the
subject
I'd
like
to
talk
about
is
the
Linwood
Civic
Scenic
access
site
project,
I,
don't
know
how
many
of
you
are
familiar
with
that,
but
what
it?
What
we're
trying
to
do
is
put
a
park
at
the
end
of
Linwood
Road,
and
it's
going
to
have
a
dock
and
it's
going
to
have
a
handicap
access
and
we're
a
disabled
person
could
launch
their
kayak
from
that
spot
and
I.

Don't
know
how
familiar
here
you
are
with
Linwood,
but
Linwood
Road
separates
Frazier
Township
and
call
Colin
Township.
So
this
is
a
dual
project
with
both
of
them
and
we've
gotten.
You
know:
we've
been
working
on
this
for
about
four
years
and
I'd
just
like
to
go
over
some
of
the
benefits
of
what
I
feel
would
happen.
If,
if
this
project
got
completed
and
it
wouldn't
be
just
a
benefit
for
Linwood,
it
would
be
a
benefit
for
the
whole
County,
because
this
would
be
a
place
where
people
could
come
free
of
charge.

be
no
charge
and
it
could
have
picnics
could
go
out
on
the
dock.
The
dock
would
actually
go
out
into
the
water
and
fish
and
they
could
would
have
a
green
area
for
picnics
and
also
the
iron
bell.
Bike
trail
is
only
going
to
be
like
a
block
away
from
this
site
and
so
I'm
I'm,
assuming
that
those
people
when
that
that,
on
that
iron
bell
bike
trail,
that's
a
trail
that
comes
from
Belle
Isle.

Shore

we

beautiful,
Saginaw,
Bay

it's

underutilized
for

that
we
don't
promote
it

fishing

and

understand.
Somebody
doesn't
want
them
walking
through
the
yard
to
go
fish
out
on
the
bay,
but
there's
very
few
places
north
of
Bay
City

mean
we
have
the
river
and
all
that
you
can
fish
there,
but
you'd
be
hard-pressed
to
find
you
know.

and
more
and
more
people
that
come
in
and
the
first
thing
I
asked:
where
can
I
fish
from
Shore
and,
like
our
local
Marine,
has
been
very
nice,
but
in
the
summertime
when
they're
busy,
they
can't
have
people
out
there
on

docks
and
stuff
like
that
and
they're
more
than
adequate
to
give
them
some
areas.
But
there's
just
not
a
lot
and
I
think
with
this
project
at
the
end
of
the
road
they
were
asking
for
help
for
you
know,
being
ADA
Compliant,
a
picnic
area
that
little
walkout
dock
give
people.

project
actually
started
from
before
I
was
even
probably
young
enough
to
whatever
probably
30
years
ago,
when
we
built
the
sidewalk
to
the
bay
and
they
they
acquired
that
piece
of
property
and
basically
a
parking
lot
and

if
you
guys
have
ever
ice
Fisher
ever,
but
in
the
winter
it's
unbelievable
I
know
the
marina
had
videos
and
stuff
where
they
were
actually
from
the
bay.
All
the
way
to
M13
backed
up
Bumper

Bumper
that
that
area
could
be
utilized
much
better
if
we
could
get
some
help
appreciate
it.

fisheries

walleye

how
important
it
is

our
community

Our
team
is
going

presenting
on
Hay
Bay
City
from

grant

One
of
the
things
that
we
can't
fake
and
can't
fudge
as
we're
looking
at
Talent
attraction
is
our
access
to
the
water.
It's
not
one
where
any
Community
can
say.
We
have
great
people.
We
have
great
this.

access
to
the
water
and
by
supporting
projects
like
this,

open
that
access
up
gives
us
one
more
thing

take

we
are
working
on

talent

attraction

able

support

people

Lakes
Bay
Region
in
Bay
County,
specifically,

just
wanted

share

Not
only

it
great

our
community,
it's
really
great

be
able

support
more

Fisheries
is
something
I'm
learning
more
about.

fisherman,
but
I
am
a
Fisher
mom,

kids
fish
with
my
husband
and
so
just
having
those
access
points,
plus

point
to
be
able
to
have
access
in
a
more
Northern
Area
outside
of
just
some

the
ones
that
we
have
in
our
Coast,
Area

think
offers
a
really
great
options.

Talent
attraction,
retention,
initiative

Workforce
Development

president
and
CEO
of
the
chamber,
just
giving
you
a
little
bit
of
update
as
far
as
where
we
stand,
and
some
of
the
things
that
you're
going
to
see
when
this
effort
publicly
launches
in
January.

have
marketing
and
the
role
of
marketing
is
to
First
capture
people's
attention,
because
if
we
don't
have
people's
attention
we
do
not
exist.
Attention
is
as
important
a
resource
as
money
or
jobs.
You
could
have
all
the
money
in
the
world
all
the
most
amazing
jobs
in
the
world,
but
if
people's
attention
are
on
Detroit
Lansing
Grand
Rapids,
you
might
as
well
have
nothing,
and
so
the
role
of
marketing
is
to
capture
people's
attention.
The
second
role
of
marketing
is
to
communicate
value.
After
we
have
their
attention.
What
do
we
have
to
offer
them?

If
we
have
a
lot
of
attention
and
people
are
seriously
interested
about
living
and
working
in
Bay
County,
we
need
to
make
sure
that
we
have
a
Workforce
Development
pipeline
that
is
solid
from
beginning
to
end
because
they
could
be
interested.
But
if
the
jobs
aren't
here,
the
housing
opportunities
aren't
here,
they're
going
to
say
well,
I
might
come
visit
on
a
Saturday,
but
that's
not
where
I
want
to
live.

My
life
and
that's
the
role
of
Workforce
Development
is
really
looking
at
the
community
and
saying
what
are
the
kinds
of
opportunities
we
need
to
offer
as
a
community
that
can
really
convince
people
to
say
this
is
where
you
should
spend
the
rest
of
your
lives
and
if
we
do
the
first
two
sections
of
that.
Well,
that's
when
people
get
to
this
point
of
decision.
Yes,
Bay
County
is
the
place
for
me,
and
so
this
is
really
the
guiding
principle
through
hey
Bay
City
for
at
least
the
next
three
years
is
moving
people
through
these.

funnel
capturing
their
attention.
Communicating
all
the
ways
that
Bay
County
is
a
special
and
unique
place
and
can
make
people's
lives
better
and
then
also
showing
them
and
creating
opportunities
where
they
can
live
and
work.
Here,
specifically,
what
does
marketing
and
place
making
look
like
well
in
January?

What
you'll
see
is
a
website
abacity.com
launching
into
the
universe
where
people
will
not
only
be
able
to
see
stories
and
photos,
and
videos
and
podcasts
they'll
also
see
a
job
County
job
position
platform
where
any
employer
within
Bay
County
is
able
to
go
in
and
list
their
position.
Potential
job
Seekers
are
able
to
apply
directly
through
that
website
as
well
to
feed
people
into
that
website.

You're
going
to
see
an
aggressive,
omni-channel
marketing
approach,
and
what
that
means
is
that,
instead
of
just
creating
this
website
and
then
hoping
for
the
best
that
maybe
somebody's
going
to
stumble
upon
it,
we're
going
to
throw
10
different
Bobbers
in
the
water
on
Facebook,
Instagram,
LinkedIn,
Twitter,
email,
marketing,
text-based,
marketing
and
I
want
to
point
out
that
this
is
very
unique
within
the
realm
of
talent,
attraction
retention.
Most
communities
are
not
this
aggressive
in
our
research
over
the
past
five
months.

Now,
what
are
what's
another
way
that
we're
going
to
be
unique
with
in
this
realm
of
talent,
attraction
retention,
it's
really
through
the
emphasis
of
Storytelling.
Why
storytelling?
Why
are
we
going
so
hard
into
this
because
it
works?
It
works
really
really
well.
It
works
both
on
the
economic
development
Workforce
level,
but
also
on
the
human
level,
because
it's
a
way
to
embrace
the
humans
that
create
Bay
County
and
make
it
the
special
place
that
it
is
well.
At
the
same
time,
capture
entering
people's
attention
and
then
communicating
the
value
our
community
can
give
them.

This
is
more
than
just
kind
of
a
romantic
idea.
You
hear
the
word
storytelling
and
you're
thinking.
Oh,
it's
so
passionate,
there's
hard
math
to
back
it
up.
For
example,
I've
been
working
with
the
city
of
Saginaw
over
the
past
three
years.
We
published
two
stories
there
every
single
week
and
in
this
three
years
those
stories
have
been
seen
over
50
million
times,
not
to
knock
Saginaw,
but
this
effort
drastically
supersedes
that
and
so
I,
while
I
can't
guarantee
numbers
the
math
is
there
to
support
that
this
works
really
well
and
then.
Finally,
why
storytelling?

Well
in
our
research,
we
also
interviewed
directors
of
similar
efforts
across
the
state,
one
of
them
being
Rachel
gray
over
at
hello,
West,
Michigan
and
one
of
the
questions
we
asked
her
was,
if
you
had
a
giant
pile
of
money
to
spend
on
one
thing
that
would
make
your
work
more
effective.
What
would
it
be,
and
she
said
without
missing
a
beat
content,
photos,
videos,
podcasts
stories,
because
that's
what
communicates
the
value
of
that
place?

It's
the
current
language
of
our
culture
and
that's
what
makes
this
effort
really
intriguing
is
that
it's
more
than
just
saying,
Talent
attraction
and
retention
and
hoping
that
works.
We're
really
speaking
the
language
of
people
who
are
looking
for
places
to
live
places
to
move
their
family
places
to
grow
and
we're
communicating
with
them.
In
a
way
that
says
we
understand
what
you're
looking
for
here's
the
information
you
need
in
a
way
that
you
want
to
consume.

starting

hear

can
we

to
create
new
ways
to
attract
individuals

our
community

want

hang
out

Bay
County
I

work.

want
to
raise

family
there,

we
need
to
do
that
by
collaborating
together.
We
need
to
do
that
by
connecting
all
of
the
resources,
and
we
have
some
gems
here
in
Bay
County,
a
lot
of
resources
that
we
need

just
pull
together,
we're
not
trying
to
reinvent
the
wheel.
We
already
have
the
will
here
so
now
we
just
need
to
connect
the
dots.
Now
we
just
need
to
make
sure
that
we're
working
together
to
say
how
can
we
work
with
someone
that's
moving
in
from
out
of
state?

They
need
child
care,
they're,
raising
a
family,
they
need
a
they
need
homes,
they
need
Schools,
they're,
looking
at
and
resources
for
their
family.
So
with
all
the
resources
that
we
have
together,
how
can
we
put
that
in
one
centralized
location
to
say
this
is
what
we
have
right
now
at
the
chamber
where
all
the
welcoming
committee,
with
those
that
are
already
interested
in
moving
here,
that
have
absolutely
no
attachment
to
Bay
County
whatsoever.

They
don't
have
friends
or
family
they're,
seeing
already
just
some
of
the
little
bits
of
marketing
pieces
that
we
have
out
there
that
that's
a
place
not
just
as
cheap
to
live
there.
It's
valuable
I
can
have
an
actual
quality
of
life,
raising
my
family
and
and
growing
here
and
retiring
here.
So
that's
where
the
creation
collaboration
and
the
connection
comes
into
place.
We
in
hopes
want
to
later
on
actually
have
a
full
wraparound
program
where
it's
not
just
where
we're
having
to
fund
more
money,
but
you
need
a
realtor.

like
it
when
you
walk
down
the
street-
and
everybody
knows
your
name
if,
when
you
feel
like
you're
welcome
and
you
have
a
place
where
you
can
actually
call
home,
we
also
are
going
to
continue
to
work
with
our

partners

already

such
as
our
local
Workforce,
Development
agency,
our
friends

Bay
future
and,
of
course,
the
chamber
driving
this
Force.
So
we

Saginaw
Valley
Delta

current
school

our
talent
right
now
within

keep

Talent

a
business

need
to
talk

talent

let
them
know
what's
available,
I'm

to
go
ahead
and
I'm
going

hand
it

to

our

speak
briefly
just
a
little
bit
about
the
name:
hey
Bay
City.
Why
call
it
a
base
City
if
it's
a
county-wide
effort,
Jim
and
I,
had
a
great
exchange
about
this
and
I've
got
a
whole
whole
list
of
reasons
behind
it.
That
I
can
also
send
to
you,
but
just
picking
out
some
of
the
most
critical
ones.
Is
that
one
example
is
it's
it's
just
how
people
communicate
when
you're
talking
to
somebody
from
Detroit
and
you're,
asking
them
where
they're
from
or
we're
from
Detroit?

Why
do
we
communicate
this
way?
It's
because
of
clarity
of
communication
instinctively.
We
want
to
make
sure
that
when
we
communicate
to
somebody
specifically
new,
they
know
exactly
where
we're
from,
and
so
we
on
the
genetic
level
tend
to
associate
ourselves
with
the
nearest
metropolitan
area,
and
so
Bay
City
carries
name
recognition
that
can
be
useful
throughout
the
state.
So
then
the
next
question
is
well,
then
doesn't
Bay
City
just
stand
to
benefit
from
this,
and
that's
not
true,
because
that's
not
true
anywhere
else
in
the
country
or
the
world.

I'll
give
you
another
example
using
Detroit
Detroit,
there's
so
much
attention
on
Detroit
right
now.
That's
where
the
momentum
is.
That's
where
the
energy
is
revitalization
incarnate.
You
know
that's,
and
so
people
get
interested
in
Detroit,
but
not
everybody
wants
to
move
into
the
city
of
Detroit
right.
They
want
access
to
what
Detroit
has
to
offer.
Maybe
they
want
a
lower
cost
of
living,
maybe
what
they
want
a
community
with
more
diversity.

Maybe
they
want
a
job
opportunity
or
a
business
opportunity,
that's
not
available
in
the
city
and
so
Detroit
acts
as
the
magnet
that
then
funnels
people
with
these
specific
desires
to
communities
like
Ferndale
or
like
Hazel
Park.
It's
the
mechanics
of
how
people
move
the
same
thing
happens
in
Lansing,
Grand,
Rapids,
Atlanta,
Tallahassee
Florida,
those
metropolitan
areas
act
as
the
hook,
the
that
then
funnel
people
that
are
looking
for
specific
qualities
of
life
to
other
communities.

That
means
that
we
can
start
collecting
the
metrics
for
reporting,
and
so
every
quarter
will
come
to
you
with
metrics
like
website
visitors,
social
media
followers,
jobs,
posted
jobs,
filled
applications
submitted
all
of
that
really
critical
data,
as
well
as
how
it
compares
the
previous
quarters
so
that
we
can
all
come
together
and
say.
How
is
this
thing
going?
Is
it
going
well,
are
there
things
that
we
can
improve?

there
things
that
are
just
not
working
that
we
have
to
abandon
all
together

that's
really
what
I
want

communicate
here
in
this
conclusion
is
that,
yes,
we
are
launching
in
January,
but

again

really
looking
at
these
next
three
years

how
do
we
sharpen
this

How

improve

process?

effective

momentum

happening
fast

just

give

a
data

because
it's
easy
for
me
to

there's
lots

momentum
even

there

we
haven't
launched

on
our
email
list.
We
have
about

000
names
and
what
that
means
and
to
give
you

Traverse
City's,
Talent
attraction,
retention,
effort,
they've
been
operating
for
three
years
and
they
have
1200
names.

our
events
and
things
like

is
that

to

small
County
and
it's
a
considerable
expense,
and
you
know
you
could
lay
for
three
miles
of
fiber
and
have
five
or
six
customers
on
it.

said
imagine
in
Alaska,
trying
to
they've
got
300
000
people
spread
out
in
the
state,
that's
bigger
than
Texas,
and
so
there
are
challenges
all
across
the
country
and
I
just
want
to
assure
you
that
you
know
because
I
know
it's
been
your
passion
to
make
sure
that
everyone
has
access
and
I
agree
with
you
and
I
know
it
had
to
be
painful.
To
see
us
divert
that
hundred
fifty
thousand
dollars
for
Broadband,
because
so
many
people
are,
are
relying
on
on
that
having
access
to
that
as
soon
as
they
can.

But
just
for
the
record
too
I
spoke
with
Bridget
the
controller
of
Midland
County
and
three
years
ago.
They
did
their
needs
assessment
and
they
still
aren't
step
one
yet
in
terms
of
finding
a
provider
to
start
laying
laying
the
fiber
or
putting
a
a
platform
together
to
get
that
access,
we're
waiting
on
the
state
to
determine
you
know
unserved,
underserved
and
served
with
high-speed
internet.
It's
a
big
challenge.

So
so
I
also
want
to
reiterate
yes,
yes,
it
is
a
beneficent,
it's
a
huge
need
in
my
area,
but
the
other
thing
is
not
the
availability
of
money
right,
there's
all
kinds
of
money
in
all
these
different
funds,
the
ability
is
to
get
the
money.
That's
where
I
feel
like
our
huge
Giddy
Up
is
we
don't
have
people
that
are
super
knowledgeable
in
this
that
know
how
to
get
it.
We
don't.
We
are
spread
thin
right.
A
So
it's
like
a
full-time
plus
job
for
somebody
to
figure
out
how
to
do
that
and
bust
through
the
hurdles
we're
not
in
Oakland
we're
not
in
Ann
Arbor
we're
not
in
Detroit
we're
Bay
County.
We
don't
have
those
dedicated
people.
So
that's
always
my
message
when
I
get
to
talk
to
somebody
who's
important,
the
presidents,
the
governors
or
whoever
is
like
yeah,
the
money's
great,
but
we
need
to
be
able
to
get
to
it
that
that's
our
problem
make
it
easier
for
us
to
get
it
so.

And
we
have
to
have
an
entity
that
has
right
away,
and
so
some
ATT
and
consumers
in
order
to
do
to
do
that,
become
a
contractor.
You
have
to
disclose
your
liabilities
and
your
assets
and
are
unwilling
to
do
that,
and
so
it
is
much
more
difficult.
As
you
know,
and
Northern
Bay
County
we've
had
a
couple
of
providers
that
have
been
sitting
on
a
few
million
dollars
in
federal
grants
and
still
no
acts
right.

They
got
the
money
in
hand,
still
no
action,
but
we're
going
to
keep
working
at
it
and
I
just
want
you
to
know
we're.
You
know
we're
in
about
the
same
boat
as
most
of
the
counties
are
and
just
for
I
I
talked
with
the
county
executive
from
a
long
island,
Summit
County
their
Sheriff's
Department
budget,
800
million
dollars,
and
they
got
500
million
dollars
in
our
funding.

So
we're
still
actively
working
on
it.
We
had
an
extended
agreement.
We
got
our
agreements
extended
for
the
time
frame.
We
have
been
doing
the
Wetland
delineation.
We've
been
working
with
our
crime
professional
to
do
all
of
the
appropriate
drawings.
So
next
steps
are
going
to
be
actually
about
purchasing
the
material
and
get
ready
to
break
ground.
But
of
course,
because
it's
winter
we
can't
pour
cement.
So
we're
going,
you
know,
that'll,
be
something
they'll
be
working
on.
