Lord
God
heavenly
Father,
the
strength
of
all
who
put
their
trust
in
you.
We
ask
that
you,
mercifully,
accept
our
prayer
and
because,
through
the
weakness
of
our
mortal
nature,
we
can
do
know
with
things
without
your
aid.
We
have
such
agree
as
the
help
of
your
grades.
Did
this
commission
wore
to
work
for
the
good
of
all
people?
A
D
D
C
C
I
take
it
that
your
boss,
all
right.
So
if
there's
no
one
from
citizen
for
citizens
input,
let's
go
into
petitions
and
communications,
they
have
a
couple
presentations.
We
have
a
recognition
of
the
25th
anniversary
of
Americans
with
Disabilities
Act.
We
have
a
gentleman
mr.
Dave
email,
correct,
just
walked
in
that'll,
be
accepting
it
it'd
be
resolution.
2015
139
motion
to
receive
would
be
an
order,
form
approve
discussion
with
none
all
those
in
favor
signal
by
saying
aye
aye
opposed
it
carries
mr.
animal.
If
you
come
up
doc,
we
have
clerk,
read
the
oh,
very.
C
A
A
To
comply
with
the
Americans
with
Disabilities
Act
will
continue
to
do
so
and
whereas
the
25th
anniversary
of
the
ADA
is
a
milestone
worthy
of
inaudible
and
celebration,
therefore
be
it
resolved
that
the
battalion
4th
recognition
of
the
25th
anniversary
of
the
Americans,
with
Disabilities
Act,
hereby
reaffirmed,
made
county's
efforts
to
reach
full
compliance
with
the
Americans
with
Disabilities
Act
and
be
inferred.
The
result.
The
county
board
of
commissioners
and
the
account
executive
hereby
extend
greetings
and
best
wishes
to
all
observing
July
26
2015
as
Americans
with
Disabilities
Act,
chair
and
ward
Thank.
H
F
Hamill
I'm,
a
Down
Tilly
from
the
district
6
heron
bay
county
ended.
So
it's
great,
but
it's
a
great
honor
to
be
able
to
present
you
with
this
award
or
this
recognition
for
the
25
years
of
mediate.
It's
almost
the
anniversary
of
our
my
grade,
who
was
really
a
driving
force
of
this
County
and
bringing
improvements
and
a
cross
of
the
amenities
that
we
do
have
in
this
community
at
three
years
ago.
I
Would
steam
members
of
the
council
or
Commission
and
chair?
Thank
you.
This
really
represents
milestone
in
our
communities
across
the
Great
Lakes
Bay
region,
as
we
work
collectively
to
impact
inclusion
and
accessibility
in
full
life
for
people
with
disabilities.
I
want
to
recognize
all
of
you
for
the
commitment
that
you
continue
to
make
that
you
make
every
day
in
the
efforts
towards
inclusion
and
accessibility.
I
25Th
year
anniversary,
a
DA
is
going
to
be
celebrated
regionally
here
invasive
27th
of
July
or
will
be
the
in
that
evening.
You
will
get
additional
information
about
that,
but
many
of
the
human
service
agencies
that
work
on
behalf
of
persons
with
disabilities
of
our
community
will
be
there
to
have
a
host
a
community-wide
celebration,
so
that
will
be
on
the
evening
of
the
27th
of
Jalapa
went
on
a
par.
So
we
hope
that
all
of
you
will
join
us.
So
thank
you.
We
as
we
continue
to
make
progress.
C
J
You
mr.
chair,
for
give
us
some
time
to
discuss,
step
forward
on
the
board
of
the
day
and
also
the
people
favorite
TV
audience
that
in
2010
in
the
federal
government
made
five
hundred
million
dollars
available,
the
state
of
Michigan
or
artists
hit
program.
People
struggling
with
mortgage
foreclosures,
helping
to
bring
them
current,
keep
them
in
the
houses.
J
Well,
two
years
ago,
a
group
of
initiative
how
many
treasures
lobbying
with
initiative
and
think
the
federal
government
also
a
card
on
some
of
those
funds
for
people
struggling
to
pay
their
taxes,
taxes
because
they
have
the
same
result.
They
couldn't
pay
their
taxes
lose.
Our
house
is
like
Fergus
holders
in
most
people
think
everybody
has
a
marketing,
but
everybody
laying
contractors-
people
here
that
tells
us
from
families
there's
a
kind
of
situation.
So
there
are
a
lot
of
properties
with
paints
are
all
so
when
this
started
it
is
super
business.
J
Jessica
re
Myron
person
that
they're
helping
spent
a
lot
of
time
helping
people
get
through
this
process.
Stabilizers
and
9000
taxpayers
received
over
60
million
dollars
in
bay
county.
We
had
90
taxpayers
in
335
thousand
dollars,
so
we
probably
got
a
close
to
a
fair
share
of
the
toll.
Again.
It
was
through
very
addictive,
drove
this
a
lot,
and
you
know
recently
how
the
Google
deputy
treasurer
was
a
family
function,
and
it's
talking
to
the
lady,
that's
what
she
did.
She
said
off.
J
Do
some
program
firing
her
about
step
forward,
step
forward
to
that
old,
everyday
stuff,
Christie
Smith
works
for
the
Human
Development
Commission
she's
been
instrumental,
burning
and
lapeer,
and
to
school
here.
I'm,
Sam,
accounting
and
she's
also
offered
her
services
to
come
home.
A
fountain
there's,
50
million
dollars
left
statewide.
First,
come
first
serve
like
I
sentences,
I
very
intensive
process
to
get
through,
so
any
hoping
is
greatly
appreciated.
So
I
asked
both
of
them
coming
today.
A
discussion
of.
J
K
We
have
our
application
packages
available
right
online,
so
it's
easy
enough
to
get
it
helps
with
you.
Don't
have
to
need
the
wing
wing
guide
when
it
comes
to
the
mortgage
piece.
It
can
be.
Current
can
be
underwater
in
your
homes.
That
kind
of
thing
given
one
hand,
hardship
there-
are
funds
out
there
forgivable
loan.
Actually
it's
forgivable
for
five
years
as
long
as
you
stay
in
the
home,
so
kind
of
like
it
never
even
happened,
it's
up
to
thirty
thousand
dollars
that
they
can
help
you.
K
As
long
as
you
have
your
qualifying
hardship
there,
you
just
call
the
office
or
come
and
get
the
application
online,
and
we
can
help
look
at
it
with
you
and
if
step
toward
isn't
the
only
answer
there
are
alternatives
out
there
home
discuss
with
everybody
too.
So
as
long
as
your
primary
residence,
that's
a
big
thing.
Has
your
home.
You
live
in
them
when.
K
K
You
do
have
to
have
some
income
coming
into
the
home,
some
of
the
qualifying
and
hardships
that
you
suffered
a
reduction
of
income
or
unemployment.
It's
like
that
medical
even
having
to
have
major
homework,
auto
repairs.
Those
can
help
you
qualify
if
it
took
that
money
out
of
your
budget
for
the
month
or
a
couple
months
side
and
couldn't
make
it
though
they'll
help
you
get
caught
back
up
and
make
sure
you
get
back
on
your
way.
You
do
again
Angela.
There's
your
primary
residence
have
something
it
has
to
be
sustainable.
E
K
In
the
house
and
coming
up
with
emergencies
and
things
everything
you
had
to
be
current
in
order
to
qualify
for
any
of
those
repairs
on
the
housing
side,
so
awesome
education
council
inside
we
help
with
the
mortgage
consists
not
actually
funds
that
we
ever
touch
we're
only
helping
with
applications.
We
help
make
the
phone
calls
back
and
forth
between
step
forward
are
the
wonders
and
things
and
just
make
sure
it's
a
smooth
process
with
passing
things
and
making
sure
complete
application
packages
sent
right
away.
K
C
L
Yes,
I
just
want
to
encourage
that
you
let
you
folks
over
that
will
stop
screen
and
they
may
be
eligible
for
more
than
one
program.
Just
by
going.
This
I'm
sure
that
you
get
people
who
have
got
another
call
cabron
into
the
kind
of
thing
after
the
game,
and
you
know,
I
think,
is
important,
like
the
people
they
found
anywhere,
that
they
take
advantage
of
programs
that
are
there
to
help
them
all
to
me,
especially
not
sure
they've.
All
I
could
come
in
and
see
you
folks
and
searching
for.
K
C
M
Think
through
time,
I
do
exactly
what
she
does,
that
I
did
44
counties,
there's
an
accounting
to
help
assist
in
the
applications
for
step
forward.
We
do
not
require
your
persons
to
travel
through
our
counties.
We
will
be
on
tagged,
rarity
and
setting
up
shop
at
the
treasurer's
office.
Some
details
to
be
worked
out,
I'm
so
that
your
persons
that
you've
said
to
us
can
be
served
in
your
County.
Our
programs
are
not
County
driven.
We
are
a
state
program.
All
our
funds
come
from
Missha.
M
M
If
anyone
has
other
questions,
the
one
thing
I
really
like
you
to
know,
if
you
don't
have
to
know
how
the
process
works,
you
just
really
have
to
know
where
to
send
the
people.
That's
half
the
step,
because
we
don't
do
what
you
do
for
living.
We
do
what
we
do
so
that
people
can
get
in
the
food
stamps.
A
lot
of
people
don't
have
internet
and
the
applications
are
all
done
online
and
in
very
detail.
M
M
M
M
E
N
Rekha
Commissioner
Poquette,
I'm
representative
to
the
Michigan
community
and
agency
board
and
I
know,
there's
a
mr.
money
and
you
work
with
them
for
a
rapid
rehousing
and
a
lot
of
housing
programs.
Also,
I
just
want
to
let
people
know
that
the
other
mid-michigan
community
actions,
which
is
bay
county
also
and
player,
and
we'll
have
postal
housing
and
annotate
with
some
of
the
mortgage.
M
Forward
is
the
best
product
because
we
can
hear
the
whole
problem,
but
we
also
look
at
budgets
to
show
continued
affordability.
Our
job
as
a
housing.
Counselor
is
very
detailed
and
specific
people
answer
to
not
stay
in
their
homes
and
that's
where
we
talk
about
rather
rapid
rehousing
and
things
like
that.
Again,
that's
what
we
do
and
so
that
people
understand
it's
okay
to
leave
and,
of
course,
is
not
our
primary
focus.
But
our
goal
is
to
keep
everyone
in
their
house.
So
very.
M
M
C
C
F
More
statement
of
anything
I
doing
Rick
for
plain
Griffin
to
all
the
sport
or
20
rip
into
this
land
bank
Authority.
Another
sign
of
collaboration
that
needs
to
happen
within
our
community
and
I
think
Rick
being
on
that
board
would
be
a
tremendous
asset
to
the
land
bank,
Authority
and
I.
Think
to
this
these
efforts
that
will
we
are
undertaking
as
we
proceed
forward
as
a
community.
So
thank
you
very
good.
C
Anyone
else
all
those
in
favor
signal
by
saying
aye,
opposed
motion
carries
move
in
to
see
chief
circuit
judge
is
a
reappointment
of
Kareem
Martin
to
a
six-year
term
on
the
bay
county,
jury,
Commission
portal
discussion,
but
none
all
those
in
favor
signify
by
saying
aye,
aye
opposed
motion
carries
move.
In
now.
The
reports,
the
resolutions
of
committees
will
start
with
ways
the
means
and
Commissioner
Kuehne
a.
E
N
Mr.
Pickett
I
spoke
against
this
last
week
and
you
know
if
I
thought
this
was
going
to
resolve
the
problem.
I
probably
voting
for
it,
but
I
don't
think
it's
going
to
resolve
the
problem.
It's
still
going
to
probably
leave
the
litigation.
We
also
asked
me
for
an
outside
opinion
about
conflict
of
interest
is
pretty
obvious
as
a
conflict.
N
If
the
clerk
is
suing
the
commission
that
they're
going
to
be
a
conflict,
we
have
our
legal
counsel
representing
the
info
on
camera
under
than
both
sides,
so
I'm
sure
that's
going
to
come
out,
be
more
expense.
I
just
spent
three
hours
with
a
lawyer
and
$175
an
hour,
or
so
you
know
we
were
talking
about
expenses
on
both
sides
doubling
and
I
wish.
We
could
resolve
this
without
going
to
litigation,
so
I
would
encourage
administration
and
the
commission
to
work
with
the
clerk
to
resolve
this.
N
C
Just
to
give
you
a
little
more
information,
there's
been
discussion
with
what
the
county
exec
I'm,
looking
at
the
possibility
of
doing
the
same
on
some
other
different
departments
to
see
where
we're
at,
especially
with
us
now
going
into
our
next
step
with
technology.
The
way
that
it
is
so
it
isn't
just
the
clerk's
office
that
we're
going
to
be
looking
at
it
believe
that
time
there
was
discussion
of
looking
into
other
possibilities
in.
H
Go
ahead
tom!
Yes,
mr.
chair,
we
do
plan
on
including
in
our
2016
budget
funding,
to
do
additional
reviews
in
act,
1,
39
departments,
as
well
as
any
of
the
other
offices
that
are
identified
as
priority.
We
think
it
will
result
in
better
operations
if
we
go
through
that
kind
of
process.
It's
a
very
standard
approach
that
has
done
in
the
private
sector
and
Kim
Quinn,
and
his
experience
has
really
helped
us
as
we've
gone
forward
in
the
last
couple
years.
We
want
to
keep
doing
that
and.
C
I
would
say
if
the
results
come
back,
showing
that
there's
deficiencies
in
any
department
that
the
board
would
sign
on
to
get
what
helps
needed,
but
until
we
do
that,
we
really
don't
have
a
good
handle
on
it,
and
it's
unfortunate
that
we've
had
some
people
in
the
clerk's
office
either
retire
or
have
a
an
incident
where
she's
not
available
to
work.
So
it
really
puts
her
behind
the
gun.
So
I
not
acknowledged
that
mr.
here
did
you
have
a
question
is-.
L
Was
I
was
wonder,
it's
a
point
out,
but
I
know
that
you
know
the
board
has
taken
great
strides
over
the
last
figures.
You
know
to
to
save
money
and
to
make
things
streamline
things,
and
I
think
you
know
that
maybe
this
comes
at
a
time
I
talked
about
this
last
week.
We
come
to
the
point,
I'm
content,
efficiency
and
maybe
that's
there
and
I
think
mr.
Hagen
just
talked
about
you
know
to
do.
Look
it's
one
of
the
departments,
also
not
just
the
clerk's
office,
but
maybe
they'll
find
out.
L
They
actually
do
any
more
help.
Does
you
know
there's
something,
there's
a
there's
a
point
in
there
where,
if
you
know
or
it
just
it
doesn't
work
anymore,
you
know
you
kaka
kaka,
they
gotta
find
out
when
you
start
at
it
and
then
maybe
wear
a
wrap,
but
at
least
we'll
have
an
idea
and
find
out
this
way.
That's
that's
my
all
take
on
this
one.
This
whole
workflow
study,
okay,.
E
Conan
Thank
You,
mr.
chairman,
oh
there's
been
other
studies
as
well
through
space
and
judgeships
and
in
the
county
I
just
has
come
other
comes,
so
that's
not
doing
department
that
it's
being
reviewed
to
see.
If
what
the
workflow
is,
what
types
of
employees
they
have
or
just
do,
we
need
to
be
able
to
reduce
somebody,
so
it's
been
done
elsewhere.
This
is
not
just
selecting
a
particular
department
in
going
after
a
particular
departments
being
done
all
over
okay.
O
Thank
You
mr.
chair,
there
is
just
one
point
that
I
wanted
to
clarify
the
outside
counsel:
that
I've
retained
does
not
hum
retains
to
determine
whether
or
not
there's
a
conflict
I'm,
not
in
disagreement
with
the
fact
that,
if
litigation
ensues
that
there
would
be
a
conflict.
Our
purpose
at
this
point
in
time
and
retaining
any
particular
company
to
do
the
evaluation
or
an
attorney,
is
to
avoid
the
necessity
of
litigation
and
determine
whether
or
not
litigation
would
be
reasonable
or
necessary.

To
report
so
actually
I
do
have
a
question
for
you.
There
was
an
email
that
was
sent
out,
that
kind
of
capsulated
the
activity
and
fourth
of
July
I,
don't
know
if
you
all
had
an
opportunity
to
see
what
our
city
looked
like
on.
What
it
all
came
together
was
a
aerial
visual
picture,
I
think
it
last
maybe
90
seconds.
C
If
you
haven't
had
the
opportunity
to
look
at
it,
you
should,
and
if
it's
something
that
can
be
made
available
to
the
public,
they
should
also,
I
think
Bay
Colony
should
be
very
proud
of
what
we've
been
able
to
do,
and
we
owe
tons
of
gratitude
to
the
individuals
that
put
on
that
fireworks
display.
I
mean
there's
second,
the
best
that
it
is
one
of
the
best
ever
so.

You
a
couple
of
weeks
ago
of
Commissioner
Harrington
I
had
the
pleasure
going
to
like
a
pre
open
house
at
the
water
plant
and
at
the
new
water
plant,
and
it
was
very,
very
impressive
and
I
would
urge
I'm
sure
they're
going
to
have
another
open
house
or
whatever,
but
the
workmanship,
the
skilled
labor
and
everything
there
was.
That
was
really
something
to
see
as
a
major
accomplishment.
That's
a
major
accomplishment,
pull
that
many
entities,
entities
from
Bay
Colony
everybody's
playing
the
game
except
for
one.
So
that's
pretty
good
yeah.
When.
C
B
F
Tilly,
just
the
administration,
I,
don't
know
Lou
directors
who
had
the
discussions
with
some
folks
that
the
adult
of
the
Cairo
sylheti
that
this
comes
from
the
chief
of
maintenance
out
there
is
that
he's
interested
in
I
guess
the
character.
So
they
may
be
interested
in
maybe
some
of
the
residents
doing
the
flower
boxes
on
the
golf
course
that
is
there
a
potential
to
because
they
need
things
to
do.
A
million.
F
Something
that
they
could
potentially
do
I,
don't
know
we
direct
us
to,
and
we
have
to
talk
to
whom
probably
Kristin
branch
and
Gary,
but
in
the
day,
but
I
could
sound
like
a
cool
idea
and
it'd
be
something
I
know
we're
short-handed
at
the
golf
course
anyways
and
if
there's
some
way
that
we
get
other
individuals
to
become
vested
in
into
that
piece
of
property,
it
just
makes
it
a
better
place
to
have
in
our
community
I.
Just.
M
N
Began
doing
along
the
lines
that
was
out
of
the
Gulf
for
saturday
and
some
of
the
other
and
the
sort
of
asking
and
what
what
they
needed.
They
said
they
needed
more
cars.
I
know,
we've
heard
that
before
and
now
we
tried
to
buy
some,
but
if
we
can
find
some
cars
that
aren't
too
expensive,
they
would
like
more
cards
as
they
run
out
of
hurts.
When
answering
the
league's
out
there
I
believe.
C
E
C
Good,
no
one
else
in
miscellaneous
will
go
to
announcements.
I've
got
a
few
of
them
in
October
or
land
bank
authority.
It's
a
one,
at-large
representative,
it's
a
three
year
term.
We
also
have
an
October
Department
of
Health
and
Human
Services
Board
of
Directors.
It's
a
13
year
term.
We
also
have
Board
of
Canvassers.
It's
two
four-year
terms
and
those
are
actually
appointed
by
both
the
Democratic
and
Republican
party.
That's
coming
up
in
November,
we
have
a
building
authority,
it's
a
26
year
terms
in
December
division
on
Aging,
Advisory
Committee.
