glenn
rowley
and
I'm
the
supervisor
of
beautiful
banker
township.
We
are
both
the
largest
township
in
your
county,
with
also
the
second
smallest
tax
base.
We
have
partnered
together
to
do
some
very
amazing
things
in
the
past
and
I'm
very
confident
we
will
continue
to
do
so
going
forward.

But
today
I
come
before
you
with
an
issue
that
I
can
no
longer
resolve
on
my
own
as
a
charter
township,
one
of
the
statutory
functions
we
must
provide
is
to
collect
taxes.
Well,
very
few
people
are
excited
about
paying
their
taxes.
They
are
very
necessary
to
provide
all
the
fabulous
services
that
our
people
count
on
and
they
enjoy.
I
brought
a
copy
of
mine
here
to
show
exactly
what
mine
goes
for
to
operate:
bangor
township
in
the
winter.
Just
one
percent
goes
to
take
care
of
that
in
the
summer
only
10
percent.

That's
my
share
to
operate
bangor
township.
So
that's
where
that
is
we
pay
in
our
I'm
sorry.
Our
taxes
are
based
upon
the
value
of
our
properties.
Should
a
resident
disagree
with
their
property
values,
they
have
a
channel
to
challenge
that
they
may
go
in
front
of
a
municipality's
board
of
review
and
that
committee
can
make
a
ruling
as
to
if
that
that
amount
should
be
adjusted
with
our
commercial
property
owners.
However,
they
go
directly
to
the
state's
tax
tribunal.

The
tax
tribunal
is
a
formal
legal
proceeding
where
the
township
must
provide
legal
representation.
In
the
last
three
years,
the
people
of
bangor
township
have
spent
in
excess
of
seventy
thousand
dollars
in
defense
costs.
In
fact,
just
this
morning
I
received
another
invoice
for
one
thousand
nine
hundred
dollars.

We
also
have
to
pay
for
the
evaluations
to
be
done
on
these
properties
in
the
buildings.
I
currently
have
a
case
where
I
have
spent
more
than
43
thousand
dollars
to
defend
this.
My
break-even
point
will
take
decades
to
accomplish.
If
I
stop
fighting
now,
this
will
be
create
a
very
poor
precedent
and
without
sounding
threatening.

The
other
thing
that
it
would
do
is
it
would
open
pandora's
box
to
lawyers
looking
to
create
a
niche
market
in
bangor,
township
or
anywhere
else
in
bay
city,
or
I'm
sorry
in
bay
county,
where
they
can
no
longer
afford
to
fight
another
example
of
this
ridiculousness
currently
happening.
Last
month
we
agreed
to
settle
with
a
retail
building.
We
spent
four,
I'm
sorry,
fifteen
thousand
one
hundred
ninety
two
dollars
to
finally
come
to
an
agreement
for
the
tax
year
of
twenty
twenty.

Last
week,
they
petitioned
us
again
saying
that
that
building
should
now
only
be
valued
at
ten
percent
of
that
value.
In
these
trying
economic
times,
our
national
property
owners
are
filing
suit
to
the
state
tax
tribunal
at
an
alarming
weight
rate.
Once
again,
with
all
due
respect,
I
am
finding
it
very
difficult
to
fight
for
our
financial
resources
single-handedly.

I
am
hoping
that
we
can
come
together
to
provide
an
answer
to
this
very
important
problem.
If
we
want
to
continue
to
provide
important
services,
we
must
be
able
to
fund
them.
I
would
ask
for
you
to
consider
taking
action
on
this
as
soon
as
possible.
I
am
not
sure
what
that
answer.
Is
you
get
a
legal
defense
fund,
professional
and
or
appraisal
services,
or
something
else?
Let
us
please
start
setting
down
a
chart.
Our
court
excuse
me
setting
down
to
charter
courts
on
how
we
can
go
forward
on
this.

also
welcome
our
school
districts
to
join
the
team,
as
they
also
receive
a
lion's
share
of
the
revenue
collected
and
have
very
much
to
lose.
I
realize
that
citizen
is
designed
to
be
a
one-way
communication
path,
but
I
welcome
the
chance
to
answer
any
questions
that
you
may
have.

county

any
other
commissioner

get
involved

sit
down

talk
about
some
possibilities
of
what
the
county
can
do
to
help
support
bangor
township.
I
I'm
not
aware
of
any
other
townships
going
through
the
same
situation,
but
I
don't
think
any
other
townships
has
the
businesses
that
bangor
township
actually
has.

know
it's
a
heavy
financial
burden
for
one
township
to
to
encumber
that
much
of
tax
revenue,
but
it
is
an
issue
that
affects
all
the
taxing
entities
that
that
the
revenue
is
collected
for
so
hopefully
we
can
talk
with
the
bay
city,
schools,
bangor,
township
schools
see
going
forward
what
we
might
be
able
to
do
to
partner
very
good
and
it's
up
to
the
board.
But
you
know
I'd,
be
I'm
very
sympathetic
to
what
you're
addressing.

I

gonna
say:
you
know
it's
gonna,
take
some
time
to
do
some
research
to
see
what
other
communities
are
doing
in
relationship
to
the
same
situation,
because
we're
not
the
only
community
that's
experiencing
this.
This
is
happening.
It's
gonna
continue
to
happen
as
well
as
people.
You
know
brick
and
mortar.
I
guess
is
something
of
the
past,
and
so
maybe
we
should
all
get
together
and
figure
out
what
can
be
done
because
I
don't
think
this
is
going
to
go
away
so.

set

but

some
ideas:

right
now,
we
really
don't
have
a
whole
lot
in
this
city
and
township
for
kids,
but
some
of
the
things
they
have
ideas
for
like
kmart,
the
old
kmart
building.
Why
can't
we
turn
it
into
like
laser
tag
or
put
in
the
go-karts
the
big
go-karts
like
they
have
in
a
lot
of
the
cities
down
in
the
southern
area
of
michigan?

a
place
to
hang
out
that's
safe
other
than
the
boys
club,
the
boys
club
a
lot
of
parents,
don't
even
like
their
kids
going
there,
because
there's
a
lot
of
gang
bangers
and
things
of
that
nature
there.
So
they
don't
like

kids
going
there
anymore.
I
don't
know
what
it's
like.
I
haven't
been
there,
but
I've
heard
I
haven't
heard
the
best
things
out
of
it
anymore,
but
they
want
a
safe
place
for
the
kids
to
hang
out
he's
talking
about
what's
going
on
in
our
state
park.

building

along
the
riverfront
and
it
seems
like
it's
all:
housing

we
need
some
place
for
our
children
to
hang
out
when,

kid
we
had,

had
the
place
out

play

out
there
all
the
time
playing

throwing
our
quarters
in
constantly,

there's
nothing
for
them.

what

they

other
cities

they

clubs

young
teens,

they
actually
had
guards
at
the
door
to
check
them,

sure
they
had
no
drugs,

sure
they
weren't
drinking
and
it
kept
them
safe.

come
together
and
find
something
for
our
teens
to
do
to
keep
them
out
of
trouble.

like

go
out
there

plant
trees
and
all
the
potholes,
because
some
of
these
potholes
are
so
big.

ridiculous
and
they're
just
constantly
filling

filming
it's
a
joke.
It
really
is
a
joke
because
it
doesn't
work.

said
they
would
love
to
see
dax
for
all
these
fishing
tournaments.
The
people
for
the
fishing
tournaments
are
going
all
the
way
up
to
linwood
to
put
their
boats
in
all
these
out
of
town
people,

they
shouldn't
have
to
do
that.
If
we're
having
fishing
tournaments
here,
they
should
have
a
way
of
putting
boats
in
here
instead
of
going
out
of
town
and
then
they're
putting
they're
staying
at
hotels
out
of
town,
so
we're
losing
their
money.

rangers
that

anywhere
from
20
hours
a
week
to
40
hours
a
week.
Now
there
are
some
caps,
you
can't
work.

work
40
hours
a
week,
you

benefits.

think
health
care

privatized.

people

help

need.
Especially
if
you
look
at
what's
going
on
today
in
the
mental
health
arena,
we
have
to
do
more
as
a
community
as
a
society
as

country
treating
people
with
mental
health,
because
that's
of
course
it's
inhumane
not
to
do
something.

issue

tell
the
legislators

plans

changing

money

it

state
and
county
partnership.

manages
it
internationally?

private
corporation
is
so
good
at
it?
The
problems
ultimately
are
gonna
end
up.
The
county
will
be
the
first
and
last
responder
when
these
social
problems
are
out
of
control,
so
the
county
should
always
have
some
input
at
the
policy
level
on
how
that's
managed
it's
the
only
way
to
ensure
that
the
services
ultimately
will
be
accountable
to
the
people
in
their
elected
representatives.
That's
really
the
battle.

really
not
a
battle
between
blue
cross
and
health
plus,
or
one
region
or
50
regions.
It's
there's
a
state
and
county
partnership.
What
can
we
do
legislatively
that
supports
that?
Because,
at
the
end
of
the
day,
these
problems,
the
company's
doorstep
and
there's
no
way
you
can
change
that.
So

need

do
more

mental
health
front,

resources

effective

residents

a
great
year
we're
having
at
pin
counting
park,
we're
off
to
another
great
season.
So
far
this
year
we
have
brought
in
over
86
000
in
revenue.
That's
approximately
31
000
over
expenses
into
the
major
part
of
our
camping
season,
with
record
day
use
numbers
and
your
capacity
camping.
It's
only
going
to
get
better
as
we
go
into
the
peak
of
the
season.

note,

county
park,
as
all
of
you
know,
is
a
hidden
gem
with
top-notch
waterfront
access
for
swimming,
kayaking
fishing
boat
use
and
more,
and
we
are
grateful

tomsk
and
the
seasonal
staff
that
are
doing
an
outstanding
job
and
attending
to
the
needs
of
what
seems
to
be
our
very
happy
campers.

guess

our
golf
course
has
gone
really
well.

As

golf
really
took
off
during
the
pandemic.

one

people

do
last
year
outside
that
was
relatively
safe.

our
early
warm
weather,
having
a
wonderful
season
dan
nearing
out
there
and
jeremy
are
just
happen.

Leagues
have
increased
numbers;
yes,
it's
it's!
Actually,
I'm
keeping
my
fingers
crossed
for
this
continued
warm
weather
because
it
has
been
wonderful
and
from
the
community
center.
Our
summer
recreation
program
starts
next
next
week,
as
does
the
pool
opens,
so
we're
really
looking
forward
to
having
the
kids
back
in
our
building,
because
we
were
we
had
to
cancel
last
year
and
we
are
separating
out
the
age
groups
this
year
to
provide,
for
you
know,
to
keep
everybody
separated
just
for
the
pandemic
and
all
of
that
kind
of
stuff.

So
we'll
have
young
kids
in
the
morning.
The
ninth
through
12
year
olds
in
the
afternoon
and
we
are
prioritizing
outside
play,
there's
still
time
for
sign
up.
So
anyone
between
the
age
of
6
and
12
is
welcome
for
only
115
for
the
whole
nine
weeks
of
summer.

So
it's
really
a
wonderful
program
in
our
community
and
it
really
helps
out
the
kids
and
the
parents
who
need
some
daycare
services
right
and
our
pool
is
open
and
we're
really
looking
forward
to
a
great
warm
summer,
and
so
that
is
open
in
the
afternoons
monday
through
friday.

I'm
happy
to
report
two
things
about
vaccines
and
immunizations
number
one
is
overall
we're
about.
56
percent
of
the
population
has
received
at
least
one
dose
of
adults.
We've
got
about
58
a
little
over
58,
I'm
pretty
confident
that
by
july
we'll
be
at
60..
I
wish
we
were
at
70
percent,
but
that's
still
pretty
good
in
comparison
to
everything
else,
but
the
the
other
good
news
is
that
the
the
case
number
of
confirmed
cases
really
has
gone
down
tremendously.

In
the
last
two
weeks
in
the
last
week,
we've
only
had
15
confirmed
cases
and
some
of
the
interventions
that
we
did
in
the
school
to
do
serial
testing
and
identify
students
that
were
symptoms
or
students
that
were
positive
and
got
them
out
of
there
early
in
time
and
were
able
to
identify
students
that
were
that
were
not
positive
and
were
able
to
still
attend
school
without
the
burden
of
quarantines
really
was
effective
and
I
think
really
helped
push
our
numbers
down
pretty
dramatically
in
the
last
two
weeks.

all
that
being
said,
the
last
thing
I
got
to
say
is
for
the
the
entire
county
is
prepare
for
the
fourth
of
july
now
and
by
doing
that,
if
you're
not
vaccinated,
go
get
vaccinated
right
away,
you
can
get
vaccinated
here
at
the
health
department,
monday,
tuesdays
and
saturdays,
and
we'll
be
expanding
our
hours
and
doing
some
special
clinics
we'll
be
in
pin
county
on
friday.

rite
aid
even
call

local
doctor

see
if
he's
got
the
back
seat
if
you're,
not
vaccinated,
already
or
not
fully
vaccinated,
go
get
vaccinated,
anticipate
that
there's
going
to

uptick

cases
after
the
fourth
of
july
holiday.
Hopefully,
that's
not
going
to
be
the
case,
but
the
more
people
will
get
vaccinated.

we

this

have

We

a
jury
commission,
it's
a
one.
Six
year
term
in
october,
there's
a
land
bank
authority,
it's
a
three
year
term,
department
of
health
and
human
services
board
of
directors
that
is
actually
done
by
the
governor,
but
individuals
would
go
to
human
services
to
apply
and
and
that's
how
the
application
will
be
done,
it's
not
done
through
us.
We
also
have
board
of
canvassers
two
full
year
terms,
and
in
november
we
have
a
building
authority
which
are
two
year
terms
in
december
veterans
of
fair
committee.
