I

people

talk.
Sometimes
they
just
don't
so.
Move
on
to
petitions
and
communications
from
Commissioner
Kim
Coonan
is
an
opposition
to
the
20/20
education
federal
budget
proposal.
Oh
that's
for
discussion,
pressure.

Coonan,
thank
you,
sir,
being
that
I
brought
this
up.
I
should
may
say
something
about
it,
but
anytime
there's
any
legislation
going
on
in
Lansing
or
Washington
that
is
adverse
to
how
we
believe
in.
We
should
always
speak
on
behalf
of
that,
and
this
is
the
initial
budget
proposal
in
Washington
was
to
reduce
funding
for
education
by
quite
a
large
number.

Dollars
and
if
we
don't
say
anything,
then
people
just
assume
that
everything's
fine.
So
this
is
more
about
just
letting
people
know
when
our
feelings
are,
and
hopefully
we
will
get
other
counties
or
governmental
entities
as
well
to
respond
so
that
they
well
maybe
think
about
that
and
not
cut
education
for
cut
health
care
for
the
floor,
which
is
so
vital
to
both
education
and
to
people
who
need
that
health
care
in
order
to
lead
productive
lives.

There's
probably
a
lot
of
programs
in
here
some,
maybe
that
are
good,
some
that
aren't
so
good,
some
that
I'm
good
for
kids,
some
that
maybe
need
to
be
cut
I,
don't
think,
there's
a
lot
of
teachers,
buttons
or
anything
grants
of
the
federal
government,
these
type
of
forward
with
little
type
of
things.
So
it's
a
lot
of
things
is
here
not
knowing
all
the
details
about.

Month
we
acknowledged
a
group
of
teachers
and
students,
special
ed
students
last
last
month
and
those
folks,
those
kids
won
a
state
championship
in
basketball,
but
those
are
the
kids
that
need
to
help
the
most
and
some
of
this
funding
or
the
suppose
targeted
at
a
special
event,
and
we
cannot
turn
our
back
on
those
who
need
our
help.
So
I
can't
honestly
say:
I
know
what
what's
all
in
the
budget
either,
but
it's
a
significant
cut
and
I
think
were
focusing
on
programs
that
affected
the
poor
in
and
those
who
our
special
needs.

agree
with
Commissioner
Kernan
I
did
some
reading
and
some
research
and
what
I,
what
I
couldn't
and
that's
not
all
listed
there,
but
it
was
a
heavy
heavy
budget
cut
to
special
education
and
those
people
that
really
really
need
the
support.
So
I
won't
be
as
supportive
missionary
movements
wrestle.

For
this
is
as
it's
set
up
right
now,
it's
all
us,
the
porter
commissioners
are
all
on
there,
not
that
we
couldn't
do
the
job
or
anything,
but
the
people
that
are
that
are
going
to
be
on
the
position.
As
you
can
see,
by
what's
listed
there
they're
on
other
retirement
wards
and
by
virtue
of
their
position.

The
current
position
is
the
community
service
coordinator,
so
they
are
responsible
for
assigning
all
of
our
juvenile
delinquents,
their
community
service
work,
as
well
as
tracking
those
kids
that
come
into
the
system
prior
to
being
assigned
a
probation
officer.
So
what
we've
seen
in
the
trends
is
that
we
really
need
more
support
of
probationary
staff
and
we're
looking
at
making
some
adjustments
to
our
childcare
fund,
making
some
additional
employees
childcare,
funded.
This
individuals
already
childcare
funded.
So
this
is
kind
of
the
first
step
in
making
that
move.
This
position
would
become
intensive.

it's
also
a
way
for
us
to
give
a
trial
run
to
our
probation
officers
having
more
focused
on
our
high-risk
kids
and
allowing
them
an
opportunity
to
see
whether
or
not
this
type
of
programming
that
the
other
counties
are
doing.
So
we
remove
him
from
his
current
position
as
just
community
service
to
a
full-time
probation
officer.

We
are
looking
to
propose
our
child
care
budget,
our
child
care
fund
budget
for
October
1st,
with
all
of
these
additional
changes.
So
the
changes
that
you
will
see
coming
through
is
going
from
two
and
a
half
probation
officers
to
three
full-time
and
a
half
time
probation
officer
and
then
there's
some
additional
programming
that
can
be
worked
into
all
of
that.
Once
we
have
these
individuals
in
place,
they're
going
to
get
some
additional
training
that
the
state
provides
that
is
allowed
because
of
this
intensive
position
that
they
will
hold
so
it'll.

A
risk
assessment
tool
is
something
that
we've
been
looking
pretty
heavily
into.
We
found
one
that
is
provided
at
no
cost
to
us
by
the
state
is
monitored
by
the
state,
the
Department
of
Health
and
Human
Services
and
is
oversees
it
and
then
their
staff
implements
it
and
disperses
it
to
the
county.
So
that's
part
of
you
know
what
we've
been
trying
to
work
towards
moving
our
program
for
with,
without
having
to
have
a
lot
of
expense.
So
you'll
see
that
as
well.
So.

In
a
conference
I
was
at
last
week
a
probation
officer
from
Illinois
gave
us
some
background.
Their
rage,
the
aged
happened,
raise
the
age
happened
years
ago.
I
think
it's
I
think
they
did
it
in
2004
and
what
they
expected
was
a
large
influx
in
all
of
these
17
year
olds
just
filing
in,
but
that's
not
how
crime
happens.
It
happens,
kind
of
progressively
so
I
think
when
it
kicks
off
initially
in
January
of
2021
I.

Think
it's
gonna
take
some
time
for
us
to
see
that
impact,
but
there's
definitely
going
to
be
a
significant
change
in
what
our
demographic
looks
like
in
our
juvenile
court.
You
know,
17
year-olds
vary,
they
can
be
highly
criminal,
they
can
be.
You
know
a
little
on
the
left
son,
but
we're
definitely
going
to
see
a
change
in
the
services
and
the
programming.
We
need
to
provide
to
accommodate
that
new
age
range.

belong
to
the
family
court
administrators,
Association
and
part
of
our
ask
was
to
get
together
and
magistrate
donor
assisted
me
with
providing
them
with
some
preliminary
numbers,
because
there's
going
to
be
some
appropriation,
they
don't
know
if
it's
going
to
be
dispersed
based
on
County
size
or,
if
they're
going
to
just
do
it
for
every
county
equally,
but
they
asked
us
to
give
some
preliminary
numbers
on
what
we
thought
our
additional
cost
was
going
to
be.
Thankfully
we
are
a
county
that
has
a
county
run.

Juvenile
detention
center
I
was
asked
about
that
by
other
counties.
If
we
are
going
to
have
the
space
to
house
there,
you
know
a
lot
of
the
counties
up.
North
don't
have
a
place
for
their
kids,
but
it
is
our
understanding
that
this
state
is
going
to
have
appropriations.
We
don't
have
any
idea
the
number
we
gave
a
ballpark
figure.
Some
of
the
counties,
of
course,
are
going
to
be
larger.
You
know
and
have
a
larger
number.
We
threw
out
thirty
forty
thousand
dollars
to
start.

Some
of
our
seasoned
Court
administrator's
are
really
hitting
the
legislature
hard
because
they
know
that
it's
going
to
be
a
big
undertaking.
I
mean
it's
going
to
really
change
what
our
offices
do
in
the
programming
that
we
are
afforded
are
affording
to
our
juvenile
delinquents,
and
you
know:
that's
our
priority
is
making
sure
they
don't
shift
into
the
new
adult
world
at
18.
So
yeah.

it
increases

population.

spoke
with
up
north,
that
we
are
the
closest
next

RAF's,

detention
center
in
su
st.

the

we
they
send

of
their
juveniles
to
us,
and
that
was
a
question
he
had

whether
or
not
we
could
accommodate
the
influx

17
year
olds

they
don't
have
anywhere
else
to
send
them.

Well,
yesterday,
we
started
our
Park
tours
at
the
county
park
with
their
365
fourth
graders
from
schools.
We
have
11
different
schools,
we
did
a
birds
of
prey.
This
is
a
rotary
project,
birds
of
prey
presentation
and
about
a
month
ago,
so
now
we're
taking
it
to
the
park
time.
Fortunately,
the
first
tour
was
yesterday
and
it
was
raining,
but
we
saw
we
saw
the
cutest
of
raccoon
that
was
get
inside
of
a
tree.
Trunk

saw
some
honors
and
some
other
birds
and
stuff
like
that,
so
it
wasn't.

was
good
Wednesday,
which
is
tomorrow,
we're
taking
the
Department
of
Aging
I'm,

torque

9
o'clock

morning

o'clock.
In
the
evening
we
have
a
generally
tour
of
the
park
to
the
general
public
on
May,
the
9th
and
high
school
we
have
myself
and
fellow
rotary
at
Mike's
daughter
will
be
presenting
our
birds-of-prey
presentation
that
we
give
to
all
the
fourth
graders
Friday
we're
back
at
the
park
door.

Really
wet
there,
we
had
some
really
serious
trees
due
to
wind
falls
and
a
lot
of
widow-makers
we
had
to
shut
down
yesterday.
The
soft
path
going
up
to
a
couple
of
days
hose
that
drives
up
a
little
bit
are
more
than
capable.
We
will
be
able
to
fix
it
up,
so
it
would
have
good
job
getting
everybody
ready
for
their
coming
park
up
there
getting
a
raise.

Saturday
coming
up

Bangor
Green
Team
had
money
left
from
our
sales
of
our
rain
barrels
that
we've
been
doing
over
the
years.
So
what
we
were
able
to
do
was

purchase
some
recycling
bins,
large
and
small,
so
at
the
township
hall
for
Bangor
Township
residents,
you'd
like
to
come
and
get
a
free
container
either
the
larger
the
small.

know
we,
you
know
yet

done

great
job
of
snapping
pictures
and
videos
of
the
beach
I
was
happened
to
be
in
Mexico
this
past
winter
and
did
their
weeks
there
every
day
it
was
seaweed
and,

they
had
all
kinds
of
folks,
depending
upon
which
area
what
resort
you
were
in.
They
had
either
people
out
there
with
rakes
and
and
wheelbarrows
where
they
have
each
group
and
one
of
them
I
mean
that
beach
looks
great
and
our
water
quality
is
as
good
as
theirs.
Based
upon
my
observation,
so.

beautiful
resource
that
over
the
past
15
20
years,
this
board
has
supported,
and
now
we
basically
got
the
state
to
do
what
we
want
to
do
the
beach
they
maintain
it
with
our
equipment
that
we
bought
in
over
the
years
and
they've
been
doing
it
done
a
good
job
and
it
breaks.

know
it's
a
it's
just
an
economic
development
tool
out
there
bringing
people
into
the
community
spending
dollars
you
locally,
given
people
in
our
community
an
opportunity
to
have
low-cost
or
no-cost
recreation,
which
is
healthy.

for
an

State
Park,

yes,

15
years.

It
is
a
noticeable
improvement
and
it
is
the
next
big
County
where
the
destination
is
before,
for
so
many
of
the
residents
from
the
region
as
well.
As
you
know,
our
own
residents
reside
here
in
Big,
Valley
and,
and
you
know,
when
I
get
up
to
the
natural
park,
where
people
camp
on
the
other
side
of
this
majestic
predator,
its
fullest.
Every
weekend,
young
people
come
great
distances
together,
basically
State
Park,
even
though
this
water
quality
issue
has
been
a
challenge
for
many
for
decades.
Finally,
we
are
making
progress
and
I
know.
