hearing

two
keep
seeing
in
the
press
about
some
of
our
work
in
the
drain
office.
I
just
wanted
to
do
a
little
more
clarification
on
behalf
of
the
board.
First
I
would
implore
you
to
refer
any
questions
on
drains
to
my
office
I
through
the
community
and
various
other
sources,
I'm
getting
there's
lots
of
misinformation,
lots
of
conversations
taking
place,
but
very
little
has
been
directed
to
my
office.
I
read
somebody
called
our
office
six
times.

We
have
one
recorded
phone
call,
so
the
other
five.
They
must
not
have
left
their
name
because
we
just
aren't
getting
those
cut.
Those
those
calls,
so
the
best
thing
to
do
is
refer
any
call
to
me
so
that
confusion
doesn't
exist.
We
heard
a
lot
of
I've
heard
a
lot
of
information
on
a
specific
drain.
The
people
Erickson
I've,
made
it
clear
for
many
years
that
we
need
a
petition.
I
created
a
petition
I
just
b5
signatures.
I'll
leave
these
for
you
all.

know
anybody
who
wants
to
do
a
project
on
the
TiVo
drain.
Five
signatures
were
ready
to
go
and
so
I
welcome,
but,
as
I
indicated
in
a
in
a
meeting
last
week
to
many
interested
citizens,
we
have
lots
of
constraints
in
the
drain
office
and
when
we
pay
very
close
attention
and
very
serious
about
those
constraints,
I'm
not
sure
that
that
information
was
absorbed
because
I'm
reading
sort
of
the
same
thing,
some
information-
you
know
same
things
that
were
brought
to
me
last
week,
I'm
hearing
him
still
the
last
one
at
least
was.

The
recent
thing
I
heard
was
that
FEMA
grant
was
available
to
take
care
of
a
drain
project
that
would
not
be
accurate
and
first,
even
if
there
is
a
FEMA
grant,
I
need
a
petition
because
I
can't
do
engineering
or
any
work
on
the
drain
grant
or
not.
Without
a
petition,
I
will
say
that
the
last
FEMA
project
we
did
last
hazard
mitigation
grant.

We
did
on
the
drain
was
about
ten
years
ago,
and
we
got
a
million
dollars
from
the
federal
government,
which
was
wonderful,
but
the
project
was
1.7
million
dollars,
so
those
residents
still
ended
up
in
$600,000,
and
that
was
on
a
drain.
Quite
a
bit
smaller
than
the
you
know
the
tebow
erickson.
So
even
if
a
grant
was
acquired
and
they
still
have
to
have
a
petition,
they
still
have
to
pay
a
substantial
assessment.
That
said,
we
won't
qualify
for
a
grant
on
the
tebow.

spoke
with
the
State
Police,
who
was
our
liaison
with
the
federal
government
with
FEMA
and
they're
convinced,
and
they
convinced
me
that
we
wouldn't
meet
the
eligibility
requirements
for
this
train.
So
you
know
I
I,
understand,
I.
Think
part
of
the
reason
folks
don't
call
my
office
is
because
I
had
to
be
the
bearer
of
bad
news.
I
have
to
tax
you.

This
won't
qualify
for
a
grant,
and
but
it
is
what
is
allowable
under
the
law
and
I'm,
trying
to
be
as
upfront
with
residents
as
possible,
so
that
drain
and
all
other
grains
for
the
most
you
know
I,
don't
you
know?
That's
that's
where
we
stand.
Give
us
a
petition,
we're
going
to
we're
going
to
take
a
look
at
that
drain.
There
are
hundreds
of
trees
to
be
cut
down,
it's
a
significant
project,
and
so
it
does
require
citizen
involvement.

things
and
again
encourage
anybody

contact
our

because

know
even
the
folks
at
FEMA
apparently
are
giving
some
misinformation
to
residents
and
that's
unfortunate.

we're
working
on
that
from
the
state.
Police
are
happy
they're
working
on
that
for
us.

Frasier
Township,
if
I
understood
what
they
said,
if
an
individual
wanted
to
take
on
the
task
of
cleaning
a
section
of
that,
provided
they
have
a
request
that

had

insurance.

would
be
able
to
do
that,
but
they
would
incur
all
the
cost
on
their.

with
residents,

What
I
do
is
a
zero
dollar
contract
with
the
individual.
So
you
know
we,
we
are
we're
doing
our
job,
but

flexible
working
with
folks
as
long
as
they
can
show
us
that
they're
insured
in
case
they
do
major
damage
the
drain
and
they
work
with
us,
because
we
would
need
generally
to
give
them
some
guidance
on
what
what.

last
week,
I
probably
mentioned
28
times,
and
the
two
and
a
half
hours
of
grilling
I
guess
isn't
fair
word
that
a
petition
is
necessary.
So
we
we
have
a
petition
on
standby.
Interestingly
enough

means

place.
A
week
ago
we
haven't
had
a
single
call
asking
for
a
petition.

know
we,
we
are
constrained
by
the
law,
but
we
need
you
know.

need
citizen
involvement
to
be
able
to
move
forward
and
we
stand
ready
like
all
dreams
and.

calls
about
the
possible
hazard
mitigation
grant
from
FEMA
folks
evil
grain.
Given
me,
you
know
severe
makes
for
the
congestion
overgrowth
in
the
people
drain.
If
the

some
of
the
crop
losses
were
more
extensive,
have
it
drained
and
cleaned
out,
even
though
and
I
know
you
mentioned
us,
probably
no
no
County
drain
could
have
handled
that
volume
of
flash
flooding
accordingly.

been
my
experience
that
I
think
is
FEMA
probably
has
more
experience
in
Michigan,
State,
Police
and
so
I've
directed
Orion
man
to
speak
directly
to
the
FEMA
individuals,
and
yet
some
determination
may
be
out
ascertain
as
to
whether
we
would
qualify
them
if
we
do
qualify
with
you
be
interested
in
pursuing
a
based
on
the
potential
amount
that
would
be
available
to
at
least
clear.
Some
of
it.

a
mitigation
grant
the
State
Police
are
our
contact
on
behalf
of
the
state,
and
so
they
run
FEMA
programs.
Hazard
Mitigation
goes
through
State
Emergency,
Services,
state
police
and
emergency
services
to
the
counties
so
I
it's
it's
my
understanding
that
the
feds
will
only
work
through
the
state
like
like
many,
you
know
many
of
the
GL
RI
grants
and
others
that
the
state
the
state
has
to
essentially
administer
the
program.
Behalf
of
the
feds,
so
I
mean
I'm
I.

There
are
a
number
of
hurdles,
including
significant
capacity
expansion
for
any
hazard
mitigation,
grant
and
I'm,
not
sure.
Even
if
we
qualified
you
be
able,
you
could
put
a
project
together,
but
now
you're
talking
substantial
engineering.
Let
me
say
that
when
we
there
are
less
Hazard
Mitigation
grant
that
FEMA
decides
what
the
project
is,
how
big
it
is.
What's
involved,
we
tried
to
be
as
creative
as
possible.

actually
went
to
FEMA
and
said:
I
can
create
a
wetland,
do
a
weapon
Bank
and
that
will
ease
the
cost
for
the
residents
not
allowable
under
federal
statute,
so
which
was
just
inexplicable
to
me
that
we
couldn't
save
money
for
residents.
But
what
you
know
this
is
simply
not
a
possibility.
So
those
are
the
sort
of
requirements,
hurdles
that
you
have
to
go
through
with
the
FEMA
FEMA
grant,
and
so
I
I
mean
I.
It
is
from
all
conversations:
I've
had
unrealistic,
but
I
mean
they're
they're
hand,
no
money.
If.

They
not
a
final
note:
FEMA
will
be
opening
office
at
the
Bay,
City,
Mall
and
I
think
it
will
be
all
until
October
1st.
We
don't
have
a
date
and
when
they'll
open
that
they
will
welcome
all
citizens,
and
maybe
some
of
us
came
over
and
Ryan
credit
them
from
FEMA.
You
know
what
may
be
a
possibility
of
autism
I
had
no
doubt
the
revenant
expertise.
You've
dealt
us
before
I
happen.
I
know,
FEMA
played
a
key
role:
college
bastard
when
I
was
in
Congress
lawmakers.

Had
this
tremendous
flooding,
I
lost
hungry
for
houses
out
there
taking
in,
has
been
engaged
dollars
and
Ashley
undertook
a
project
on
the
river
that
runs
through
pass
or
to
try
to
mitigate
that
from
in
future
I
felt
I'm.
You
know
because
of
the
consistent
flooding
out
there,
but
every
five
or
six
years
that
people
obviously
located
that
Valley
but
never
did
have
extensive
federal
money
was
involved
in
in
protecting
homes,
raising
the
homes
actually
about
I.
Don't
remember
that
I
got.
I

In
the
case,
the
kibo
that
the
primary
issue
was
trees
down
and
we
could
spend
$20,000
or
some
and
pull
the
trees
off
that
are
in
the
drain,
but
in
six
months,
there'd
be
more
trees
down.
So
what's
an
efficient
use
of
taxpayer
dollars.
In
our
opinion,
the
most
efficient
use
would
be
a
project
to
get
the
dead
trees
on
the
bank,
the
trees
in
the
middle.
They
get
out
all
those
kinds
of
things.
You
can't
do
that
under
maintenance,
and
that's
why
simply
going
and
taking
up
you
know
a
few
blogs
out
here.

Last
March.
First
things
changed
drastically
for
us.
We
went
from
being
a
two
million
dollar
program
to
nine
point:
five
million
dollars
a
year,
but
all
of
those
dollars
came
in
for
us
to
serve
the
Detroit
tri-county
area
and
literally
on
March
1st
of
last
year,
I
had
applied
for
this
money
in
a
competition.
I
had
been
waiting
to
hear
for
about
nine
months.
I
padded
downstairs
grab
my
oatmeal
sitting
in
front
of
the
computer.
J
Looked
at
my
email
and
found
out
that
as
of
that
morning,
I
was
to
start
serving
600,000
more
people
in
poverty.
So
since
then,
we've
gone
from
six
offices
to
twelve
offices,
34
employees
to
132
employees,
and
we
have
put
a
lot
of
effort
into
trying
to
figure
out
how
we're
going
to
serve
all
of
these
people.
Now.
The
good
news
for
our
other
offices,
which
aren't
in
the
tri-county
area,
is
that
this
gives
us
a
really
good
foundation.
J
So
we
can
leverage
some
of
those
dollars
to
increase
the
work
that
we're
doing
in
the
outlying
areas.
So
in
Bay
County
we
have
substantially
more
support
for
the
attorneys
that
are
trying
to
cover
this
area
out
of
our
Carroll
office.
And
what
we've
done
is
we
try
to
reach
as
many
people
in
poverty
as
we
can
and
provide
them
with
as
much
services
as
we
can
so
clearly
that
doesn't
allow
us
to
represent
everybody
in
court
who
contacts
us.

One
way
that
we've
done
that
in
response
is,
we
have
what
we
call
our
consul
and
efficacy
law
line,
and
this
is
a
hotline
where
low-income
people
can
call
in
and
speak
to
an
attorney.
The
attorneys
pick
up
the
phone,
get
the
information
and
try
and
respond
the
best
way
that
they
can
to
give
the
people
at
least
an
understanding
of
what
their
obligations
are,
what
their
rights
are
and
what
steps
they
can
take
on
their
own.

If
it's
a
situation
where
they
clearly
can't
respond
without
the
help
of
an
attorney,
we
will
try
and
send
us
out
to
one
of
our
local
offices.
Local
office
will
trying
to
sign
an
attorney
going
to
court
whatever,
but
the
attorneys
on
the
hotline
are
really
pretty
good
at
solving
a
lot
of
problems
that
the
clients
bring
to
them.

They
can
have
the
person,
the
clients,
fax
in
paperwork
or
email
in
their
paperwork,
so
that
the
attorney
can
see
it.
The
attorney
spend
a
lot
of
time,
calling
opposing
counsel,
calling
landlords
or
whatever
and
trying
to
negotiate
a
resolution
to
the
clients,
problem
and
they're
successful
in
about
60
60,
65
percent
of
the
cases
where
clients
call
in
where
they're
able
to
get
them
the
result
that
the
clients
wanted
some
of
the
cases,
the
clients
go
away,
disappointed
and
we
give
them
the
best
next
step
that
we
can
come
up
with.

They
could
lose
a
professional
license,
so
we
try
and
help
them
expunge
the
criminal
records,
if
that's
possible,
work
with
them
to
try
and
throw
how
to
get
their
driver's
license
back.
If
it
is
a
child
support
matter,
sometimes
we
can
go
with
the
court
on
their
behalf,
get
a
payment
plan
set
up
so
that
they
can
get
their
driver's
license
or
any
other
license
back
so
that
they
can
at
least
try
and
get
into
the
labor
force.
A
lot
of
our
people
also
have
trouble
getting
into
rental
housing
because
they
have
a
credit
problem.

Their
credit
score
is
very
low.
They've
had
issues
where
they
haven't
paid
past
landlords
and
have
been
evicted,
and
so
we
work
with
them
on
trying
to
clean
up
their
credit
records.
We
can
negotiate
sometimes
with
landlords
and
say
at
least
look
at
them.
Don't
just
look
at
the
credit
report.
Let's
talk
about
what
their
situation
is
and
oftentimes
there's
an
explanation
about
why
credit
is
so
bad
as
opposed
to
just
being
a
deadbeat.

The
offices
that
we
have
our
closest
office
here
is
in
Carroll
and
they
have
to
come
up
and
try
and
cover
this
area.
So
our
attorneys
are
obviously
on
the
road
quite
a
bit,
but
we
have
arrangements
some
of
the
social
service
agencies
in
the
county
where
they
allow
us
to
come
in
meet
clients
there.
It
will
meet
clients
in
their
home
in
the
nursing
homes
in
the
hospital,
wherever
they
might
be
because
it
for
so
many
of
them.

They
can
just
say:
I've
got
the
will
it's
in
the
safe
deposit
box
or
at
my
Attorney's
office
or
whatever
we're
not
talking
about
it
anymore.
It's
fine
and
it's
taken
a
lot
of
pressure
off
our
seniors
with
those
documents,
but,
more
importantly,
we've
had
a
few
cases
where
family
members
have
come
in
and
they've
really
taken
advantage
of.
The
seniors
and
I
speak
to
a
lot
of
different
groups
in
a
lot
of
the
different
counties.

The
father
agreed
moved
into
a
assisted
living
home
and
he
was
he
had
all
of
his
faculties.
He
was
totally
capable
of
taking
care
of
himself.
He
was
just
kind
of
depressed
having
lost
his
wife
after
two
days
there
he
decided.
This
was
not
for
him,
he
didn't
belong
there
and
he
called
the
taxi
went
back
home
and
the
son
would
not
allow
him
back
in
the
house
and
an
argument
started.
Police
came
in
the
police,
wisely
separated
dad
and
son,
and
they
talked
to
them
individually,
and
the
father
said
this
is
my
house.

He
came
back
here
like
three
weeks
ago.
He
took
over
everything
and
I
need
to
get
back
into
my
house.
The
son
was
saying
dad
doesn't
have
all
of
the
faculties,
he
escaped
from
the
nursing
home.
You
need
to
drive
him
back
there
and
put
him
in
where
he
belongs.
When
the
police
compared
stories,
they
found
out
that
wasn't
an
intersting
home.
There
is
no
guardianship,
he
has
all
of
his
faculties.
J
They
removed
the
son
and
charged
him
with
elder
abuse,
and
that's
the
kind
of
thing
where
the
dad
came
to
us
afterwards
and
we
found
out
son
had
taken
the
home
and
put
a
mortgage
on
it.
It
had
forged
the
father's
signature
on
a
power
of
attorney
did
all
of
these
things
and
we
had
to
undo
all
of
the
mess
that
the
son
had
created.
In
three
weeks
he
had
been
there,
so
it
works
pretty
well
with
our
legal
aid
services
to
get
the
police
telling
the
seniors
called
legal
aid.

They
know
what
they're
doing
about
this.
It's
not
going
to
cost
you
anything
and
they
can
undo
some
of
these
problems
that
your
children
have
caused.
You.
The
other
part
that
we
put
a
lot
of
effort
in
with
the
elder
abuse,
is
guardianship,
and
this
is
kind
of
a
touchy
subject,
because
a
lot
of
us
as
we
get
older,
we're
going
to
need
a
guardian,
we're
going
to
need
someone
to
help
us
out
with
running
our
just
our
daily
affairs,
but
a
guardianship
can
be
very
limited.
It
can
be.

The
Guardian
only
has
the
power
to
handle
their
their
the
person's
financial
affairs
as
far
as
running
their
home,
not
their
investments,
not
their
decisions
about
where
they
should
live.
If
they
should
be
in
a
nursing
home
all
of
those
things,
it
can
be
limited
to
just
make
sure
the
bills
get
paid
each
month,
so
they
don't
fall
behind.
But
if
we
know
the
senior
is
going
to
deteriorate
and
in
six
months
maybe
they
won't
be
able
to
handle
their
investments
or
make
decisions
about
if
they
should
be
in
a
nursing
home
or
not.

The
courts
are
inclined
to
say
we're
going
to
put
a
full
guardianship
in
place
so
that
we
don't
have
to
come
back
and
do
this
again
in
a
few
months.
From
our
perspective,
we're
funded
to
make
sure
the
Guardian
ships
that
are
put
in
place
are
as
limited
as
possible
for
as
long
as
possible,
with
the
idea
that
our
seniors
are
approaching
the
end
of
their
life.
If
we
can
give
them
as
much
independence
as
possible
for
the
last
six
months
year
year
and
a
half
of
their
lives
that
can
be
really
important
to
them.

Is
we
have
advocates
we're
not
attorneys,
who
go
into
licensed
care
facilities,
mostly
the
nursing
homes,
and
they
work
with
the
residents
in
there
to
advocate
on
their
behalf,
and
it
can
be
something
as
serious
as
they're
getting
improperly
medicated
or
over
medicated
or
when
they
came
in.
They
had
one
doctor
now
the
nursing
home
doctor
is
seeing
them
and
they're
not
treating
them.
The
same
way
that
the
previous
doctor
did
medications
are
becoming
confused
and.

We
spent
a
lot
of
time
with
this
is
their
last
home.
This
is
where
they're
going
to
spend
their
last
year's.
They
should
be
able
to
live
their
life.
The
way
they
want
to
we've
had
people
say
to
us
I'm
in
here
now,
because
my
wife
died.
I
couldn't
maintain
the
farm
anymore.
It
just
got
to
be
too
much
so
I'm
in
here
now,
with
a
little
bit
of
help
that
I
need
that
doesn't
mean
I
should
get
woke
up
at
7
o'clock
in
the
morning
and
forced
to
get
dressed
to
go
down
to
breakfast.

This
is
my
home
when
I
worked
on
the
farm
for
the
last
70
years,
I
didn't
get
up
at
that
time.
I
got
up
at
4:00,
I
did
my
chores,
then
I
came
in
and
I
had
breakfast
at
9:00.
They
want
me
to
eat
at
7:30
and
I.
Don't
need
a
7:30
and
I
shouldn't
have
to
we're
like
you're
right.
You
don't
have
to
work
in
their
schedule.
This
is
your
life.
This
is
your
home.
You
should
be
able
to
make
your
own
decisions
about
when
you
want
to
eat.

We
do
the
same
thing
with
for
those
of
us
who
have
insomnia
the
guys
get
older
a
lot
of
the
seniors
wake
up
in
the
middle
of
the
night
and
there's
rules
that
say
no
television,
no
lights.
You
can't
read
in
bed
and
they're,
saying
I
have
to
lay
here
in
the
dark
and
stare
into
the
nothingness.
Why
and
like?
No,
you
do
not
have
to
do
that.
This
is
your
home.

You
should
be
able
to
live
the
way
that
appropriate
for
you,
so
they
go
in
and
advocate
for
them
on
their
behalf,
they'll
find
a
new
roommate
they'll
put
up
a
curtain,
they'll
have
headphones,
so
they
can
turn
on
the
TV
whatever
it
takes
to
resolve
that.
But
those
are
the
kind
of
things
where,
in
my
92
year,
old
mother's
opinion,
they're
just
crappy
old
people
until
you
have
to
live
it-
and
you
say
okay,
this
really
is
an
impact
on
my
life.
I
shouldn't
have
to
live
this
way.

Problem
of
the
deed
where
they
somehow
signed
it,
eat
over
to
a
child
or
something
years
before
now,
the
child
is
trying
to
take
home
away
all
of
these
kind
of
things
with
their
housing.
A
lot
of
it
is
landlord
tenant
squabbles
and
for
some
of
our
seniors
they've
been
in
their
apartment
for
10-15
years.
But
now
we're
therapy
is
the
best
tenant
around
always
pays
the
rent
didn't
cause
any
problems.

Now
they
have
a
lot
more
traffic
because
they
have
caregivers
coming
in
or
now
taking
up
parking
spaces
saying
I
can't
live
in
the
second
floor.
I
have
to
go
to
the
first
floor
because
I
can't
handle
the
stairs
and
they're
getting
eviction
notices
just
because
the
easier
to
have
a
different
tenant
there.
So
again
we
spend
a
lot
of
our
time
on
housing
cases.

Consumer
cases.
A
lot
of
our
seniors
have
trouble
where
they
help
their
kids
out
and
said
sure
use
my
credit
card
to
get
your
car
fixed.
So
you
can
get
to
your
job.
Child
doesn't
get
to
their
job
or
loses
their
job.
Now
the
seniors
got
a
credit
card
bill
that
they
can't
afford
to
pay
those
kind
of
things
we
work
with
with
consumer
issues,
and
then
I
had
mentioned
that
we
do
a
lot
of
powers
of
attorney
in
Wills
and
things
for
seniors
and
those
are
fairly
simple
to
do.

But
we
are
very
careful
about
how
we
do
them
so
that
we're
not
just
giving
a
power
of
attorney
to
a
child
and
giving
them
the
ability
to
take
over
the
seniors
life.
We
make
sure
there's
a
reason
for
it
to
senior
understands
how
it's
to
be
used
doesn't
go
home
and
hand
it
to
the
child
until
they
actually
need
to
be
using
it.
So
we
try
and
work
with
them
on
those
things,
as
opposed
to
just
sending
them
out
like
a
mill
and
Counting
up
the
cases.

If
they're
low-income,
which
is
150
percent
of
poverty
or
below
they
qualify,
but
for
this
grant
it's
for
seniors,
they
just
have
to
be
age
sixty
plus,
but
because,
like
I,
said
there's
so
many
people
qualifying
and
asking
for
our
services.
We
try
and
focus
on
those
seniors
who
are
low-income
or
have
some
kind
of
capacity
issue
where
it'd
be
difficult
to
handle
it
on
their
own.
So.

and
it
is
eight

so
it's
toll-free
seven,
eight
three,
eight
one:
nine,
zero
and
I
warn
you
that
we
provide
hotline
services
for
for
legal
aid
programs
in
the
state
and
wait
times
on.
Our
hotline
can
be
thirty
minutes,
usually
not
that
long,
but
it
can
be
as
they're
also
website.
It's
Michigan
legal
help
and
that's
a
statewide
helpline.
