public
health

obstacle

registering
residents
for
vaccines.
Despite
the
hardship
of
a
low
supply
in
extremely
high
demand,
then
they
pivoted
to
rolling
out
vaccination
clinics
for
thousands

the

ensuring
social
distancing
as
the
vaccine
supply
increased
quickly.

The
bay
county
health
department
provided
over
fifty
thousand
of
the
voluntary
one
hundred
ten
thousand
plus
vaccines
our
residents
received
in
twenty

one.

is
an
amazing
feat.

hope
is

focus
will

shift
from
vaccinating

are

worry
will
decrease

we
gather

county

plan

that

federal

municipalities

initial
work
on
a
broadband
needs
assessment
in
order
to
be
prepared
for
infrastructure
dollars
in
our
area,
just
like
all
others,
reliable

high-speed
internet
services

corner

our
county
is
vital
for
businesses,
children
doing
homework,
farmers,
employees
working
from
home
job
seekers
and
so
much
more.

board

approved
two
other
projects.

recycling
and
rubbish,

electric

our
lights

bottom

Possibilities

balance,
laughter,

recovery,
strength

year

city

going
to
focus
on
strength,

capacity

exertion

be
tough.

also
allows
someone
to
deal
with
problems
in
a
determined
and
effective
way.

of
the
many
lessons
we
learned
in
2020
and
2021
was
the
importance
of
human
connection.
Many
of
us
went
from
seeing
our
colleagues
at
the
office
and
dropping
our
kids
off
at
school
to
navigating
remote
work
in
virtual
school.
Those
who
continued
working
in
person
had
to
adjust
by
practicing
social,
distancing
and
following
mask
requirements.

All
these
changes
to
our
daily
social
life
made
it
imperative
to
find
ways
to
safely
connect
with
friends,
family
and
neighbors
to
keep
some
sort
of
normalcy.
Therefore,
it
is
critical
for
the
city
of
bay
city
to
act
as
a
connector,
a
connector
of
neighbors
services,
organizations
and
resources
challenging
times
require
challengers.

We
all
know
that
nothing
great
comes
easy.
We
must
work
for
it.
The
mayor
city,
commission
city
employees,
residents
and
businesses
in
bay
city
have
the
strength
to
hope,
plan,
learn
and
execute
through
the
challenges
we
have
been
through.
Now,
more
than
ever,
we
have
learned
how
important
it
is
to
find
ways
to
better
connect
residents
to
their
local
government.
The
past
few
years
we
have
been
working
to
make
city
hall
even
more
accessible
in
a
number
of
ways.

If
there
was
ever
a
time
to
take
a
moment
to
pause
and
reflect
on
what
works
and
what
doesn't
it
is
now.
2021
was
not
just
about
crisis.
We
saw
investment
in
economic
growth
in
bay
city.
Amidst
the
pandemic,
we
had
several
new
businesses
open
during
this
past
year:
midland
street
bookstore,
water
street
nutrition,
the
sunshine
shop,
bark
bc,
spectrum,
reach
underground
axe,
club,
ellie
and
isabelle
boutique
and
shoot
and
share
studio,
to
name
a
few.
We
also
received
62
applications
for
medical
and
adult
use,
marijuana
facilities
with
17
opening
in
2021.

Once
again,
uptown
invested
another
24
million
dollars
on
our
riverfront,
with
six
new
structures
that
include
109,
new
residences,
consisting
of
graystone
single-family
homes,
luxury
apartments
and
townhomes.
Our
city
is
about
architectural
and
public
spaces.
The
movement
that
we
want
to
make
is
about
neighborhoods
and
people
neighborhoods
that
are
accessible,
safe,
inclusive,
clean
and
affordable,
a
city
that
preserves
its
history,
character
and
sense
of
community.

Our
code
enforcement
officers
strive
to
provide
our
citizens
with
the
highest
quality
of
service,
to
uphold
and
enforce
codes
and
standards
to
protect
health,
safety
and
welfare,
and
they
are
doing
all
this
by
continuing
their
blight
enforcement.
Upwards
2021
provided
to
be
another
busy
year
with
3785
new
cases
opened,
including
271
notice
of
violation
tickets
issued
in
98
cases
being
sent
to
court.

Now
that's
a
dollar
figure
to
be
proud
of.
I
announced
last
year
that
more
homes
were
sold
in
bay
city
during
the
pandemic
than
the
last
five
years.
Well,
that
record
was
broke
again.
One
in
13
homes
in
bay
city
sold
equating
to
a
total
of
80
million
dollars
with
a
home
median
selling
price
of
82
000
1
000
homes
sold
in
2021
53
of
those
homes
were
rental
properties
and
were
converted
to
owner
occupied
bay
city
homes
also
saw
an
increase
in
their
value
of
8
percent.

We
also
have
our
first
neighborhood
enterprise
zone
in
the
grant
street
neighborhood,
in
conjunction
with
the
bay
city,
housing,
commission
bay,
county
and,
specifically
bay
county
treasurer
shawna
walraven.
We
were
able
to
demolish
six
homes
in
2021,
with
funding
provided
from
the
bay
city,
housing.
Commission.
These
homes
were
owned
by
the
city
and
the
county.
The
lots
have
been
cleared
and
transferred
to
the
bay
city,
housing
commission
for
future,
affordable
housing
developments
early
in
2021,
we
assisted
82,
low-income
residents
in
bay
city
facing
coveted
hardships
with
rent
mortgage
and
utility
assistance
with
cdbg
funding.

The
dedication,
training
and
professionalism
of
our
staff
shows
that
our
employees
have
a
vested
interest
in
our
community.
This
accreditation,
which
was
under
director
cicchini's
leadership,
shows
that
our
public
safety
department
is
committed
to
excellence

providing

best
possible
public
safety
services
to
citizens
in
bay
city
and
all
the
people
visiting
our
community.
Returning
this
past
year
was
the
youth
leadership
academy,
which
is
an
eight-week
program
for
25
participants.

Other
highlights
include
the
bay
city's
inaugural
fire
academy
in
the
creation
of
the
quick
response.
Team
department
of
public
works
were
able
to
replace
approximately
8
350
square
feet
of
sidewalks
and
11
ada
rams
also
completed
were
milling
asphalt,
overlay,
water,
main
sidewalks
and
sewer
work
on
winona
avenue,
johnson
street
lafayette
and
kosciuszko
and
marquette
avenue.
In
the
total
amount
of
four
million
six
hundred
and
eighty
thousand
dollars,
our
team
was
able
to
remove
and
replace
196
lead
services.
This
past
year
we
also
saw
two
additions
to
our
parks.

past
year,
a
fundraiser
spearheaded
by
pat
o'shea
at
a
pickleball
courts
at
carroll
park.
The
courts
are
a
big
hit
with
the
community
members
such
a
big
hit
that
we're
considering
the
addition
of
more
courts,
also
community
development
assisted
with
the
installation
of
the
new
fitness
obstacle
course
at
maplewood
park,
with
community
development,
black
grant
funds.

Our
challenges
are
great.
The
road
ahead
is
long
and
there's
so
much
work
to
do
but
bay
city.

are
ready.

city
received
31
million
dollars
in
american
rescue
egg
funds
to
address
the
storm
that
covet
left
behind
myself.

and
commissioners
and
our
finance
director
know.
We
will
never
experience
this
once
in
a
generation
funding
stream.
Again
we
had
so
many
questions.

do
we
start?
What
are
the
most
impactful
expenditures
or
single
projects
that
we
can
undertake
to
benefit
current
and
future
residents?
Our
city
commission
acted
quickly.
By
setting
up
subcommittees,
we
had
four
areas
of
importance:
increased
population,
social
mobility,
children
in
education
and
immediate
needs.
To
date,
we
have
had
over
25
organizations
present
their
losses
during
copen
numerous,
and
I
mean
numerous
meetings
took
place
to
listen
to
our
residents
and
businesses
on
the
best
uses
for
the
funds.
I
can
tell
you
that
good
things
are
coming
from
these
funds.

Just
yesterday,
we
launched
the
homeowner
assistance
program
for
one
million
dollars
to
assist
homeowners
with
utilities,
rent
and
mortgages
under
infrastructure,
we're
placing
lead
lines
and
sewer
trickling
filters
and
fixing
the
roads.
We
have
allocated
just
under
six
million
dollars
to
roads.
They
are
shovel
ready
and
are
spread
out
throughout
the
city.

So
what
I'm
saying
is
the
next
couple
of
summers
in
bay
city
will
be
full
of
orange
cones.
The
social
mobility
subcommittee
is
working
on
a
proposal
to
increase
business
and
stabilize
health
and
human
services
in
the
city.
The
child
care
and
education
subcommittee
are
working
on
an
early
childhood
initiative.
Youth
employment
and
a
partnership
with
naacp
for
youth
and
young
adult
engagement.

Lack
of
child
care
is
definitely
a
crisis
in
michigan,
with
the
state's
overall
workforce
down
by
136
000
women
compared
to
early
2020..
I
must
congratulate
the
city
commission
for
taking
the
time
to
plan
strategically
collaborate
to
maximize
our
resources
and
engaging
our
public
through
civic
engagement
to
transform
our
community.

The
recent
global
pandemic
in
this
historic
series
of
federal
legislation
intended
to
secure
economic
recovery
and
reinvestment
in
america
is
an
example
of
an
event
that
will
unlikely
reoccur
again
at
this
scale.
The
plan
that
the
commissioner
set
forth
was
long
but
needed
and
well
worth
it.
They
truly
had
the
strength
to
set
up
their
own
system
that
fit
the
needs
of
our
community.

if

five
years

we
would
be
in
early
2022,

would
have
never
guessed
that
we

on
these
issues.
Certainly
no
one
predicted

pandemic

the
economic
challenges

know
we
are
ready
to
move
forward
and
focus
on
what
is
next
for
our
community.

quality
of
our
neighborhoods,

lot
of
kids
graduating
from
high
school
that
still
don't
have
their
driver's
license,

they
need
to
get
to
their
jobs
right
and
that's
their
excuse
that
they
can't
work
if
they
don't
have
transportation.

some
of
the
meetings
too,
where
we
discussed
some
of
the
nonprofits
that
we
are
distributing
the
money

just

we

collaborate

that,

the
city

the
whole

Looking
at
how
to
revitalize
some
of
the
aging
housing
that
we
have
and
when
I
was
in
the
legislature,
we
did
work
on
a
lot
of
financial
incentives
for
business
investment
on
the
riverfront,
the
obsolete
property
rehabilitation
act.
I
know
jeff
and
I
were
jefferson
house.
I
was
a
senator
in
the
senate.

We
worked
closely
to
try
to
create
incentives
for
people
to
look
at
one
of
the
old
contaminated
warehouses
on
the
riverfront
and
convert
that
keeping
the
original
structure,
but
actually
converting
that,
to
you
know
very,
very
high-end,
condos
retail
establishments
and
professional
offices.
We
need
a
similar
effort
for
our
housing
and,
while
we're
lagging
behind,
I
think
on
that.
Certainly
the
legislature,
maybe
can
do
more,
but
there
are
at
one
time
big
city
was
the
second
largest
city
in
michigan
only
second
to
detroit
because
of
the
lumber
air
and
the
ship
building
industry.

Here
we
have
a
proud
history
and
one
that
we'd
like
to
share
and
talk
about
with
people
who
aren't
familiar
with
it,
but
a
lot
of
our
housing
is,
it
was
built
in
the
1900s.
1920S
wasn't
well
insulated,
becoming
age
aged,
and
we
need
to
look
at
everything
we
can
do
to
re-rehabilitate
the
housing
or,
if
it's
beyond,
repair,
demolish
it
and
make
room
for
new
residents
to
make
their
home
in
bay
city
or
throughout
the
county.

So
we
will
continue
to
do
that,
but
we
haven't
seen
the
kind
of
commitment
at
this
point
for
housing
as
we
have
for
the
development
of
the
riverfront.
But
I
do
want
to
compliment
the
city,
damon
and
all
of
the
commissioners
and
previous
office
holders
and
mayors
who
worked
and
made
it
a
priority
to
redevelop
our
our
bay
city
riverfront.
When
I
talk
to
people
who
come
to
bay
city
and
visit
they're
raving
now
about
what
they
experience
here,
some
of
the
fine
establishments,
businesses
and
beautiful
restaurants.

Just
a
little
bit,
I
think
jim
touched
on
it,
but
I
I
think
you
could
see
in
the
numbers
that
I
reported
to
that
we
kind
of
are
having
a
movement
with
people
buying
our
houses,
I'm
fixing
them
up
and
reselling
them
and
they're
absolutely
on
an
affordable
price
and
they're
moving
now
towards
owner-occupied,
which
is
something
that
we
strive
to
do
in
the
city
as
well.
So
we
are
seeing
that
we
would
like
a
little
bit
more
to
address
that
middle
income.

agree
with
them
that
the
outdoor
concerts
and
state
theater
feature
tremendous
entertainment
opportunities
for
bay
county
residents
to
see
people
that
we
might
have
to
ride
the
swimming
eagle
or
to
detroit
to
see.
So
that's
always
great
to
see
a
venue
of
entertainment,
and
I
also
love
the
new
bandshell
that
is
beautiful.

Oh
well
as
a
tough
one,
I
think
christian
giniak
and
I
looked
at
how
we
met
with
supporters
about
70
million
dollars
to
have
an
indoor
pool.
We
have
an
outdoor
pool,
that
is
about
50
years
old
and
I
was
in
the
70s.
So
it's
maybe
beyond
50
years
old,
but
it
is
getting.

We
we
struggle
with
that
to
keep
it
open
each
and
every
year,
and
we
know
it's
important
as
someone
who
is
on
the
swim
team,
not
a
not
a
star
this
one,
but
someone
who
was
on
the
swing
swim
team
at
obesity,
central
high
for
three
years.
I
appreciate
those
who
love
to
swim
and
recreate
in
pools,
and
it
is
a
popular
program
that
we
have
and
we've
tried
to
make
it
available
to
the
young
people.

Our
veterans
have
donated
money
and
raised
money
previous
years
to
to
make
use
of
the
pool
free
on
tuesdays
and
thursdays.
But
I
know
we
just
had
a
recent
discussion
we're
going
forward
with
another
year.
If
we
can
find
the
resources
to,
you
know,
keep
it
going
which
we
haven't
decided
to,
but
also,
if
there's
something
on
the
horizon,
that
we
could
actually
improve
and
possibly
make
it
a
year-round
pool.

being
done,
you're
not
going
to
see
a
lot

it,

though
there
is
just
one
lane,
that's
up
there
right

we
will
have
construction
starting

we
own
the
pacific
arena,
which
has
two
olympic-sized
sheets
of
ice,
and
it's
doing
very
well.
For
many
years
the
bombs
have
finally
been
paid
off
and
those
were
700.
Excuse
me,
950
000
dollars
a
year
for
20
years
in
2018,
the
city
arena
was
paid
off
so
that
took
a
financial
burden
off
the
county
and
then
traditionally
would
lose
about
250
to
350
000
dollars
a
year
on
the
operations
the
base
city,
electric
department
gets
a
lot
of
revenue
from
our
city
arena.

think
around
15

000
a
month
in
electric
bills
to
keep
it
cool
and
also
the
the
ice
you
know
firm
to
use.
It
is
kind
of
an
expensive
sport.
However,
we
actually
were
on
track
with
copa
to
bring
that
red
ink
down
to
about
20
or
30
thousand
dollars
and
so
we're
making
most
significant
progress
there.
It
is
popular
and
one
of
the
events
that
we
had
last
last
year.

think
it
was
for
red
st
lawrence
was
we
had
four
of
our
rhythmics,
including
dylan,
miss
dylan's
last
name
dylan,
the
captain
of
the
red
wings.
He
was
up,
and
he
talked
to
us,
presented
the
2500
check
and
recalled
his
days
when
he
was
at
a
high
school
down
in
oakland
county
and
would
come
up
and
practice
at
our
civic
arena,
and
he
said
he
loved
the
double
sheets
of
ice
and
we've
also
looked
at
taking
out
one
sheet
of
ice
and
going
to
turf
sports.

But
if
we
were
to
remove
one
sheet
of
ice,
we
would
probably
jeopardize
the
you
know
the
fiscal
profitability
of
the
tournaments
that
we
hope
that
we
hold
that
go
toward
doing
a
lot
of
providing
that

opportunity
to
skate
so
also,
if
I
could
just
I'll
say
that
our
bay
county
golf
course
also
had
a
record
year.

mentioned
that
in
the
presentation,
but
we've
tried
to
invest
all
of
the
money
that
the
golf
course
gets.
No
financial
support
from
the
taxpayers,
the
county
owns
it,
but
all
of
the
costs
are
borne
by
the
people
who
golf
there.
So
the
way
to
raise
the
revenue
is
to
get
more
and
more
people
to
come
out
and
go,
and
we
needed
to
address
some
structural
and
some
long-term
issues
there.

terms
of
the
condition
of
the
golf
carts,
the
condition
of
the
pro
shop
and
also
a
more
effective
irrigation
system
for
the
fairways
and
greens,
and
so
we're
seeing
a
much
higher
volume
of
traffic
at
the
bay
county
golf
course,
and
we
also
put
an
install
of
a
33
million
gallon
pond.
That's
a
reservoir
for
our
irrigation
system
and
we
were
able
to
sell
about
98
000
worth
of
clay
to
encapsulate
the
current
wedding
top
soil
up
there.
So
it
was
a
win-win.

park

baseball
diamonds
over
there,
but
we
don't
actually
own
any
any
softball
than
this
other
sort
of
thing.

do

do
have
some
plans.
We

look
at
some
of
the
lighting
there,

softball
teams
that
come
in,
I
know
are
very
invested
in
those
fields
and
they
have
talked
about
investing
like
fundraising
for
the
fields
and
putting
them
back
into
that.
So
we'll
continue
to
do
that,
because
obviously
you
talked
to
clear
golf
like
this
is
just
another
thing
that
we
need
to
get
outside
and
do
just
over
the
past
couple
years.
We've
noticed
an
uptick
in
sports
like
that
and
walking
on
our
trails
and
what
happened.

thinking
about
it
and
going
back
to
2018,
we
had
fewer
than
250
people,
and
then
you
know
in
2019
we
were
at
about
275,
and
this
was
the
last
big
event

chamber
of
commerce
hosted
before
covent.

this
was
february
of
2020
and
we
were
just
shy
of
300
people.
It
feels
really
good
to
be
back
and
have
more
than
300
people
at
an
event
post
covent.
So

guys
have
been
been
a
great
audience
and
not
just
that,
but
we
asked
great

about
a
minor
league,
baseball
team
or
an
amusement
park,
and
chris
gerard
didn't
ask
about
madonna,
so
we

great

the

half

that
fund
and
I'm
sure

make
that
self-sustaining.
