created
an
Employee

the
Month
program
to
recognize
efforts
of
employees
who
perform
their
duties
with
an
outstanding
level
of
service
recipients
are
selected
but
not
limited
to
those
employees
who

completely

one
year
of
service.
Employees
can
receive
the
Employee
of
the
Month
recognition
multiple
times
throughout
the
year.
These
employees
must
demonstrate
initiative,
high
quality
of
work,
ability
to
work
as
a
team,
member
leadership
qualities
and
a
positive
attitude
in
the
workplace.
Information
on
the
nominees
will
be
solicited
from
the
nomination
form.

nominator,
the
committee's
knowledge
of
nominee,
human
resource
knowledge
and
performance
issues
in
the
nominees
media
supervisor
and
director
forms
and
criteria
for
the
Employee
of
the
Month
program
are
first
posted
on
the
city's
intranet,

all
employees.
Nominations
are
accepted
at
any
time
and
forms
are
submitted
to
the
human
resources
department

by

and

selection

that's
because
trash
recycling

not
really
you-

it
right.
You
can
see
it

your
parasites.
We
want
to
help
everybody
to
do
a
good
job
of
keeping
their
curbside
clean
and
adhering
to
some
of
the
guidelines
that
the
city
has
in
place.
So,
first
of
all
we
want
to
let
you
know
that
we've
made
it
simpler
for
you
to
find
information
out
and
be
informed
by
changing
the
website.

assess
some
day,
long
numbers
and
the
no
ends
of
cop
colons

things
like
that

just
Bay
City,
recycle
store,
so
we'll
definitely
hope
that
you'll
hit
that
website
we'll

making

that

we've
also
started
a
Facebook
page
Bay
City
recycles
is
really
easy
to
find
Facebook's
that
you
can
make
sure
you
get
that
information
there
as
well.

hopefully

next
few

It
changes
to
the
website.
So
there's
our
page
and
basically
recycles
down
or
and
you're
going
to
see
some
pretty
neat
little
icons
out
there
as
part
of
the
campaign
or
taking
a
roadside
thing
and
so
again
just
to
make
sure
that
people
are
are
aware
of
how
their
trash
should
be
handled.
We're
trying
to
help
folks
to
keep
it
to
one
cart
and
we're
going
to
be
doing
that
by
giving
you
some
good
tips
and
ideas
about
reuse
and
recycling.

If
you
need
an
extra
trash
cart,
you
can
do
that
by
contacting
the
sanitation
department.
There
is
an
additional
charge
for
months
for
that
cart,
but
you
can
certainly
get
one
if
you
need
to.
Hopefully
we're
going
to
get
enough
good
information
and
you're
not
going
to
need
to
do
that,
because
we're
really,
you
know
most
of
what
you're
throwing
away
can't
be
recycled
or
reused.

If
you
do
have
extra
cash
because
they'll
clean
out
or
a
move
out
situation,
you
are
able
to
set
those
materials
out
and
just
like
with
the
extra
cart,
there's
some
additional
costs
involved
with
that,
because
of
course
it
takes.
You
know
our
crews,
time
and
effort
and
also
money
to
dispose
of
that
material
in
the
landfill
forty
yard.
Waste
collection
is
a
service
of
the
city
is
provided
for
a
long
time.
It's
a
seasonal
program
from
April
to
November.

It
is
banned
for
Michigan
landfills,
so
it
is
something
that
all
residents
are
expected
to
participate
in
to
make
it
easier
that
compost,
no
plastic
bags
are
accepted,
discard
waste.
It
has
to
be
in
the
craft
paper
bags.
You'll
see
those
at
your
local
hardware
stores
and
retail
stores
so
be
sure
that
you
use
those
and
make
sure
they're
less
than
40
pounds.
Remember.

We've
got
people
out
there
physically
handling
those
bags
and
I
like
to
remind
people
Philip
cast
that
line
roll
them
down,
so
the
rain
doesn't
get
in
and
make
them
off
full
of
water
and
then
they'll
break
back
at
the
bottling
and
a
bigger
mess.
So
again
we're
trying
to
help.
You
know
keep
that
current
clean.

going
to
talk
about
something
that's
coming
to.
You
knew
to
give
you
an
added
service
to
keep
that
curbside
clean.
If
you
take
and
actually
take
your
smaller
twigs
in
four
inches
and
break
them
down
into
smaller
bundles,
we
can
take
those
at
curbside
every
week
for
you
now,
rather
than
the
one
big
pile
that
the
chipper
truck
will
come
around
and
take
care.
We
still
will
have
that
chipper
truck
coming
around.
So
don't
don't
worry
about
to
add
into
big
piles,
but
now
you
can.

your
regular
Gardens
collection,
so
here's
what
I
get
really
excited
about
us
recycling.
Everyone
has
access
to
a
recycling
bin,
so
hopefully
you'll
have
one
in
your
home.
We
have
a
new
guidelines.
Flyer
that's
available
without
a
tower
formation
table
once
you
get
down
here
tonight,
I'll
be
back
there,
but
if
you
need
an
extra
bin
there,
just
the
cost
of
the
bin
itself,
there's
no
additional
fee
for
every
extra
bins.

But
again,
if
you
have
to
have
more
than
one,
we
want
you
to
go
ahead
and
fill
that
up
and
keep
that
material
out
of
here.
Out
of
your
trash
cart,
so
there's
a
picture
of
the
new
recycling
guidelines
and
on
the
flip
side
of
that
you're
going
to
have
some
guidelines
about
all
these
things.
I
mentioned
tonight.

There's
a
few
things
you
really
don't
want
to
see
in
your
bin
batteries,
propane
tanks,
plastic
bags
in
the
Styrofoam
containers,
both
the
batteries
and
the
propane
tanks
result
in
real
safety
hazards
for
the
workers
and
those
bags
get
painted
all
up
in
the
mechanized
equipment
effluent
air
testing
facility.
So
we
definitely
don't
want
to
see
those
and
where
there's
really
just
no
place
for
us
to
take
that
styrofoam
right
now
on
a
curbside.

It's
a
really
tough
product
to
collect
at
curbside,
so
you'll
have
to
bring
those
to
your
special
events
that
you
have
here
in
the
city.
So
just
to
give
you
a
picture
of
where
we're
at
in
Bay
City
with
regards
to
recycling,
the
national
average
is
357
pounds
per
household
per
year
and
we're
at
170
pounds.
They
say:
they've
got
a
lotta
room
for
improvement
and
hopefully
that
you'll
help
embrace
that
number
by
participating.
I
know
how
people
think
that
recycling
is
just
an
earth
feel-good
kind
of
thing,
but
actually
you
reach
again.

When
it
comes
up
to
the
Great
Lakes
State
Region
we're
at
15%
lowest
amongst
our
neighboring
states.
So
again
we're
looking
to
increase
that
Governor
Snyder
has
made
it
his
during
his
tenure
here
as
governor
made
it
a
part
of
his
initiative
to
improve
that,
and
so
hopefully,
unfortunately,
before
he
leaves
office
when
I
can.

I
also
want
to
just
remind
you,
too,
that
we
have
some
recycling
stickers
at
the
back
table
as
well.
So
if
you
want
to
use
this
on,
just
your
own
container
you're
welcome
to
do
that
as
long
as
it's
smaller
than
a
32
gallon
and
the
yard
waste
stickers
as
well,
are
available
about
here
too,
since
that
seasons
will
be
coming
upon
us
the
same
way,
you
can
add
that
to
a
32,
gallon
or
less
container
I
do
want
to
give
you
one
other
thing
that's
coming
soon.

be
a
really
nice
feature

you

use
your

be
putting

our

city
bridges
and
to
be
presented
by
city
manager,
Dana,
Muscat
and
Mr
D
and
just
I
do
want
to
point
out
that
last
week
we
had
a
really
good
meeting
with
the
with
County
folks
and
we're
gonna
have
a
lot
more
productive
meetings
about
these
bridges.
So
look
forward
to
we're
going
to
come
up
with
a
solution,
but
Mr
Dan's
going
to
present
on
the
the
needs
of
the
bridges
before.

Dionne
starts
I
just
wanted
to
mention
I
know:
bridges
have
been
on
everybody's
mind
for
probably
the
last
six
months
or
so
as
it
has
been
all
of
ours,
and
that's
why
we
thought
it
was
important
to
have
a
town-hall
meeting
for
the
public
to
come
out
and
give
us
their
their
public
comments
on
what
you
think
we
should
be
doing,
and
maybe
we
can
explain
a
little
bit
more
on
what
we
have
done
to
get
to
this
point.
Mr.
I
Dean
is
going
to
go
over
some
general
facts
about
the
bridges,
some
of
the
things
that
are
wrong
with
the
bridges.
What
dollar
amounts
are
tied
to
those
and
a
little
bit
about
where
we
ended
up
with
the
p3
agreement
and
why
we
are
back
at
this
point.
I'm
Commissioner
nezhinski
did
point
out
that
we
did
meet
this
past
week
with
County
officials,
and
we
do
have
a
meeting
set
up
for
February
5th
at
10:00
a.m.
at
the
Doubletree
Hotel.
We're
going
to
meet
with
city
commissioners
are
all
going
to
be
there.

county
commissioners,
County
Executive
and
there's
a
number
Colleen
officials
here
tonight,
County
Executive
sitting
over
here
and
I,
can't
see
how
the
County
Commissioners
I'm
sorry
I
I,
know.
I
saw
you
I'll,
walk

and
we're
also
going
to
have
the
president
of
a
future
who
is
standing
in
the
doorway

Keyes,
the
president
of
the
Bay
Area
Chamber,
who
was
out
in
the
hallway

we
have
also
invited
state
senators,
United
States
senators,
because
we
think
it's
really
important
that
everybody
is
at
the
table
and
that
we
find
a
solution
as
a
group
and
we
want
everybody
to
be
comfortable
with
that
solution.
So
with

that

First,
one
we're
going
to
discuss
is
Liberty
bridge
some
of
the
facts
that
we
have
that
we
have
established
for
Liberty
bridge.
It
was
open
to
native
1983
to
traffic
the
bridge
length,
which
is
about
two
thousand
three
hundred
and
forty
four
feet,
consisting
of
twelve
twenty
two
spans
bridge
with
the
76
feet.
Four
lanes
and
traffic
flow
over
that
bridge
daily.

To
date,
for
a
year
is
about
sixteen
thousand
eight
hundred
and
forty
nine
vehicles
that
drive
over
that
bridge,
our
am
hourly
peak,
is
twelve
hundred
and
eighty
four
PM
is
about
fourteen
eighty,
seven
yearly.
That
bridge
has
about
nine
hundred
and
forty
two
openings.
That's
average
per
year,
depending
on
what
traffic
is
coming
in
and
out
of
the
river.

Some
of
the
pictures
are
going
to
be
seeing
are
the
conditions
of
the
asset
of
the
bridge.
We
got
em
black
cracking
in
the
concrete
structure,
joint
failure
and
spalling,
which
is
cracks
in
concrete.
Third,
the
third
slide
would
be
the
sidewalk
on
the
shoulder
wearing,
as
you
can
see,
I've
net,
where
sidewalk
pedestrians
are
crossing
the
bridge
on
decided.
What
also
you
can
see
with
between
the
concrete
and
the
grading.
Some
of
the
concrete
is
wore
off
you're,
starting
to
see
the
grading.
Some
of
the
rebar,
some
of
the
structure
below
the
concrete.

Leaking
expansion
joints
in
the
beam
rusting
just
where
the
water
is
actually
getting
through
the
expansion
joint,
we
sawed,
the
bridges,

water
and
the
salt
is
deteriorating,
the
joints
and
the
structures
below

abutment
soleplate
corrosion,
that's
what
it
adheres
to
the
concrete
structure
that
goes
into
the
water.
That's
when
the
bridge
is
actually
bolted
down
to
that
structure.
It's
flat.
A
lot
of
a
lot
of
everything
lays
there
kind
of
we
wash
the
bridges
yearly
I.
Suppose
we
got
to
our
wetter
time.
You'll
see
the
crews.

We
actually
shut
down
the
bridge
periods
of
the
spring.
We
go
out
there
and
they
wash
the
beatings
down.
We
wash
the
structure
down
as
much
as
best
as
we
can
with
that
pressure,
while
she's
trying
to
get
some
of
that
stuff
off
that
inside
beam
webs.
So
we
can
try
to
stop
or
eliminate
some
of
the
corrosion
trying
to
slow
it
down
somewhat
restaurant
steel
deck
pants.

about

from
end
to

the

three
feet,
four
lanes
also
total
traffic.
Twenty
three
thousand

hundred
and
eighty
vehicles

about

hundred
thirty,
two
p.m.
hourly
peak
is
1996.

Independence
bridge
opens
yearly
about
nine
hundred
eighty
eight
eighty
nine
times
that
bridge
is
closest
to
the
mouth
of
the
river.
We
have
ships
that
come
in.
They
drop
their
cargo
at
work,
stone
that
sometimes
that's
all
the
farther
they
go,
so
they
actually
either
turn
around
or
back
down
and
they're.
Going
back
up
to
the
second
Ave
continue
running
for
another
load,
so
independence
bridge.
You
will
see
in
your
notes
that
independence
bridge
has
more
openings
per
year
than
Liberty
Bridge.

Bridge
condition

rebar,
loose
severe
fall
and
get
cracking
on
the
side
rails.
Girder
will

where
everybody

across

corrosion.

are
structures
that
are

meet

you
can't
see
from
up
top.
You
literally
have
to
get
down
underneath
the
bridge
to
see
this.
This
is
the
corrosion
is
extensive
on
these
pier
cracking.
This
is
a
down
bite
where
the
pair
goes
into
the
water,
which
is
supporting
the
actual
spans
of
the
bridge
that
you
will
have
crack.

Some
of
the
repairs
that
would
be
needed
as
replace
grid
deck,
replace
expansion,
joints
fill
under
on
divine
areas,
remove
tempered
debris.
We
play
replaced

replace
sidewalks,

repair
and
no
maintenance
and,
as
I
stated
in
the
yellow
block,
you
can
see
some
of
the
costs
that
are
allocated

repairs

needed
for
the

maintenance

bridge

joints,
reposition,
rocker,
bearings,
pache,
railing

block

bolts
refurbished
the
brakes.
As
this
bridge
operates.
It's
different
than
Liberty
Bridge
Liberty
Bridge
is
pewter.

of

bridge

Independence
is
absolutely

the

bridge

down,

bridges

lot
different
to
the
Liberty.

down,
they're

kind
of
quick
until
they
get
to
a
certain
point

one
is
higher
than
the
other.
They
have
to
stop
the
one
side
till
the
other
site
catches
up
and
they
have
to
feather

together.

locking
mechanisms
in
there
that
they
have
to
measure
so
once
they
get
to
that
point,
they
have
to
come
down
very
slowly.
Otherwise
they
could
do
more
damage
to
the
bridge
of
the
lots
were
to
to
head
independence.

Liberty,
Bridge
has
a
six
hundred

thousand

Bridge

be
some
numbers

that
will
include
Liberty
Bridge.

This
is
one
of
the
things
that
we're
looking
at
for
replacing
an
D
bridge.
Any
bridge
has
one
when
it
was
built
at
a
40
year,
life
span.
It
is
beyond
its
40
year.
Life
span,
as
you
can
see
by
the
pictures.
You
can
kind
of
understand
why
so
one
of
the
the
avenues
the
city
is
looking
at
is
possibly
replacing
this
bridge.

Will
finance
and
design
operate,
maintain
and
inspect
well
they'll
refund
the
funding
that
is
out
there
right
now
for
like
any
Independence
bridge.
As
you
know,
independence
bridge
is
closed
to
traffic.
Contractor
is
up
there
right
now,
replacing
all
the
grading
that's
over
the
spans
over
top
of
the
water.
When
you
go
across
the
bridge
and
you
hear
the
click
click
that
will
all
be
getting
replaced
with
all
brand
new
materials.

It
will
be
open
to
traffic
and
two
and
a
half
years
that
is
their
timeline.
I'm
building
this
bridge,
the
existing
bridge
will
still
maintain
open
at
all
times
why
this
bridge
is
being
constructed,
so
the
traffic
will
still
be
able
to
flow
across
both
sides.
The
east
and
west
side
of
the
me
city,
still
a
trunk
line
for
coming
off
the
Wilder
Road
up
to
trouble
to
Center.
So.

Rehabilitate
and
upgrade
the
bridge,
this
is
Liberty
Bridge
private
company
will
design
modifications,
operate,
maintain
finance,
repairs
and
upgrades
they'll.
Do
the
inspections
each
bridge,
it's
an
inspection
every
other
year.
So
every
year
we
have
an
inspection
company
coming
in
town,
inspecting
our
bridge
the
first
year
of
Sindhi
second
years,
Liberty
back
and
forth.
So
every
bridge
is
inspected.

They'll
enhance
electrical
mechanical
and
structural
on
this
bridge,
as
I
stated
in
the
pictures,
you
can
take
a
look
at
in
the
pictures
and
you
can
see
some
of
the
some
of
the
problems
that
we're
having
on
these
bridges.
They
they
receive
a
lot
of
traffic.
There's
a
lot
of
tires.
There's
a
lot
of
trucks,
there's
a
lot
of
people
that
go
over
these
bridges,
a
lot
of
people
that
rely
on
these
bridges
for
the
commute
back
and
forth.

Starting
pull
for
non-residents
will
be
$2.00
free
for
emergency
vehicles.
And
if
you
look
at
the
picture,
there's
been
a
number
of
questions
asking:
how
are
we
going
to
man?
The
toll
booths?
There's
not
going
to
be
anybody
at
the
toll
booths.
This
is
going
to
be
100%
electronic.
There
will
be
taking
pictures
of
vehicles
that
don't
have
transponders.

We'll
be
transponders
as
seeing
the
picture
on
the
left-hand
corner,
there's
a
little
transponder
right.
Next,
your
rear
view
mirror
that's
something
that
can
just
basically
be
stuck
to
your
front
windshield.
You
can
prepay
those
communicate
with
electronic
poll
system.
That's
the
part
that
if
you're
a
city.

If
you're
in
the
area
to
use
these
bridges
on
a
regular
basis,
this
is
something
that
will
be
added
to
your
car
that
you
can.
Actually
it
will
read
that
transponder
as
you
come
over
the
bridge,
it
may
be
a
sticker
or
small
device
that
something
whatever
it
is
that
reads:
we're
talking
about
like
little
fobs
or
something
like
that.

what
all
I

and
before
the
before
the
mini,
meaning
as
you
received
a
paper
I
had
the
agenda
on
it
at
the
bottom
of
that
janda.
There's
a
space
for
comments,

encourage
anybody

that

away

funding

improvements,
etcetera.

started
receiving

additional
funds
from
the
state
for
the
bridges,

around
the
street
funds.

spend
more
money
on
the
bridges
than
we
get
from
really
any
of

sources,
so
those
are
funds
that,
if
we
weren't
paying
for
the
bridges,
we
would

available
for
other
street
repairs.

ideas

heard

recycle

week

every
week

container
gets

presentation
as
I
used
to
sit
in
mister
dock
at
sea
last
year.
That
told
us
that
recycling
is
only
done
by
20
percent
of
the
residents
in
this
city
and
then
170
pounds
for
those
20
residents
is
what
we
take
in.

time
it
was
presented
to
the
Commission
that
the
tipping
fees
that
the
city
pays
to
get
rid
of
recycled
material
had
skyrocketed,
and
you
know
we
were
at
that
time,
paying
forty

dollars

regular
trash
is
only

was
only
eighteen
dollars
from
tip

it
didn't
make
sense

me

we

continue

recycling
