role

judge
of
the
bay
county
courts.

in
that
capacity
I
look
forward

working
with
all
of
you
again
for
those

you
who
don't
know

long
history
of
association
with
the
board
and
working
with
the
board,
not
quite
as
long
as
deanne,
but
just
a
little
bit
behind
you
back
in
another
life.

actually
was
the
deputy
county,
executive
and
personnel
director
for
the
county
and
then
for
14
years.
I
was
the
county
prosecuting
attorney
and
I've
been
one
of
the
circuit
judges
for
another
15
years,
but
to
be.

years
invested
in
working
with
different
organizations
that
being
the
corps
of
engineers
in

state
and
the
concerns
that
I
have
and
that's
why
I'm
bringing
it
up
for
support

letting

core

they
play
and
they
need
to
make
sure
that
our
state
park,
as
well
as
a
concounting
park
and
beaches
that
are
owned
in
the
private
sector,

protected

maintain

back

a

wetland.

our

shoreline

one
of
the
parts
of
the
court
system
is,
you
have
to
have
an
accurate
recording
of
hearings
and
things
like
that.
So
these
are
positions
that
we
have
in
the
court
and
when
we
have,
we
only
have
enough
people
to
do
the
work
at
the
judicial
level,
and
so
we
ran
into
a
problem
when
an
employee
was
off
for
an
extended
period
of
time.
We
looked
at
other
options
to
try
and
see
how
we
cover
it.

We
have
some
staff
in-house
that
are
also
certified
to
help
cover
those
kinds
of
things,
but
of
course
it
keeps
wearing
thin
as
we
have
fewer
and
fewer
people.
So
in
trying
to
right
size,
our
operation,
the
district
court
has
really
gotten
slammed
with
going
electronic
and
then
all
the
work
that
extra
work.
That
has
to
be
done
with
that
and
that's
what
these
two
positions
are
to
support
that
plus
be
recorders.

We,
for
example,
I
mentioned
in
there
it
takes
there's
only
twice
a
year.
They
do
trainings.
We
had
two
employees
set
up
to
do
that
next
month.
One
of
them
walked
to
my
office
this
afternoon
and
gave
me
their
resignation.
They're
done
on
friday,
so
there
goes
one
of
those
opportunities
so
we're
not
immune
from
people
moving
and
leaving,
and
then
I
know
in
probate
court.
We
have
two
certified
people
that
help
us
record
for
magistrates
and
referees.

have
not
had
a
recorder
leave,
but
the
person
leaving
right
now
was
a
clerk
who
was
going
to
get
her
certification
to
help
us
out
and
record
now.
We
have
not
had
a
recorder
leave
at
this
point.
The
two
people
retiring
probate
are
clerks
as
well.
One
is
the
registrar
and
one's
oh
they're,
both
registrars,
but
they
would
be
moving
on
and
they
those
clerk
positions
would
get
replaced.
So
these
are
two
new
recorder
positions
to
float
between
all
the
offices
and
and
help
out
wherever
need
is.

Just
the
workload
and
and
the
way
the
whole
operation
works,
we
had
a
part-time
recorder
leave
recently,
but
we'll
cover
that
one
with
existing
staff
we're
just
trying
to
get
it's
just
the
fact
that
the
workload's
going
on
going
virtual
has
met
more
work.
So,
instead
of
having
the
hearing
and
I'm
processing
the
paperwork-
and
I
have
the
attorney
a
copy
and
the
defendant
signs
a
copy
now,
in
addition
to
doing
all
the
work
with
it,
we've
got
to
mail
them
a
copy.
We
might
have
the
email
for
the
attorney.

can
do
it
that
way,
but
the
defendant,
you
don't
so
all
this
stuff
just
added
to
plus
that
recorder
is
also
managing
the
youtube
and
all
of
the
the
zoom
and
things
like
that.
It's
just
greatly
increased
their
workload
and
as
we
found
out
when
one
took
a
leave,
we
know
that
there
are
certified
people
in
town
that
you
work
independently
for
law
firms
and
they
do
depositions
and
things
like
that.
We
thought
that's
a
great
resource
we
reached
out
to
one
to
them
and
every
one
of
them
told
me.

I
have
no
interest
in
helping
you.
I
have
all
the
work
I
can
do
so
that's
how
we
worked
with
this
judge.
Sharon
did
actually
worked
with
this
company
in
in
detroit.
They
would
come
into
the
zoom
and
then
record
the
hearings,
and
then,
if
somebody
needed
a
transcript,
you
have
to
buy
the
transcript
from
them
and
that
cost
us
a
hundred
dollars
an
hour
to
do
that.
Then
they
don't
do
any
of
the
work.
That's
involved
in
actually
the
behind
the
scenes
work
that
the
recorder
does.

So
it's
far
cheaper
to
have
the
recorder
in-house
than
it
is
this.
This
program
we
use
them
on
a
very
limited
basis
and
it
met
certain
types
of
cases,
but
it
doesn't
meet
every
one
of
them
and
it's
just
been
a
learning
process
for
us
as
the
workloads
increased.
We
have
to
look
at
other
options
about
how
we
keep
that
function
going
because
it's
it's
a
requirement.

the
weaknesses

struggling
to
cover
all

prisoners

before
you

charged

they're
sentenced,

lose
their
medicaid
trying
to
get
that
back
and
trying
to
do
that
for
many
years
now,
there's
another
one
to
try
to
get
them
back
on
medicaid
as
soon
as
they
re
released
from
prison
because
it
takes
time
to
get
them
back
on.
So
it
would
save
us
money
county-wide.
If
we
could
get
back
on
medicaid
quickly
broadband.

had
a
lot
of
discussion
on
broadband
and
there's
a
gentleman
from
kentucky
a
past
president
who
was
broadband
to
every
community
in
his
county,
which
is
a
rural
county,
boone
county.
So
there's
a
way
of
doing
it
there's

way
they
leverage
grant
money,
arpa
money
and
got
the
local,
the

people
that
bid
on
it
to
throw
some
money
into.
