You
have
five
minutes
and,
if
you'd
like
to
say
your
name
and
address,
you
can
write
it
on
the
book
there.
Thank
you.
D
Good
afternoon
my
name
is
Rick
meath
I
live
at
670
roselli
Court
in
Hampton,
Township
and
I.
Am
here
asking
you
for
your
support
for
my
appointment
to
the
bear
neck
Behavioral
Health,
Board
directors
I've,
been
on
the
board
now
for
three
years,
I've
learned
a
lot
on
that
board.
I
was
appointed
in
2020.
After
a
long
time,
director
was
passed
away,
dick
romoski
after
I
believe
at
least
I
think
close
to
30
years
and
I
think
that
kind
of
is
indication
of
the
commitment.
D
The
solidarity
of
that
board
is
that
all
of
the
members
of
that
board
have
been
on
that
for
a
very
long
time.
A
very
good
group
of
dedicated
civil
servants
for
the
cause
of
the
beer
and
a
behavioral
health
and
I've
spent
the
last
three
years.
Learning
listening
reading
to
become
a
good
active
participant
of
that
board
and
I
would
like
to
continue
to
do
so.
D
D
You
know
back
when
the
in
the
late
70s
early
80s,
when
I
graduated
from
high
school
many
of
the
people
that
you
guys
know
that
we
all
knew
they
left
and
they
went
off
and
they
made
their
Fortunes
in
other
parts
of
the
country.
I
chose
to
stay
here
and
it
wasn't
always
easy
if
I
raise
my
family
here,
I
love
living
here
I
want
to
make
this
a
better
place.
D
D
Mental
health
is
a
huge
issue
in
this
community,
as
well
as
across
the
country
and
I
think
I
bring
the
skills,
the
commitment
and,
finally,
what
I
I
think
that
a
unique
skill
that
I
do
have
and
that's
my
relationship
with
the
schools.
I've
been
a
school
teacher,
I've
been
a
public
school
employee
now
for
almost
25
years,
and
the
relationship
and
the
services
that
be
air
and
that
behavioral
health
can
provide
for
the
public.
D
Schools
is
invaluable
to
us,
and
I
have
worked
with
the
director
and
we
have
worked
with
the
ISD
and
helping
coordinating
some
of
those
services.
So
I
like
to
think
that
that
is
kind
of
a
unique
skill
set
that
I
bring
to
the
board
and
I'm
asking
for
your
support
and
thank
you
for
everything
you
guys
do.
A
E
I'm,
a
analog,
so
I
brought
a
board
for
you.
Anybody
wants
to
see
it
here.
It
is
anyway
looks
nice
all
right,
I'll
put
this
here.
I
guess
maybe
refer
to
it.
My
name
is
Zachary
Branigan
I
am
a
resident
of
Bay
City
I
live
at
501,
Hill,
Street
and
I
have
been
here
for
a
long
time
now,
I've
been
the
executive
director
of
the
lion
Conservancy
for
over
11
years,
but
I
grew
up
in
Auburn,
so
I'm
very
familiar
with
the
community
and
a
passionate
supporter
of
our
community.
E
E
Discovery
preserve
is
a
huge
labor
of
love
for
our
organization
and,
if
you're
not
familiar
with
the
Land
Conservancy
or
what
we
do,
the
Land
Conservancy
was
founded
in
1995.
We
are
a
land
trust
with
about
6
000
acres
of
land
under
permanent
protection,
all
around
the
Saginaw
Bay
Watershed,
primarily
in
nine
counties,
but
we
also
open
a
lot
of
our
land
to
the
public
in
nature
preserve.
So
we
have
conservation
easements,
but
we
have
nature,
preserves
in
multiple
locations
about
a
decade
ago,
a
year
or
so
after
I
had
taken
this
job.
E
It
occurred
to
us
that
we
didn't
have
public
land
available
under
our
Banner
in
the
style
that
we
deliver
our
charitable
service
to
the
community
in
the
city
of
Bay
City.
So
at
that
time
we
came
up
with
a
concept
called
our
Bay
City,
which
was
outdoor
Urban
Recreation.
Now
we
protect
habitat,
Wetlands
Trails.
You
know
Open
Spaces,
all
over
the
Watershed.
We
didn't
have
anything
right
here
in
town
that
we
could
point
to
quickly.
E
Our
nearest
places
were
in
Pinconning
and
Standish
out
in
the
thumb
things
like
that,
and
so
one
time
when
I
was
actually
here
in
this
building
with
with
Mr
Gray
and
Ms
Fitzhugh
a
long
time
ago
and
then
County
Executive,
Mr
hickner.
We
were
in
a
room
talking
about
another
topic
altogether,
and
it
came
up
about
some
of
the
things
that
we
do
and
I
think
Mr
hickner
said
something
to
the
effect
of
I
wish.
E
E
You
know
for
us
to
work
together
and
come
up
with
something
really
special
and
you
know
maybe
I
was
so
new
at
the
job.
I
didn't
realize
how
much
work
it
was
going
to
be
and
how
much
money
we
would
be
raising
and
how
sort
of
groundbreaking
and
unusual
the
arrangement
actually
would
be
and
would
be
calm.
But
I
can
tell
you.
E
After
10
years,
we've
invested
about
a
quarter
million
dollars
in
the
County's
property
there,
and
that
is
a
combination
of
about
a
hundred
thousand
dollars
in
Project
grants
and
improvements
that
we've
made
to
the
facility
and
about
fifteen
thousand
dollars
a
year
in
maintenance
costs
that
we
bear
solely
at
our
own
expense.
Now
you
might
say
why
do
you
do
that?
Well,
our
purpose
for
existing
is
to
deliver
these
sort
of
charitable
services
to
the
community.
E
So
our
whole
reason
for
existing
is
to
elevate
landscapes
for
the
benefit
of
all
take
leadership
and
conservation.
Take
action
at
the
intersection
of
people
in
nature.
These
are
the
kinds
of
things
that
we
do
now
we're
in
a
community
that
is
on
a
river
on
a
bay.
We
do
have
parks
and
open
spaces,
and
that,
of
course,
but
it's
sort
of
the
vehicle
that
the
Land
Conservancy
delivers.
E
Our
service
to
the
public
is
through
you
know,
natural
features,
interpretation,
Wildlife
observation
and
that
kind
of
thing
Discovery
preserve,
has
evolved
into
what
we
call
an
ambassador
landscape.
It
is
only
eight
Acres.
A
lot
of
it
is
wetland.
If
you
haven't
been
there,
I
would
encourage
you
to
stop
by
and
check
it
out.
It's
really
neat,
especially
lately,
we've
added
tons
of
improvements
to
the
site
and
it's
really
special,
but
for
us
you
know.
The
idea
is
that
you
go
there.
E
It
wets
your
appetite
to
go
to
some
of
the
further
afield
places
and
larger
conserved
lands
and
properties.
It's
also
a
gateway
to
things
like
the
Shiawassee
National
Wildlife
Refuge,
our
state
park
system,
other
County
facilities
like
Pinconning,
and
that
so,
when
you
go
to
the
when
you
go
to
The
Preserve,
it's
a
small
parking
lot
for
about
20
cars
or
so
there's
a
bathroom
facility.
The
county
pays
for
the
Portage
on
rental
that
goes
in
there,
but
we
maintain
it.
E
There's
a
new
Pavilion
structure
that
we
built
there
all
out
of
Cedar,
it's
beautiful
and
it's
the
Chippewa
Nature
Center
played
a
role
early
on
in
developing
that,
so
we
can
deliver
programs
out
of
it.
We've
removed
tons
of
the
turf
grassets
there
and
put
in
Wildflower
Meadows
and
other
habitat
installations.
We've
planted,
tons
and
tons
of
trees.
There
I've
mowed
the
lawn
there.
Probably
a
hundred
times
and
yeah,
we've
spent
a
lot
of
time
and
energy
on
it.
E
We've
even
moved
our
office
when
we
made
our
most
recent
office
selection,
we
purchased
a
building
on
Euclid,
that's
just
down
the
street
from
it.
So
it's
more
convenient
to
us
to
you
know,
deliver
programming
there
and
kind
of
hang
out
there.
So
we
are
there
a
lot
at
any
rate
What.
You
know
we
have
forward
what
we
put
forward
for.
You
is
a
renewal
of
our
Arrangement
that
we've
had
for
the
last
10
years.
E
Originally
it
was
voiced
as
a
lease
I
think
because
there
was
no
other
kind
of
vehicle
available
and
we
didn't
really
know
what
it
would
be
like,
but
I
think
and
I
believe
that
in
the
last
10
years,
we've
demonstrated
that
we're
in
it
for
the
right
reasons,
we're
here
to
you,
know,
help
the
county
make
this
facility
the
best
that
it
can
be
the
very
best
that
it
can
be
and
deliver
people
a
quiet,
nature
experience
in
town
there
and
we're
very
pleased
to
to
be
here
again
asking
for
another
10-year
partnership.
E
The
new
Arrangement
is
voiced
more
like
a
partnership
agreement,
but
the
language
is
almost
identical,
but
rather
than
being
a
lease,
it's
more.
You
know
this
is
your
property,
we're
here
to
help
you
and
we
want
to
work
together
on
this
there's
a
handful
of
things
that
it
might
need
in
the
next
years
we
just
we
did
get
a
grant
for
a
limnological
survey
to
assess
the
health
of
the
pond.
That's
there
so
there's
a
large
Wetland
Pond.
E
There
turns
out
it's
very
shallow
and
it's
tilting
in
and
that's
why
we're
getting
an
overgrowth
of
things
like
well.
Frank
mighties
have
been
really
hard
to
combat
there,
which
we
take
care
of
every
year,
but
Cattails
and
other
things.
So
chances
are
we're
going
to
want
to
try
to
figure
out
what
we
need
to
do
with
that
in
the
long
term,
but
for
the
most
part,
The
Hardscape
and
everything
else
is
in
good
shape.
Our
team
takes
really
really
good
care
of
it.
E
We
probably
maintain
it
12
15
times
a
year,
so
you
know
we're
very
proud
of
it
and
it's
something
that
I
feel
like,
and
you
know
we
can.
Hang
our
hat
on
and
we're
excited
about
continuing
it.
If
you
have
any
questions
about
Discovery,
preserve
or
anything,
I
would
be
happy
to
answer
them
and
that's
about
it.
Didn't.
F
Time
so
I
don't
know
if
I
have
many
questions,
but
I
have
a
lot
of
comments
and
number
one
I
was
lucky
enough
when
they
first
opened
up
to
be
able
to
go
out
there.
You
know
I
took
my
grandkids
out
there,
many
times
and
and
I
think
for
the
people
who
don't
know
you
know,
I
mean
the
location
over
there
by
region
seven
and
by
kites
in
that
area
right
there.
But
you
know
it's
a
nice.
It's
just
a
nice
place.
F
F
You
know-
and
you
know
and
I
know,
when
you've
had
cleanup
days
there
or
whatever
you
know
we
yeah
I've
been
able
to
participate
in
those,
and
you
have
a
just
a
great
following
the
Land
Conservancy
has
done
a
lot
of
wonderful
things
in
town
I
mean
we've
been
there,
we've
rode
bikes
out
by
the
middle
grounds.
You
know
out
there
and
you
know
I've
seen
what
you've
done
on
the
Saginaw.
You
know.
So
you
have
your
whole
crew
as
as
doesn't
just
does
an
amazing
job.
F
You
know
and-
and
you
know,
I'm
I'm
always
willing
to
support.
You
know
whatever
you
have,
because
you
pray
you
you
do
it,
you
know
you
get
the
job
done.
You
don't
just
talk
about
it.
You
know
you
get
done
what
you
say,
you're
going
to
do
and
it's
great
for
the
community
I
mean
so
I'm
really
happy
with
with
everything
I've
ever
seen.
You
do
and
and
I
will
always
continue
to
support
you
well.
E
Thanks
very
much,
we
always
say
that
an
sblc
project
is
one
that
is
worth
doing
very
difficult
and
wouldn't
happen
without
us.
So
we
kind
of
feel
like
if
we
hadn't
gotten
involved
at
the
time
we
did.
Discovery
preserve
might
not
exist
in
the
the
way
that
it
does
now
and
so
we're
very
proud
of
it,
and
we're
glad
that
people
have
been
able
to
to
experience
it.
E
I
will
say
too
the
Land
Conservancy
in
this
last
10
years
since
I've
been
here,
you
know
we're
about
you
know,
maybe
roughly
five
times
the
size
we
were
in
the
last
10
years
and
I.
Think
Discovery
preserve
plays
a
role
in
that.
So
you
know,
if
you
do
ask
if
there's
any
commercial
benefit
to
the
Land
Conservancy
doing
this,
because
on
its
face
it's
I,
don't
want
to
say
it's
one-way
street.
It's
like
we
raise
a
lot
of
money.
E
E
B
E
B
E
Keep
them
down
yeah
yeah
right
now.
It's
funny
the
I'll.
Tell
you
a
quick
aside.
You
know
we.
We
went
to
the
Barry
Community
Foundation
for
a
grant
to
hire
a
consultant
to
do
this
assessment
of
the
Pond's
health,
because
The
Cattails
have
been
growing
in
so
aggressively
and
the
phragmites
have
been
very
difficult
to
fight
there
and
it
takes
a
tremendous
amount
of
Manpower
and
and
other
things
to
to
keep
those
things
back
and
I
said
something
is
wrong
here.
E
The
nature
of
this
Pond
has
changed
and
I
had
suspected
hyper-neutrified
water
coming
from,
like
you
know,
from
Kites,
and
that
they
use
a
lot
of
fertilizer
I
thought.
Maybe
something
like
that.
It
turns
out
that
the
pond
is
just
18
inches
deep
in
the
middle
now
yeah.
That's
why
it's!
You
know
which
it's
a
very
Monkey
surface
so,
like
you
know,
I've
waited
in
probably
up
to
my
you
know,
mid
thigh
or
something,
but
it's
in
Mucky
mud.
E
You
know
when
we're
trying
to
clean
up
the
area
around
the
the
viewing
platform,
that's
there,
but
it
turns
out
that
the
yeah
it's
only
about
18
inches
deep.
So
it
really
ultimately
in
the
long
run,
we'll
probably
need
a
dredge.
You
know
that's
going
to
take
a
considerable
project
and
some
grant
money
in
that
and
we're
keeping
an
eye
out
on
it.
But
I
thought
the
same
thing.
E
I'm
like
well
I
got
this
huge
Pond
here,
but
the
the
thing
right
now
is
that
we're
not
getting
the
nesting
like
diving
ducks
there
anymore,
because
the
you
know
the
water
just
can't
hold
it
and
there's
less
Open
Water,
because
The
Cattails
are
coming
in
so
over
the
span
of
this
next
10-year
partnership,
we'll
get
that
fixed.
Thank
you.
A
All
in
favor
aye
aye
anybody
paused
guys.
Okay,
I,
need
a
motion
for
the
discovery,
Reserve
partnership
agreement,
it's
a
10-year
partnership
agreement
with
the
Saginaw
basinland
Conservatory
for
upkeep,
and
it's
going
to
require
approval
and
large
sign
and
for
the
judge,
the
budget
so
I
need
a
motion.
C
B
A
Anybody
opposed
motion
carries
under
the
perceive
the
Personnel
director
vacancies.
There
are
seven
vacancies
sent
over
from
the
Personnel
director
I'm
seeking
authorization
to
post
and
fill
as
listed
I
need
a
motion.
So
is
there
any
discussion
manager.
C
Commissioner
number
two
driven
at
home,
I
referred
to
Julie
the
director
over
there
for
some
information
regarding
his
two
vacancies.
I
still
haven't
received
any
information,
so
I'd
like
to
refer
that
back
to
the
administration
for
further
review
support.

G
On
two
numbers:
seven,
so
the
question
combining
positions,
so
we
have
a
vacant
part-time
staff,
accountant
position
and
we
have
one
occupied
part-time
staff
accountant
position,
it's
very
hard
to
recruit
part-time
staff,
accountant
that
we
think
will
stay
in
the
county.
We
did
do
interviews
but
found
very
few
candidates
that
would
be
willing
to
come
and
stay
there's
an
importance
of
stability
in
that
position.
G
Obviously,
someone
who
is
skilled
in
this
area
would
be
a
strength
to
the
team.
It
is
also
a
reduction
looking
forward.
I
do
believe
that
we're
going
to
have
to
look
each
Department's
going
to
have
to
look
for
areas
that
they
can
save
and
I
do
believe
they
will
be
asked
to
make
Cuts
in
the
future.
This
is
a
way
that
we
can
solve
solve
a
problem
where
we
have
a
need,
and
we
think
we
can
find
a
win-win
basically
here,
while
still
being.
G
A
Okay,
so
I
have
a
question:
do
I
need
to
have
the
motion
for
six
of
these
to
go
approved
and
we're
omitting
number
two?
Okay,
so
I'm
asked
go
ahead
for
one
clarification,
Madam
chair.
