Township

a
member

the
local
Rotary
Club
in
Pinconning
and
the
chairman
as
well,
and
it's
always
Bob.
For

last
four
years,
our
club
has
been
doing
festival
activities
at
the
County
Park
and
elsewhere
up
there
and
each
year
we
take
every
4th
grader
from
Pinconning
Standish
sterling
Audrey
Sims
and
formerly
Erin
a
kin
to
Aaron
at
gum,
Eastern
school
districts
on
tours
of
Pinconning
Park.

So
we
take
a
couple
hundred
kids
every
spring
through
there
in
groups
of
25
or
so,
which
is
exciting
to
take
10
year
olds
on
a
Tours
like
that.
One
of
the
issues,
of
course,
is
when
you
have
all
kinds
of
kids
who
come
in
properly
dressed
and
everything
else
in
the
spring.
Where
do
they?
What
can
they
get
in?
If
there's
rain?
Where
do
they
go
to
the
bathroom,
which
is
always
a
big
issue,
and
so,
with
the
two
little
rest,
the
little
found
houses,
I,
guess
I
would
call
them.

In
fact,
the
the
bay
County
Department
on
Aging
brings
bus
loads
of
people
from
their
meal
programs
here
for
tours
of
the
park,
and
if,
if
you
think
that
finding
restaurant
facilities
for
ten
year
olds
is
difficult,
try
finding
restroom
facilities
for
eighty-five
year
olds,
who
would
really
prefer
not
to
go
into
a
an
outdoor
toilet
to
to
you.
So
we
found
that
many
people
from
around
the
region
are
coming
to
these.
The
events
that
we
hold,
which
run
from
March
through
May.

So
we
have
a
lot
of
activities
at
the
park
there
and
it's
a
great
place.
The
comments
we
get
from
people
come
from
all
over
that
what
a
wonderful
facility
it
is
on
the
bay.
You
know
it's
a
really
great
thing,
but
it
would
be
I
mean
it's
easy
for
us
to
ask,
because
we're
don't
have
any
skin
in
the
game,
but
it'd
be
nice.

there
was,

better
facilities
for
people
to
be
able
to

use,
you
know
you
have
the
gazebo
there
too,
and
my
family
uses
that
for
a
family
reunion
every
summer
and
when
you
have

Bay
Michigan
Works
area,
my
boss,
Chris
risco,
sends
his
regrets,
he's
participating
in
a
legislature
day
in
Lansing
today
with
other
directors.
So
he
couldn't
be
here,
but
Chris
wanted
me
to
pass
on
his
things
and
appreciation
to
Commissioner
Tom
Harrington
for
all
his
years
of
guidance
and
leadership,
while
serving
in
his
assignment
to
our
board.

expansion
of
our
former

Coney
mwa
to
a
five-county
MWA,
and
that

something
that
really
can't
be
understated.

whole
MWA
made
a
new
one.

easy
undertaking
and
time
of
the
support
continued
to
move
forward
with
our
new
counties
of
Gratiot
and
Isabella,
to
provide
effective
workforce
solutions
to
job
seekers
and
employers
throughout
Michigan,
so
Tom

Briscoe,
our
board.
Our
admin
team,
our
contracted
service
providers,
job
seekers
and
employers.

grant

hazard
mitigation
Assistance
Program
through
FEMA,
in
order
to
update
bay
counties
headers
as
a
mitigation
plan.
With
that
we

able

hire

contractor
Eastern
Michigan
Council
of
Governments
to
assist
with
that
update
and
they
have
assigned
mr.
bill
or
not
to
the
planning
process.
Because
of
that,
we
do
have
to
have
a
public
hearing
rolling
out
the
program
and
with
that
I
give
you
mr.
bill
or
not.

process
of
what
we're
going
to
be
undertaking
over
the
next
two
years.

We
have
to
have
an
a
public
hearing
to
open
up
the
process.
So
what
we're
doing
here
tonight
is
we're
going
to
be
hopefully
advising
everybody
at
how
the
process
works
and
what
the
purpose
of
the
plan
is.
The
purpose
of
the
plan
is
to
provide
direction
to
the
bay
County
residents,
business,
businesses
and
visitors
to
lessen
the
impact
of
hazards.
By
definition,
a
hazard
is
something
that
could
cause
harm
to
people,
property
or
the
environment
and
hazard
mitigation.

Is
any
action
taken
to
reduce
or
eliminate
the
harm
caused
by
these
hazards?
There's
multiple
reasons
to
do
this:
saving
lives,
preserving
property,
maintaining
or
improving
the
region's
quality
of
life,
providing
information
to
citizens,
officials
for
planning
and
project
development,
as
well
as
economic
development,
addressing
political
and
local
concerns
regarding
local
infrastructure
building,
community
partnerships
and
support
providing
implication,
implementation,
saving
up
and
funding
opportunities,
as
well
as
saving
money.
The
update
of
the
planet's
anticipated
to
take
between
24
and
30
months,
this
process
will
be
under
the
direction
of
Brian,
mance
and
I.

My
role
of
the
facilitator
will
be
to
help
write
the
plan
based
on
the
information
that's
being
provided
through
the
meetings.
Once
the
plan
is
approved
by
the
committee.
It
will
then
come
to
the
board
for
their
approval,
which
will
then
be
sent
to
the
Michigan
State
Police
for
their
approval,
which
will
then
be
sent
to
FEMA
for
their
acceptance
once
they
accept
the
plan.
We'll
come
back
to
the
county
board
for
a
resolution
to
adopt
the
plan.

Once
you
adopt
the
plan
and
the
resolutions
to
go
to
FEMA,
they
will
make
their
final
approval
of
the
plan.
It's
a
multi-step
process
and
it's
not
as
complicated
as
it
sounds,
but
it'll
it'll
take
a
while
to
do
like
I
said
it's.
A
multi-step
process
begins
with
the
research
which
has
already
been
begun,
and
then
the
approval
of
that
is
it's
a
four
step
analysis.

The
four
step
analysis
includes
a
community
profile
based
on
all
the
county.
Contacts
were
made
to
local
public
officials
as
well
as
county
agencies
will
do
a
hazard
identification,
whether
they're
natural
hazards
of
weather
man-made,
such
as
saboted
sabotage
terrorism
or
technical,
such
as
fires
in
dam
failure,
will
then
complete
a
risk
assessment,
as
well
as
a
vulnerability
assessment.
The
risk
assessment
is
to
basically
be
viewed
as
the
frequency
of
these
events,
and
the
vulnerability
is
the
damage
that
could
be
caused
by
these
events.

After
the
research
process
is
completed,
the
committee
will
then
assist
in
identifying
events
or
items
that
can
help
reduce
the
impact
or
mitigate
them.
They'll,
create
goals
and
objectives
to
have
a
safer
environment,
they'll,
identify
potential
mitigation
strategies,
evaluate
and
prioritize
these
strategies
that
can
be
used
in
the
county,
identify
responsible
parties
to
carry
out
these
strategies.

They'll
prepare
the
draft
plan
and
modify
it
based
on
their
feedback,
ultimately
implement
the
plan
and
they'll
have
an
annual
review
as
part
of
that
throughout
the
process.
The
members
of
the
committee
and
other
local
representatives
will
be
asked
for
input,
for
these
items
was
that
without
their
input
the
plans
potential
to
mitigate
hazards
would
be
greatly
minimized.
I
can
only
put
down
what
I
what
I've
been
told,
but
information
I
get.
So
it's
important
that
we
get
as
much
feedback
from
the
community
as
possible.

Doing
this
plan
is
critical
to
thee
to
the
community.
Local
municipalities
will
be
eligible
for
prima
FEMA
pre
disaster
funding.
Only
if
they're
participants
in
the
plan,
this
can
be
accomplished
by
attending
meetings,
completing
surveys
or
having
the
local
body
adopt
a
resolution
approving
the
plan.
A
municipality
must
not
adopt
or
cannot
adopt
a
plan
without
participating
in
their
development
of
the
plan.

So
it
is
critical
for
everybody
to
participate
in
the
plan.
Like
I
said
it
could
take
twenty
four
thirty
months
to
get
done.
We
will
be
having
our
first
meeting
I
believe
next
month
sometime
and
to
may
having
the
first
meeting
and
notices
will
be
posted
and
we
would
look
forward
to
having
your
participation

hazardous
materials,
of
course,
we're
concerned
about
water,
quality
issues
and
I'm
wondering
if,
if
some
of
what
we'll
be
doing
we'll
be
looking
at
some
of
the
outfalls
that
we
have,
let's
say

the
the
Linwood
area,
where
we
have
issues
with
beach
closures
because
of
well
use
the
word
crap
that
goes
out
into
the
water
I
would
consider
that
it
hazardous
material.
Will
that
be
addressed
by
this
group
or
it.

Absolutely
it's
critical
for
that
you're
only
eligible
for
pre
disaster
funds
if
you
have
an
active
plan
and
that
that's
only
good
for
five
years.
So
if
you
start
the
process
before
the
plan
expires,
that
can
extend
it
a
little
bit,
but
you
want
to
be
eligible
for
pre
disaster
funds
in
order
to
help
get
mitigation
projects.

The
county
had
a
grant
for
about
forty
five
thousand
dollars.
That's
coming
from
FEMA
through
their
grant
program,
the
there
is
a
match
required
by
the
county
of
twenty
five
percent.
That
match
is
coming
through
actually
volunteer
hours
that
will
be
utilized
through
the
committee.
That's
going
to
be
working
on
the
plan,
so
the
actual
dollar
amount
out
of
the
county's
pocket
should
be
zero
dollars.

across
the

help
raise
awareness

child
abuse
and
neglect
in
honor
of
April
being
declared
child
abuse
prevention
month.
And
whereas
this
movement
has
prompted
prevent
child
abuse
America
to
develop
a
national
campaign
known
as
pinwheels
for
prevention
and
whereas
child
maltreatment
is
a
national
tragedy,
cutting
across
racial
ethnic
socio-economic
boundaries
and
endangering
our
most
precious
resource
and
greatest
responsibility.

children
and
whereas
it
is
disturbing
to
note
that
approximately
three
million
children
are
reported,
abused
and
neglected
in
this
country
each
year
and
in
vain.
How
many
alone?
Over
three
thousand
eight
hundred
and
eighteen
cases
of
child
abuse
were
reported
in
2016
up
from
3,800
cases
in
2015,
and
whereas
children
have
the
right
to
be
safe
in
their
own
homes
and
to
be
and
to
be
provided
every
opportunity
to
learn,
grow
and
thrive.

Opportunities
are
created
for
children's
optimal
growth
and
success
in
ensuring
a
secure
future
for
our
communities,
where
the
needs
of
children
are
a
priority
and
the
needs
of
families
are
met.
Therefore,
be
a
result
that
the
bay
county
board
Michener's
and
the
county
executive
hereby
designate
the
month
of
April
is
Child
Abuse
Prevention
Month
in
Dane
County
in
call
upon
all
the
county,
citizens,
community
agencies,
faith
groups,
medical
facilities
and
businesses
to
increase
their
participation
in
supporting
families
with
the
goal
of
preventing
child
abuse.

abuse
and
neglect.

There
are
some
people
that
hardly
ever
go
to
the
doctor
because
they
don't
have
any
money,
the
very
poor
when
they
get
into
the
hospital
and
the
hospital
releases
them
sometimes
they're
over
medicated,
and
you
watch
that,
so
they
don't
go
back
into
the
hospitals.
We
have
a
very
good
relationship
with
the
doctors
and
the
hospitals.
All
10
counts
wherever
they
may
go.
So
our
pharmacist
follows
them.

Whole
checks
or
meds
make
sure
they're
not
over
medicated,
so
they
don't
return
to
the
hospital
which
costs
the
hospital
a
lot
of
money,
Medicare
Medicaid,
some
of
the
people
that
we
have
that
get
out
of
the
hospital
or
are
not
good
enough
to
go
home
on
their
own.
We
can
help
some
of
them.
Some
of
them
need
a
doctor
to
sign
them
out
and
to
to
allow
us
to
go
in
home
to
take
care
of
them.
This
can't
happen
unless
you
have
a
doctor.
P
We
have
people
that
are
in
nursing
homes
that
could
live
at
home
with
their
families,
but
can't
because
they
don't
have
a
doctor.
A
lot
of
the
doctors
are
aren't
taking
more
patients
and
a
lot
of
them
don't
take
Medicare
Medicaid
patients.
So
as
we
get
older,
we
run
into
these
problems.
We
are
presently
right
now
going
through
an
audit
with
yo-yo
government
auditors
for
the
state
and
federal
government.
So
we
do
that
every
March,
so
we're
doing
that
we
are
working
on
our
strategic
plan
when
we
get
it
done
for
the
next
five
years.

I,
don't
know
if
you
knew
that,
but
we
do
when
all
the
systems
for
the
veterans
and
the
handicapped
and
them
yet
bogged
down,
and
they
need
to
get
someone
to
the
doctor
or
somewhere
maybe
shopping,
or
that
and
we
don't
have
it.
We
have
two
bands
now
and
we
take
care
of
that
gap.
We
are
filling
that
gap
to
make
sure
our
seniors
and
our
most
needy
get
to
their
doctor's
appointments
and
so
they're,
both
handicapped
accessible.
You
know
it's.
P
It's
really
a
joy
to
work
on
a
board
like
that,
because
most
of
the
people
are
my
age
or
older.
Most
of
them
are
older
than
me,
but
they're
all
professional
people
and
they're
very
good
at
what
they
do.
We
have
a
good
board
that
gets
along.
We
have
a
good
staff.
Our
our
people
go
to
the
extremes
to
help
our
customers.
Now,
when
we
had
the
snow
days
were
normal,
nothing
was
working.
P
Our
staff
worked
and
made
at
least
that
week
three
calls
or
visits
to
their
home,
even
though
or
was
snow,
make
sure
they
had
food
and
medication.
So
when
we
have
an
emergency,
we
have
a
number
you
see
situations
set
up
where
our
people
will
make
sure
they
got
heat
whatever
we
have
a
company
that
takes
care
of
even
five
senior
citizen
is
real
poor
in
me
and
they're
on
our
list,
and
they
there
are
furnace
breaks
down.

We
have
someone
that
goes
out
to
that
house
and
fixes
it
we're
not
going
to
have
an
eighth
senior
on
our
that
touches
our
our
things
we
without
heat
food
or
the
things
that
they
need.
So
we're
developing
the
doctor
thing
now.
We
know
of
about
least
30
people
in
all
ten
counties
that
don't
have
a
doctor
that
haven't
been
to
a
doctor
that
need
a
doctor
and
we're
going
to
be
able
to
service
them.
We'll
have
our
doctor
at
our
office
right
here
on
Euclid.
We
will
have
a.
P
We
have
a
satellite
office
in
Cass
City
and
we're
going
to
get
one
in
here
on
County.
That
areas
are
the
way
out
areas
that
nobody
seems
to
want
to
go
to.
So
we
will.
We
will
have
a
doctor
that
will
be
moving
around
from
station
station
and
taking
care
of
the
very
needy
that
cannot
get
a
doctor
that
cannot
get
the
help
they
need.
So
this
is
going
to
help
our
staff.
It's
tough!

When
you
have
a
group
of
ladies
that
work
so
hard,
and
then
they
run
into
a
brick
wall
and
can't
help
somebody
they're
they're
horrified
when
they
come
back.
You
know
we
also
take
care
of
seniors
raising
grandchildren.
We
have
a
quite
a
few
of
those
and
we
go
to
their
homes
and
help
with
them
on
that
and
there's
some
times
that
they
do
not
have
enough
money
to
buy
food
to
take
care
of
grandchildren.
We
have
a
fund
that
does
that.
P
So
we
we
do
heating
assistance,
we
do
food
assistance
and
anything
that
we
can
do
within
our
reason.
You
know
that
we're
doing
that,
we're
developing
it
so
we're
gonna,
we're
gonna,
spend
on
the
18th
of
this
month
early
in
the
morning
to
late
the
afternoon
and
all
our
board
members
and
some
of
our
senior
advisory
members
Melvyn
who's
on
the
senior
advisory
will
be
there
and
we'll
be
talking
about
what
we
can
do
to
enhance
our
services
in
all
counties,
Bay
County,
all
10
counties,
and
we
want
to
do
more.

We
are
presently
working
on
becoming
a
pace
representative
we're
going
to
have
a
pace
program.
Eventually
they
say
that
a
couple
of
the
programs
are
going
to
go
to
go
away
and
they're
gonna
blend
into
the
pace.
That's
where
we
can
take
care
of
people.
You
know
at
their
home
wherever
they
need
to
be
done.
You
know
we
can
do
that
and
with
doctors,
and
all
that
one
of
my
things
I
want
to
work
on
is
more.

possible,

a
dental
program
for
seniors
that
do
not
have
the
money
with
their
teeth,
are
so
bad
that
it
affects
their
health
for
me,
they're
not
living
healthy
and
so
we're
working
on
all
these
things
to
make

work

that
we
have
actually
it's
not
even
plural-
it's
FTE

each
program

mosquito
control.

phenomenal,
there's
even
a
cost
comparison

our
chips

our
GIS
program

we

have
any
single
full-time
person.

the
county

People
are
always
gonna

What

be

from
a

control
when

I
last
get
sprayed?

Gypsy
moth
again
has
done
extensive
program.
Development
for
communications
and
outreach.
Alicia
has
developed
a
communications
plan,
that's
the
highlight
for
this
year,
as
well
as
new
reporting,
again
integrating
GIS.
Many
of
you
effect.
We
have
reports
on
their
sites
that
we've
been
doing
monitoring
as
far
as
treatment.
You
will
see
those
we
will
coordinate
for
some
of
the
townships
when
those
go
out
to
each
Township.
You'll
see
a
copy
of
that
transportation.
Just
completed
there
highlight
for
that
year
is
the
2045
believe
it
or
not,
long-range
plan.

the
year
that
that
they
targeted
2045
now
keeping
in
mind
transportation
improvements.
You
you
build
them
once
you
talk
about,
there's
no
short,
cutting
the
planning
needed
for
road
construction
and
highway
improvements.

very

own
personal
work,
probably
one
of
the
projects
I'm
most
proud
of,
is
we

vice-chair
on
the
partnership
for
Saginaw
Bay?
That's
the
public
advisory
council
for
the
area
of
concern;

Don't
we
don't
like
to
promote
it,
but
the
Saginaw
River
and
the
Saginaw
Bay
is
a
designated
area
of
concern.
It
was
designated
by
the
governments
of
US
and
Canada
back
in
the
mid
80s
there's
a
long
list
of
improvements
and
impairments
that
we've
been
working
on
to
try
and
restore
I.
Have
a
sheet
of
paper
you'll
see
that
separate
in
the
annual
report
we
had
12
of
them
initially
we're
down
to
nine
beach,
closings
Commissioner
Krieger
us
about
beach
closings.
That
is
the
primary
priority.

Every
time
I
go
out
to
a
public
group,
that's
what
they're
asking
for
what
about
beach.
Closings!
What's
being
done,
I
will
say
this
year
the
partnership
working
with
the
state
of
Michigan's
office
of
the
Great
Lakes,
because
that's
how
its
administered
through
the
in
the
US
it
goes
through.
Epa
EPA
works
with
the
state
office
of
the
Great
Lakes,
and
then
the
Office
of
Great
Lakes
assigns
a
coordinator
to
work
with
these
public
advisory
groups.
The
partnership
was
a
beach
closing
restoration
criteria
established.
Some
of
you
have
been
to
these
meetings.
T
These
are
grueling
meetings.
This
is
not
an
easy
process
to
go
through,
but
it
took
over
a
year
to
get
that
approved.
It
was
approved
early
in
2018
and
mid-eighteen
2018,
the
office
of
the
Great
Lakes,
because
we
finally
had
established
beach
closing
restoration
criteria
to
say
when
our
beaches
are
clean.
How
clean
is
clean
office
of
the
Great
Lakes
secured
over
two
hundred
thousand
dollars
from
EPA
to
fund
Saginaw
Valley
State
University
to
do
the
microbial
source
tracking?
T
That's
at
medic
testing
that
we've
been
asking
for
for
a
very
long
time
now
that
doesn't
just
sample
at
beaches,
but
it's
also
sampling
at
some
of
the
larger
out
falls
near
those
beaches.
The
storm
drain
out
falls,
so
it's
not
just
determining
kind
of
a
general
location,
but
it's
actually
looking
for
sources
of
the
actual
source.
That's
source
loading
it
coming
in
near
affecting
those
beaches,
so
that
we've
got
the
reef
project
that
was
part
of
the
restoration
as
well.
The
rock
fish
spawning
reefs
and
really
just
a
lot
of
outreach.
We
did.

Right
right,
it
was
a
22.
County
was
a
watershed
wide.
Thus,
yzma
is
the
cooperative
invasive
species
management
area.
That's
looking
at
invasive
species
right
plant,
as
well
as
terrestrial
type
so
it'd
be
Phragmites,
was
under
that
the
state
is
looking
to
have
the
whole
entire
state
state
DNR
wants
to
see
the
entire
state
have
different
regions
to
deal
with
these
invasive
species
and
they're,
calling
them
sis
Mo's
ours
for
the
last
several
years
has
been
the
22
county
wide
watershed
too
big.
It
was
people
in
Lapeer
and
Oakland.

County
do
not
share
the
same
priorities
that
we
do.
Ours
was
mostly
Phragmites
along
the
shoreline,
so
we
have
started
to.
We
agree
to
break
up
into
these
smaller
areas.
This
ours
is
still
the
Saginaw
Bay
shoreline.
Siz
Mon,
now
we're
having
a
little
bit
of
a
rough
time
trying
to
find
a
fiduciary,
Believe,
It
or
Not
DNR.
The
state
Michigan
has
general
funds
available
to
help
coordinate
activities
to
help
educate
people
about
how
to
respond
to
different
invasive
species.
Dnr
is
having
a
tough
time.

Finding
a
fiduciary
they've
asked
us
a
number
of
times,
because
we've
had
a
cut.
We've
had
a
long-term
grant
with
them,
and
we've
done
a
very
good
job,
but
it
is,
is
Jian
heisted
and
her
staff
can
attest.
These
are
complex
grants
DNR,
you
know
they.
They
have
to
be
accountable
to
the
state
legislature,
and
so
it's
these
are
they're
tough,
and
so
we
declined
to.
We
will
support
whoever
steps
up,
but
we
I
also
have
other
work
projects.
We
can
still
have
invasive
species
work
done
in
this
area.
