is
Donna
Roberts
and
I'm.
The
Community
Corrections
manager
for
Bay
County,
Michigan
Community
Corrections,
is
a
part
of
a
bill
from
PA
511
that
was
created
back
in
1988.
The
goal
of
Community
Corrections
is
to
keep
down
the
prison
population
as
well
as
reduce
recidivism
for
our
felony
population.
We
have
a
lot
of
questions
from
a
lot
of
family
members
and
even
individuals
who
take
part
or
our
order
to
be
into
our
program.
A
So
I'm
just
here
just
to
give
a
little
bit
of
information
about
what
Community
Corrections
does
and
what
programs
that
we
offer
to
be
part
of
the
community
corrections
department.
You
have
to
be
a
sentence
convicted
felon.
There
are
certain
criteria
that
you
have
to
meet
as
well,
and
once
those
guidelines
and
criteria
are
met,
paperwork
is
then
sent
to
me
from
judges
or
probation
agents.
I
go
through
the
information
and
then
I
send
the
referrals
out
to
our
different
service
providers
that
we
have
for
our
population.

We
have
service
providers
for
substance,
abuse,
treatment,
substance,
abuse
estimates
and
mental
health
treatment,
as
well
as
drug
testing.
For
the
majority
of
the
part,
most
of
our
treatment
is
taken
care
of
out
in
the
community.
Thus,
the
reason
why
and
part
of
keeping
the
prison
population
down
by
keeping
everybody
in
the
community
and
giving
them
services,
while
they're
in
the
community
again
judges
and
probation
agents,
send
the
referral
information
to
me.
A
I
look
at
the
referral
information
and
based
on
the
information
from
those
referrals
I
determine
if
they
need
an
actual
full
substance,
abuse
assessment
or
if
it's
just
going
to
be
an
updated
assessment.
The
updated
assessments
take
place
about
a
year
to
18
months
after
the
person
has
had
the
initial
substance,
abuse
assessment
and
once
they've
complete
the
program
but
come
back
into
services
for
whatever
reason
I'm
then
they'll
get
an
updated
assessment.
That's
done
mostly
by
our
service
provider.
A
Right
now,
which
is
sacred
heart
sacred
heart,
also
takes
care
of
our
outpatient
substance,
abuse
treatment
as
well.
We
also
have
residential
placement
for
substance
abuse
treatment.
Residential
places
are
located
throughout
the
state
of
Michigan
and
long
as
they
are
funded
through
PA
511
funding.
I
can
send
anybody
just
about
anywhere
in
the
state
of
michigan.
We
also
have
a
local
residential
provider,
which
is
try
cap.
You
may
have
heard
of
try
cap
before
a
try.
Cap
is
a
tri-county
probational
residential
service
facility,
so
its
services
mainly
Bay
County,
Saginaw
County
in
Midland
County.
A
However,
they
can
take
offender
throughout
the
state
of
Michigan
as
well.
The
good
thing
about
try
cap
is:
they
have
a
cognitive
therapy
program
which
seems
to
help
for
the
criminal
minded
in
the
criminal
thinking
offender,
and
then
they
also
pick
up
people,
so
it
helps
out
on
transportation
as
well.
So
that's
two
pluses
for
the
tri
kap
program.

Another
thing
that
can
be
ordered
under
PA
511
funding
is
zero-tolerance
drug
testing.
Zero-Tolerance
drug
testing
is
a
more
intensive
drug
testing
program.
They
start
out
at
three
times
per
week
and
then
drop
down
from
there.
It's
a
hundred
and
eighty
day
program
so
just
depending
on
when
the
offender
comes
in.
If
the
offender
has
no
violations
during
that
time,
they
should
be
able
to
complete
the
program
within
one
hundred
80
days.
A
Another
part
of
community
corrections
also
is
our
pre-trial
Services
program.
Pretrial
services
is
a
program
where,
once
a
person
has
been
charged
with
a
felony
or
an
assault
of
misdemeanor,
they
have
to
see
the
judge.
The
following
day
after
the
arrest,
we
have
a
pre-trial
specialist
who
goes
over
to
the
jail
and
interviews
all
persons
falling
under
those
criteria.
Then
an
assessment
tool
is
completed
with
background
information,
criminal
history,
information,
local
demographic
information
and
any
information,
including
substance,
abuse,
treatment
or
mental
health
treatment.
A
All
of
that,
then,
is
put
into
the
tool
and
it
is
sent
over
to
the
judge
prior
to
arraignment
and
that's
so
to
help
the
judge
make
a
more
informed
decision
about
bond
recommendations
for
anybody
that
comes
into
court.
Also
under
pretrial
services.
You
can
be
ordered
to
do
drug
testing,
alcohol
testing.
We
have
drug
testing
every
day
from
eight
o'clock
a.m.
to
ten
a.m.
and
then
from
five
to
seven
every
evening,
except
for
wednesdays
and
weekends.
On
those
days
is
in
the
morning
only
we
have
alcohol
testing
that
starts
at
five
fifteen
a.m.

We
also
have
tethering
services
that
is
part
of
the
pre-trial
Services
program
as
well.
Tethering
is
nine
dot
fifty
cents
per
day
per
person.
A
lump
sum
fee
of
two
weeks
of
days
have
to
be
paid
in
advance
to
be
eligible
for
the
services,
but
you
also
have
to
have
proof
of
employment
or
proof
of
some
type
of
income
coming
in,
so
that
you
would
be
eligible
for
that
program
as
well.
A
Under
pretrial
services,
you
can
also
be
or
to
be
supervised,
weekly,
meaning
you
have
to
come
in
and
report
weekly,
bi-weekly
or
monthly
to
the
pretrial
specialist,
while
you're
out
on
bond
and
under
court
supervision.
This
is
just
another
aspect
of
pretrial
services
that
the
judges
have
available
to
them
for
our
medium
and
high
risk
offending
population.

Another
aspect
that
we
have
available
in
the
community
corrections
department
is
access
to
mental
health
services.
For
someone
who
is
in
the
jail
awaiting
trial
or
court
dates
things
of
that
nature.
If
they
have
severe
mental
health
services,
while
they
are
here
in
jail,
they
can
be
referred
to
our
mental
health
liaison.
The
a
liaison
then
does
her
own
assessment.
A
That
assessment
is
completed
and
then,
depending
on
what
severity
of
mental
health
services
that
the
offender
needs,
he
get
he
or
she
can
get
those
services
while
they
are
here
in
jail,
along
with
seeing
the
psychiatrist
and
any
type
of
psychotic
medication
that
they
may
need.
That's
a
new
aspect
that
was
added
to
the
community
corrections
department,
which
really
helps
us
out
a
lot
when
dealing
with
the
mental
health
population.

The
last
aspect
that
we
have
for
the
Community
Corrections
program
is
our
sheriff's
work
detail
program.
This
is
a
program
for
felony
offenders
who
were
sentenced
to
jail
time.
While
they
are
here,
they
can
go
on
to
the
sheriff's
work
program,
depending
on
the
charge,
though
no
one
would
have
thought
of
crimes
or
on
gun
charges,
or
anything
of
that
nature
is
allowed
on
the
work
program,
because
these
individuals
go
out
into
the
community
and
work
with
our
building
and
grounds
guys
from
Bay
County
to
complete
different
projects
around
the
city.

also
go
out
on
special
projects
with
just
local
community
people,
so
they
help
out
at
the
local
fair
when
it
comes
to
town.
They
help
out.
During
the
fireworks
they
help
out
during
river
of
time.
So
if
there
is
a
agency
out
there,
that
needs
help
setting
up
breaking
down
chairs,
putting
up
fencing
any
type
of
community
service
work
that
needs
to
be
done
for
their
agency.
They
can't
feel
free
to
call
over
here
to
the
sheriff's
department.

is

Department

My

thing,
though
I
forgot
to
mention
we
do
have
a
community
corrections,
advisory
board
that
meets
every
other
month
at
twelve
noon
here
at
the
jail.
This
advisory
board
helps
out
with
decisions
anything
that
affects
the
community,
anything
that
affects
the
jail
in
our
prison
population.

can
all
come
together
and
make
a
decision
about
what
might
be
good
for
Community,
Corrections
and
our
population.
If
you

for
anybody
that
is
out
on
bond
or
if
they're
still
in
jail
and
might
need
a
bond
and
cannot
afford
it,
you
can

pre-trial
