You know, unfortunately, we haven't been able to come up with uh an individual for our our support on on funding. We don't have our our new bob redman yet and concerns that I've got.

Is I I think, I'd like somehow an update on where we're at with our funding with this money that we've been allocated for arpa and I'm just worried that we actually may be running out of money and so at some point, I'd like an overview from either a new person, that's up in finance that can give us a better picture of where we're at I mean these. I support all of this, but I want to know that we've got enough money to handle these projects.

I think I agree and it's somewhat confusing, because I know we uh this board allocated with nine million dollars to be set aside till the end of this year for some collaboration, hopefully with a health department or health within the county, and that's a good thing and then on here, there's 10 million dollars that we.

Approved last month, so we should have uh hopefully next next board meteor next week for the board meeting. We can have a schematic of what was there. What's left what's been allocated, so we have a general idea on what's available to spend, because I I believe that 10 million was for admit, uh possibly projects within the county, and this would be part of that right.

Sure for revenue, recovery.

Well, that revenue recovers part of the 20 million dollars sure.

Yes, it just gets moved into a restricted fund in general, understand.

That but but still revenue or revenue recovery is still part of the 20 million. So it'd be nice to see exactly what's already been allocated, what's being put on hold till the end of the year and see where we're at.

It was my understanding. The purchase of these vehicles were on the original group of ideas that was presented to the board. It actually was on the original budget and somehow got removed that there has been a need for replacement of vehicles over the last few years.

Well, I don't think anybody disputes the vehicle, the cost. We don't dispute that, but I think we should have everybody in our package see where we're at in regards to this. So hopefully next I don't know if we need a support on that or what.

Troy, if you can give us a uh an update on, I think last year we bought a new boat too right two years ago,.

We got a grant, we had a grant for a boat three years ago, 487, okay, how many boats.

Yeah and I'm gonna support this, but how many boats we have.

We have three total. We have one that's new and the other two that are out there right now. We have another grant coming to replace like the second boat, and then this is for another boat. That's 35! I think it's 30 or 35 years, so you're.

We'd get rid of what we had and then yeah we had you're gonna, sell.

Well, um that might I just kind of glanced at this. I did read it, um but here it says a hundred million dollars. I don't think I think it's one one million yeah, so sean.

You know, and I looked at it could possibly uh what was it thirty thousand dollars or like 333 instances, whether it would be one person two times or three times or whatever the question I'm getting at is, is that you know I'm not quite sure how you're going to implement this program and I'm sure there are people who their mortgages and their utilities and their taxes would all be qualify for this right. uh Are you looking at.

So this is, if you remember, I came in january with some representatives from the city they've, the city of bay city has been running this program, and so what's great about that is we can look at their data to see how that program is going and they are offering grants of up to three thousand dollars a person I assumed most people applying would max out that three thousand dollars- and I was really surprised to hear that the grant requests are more in the range of twelve hundred to fifteen hundred dollars each and so that creates an impact that we can have outside of the city and the whole county of up to approximately 700 families, and so they have a process that they've been willing to share and more willing to take on and with gym staff administer.

To do that- and I do have some data that I also thought was interesting for your consideration. So they opened the program on february 14th and at the time april 14th, when I got the data they had already gone through 400 000, heavy on utilities and then equally split on rent mortgage and tax assistance.

And they're going to administer that or we're going to.

They're administering it for the city and we would administer it for the county, they've been willing to work collaboratively. So we can share information.

So we would ensure that everybody that applies and qualifies would get it versus somebody getting getting it for utilities and for rent and things like that. Right and.

They've been willing to work with us and share information. Also, we would look at their process and see where we can improve. Obviously, they've run into pitfalls too, so you would try to improve on that process.

As well, mr herrick.

So this is for not city residents, but opponents because they have their own program already correct, correct.

So anybody in any township all the way up to mount forest and all the way up to portsmouth or whatever those are the people who applied. For this sure.

And they have had um 37 people who have been denied because they're not within the city limits, so people who thought that they qualified for the program and attempted to qualify the program to the point of submitting an application. So there are people um and.

They have a database where people want, so nobody could sneak. You know.

No, it would have to be their primary residence, so um the treasurer's office holds that data, which is why the treasurer's office wouldn't be administering the program, since we would do the recipient of some girlfriend.

There's a continuum of care in bay county. I just wonder how this is overlaid with all the other social agencies. We've got michigan community action, salvation army, a lot of them that do this stuff already, so I don't know how we interact to make sure people aren't going to all the different places that you know get paid.

So we've seen a real lack of utility assistance and tax assistance mid, michigan community action agency they had about. I think it was a thousand dollars that they would assist with, and then the state of michigan actually has a program.

However, the state of michigan's program is very restrictive on the covet hardship that you've had, and I think most people know we've all been impacted by covet in some way or another. We've had cancer patients who have had to delay treatment and then had to get expedited and more profound treatment. Because of that, and that's not been a qualifying hardship with the state of michigan.

So we have a little more flexibility to help some of those people who are in those situations, but that there are definitely other avenues that are starting to exist that weren't there. The time will be implemented. Mr.

uh But just for the sake the city is within the county. So if the county, the the need in the company was satisfied and there's money left, people from within the city could qualify for this as well.

I'm not sure I don't. That was not never the intention, and there is some concern about. I guess it would depend where the funds came from, because it's we have other federal money where, because the city of bay city is also an entitlement zone, we can't spend our county funds in the city, so I would have to research that.

If you would because if, for some reason, there's money left and somebody within the city would qualify for that and they should be able to use it, you can come back with uh some information on that sure.

I ended of the one million allocation of the city has made 400 000 got used up in the first two months. I have no doubt that we would be able to spend the full million dollars not asking for the 100 million. Just the 1 million would be.

But if you give us that information, absolutely.

um I know I got this right, but I just so we I guess we can tell everybody- maybe maybe you said it already here, but uh all these payments were they're made directly efficiently with utilities made directly to the city, so it's made to consumers, so nothing ever the people who are people because people, you know, we know what people do. Sometimes you know most people need it.

If there's some people who try to to take advantage of situations, so all parents are made directly to the people to either the municipalities or landlords that that's owed to and not it doesn't go through the other. The recipient's hands correct for them.

Yes, thank you shauna for putting this proposal together. Could you tell me again uh how many families, you think and you anticipate, would be in financial distress that would be eligible for this uh assistance? I.

Think that, with one million dollar application, we could impact approximately 700 families would be that'd.

On the city, because the city is on track to help about the same number,.

That would be it because it it said the three up to three thousand dollars: that'd be 333 families, but.

Right but the average amount of the payments are not coming in at that 3 000 limit. So there are some coming in very low who just need. You know one one month's utility bills, and so it's a small payment, a 100, 200 payment and there's other people who are at the higher end. But the average experience of the city- and I would think generally would be our same experience in the county as 1200-1500.

No, it would be a single pre, 100, pre personal residence.

Okay, and would it go to landlords too.

It could um yes, rental assistance is included, so it would pay rent on behalf of the renter okay.

Want to explain a little bit, it's uh identified veterans graves sort of scattered throughout we've sort of got taken on the job of supplying flags, so we sort of need to know where the need is where the veterans are, and so this part of the grant from the from the state so grant money.

Mr barcelona yeah and the state specifically approved the funding and from what I'm told mr norman will be a good fit for cataloging all of these grave sites, and I know he's not with us, but I think france has handled the contract on that purchasing, and so he was has a long history in law enforcement and apparently an author and a pretty sharp guy. So hopefully, hopefully we'll uh we'll have a better determination in terms of all of the graves in all the cemeteries that should be identified in memorial day with a flag. Okay,.

That's I was going to say: he's got extensive experience with 9-1-1 in aranack. County you've got bay county he's done it all. He knows his way around town, so he'll do a great job. Just right up his alley.
