consideration

We
have
a
2022
bay
county
budget
would
be
resolution
2021-193.

This
budget
is
proposed
at
145
million,
which
is
6.1
million
more
than
our
current
2021
budget
at
139
million
dollars.
This
increase
arises
from
an
increase
of
3.1
million
dollars
for
the
waldo
drain
project,
along
with
a
1.5
million
dollar
increase
in
health
care
costs,
approved,
wage
and
fringe
negotiated
increases.

We're
also
are
budgeting
over
850
000
dollars
in
additional
capital
projects,
as
we
have
roofing
and
other
pressing
needs
that
need
to
be
addressed.
This
budget
does
not
currently
contain
arpa
funding
the
20
million
from
the
federal
government
or
proposed
expenditures.
As
once
these
projects
are
agreed
upon,
we
will
be
submitting
a
budget
adjustment
to
the
board.

budget
process
is
a
lengthy
process
and
I
appreciate
everyone's
time
and
efforts
to
put
together
an
accurate
funding
level
that
will
carry
bay
county
through
its
2022
needs,
and
I
guess,
with
those
remarks
I
just
again
like
to

everyone
who
provided
input
and
crafted
the
actual
budget
and
and
we're
we're
done
here
in
november,

the
board
approves
so

to

think
this
is
my
18th
year
of
speaking
in
opposition
for
dnp
for
county
commissioners.
We
pay
them
for
the
michigan
works,
the
airport
authority,
the
human
services
board.
I
can
see
it
for
non-commissioners,
but
I
think
we
get
an
adequate
budget
or
salary
and
I
don't
think
we
should
be
paying
the
45
per
dm
but
also
votes
for
the
budget.
Otherwise,
very
good.

personnel
human
services
committee,
and
that
would
be
mr
johnson

so
we've
got
resolution
number
2021,
194
assistant
prosecutor
vacancy.
I
need
this
resolution
support.

So,
with
the
pandemic,
these
salaries
seem
to
have
risen.
You
know,
salaries
have
risen
for
fast
food
workers
and
restaurant
workers
and
stuff.
So
I
know
we
did
that
salary
study
a
while
back
and
but
I
think
things
have
changed
so
maybe
we
need
to
look
at
it.
I
know
for
one
I'm
on
the
the
b
b
caps
committee:
it's
an
area,
transportation
study,
yeah
and
their
planner.
This
is
the
second
planner
in
about
the
last
year
or
two
that
have
left
because
he
had
a
better
job
at
midland
than
what
I
heard.

So
I
think
maybe
we
need
to
look
at
our
salary
ranges
for
some
of
those
high
high
paying
jobs.
You
know
where
other
people
are
taking
our
people
away
after
we
we
train
them.
So
I
guess
that
would
be
for
personnel
to
maybe
look
at
the
salary
ranges
again
and
see
if
we
need
to
make
some
adjustments
for
some
of
those
positions
that
I
know,
9-1-1
has
been
one
the
sheriff
sheriff's
and
some
of
the
other
ones,
so
that
that'd
be
a
request
for
the
new
year.

Next
tuesday
is
pearl
harbor
day
and
I
hear
they're
having
a
ceremony
at
five
o'clock
at
the
park
across
the
street
here
battery
park,
the
bay
veterans
foundation
they're
going
to
put
a
wreath
out
and
have
a
short
ceremony
for
pearl
harbor
day
and
I
think
they're
having
one
at
the
edson
also.
I
haven't
seen
the
date
on
that
yep
it'll
be
december
7th,
but
I'm
not
sure
the
time
so
pearl
harbor
day
next
tuesday.

week,
on
tuesday,
before
thanksgiving
the
humane
society
of
bay,
county
and
bay
county
animal
animal
services
joined
up
again
for
another
food,
pantry
handout.
It
was
another
successful
event.
I
want

appreciation
for
the
members
of
the
humane
society
that
came
over
helped
out.
