grant

map

it
says,

Colin
River
watershed,
but
it'll
actually
map
the
entire
county.
So
we're
going
to
take
11,000
paper
records,
give
them
to
a
Melvin
for
a
company
on
a
Mount
Pleasant
film
map
for
scan
every
single
file.
We
have
all
11,
plus
thousand
matters.
There
are
files.

Anything
that
can
be
mapped
would
be
mapped
into
the
system
if
it's
an
old
old
file,
say
from
the
50s
or
60s
it'll
be
scanned
in
or
still
be,
a
data
point.
And
what
this
is
is
a
map
that
will
be
available
for
everybody,
the
entire
public,
where
they
can
open
it
up
on
a
cell
phone,
a
tablet
or
a
computer
and
see
virtually
where
every
septic
system
and
well
exist
within
Bay
County.
Anything,
that's
unknown,
any
unmapped
parcels
and
eat
parcels.
We
don't
have
permits
on
within
the
callin
River
watershed.

go
out
and
make
physical
visits
to
those
homes
and
map
those
sites.
So
we
know
the
unknown
and
we
will
choose
areas
that
are
closest
to
the
river
or
close
to
closest
to
main
drains
and
we'll
work
our
way
out.
As
far
as
we
can
with
a
net
three
year
period
and
then
once
the
grant
comes
to
a
close,
we're
going
to
continue
to
map
anything,
that's
unknown.

plan
to
continue
mapping
that
until

have
some
day
100%
of
the
county
mapped
and
this
project
by
the
way,
once
it's
done
in
this
three-year
period,
will
be
the
first
of
its
kind
anywhere
in
the
country.

nothing

this

closest

found
is
down
in
Georgia.
They
have
some
proprietary
software
and
then
did
some
partial
mapping
of
septic
systems,
but
it
doesn't
come
close
to
what
we're
going
to
do
here.

won't

say

live
out
in
Collin
Township
and
we
come
on.
We
find
out
the
you
of
a
failed
septic
system
and
it's
bleeding.
On
top
of
the
ground,
we
have
authority
through
the
public
health
code
and
our
sanitary
code
to
issue
violation,
notice
and
basically
force
you
to
correct
the
problem.
However,
it
may
be
from
a
reparative
full
replacement
or
connection
in
municipal
if
it's
available,
so
we
plan
on
finding
problems
and
we
know
we
are
and
we
will
address
them
and
that's
all
in
the
grant.

people
have
utter
septic
system
worms

education
component

let
them
know

they
are

very,
very
small,
miniature
version
of
a
sewage
plant

Funding
under
the
504
program,
which
we
get
people
in
contact
with
the
Carroll
Office
under
its
it's
like
a
the
old
weatherization
programming
in
doors
windows
who
look
well,
they
also
do
septic
systems,
and
if
you're,
62
or
older
you
own
your
home,
they
actually
are
offering
$7,500
grants
one-time
grants
and
they
also
offer
low-interest
loans.
They
have
a
cap
on
income.
However,
it's
not
a
hard
cap,
they
still
help
people
and
if
somebody
has
a
failed
system,
they're
trying
to
make
ends
meet.

are
opportunities
out
there.

in
the
morning
getting
ready
for
work.
They
said,
gentlemen,
is
on
TV
private.
He
says:
I
don't
have
water,
I
haven't
had
water.
Well,
then
we
find
out,
what's
in
Bay
County,
so
I
went
to
his
house
with
the
grant
program
information.
He
wasn't
home.
I
left
my
card
I
loved
the
information
in
his
door.
He
called
me
back
30
minutes
later
his
hat
found
his
paperwork
and
I
highlighted
out
in
there.
The
$7,500
grant
I
contacted
the
Carroll
office
and
asked
them
about
it,
and
he
says
well.

Easy
everything
is
right,
he's
okay,
he
called
me
again.
He
says
again,
I
think
this
is
too
good
to
be
true.
People
don't
just
hand
you
money.
What's
the
catch,
I
said
you
have
to
stay
in
your
home
for
three
years.
That's
after
that!
There's
none
it's
free
money
and
it
is
if
you're
over

the
own.

you

sixty
five
thousand
dollars
a
year,
I'm
just
pulling
a
number
out
here,
you're
twice
or
more
what

income
cap
is,

you
can't
afford
your
septic
system.

those
are
the
people

help
because
they
they
may
have
to
go
to
the
bank
for
a
loan
and
we're
not
out
to
kick
people
out
of
their
homes
and
we
find
problems.

work
with.
We
sound
out
viola,
violation,
notices
with
correction
dates.

lot
of
those
correction
dates
go
beyond
that
and
we
work
with
people.

be

we

hopefully
there
to
help
them
first

enforce
the
law

so
we
don't
intend
to
go
out

somebody
says
get
off
my
property,

a
trap,

don't
enter

property

we

map

unknowns

own

factor

the
grant.

look

where
the
money
comes
from
a
lot
of
it

stuff
we
already
do.
There
will
be
new
tools
that
are
built
into
the
federal
program
which
I'd
love
to
show
you
guys

isn't
in
our
version.
Yet
the
tools
are
done
at
amalgam.
They
haven't
sent
them
over
to
us,
but
we'll
be
able
to
do
assessments
on
these
systems
and
create
a
risk
analysis.

old
are
they
there's
operation
and
maintenance
forms
built
in,
but
the
program
actually
does
even
more
than
we
could
probably
even
tap
into,
but
the
tools
are
there
we
will
have
everything
mapped
within
three
years
of
other
than
some
unknowns

the
outlying
areas
in
Bay
County.
We
can't
map
every
single
thing,
but
we'll
map
as
much
so
if
I'm
from.

lot

the
places
where

lost
traffic,

set

a
default
or

in
place

that

a
failure

the
ground

mandated

state
regulations
that
person
is
required
to

the
statewide
sanitary

it

currently
written

introduced
into
the
legislature.

point
sale
program
would
be
banned
from

state

Michigan.

not
be
allowed
to
do
that.

is
some
talk
about
doing
so,
regularly
scheduled
inspections
a
five
to
ten
year
basis
or
even
more.
We
get
rid
of
added
to
another
version
of
our
sanitary
code
company
and
it's
also
I
believe,
is
part
of
the
new
statewide

into
educational
problem.

get
someone
that,
because
of
either
poverty,
or
they
just
kind
of
means
to
replace
it,
that

them

you're
working
with
that
by
attempt
to
get
a
loan
pool,
whether
it's
from
USDA
or
DQ
or
FDA,
or
whomever
that
easily
takes
about
two
to
three
months
and
the
very
least,
and
sometimes
out
the
six.

can
look
in
the
yard
beyond
the
yard.

probing
these
tile
codes,
it's
physical
work.
We
won't
probe
the
probe,
the
probe
and
wool
for
tiles
septic
tanks,
drain
field
trenches
cradle
drains,
whatever
it
may
be,
and
we
start
tracing
those.

we
look
at
surrounding
ditches
farm
fields,
we
can
look
at
aerial
photos.
Actually,
with
this
program,
we
can
do
what's
called
layer.
Swiping,
look
at
the
2015
to
2010
to
2005
and
see
colorations.
We
can
see
all
the
farm
tiles
is
are
drying
out
the
fields
when
we
can
see
green
septic
systems
and
dried
out
spots
for
the
ones
that
are
working
versus
not
working,
and
you
look
for
this
premise.

we
don't
know
we're,
not
sure
and
we
see
a
ditch
and
we
think
there's
a
discharge
or
the
dye
test,
the
system
will
flush
died
on
the
toilet
and
you're
on
water.
Let
me
wait:
I
found
died
over
900
feet
from
home,
going
out
and
kind
of

years
ago.
That
person
was
made
to
correct
that
and
it
took
me,
three
tries
I
had
to
do
it
during
a
rainstorm,
because
sometimes
sewers
will
go
out

farm
field
and

never

finds
its
way
to

ditch.

how
do
you
find
them?
Sometimes
it's
not

time-consuming,

training

looking
at
the
right
things,
we
can
determine
what's
going
where
and
if
not.
If
there's
questions
we
keep
looking,
we
can
do
water
tests
and
sit
down
run
water
over
over
that's
time
consuming
too
so
it
depends
on
the
site.

we'll

steps
on
what
we
do,
what
we
look
for
some
systems
that
might
take
us

minutes.
Some
of
them
might
take
three
hours
to
find
everything.
Sometimes
we
can't
find
everything,
but
we
make
the
best
attempt
we
can
and
if
we
find
a
failure
and
a
definition
of
failure,
there's
42
definitions
of
the
state.
What
a
failure
is
because
there
are
83
counties
and
42
health
codes.
They're
all
different.
A
failure
might
be
water
from
the
outlet
of
the
septic
tank,
but
not
surfacing
that's
a
failure.

But
is
it
in
violation,
no
I'm
not
going
to
make
you
replace
your
septic
system,
because
there's
no
public
health
issue
there's
not
sue

However,
that's
when
we
remind
somebody
your
system
is
on
its
last
leg.

water
usage
start
saving
your

a
maintenance
item,
that's
looking
at
you
saying
you
need
to
replace

are
different
stages
of
failure
and
different,

definition
of
a

state
code
passes
it
will

change

we

everything

mandated
inspection
so
many
years
there
won't

big
money,
real
estate
that
is
preventing
point-of-sale
from
happening
and
from
removing
all
point-of-sale
in
Michigan.

that
inspection
can
have
nothing
to
do
with

sale

home
when
we
cannot
require
replacement
based
on
the
sale
of
a

so

opinions

what
we
should
inspect
and
what
we
shouldn't

know

need
