has
a
slight
restoration
last
year
and
our
region
is
financially
very
healthy.

give
a

wrist
reserve.

full
amount
of
carry
forward.
So
that's
taken
a
lot
of
financial
pressure
off
with
bay
area.

have
non
partners
who
have
money
versus
partners
who
don't
have
money
in
like
our
money.
So
all
those
things
that
were
very
smooth
so
I
should
have
known
that
something
out
of
the
blue
would
because
everything
was
going
well
and
being
raised.

problem

enough
on

governor's
budget

local

County,

happy
with

government

good

sector

government
has

responsibility

care

sector
does

driven
by
profit
and

services

cheapest
rates
possible
and
will
service
fewer
people
with
quality
health
care
with
mental
health

abominable
to
think
about,

private
entity
coming
into
our
community,
to
say
we're
going
to
treat
all
of
the
people
with
mental
illnesses
and
in
the
area
that
don't
have
the
capacity
to
pay
for
it
and
really
believe
that
they're

to
provide
quality
health
care
to
those
individuals.
They're
going
to
take
fifty
percent
off
the
top

guarantee
you
just
for
administration
purposes
before
they
even
get
to
providing
services
to
the
people
in
the
community.
That
really
need
it.

homeless
people

community
right
now
that
have
a
hard
time
getting

services

they

already
need
and

going
to
exacerbate
that
by
now.
Studying
that
sending

ship
down

river

guys

well
in
reorganizing
committee,
mental
health
going
south
under
a
new
structure,
which
now
tells
me
I'm,
looking
at
what
we're
doing
with
great
likes
a
Michigan
Works
that
that's
the
next
step,

very
late,

once
we
get.

taxpayers,
expect
something
for
our
money,
and
that

quality
services,
not
another
random
guess
at
what
services
were
going
to
get.

are
no
checks
and
in

private
sector,
just
like

saw
it

the

industry,
they
don't
care
about
the
people
it's
about
dollars
and
I
will
wholeheartedly
support
this
opposition
to

budget
and

governor

looks

and

investment

partnership,

that's

partnership
is
really
between
those
two
entities-

mental
health
programs

regional
entities.

all
things
created
to
enable
that
base
partnership
between
the
counties
and
the
state
which
goes
back
to

Michigan
1963,
