A
D
My
name
is
Gary
too
risky
I'm
from
the
Bay
County
vesicles,
the
honor
guard,
and
we
got
I
was
here
at
the
last
Commission
meeting
about
picking
up
the
flag
saw
really
and
store
them.
As
far
as
I
know,
most
of
us
have
been
storing
about
putting
with
a
plastic
totes
to
make
sure
that
we
we
save,
we
save
as
many
flags
as
we
couldn't.
We
could
but
I,
don't
all
of
a
sudden.
Why
they're
doing
it
this
year?
D
They
didn't
do
it
all
the
years
previously
before
that
we
were
just
storing
them
in
boxes
and
and
anything
else
to
try
to
preserve
them
so
I
so
Frank.
Now
we're
gonna
pick
up
as
many
flags
as
he
couldn't
sort
out
the
good
ones
from
the
bad
ones
and
whatever
bad
ones
we
have
we'll.
Just
we'll
get
rid
of
them.
I
do
have
I,
do
have
a
Memorial
Day
scheduled
for
any
you,
commissioners
that
would
like
to
attend.
I'm
not
condoning
you
for
your
not
attending,
but
it
would
be
nice
for
you
to
attend
I.
D
Don't
we
don't
need
those
speeches?
We
don't
anything
else.
It
sure
would
be
nice
for,
for
you,
for
everybody
to
you
know
you,
commissioners,
to
come
up
and
I
know
when
the
last
day,
any
one
of
you,
commissioners
put
the
flags
up
or
took
them
down,
you
put
them
up
on
a
Saturday
and
you're
taking
them
down
on
the
Tuesday.
D
D
And
then
Friday
the
27th
at
st.
Pat's
Cemetery,
also
at
nine
o'clock,
the
more
people
we
have
there,
the
quick
and
get
weekly
we
can
be
done
and
you
know
it'll
be
over.
So
if
anybody
has
got
any
questions
on
what
I
just
brought
up,
please
feel
free
to
ask
me,
and
here
are
the
schedules
for
Memorial
Day,
whatever
awards
you're
him,
whatever
precinct
you're
in
you,
you
have
them.
I
got
more
than
enough
copies
as.
A
Well,
yeah
I
have
one
here
so
mature.
Its
revised
was
that
that's
council,
so
I
have
been
announcing
it
at
the
County
Commission
meetings
on
outside
again
today
at
our
economy,
Commission
meeting
that
county
commissioners
were
invited
in
staff
also
and
the
flags
have
I
mean
I,
think
we've
never
really
handled
much
with
flight
we'd
be
paid
for
flags
and
that's
usually
been
volunteers.
I
know,
van
Digby
does
does
quite
a
bit
me
Island
flags
out,
and
so
you
know
I
put
some
on
yesterday
and
st.
Paul
cemetery.
A
You
had
to
do
it
a
little
bit
earlier,
because
the
kids
are
off
school
or
later
in
a
week,
but
I
will
definitely
get
the
word
out
and
I'll
get
that
schedule
for
me
and
make
sure
it's
I've
got
the
right
schedule
and
I'll
here
at
the
County
Building
that's
listed
at
9:15.
They
County
Building,
2027
I,
then,
throughout
the
day,
a
guy.
A
D
F
G
E
G
E
G
A
B
Hung
right,
I'm
out
great,
so
we've
been
as
of
the
last
meeting
when
we
discussed
briefly
some
plans,
we've
taken
and
got
approval
from
the
Bay
County
Board
of
Commissioners
to
proceed
so
work
on
our
building.
We've
initially
moved
right
now.
So
far
the
equalization
department
has
moved
down
to
the
second
floor.
So
then
work
can
begin
on
the
sixth
floor
that
is
currently
undergoing
once
once
that
work
is
to
the
point
where
the
treasurer's
office
can
move
to
the
sixth
floor.
We
will
begin
working
out.
B
B
You
know
the
budgets
been
approved
through
the
state,
for
you
know
the
furniture
and
things
that
we
would
like
to
have
done
in
there
other
other
areas
that
we
can
utilize
those
funds
to.
Mr.
Pagani's
point,
you
know
what
we
can
do
for
relief
efforts
and
different
things
like
that,
so
that
we
will
have
some
funds
left
over
for
that.
So
it's
got
it's
underway.
It's
pretty!
It's
busy
a
lot
of
moving
pieces
with
the
three
departments.
B
A
lot
of
coordination
mark
and
crystal
are
still
currently
out
in
the
second
floor,
they're
just
consolidated
into
one
corner
of
that
of
that
building,
but
we
felt
it
was
important
to
keep
them
at
least
where
they
are
and
have
been
for
the
previous
time.
So
people
are
used
to
going
there
currently
before
we,
you
know,
start
confusing
them
and
hitting
them.
You
know
putting
them
on
a
temporary
floor
or
something
like
that.
B
A
Like
it's
moving
along
over
and
along,
we
have
the
deadline
of
September
30th
to
get
get
her
done.
Yep
I
was
out
in
Midland
today
at
Terra
County
Commission
meeting
with
our
Chairman,
our
CEO
from
the
Steve's,
and
talked
about
the
veterans.
What
we're
doing
out
here-
and
you
know,
that's
really
an
unrestricted
grant
so,
and
he
said
that's
what's
used
for
us
to
do
reconstruction
and
the
computer
stuff
and
hardware
stuff
that
you
can't
do
otherwise.
So
yeah
and.
B
It
is
impressive
you're,
not
communicating
with
the
state.
They
seem
very
impressed
with
our
plan
how
fast
things
are
moving
along
which
took
coordination
both
from
you
know
the
committee,
the
board
of
commissioners,
our
planning,
you
know
with,
inter
inter
department
things
that
we've
been
coordinating
internally.
It's
been
a
phenomenal
group
to
work
with,
and
the
state
seems
to
be
very
impressed
with
you
know
what
we
haven't
have
in
mind:
to
upgrade
these
facilities
and
to
make
you
know,
make
that
experience
when,
when
veterans
or
spouses
or
relatives
come
in,
it's
a
very
respectable
environment.
A
Hopefully,
the
grant
will
be
available
next
year.
Absolutely
that's!
In
the
fund,
the
budget
I
know
the
Jason
Wentworth
from
up
in
Claire
area
has
been
put,
got
it
originally
and
they
hope
to
keep
it
going.
So
we
keep
getting
that
grant
money.
Every
year
this
council
collaboration,
I
met
with
mr.
zipler,
talk
a
little
bit
about.
What's
what
we
can
do
to
work
with
the
vets
council?
We
talked
about
mail
delivery
and
some
some
other
other
aspects,
and
we
talked
about
the
veterans
van
service
and
we
need
to
keep
looking
at
that.
A
G
E
A
few
months
ago,
I
remember
when
Mike
the
the
the
house
that
Bruce
bought
and
put
in
events
councils
name,
which
he
shouldn't
have
done,
but
I
went
to
see
an
attorney
and
it
was
transferred.
It
was
sold,
Perseids
transferred
from
Bay
County
Veterans
Council
to
it's
called
the
veterans
arrest
group.
It's
a
501c3
I
took
I,
took
everybody
I
copied
a
quick
claim,
deed
I
know:
I
took
you
guys
wanted
marine
quarterly
I
gave
one
to
Troy.
H
Ministration
opportunity
to
talk
to
mr.
left
as
it
relates
to
the
guidelines,
I
think
that
there's
a
couple
necessary
things
that
needs
to
be
added
in.
So
it's
a
great
first
draft,
but
we
are
going
to
need
to
include,
and
it's
going
to
I
think
need
some
input
behind
the
scenes
from
different
committee
members
before
it's
formally
voted
on
and
read
into
the
record
as
a
adopted
policy
exactly
what
what
emergency
require.
There
isn't
anything
defined
for
what
is
considered
an
indigent
veterans
and
you
know
their
statutory
guidelines.
H
So
this
committee
is
going
to
have
to
decide
what
can
come
limit
you
want
to
look
at.
There
are
no
specific
statutes
that
deal
with
what's
on
some
type
of
very
expensive,
stick,
there's
a
minimum
of
guidelines
and
in
there,
but
for
emergency
relief,
there's
not
essentially
vision.
So
we
need
to
come
up
with
that
and
I
think
it
should
be
included
in
the
written
guidelines.
We
also
believe
should
can
consider
containing
in
this
process.
H
Only
receive
it
every
two
years,
but
even
put
them
a
maximum
limit,
the
amount
of
money
that
someone
could
receive.
You're
gonna
want
to
put
that
in
the
process.
I
think
also.
We
want
to
include
the
fact
that
our
Veterans
Affairs
or
service
worker
can
only
approve
up
to
a
certain
value
amount.
We
have
discussed
that
at
a
prior
meeting
session
also
be
included
in
your
process.
Just
so
we
have
it
in
writing.
We
can
put
it
in
the
binder.
People
can
refer
back
to
it
and
give
this
a
little
bit
more
guidance.
G
G
G
So
the
way
I
can,
in
practice
that
you
may
need
a
couple
boxes.
The
way
it's
looking
right
now,
I
think
what
we
ordered
for
one
year
is
probably
going
to
do
this
at
least
two
years.
Maybe
one
now
I
still
have
to
elect
a
memo.
I've
talked
to
everybody
verbally
on
this
that
you're
not
getting
the
same
number
of
flags.
You
got
a
past,
it's
a
waste
of
money
so
and
everybody
sort
of
agrees.
We
don't
need
to.
We
got
better
things
to
spend
that
money
on
than
flags.
G
F
I
$5
well,
I,
believe
it's
an
incentive
to
the
drivers
to
keep
them
volunteering
and
to
give
them
increase
I'm,
not
agreeing
that
it
should
be
five
dollars.
A
Vectra
I
would
like
to
see
it
be
three
dollars
per
veteran.
The
drivers
get
a
raise
and
I
came
up
with
three
dollars
because
right
now
we
have
one
hour:
five
committee
members
getting
$3
per
veteran
to
input
data
into
the
computer
for
the
burials
now
I,
don't
know
why
that
is
continuing,
we're
paying
him
three
dollars
to
input
the
data.
A
B
I
A
Yeah
we've
talked
about
it
before,
especially
not
that
I
drove
for
two
years,
I
didn't
get
any
money.
Yeah
I
looked
at
the
side
of
the
van.
It
says
veteran
serving
veterans
that
usually
means
serving
means
not
being
reimbursed
for
it.
So
my
opinion
is
probably
not
but
that's
up
to
the
committee,
but
you
can't
really
vote
on
it.
Otherwise,
it's.
I
A
It's
not
easy,
I
did
it
for
two
years.
It's
a
long
day.
It's
a
lot
lot
of
drive-in
hanging
out
at
the
VA
for
the
veterans
that
get
done
with
their
appointments
and
then
come
back.
So
I
know
start
four
or
five
in
the
morning
and
get
done
late
at
night,
but
we
can't
really
discuss
it
anymore.
So
we
have
support
for
the.
G
G
The
VA
authorizes
private
or
Joseph,
there's
another
county
in
this
state
for
Ross
County.
That
has
that
money
comes
to
the
county,
so
Joe's
mileage
from
his
house
and
Bay
County
to
the
VA
hospital
and
back
I,
don't
think
I've
met
once
ten
years
ago.
I
was
ten
barks,
oh
yeah,
so
if
we
could
look
into
that,
get
that
money
from
the
VA
hospital
that
I
on
that
problem
is
going
on
fires.
But
you
know
the
internal
take
that
out
are
I,
that's
an
issue!
I,
don't
know!
G
G
E
G
E
If
we
paid
I
figured
I
just
ballpark
that
$5.00
per
veteran,
it
would
come
out
that
it'd
be
it
when
you
factor
in
the
weather
and
holidays,
and
it
would
be
approximately
eleven
to
twelve
thousand
dollars
per
year
at
five
dollars
because
we
don't
drive,
they
don't
drive
on
holidays.
They
don't
drive.
G
E
E
E
E
Think
I
was
and
pick
up
a
guy
and
take
him
to
the
hospital
catch,
a
six
o'clock
shuttle
to
Detroit
or
Ann
Arbor,
wherever
it
was
and
then
pick
him
up
again
and
he
got
back
home
at
six
o'clock
or
some
ridiculous
hour
make
sure
it's
I
understand
it's
like
like
Vaughn,
says
ephedrine
severing
veterans,
but
what's
the
matter
what's
wrong,
the
guy
a
bone?
You
know
I
just.
G
E
G
E
He's
kind
of
a
I
remember
when
I
first
started
using
the
VA
back
in
million
years
ago,
I
lived
in
Essex
Road.
We
are
done
not
what
Jim
townhouses
out
there
called
at
the
end
of
night
road
or
orchard.
I
was
getting
twelve
dollars
and
some
odd
cents
and
I
moved
down
the
south
end,
and
now
it's
four
dollars
and
semis
that
I
don't
but
I,
don't
call
I,
don't
take
your
name,
why?
What
am
I
gonna?
Do
a
four
dollar.
A
J
A
J
Thanks
mr.
chairman
I
wanted
to
weigh
Emma
back
for
our
drivers
were
we're
very
fortunate
to
have
people
who
are
willing
to
help
their
fellow
veterans
get
to
their
medical
appointments.
I
think
Mike's.
Suggestion
is
a
good
one
and
that
you
know
we
continue
the
discussion.
Research
I
am
aware
that
VA
has
paid
for
mileage
by
private
citizens
if
the
the
person
is
not
capable
of
driving
themselves.
J
So
if
we
can
have
some
combination
of
three
dollars
or
violence
from
VA
to
compensate
our
veterans
for
their
valuable
time
and
the
vital
services
are
performing
I
think
that
would
be
a
great
thing
and
it
would
be
not
a
lot
of
money
but
at
least
be
a
show
of
respect
for
the
20
songs
in
front
20.
Some
volunteers
of
solo
that
regularly
drive
Oh,
eight
okay,
I
think
there
were
maybe
a
few
more
on
the
books,
I
guess,
but
maybe
eight
but
yeah
I-
think,
rather
than
killing
it
outright.
J
If
we
could
explore
the
two
days,
we
have
to
more
realistically
compensate
for
the
valuable
time
that
our
veterans
and
volunteers
and
I
understand.
We
have
some
that
aren't
veterans
as
well,
which
is
a
great
thing
that
want
to
help
veterans
get
to
in
front
of
their
necessary
opponents
just
but,
in
my
opinion,
be
a
short
respect
for
the
time
and
I
know
avoid
Europe
you're
a
very
great
volunteer,
a
number
of
fronts
here
at
Bay,
County,
but
I
think
you'd
just
be
respectful
to
compensate.
J
It
certainly
wouldn't
be
a
realistic
compensation
of
their
time,
but
it
would
be
just
short
respect.
I
think
Marilyn
starts
in
the
right
places
where
she
wants
to
go
with
this,
so
we
could
find
out
a
combination
of
you
know,
mileage
or
a
slight
increase
in
me.
The
dollar
figure,
especially
if
you're
taking
someone
and
waiting
for
hours
for
that
veteran
to
be
treated
before
they
return
home
I.
Think
it'd
be
a
great
thing
to
do
for
our
volunteers
and
drivers,
but
maybe
we
can
look
into
Mike's
suggestions,
Craig.
J
J
C
Go
back
to
Marilyn's
point
earlier
involved
the
burial
student
that
was
approved
by
the
Board
of
Commissioners
to
do
that
and
for
the
people
who
are
the
sick.
It
requires
a
signature
of
a
commissioner
from
the
soldiers
sailors,
but
if
we
can
transfer
that
work
over
to
Crystal
mark
well,
they
can
include
it
and
their
normal
daily
hours
and
they
can
sign
the
form
that
would
save
