
large
bridges.
You
have
a
huge
piece
of
infrastructure
sitting
there.
That's
forty
million
dollars,
eighty
million
dollars,
but
remember
you
want
to
pick
and
for
a
million
and
a
half
a
year.
They
don't
want
to
see
that
piece
of
infrastructure
all
out
it's
a
huge
investment.
They
are
very
sympathetic.
We
should
be
applying
for
local
bridge
project
funds
every
year.

call
now
is
for
2021.
Yes,
that's
three
years
out:
they
have
emergency
funds.
I
think!
That's
a
very
that's
a
great
course
of
action
and
I
can
see
from
the
other
standpoint
of
the
Mishi
MDOT
and
pushing
that.
Let
me
say
there
was
movement.
What
we
heard
three
years
ago
was
completely
different
than
what
we
heard
less
than
a
year
ago
that
there
is
actually
moving
and
they
may
consider
taking
that
over.

else
was
on
here
that
other
people
were
interested
in,
but
basically
there
are
other
I
think
huge
opportunities.
The
other
thing
is
I
was
and
the
lead
grant
writer
for
Wade
trem
when
I
was
over
there
before
I
left
so
I
do
know
something
about
grants.
We've
leveraged
six
million
dollars
to
gain
30
million
dollars
at
the
Road
Commission
over
the
lat
over
my
tenure.
So
we
are
doing
very,
very
well
and
I.

huge
assistance
to
the
county,
the
city,
the
community
I,
live
in
and
want
to
see
succeed
as
it
has
as
it
has
in
the
past?

some
other
people
have
said
the
same
thing,
not
insurmountable,

I
think
we
can
get
it
done
so
I
hope
I'm

think
this
council
did

due
diligence

accepted
proposals
from
United
Bridge.
There
was
another
proposal
that
they
looked
at.
I
am
a
very
much
in
support
of
finding
the
last
dollar
of
public
funding,
particularly
state
funding,
absent
that
I
think
would
be
a
tragedy
not
just
for
our
businesses,
but
for
the
city
to
close
these
biz
bridges.

I
can't
imagine
what
a
site
selector
mat
would
say
if
they
came
into
town
and
saw
two
of
them
opened
up
the
messies
that
sense
so
I
I
personally
and
as
somebody
who's
likely
to
pay
more
than
our
fair
share
tolls.
If
the
United
Bridge
partnership
proposal
is
accepted
and
more
than
willing
to
pay
those
tolls,
they
have
the
option
to
use
those
bridges.
I
can
always
choose
not
to
right,
but
if
those
bridges
are
stuck
open,
the
choice
is
all
mine.
So
I
lend
our
support
to
the
efforts
to
get
state
funding.

I.
Logically,
it
seems
like
that
would
happen,
but
I
know
that's
been
a
dead-end
Road
for
a
long
time.
So
when
those
options
are
exhausted,
if
they
are
exhaustion,
exhaustion,
I
think
the
privatization
option
is
a
solid
option
and,
as
somebody
who's
gonna
reach
into
his
wallet
and
pay,
their
fair
share.
