medical
care
facility,
I've
been
with
the
facility
10
years
in
a
number
of
capacities
and
the
last
six
as
a
business
office
manager,
I
took
over
as
the
administrator
at
the
end
of
the
last
year
with
the
retirement
of
rhythm
Cal.
Thankfully,
our
facility
continues
to
probably
provide
a
much
needed
service
not
only
to
the
seniors
of
our
community,
but
to
any
person
in
need
of
physical
therapies.

clientele
has
changed
immensely,
as
well
as
our
facility
we've
been
in
the
process
of
a
much-needed
renovation
to
bring
our
residents
Kurt
home
and
to
keep
us
relevant
in
the
very
competitive
field
of
skilled
nursing
therapy

long-term
care
in
our
area.

building

brownfield
coordinator
with
the
Michigan
Department
of
Environment,
great
lakes
and
energy,
formerly
DEQ,
and
we
do
a
lot
of
education
outreach
across
the
state
to
try
and
help
communities
understand
how
these
brownfield
programs
work.
So
hi
presentation
bringing
so
really
what
we're
gonna
go
into
today
is
kind
of
the
abilities
and
benefits
of
a
brownfield
redevelopment
authority.

So,
basically,
in
doing
this,
if
from
the
tech
secret
financing
is
financing
tool,
it
helps
basically
to
take
those
properties
that
would
not
otherwise
be
redeveloped
and
help
them,
and
so
what
I'm
going
to
go
into
is
kind
of
how
it
works.
So
this
is
an
example
of
tech
secret
financing.
This
on
the
smaller
picture,
is
showing
a
property
that
what
it
was
before
it's
taking,
that
initial
taxable
value
that's
going
to
remain
throughout
the
course
and
the
local
units
of
government
would
still
be
capturing
that
tax.

If
a
new
developer
came
in
and
redeveloped
it-
and
this
has
happened
to
be
an
old
dry
cleaning
site.
So
it's
contaminated
that
new
development
would
create
a
higher
taxable
value
and
so
that
increment
could
then
be
captured
to
pay
back
for
brownfield
eligible
costs,
and
this
is
different
than
like
a
Downtown
Development,
Authority
or
local
development
finance
authority
or
a
tip
aboard
taxing
or
finance
authority,
in
that
those
are
more
districts.
These
are
specific
to
properties
that
are
challenging.

That
cannot
otherwise
be
redeveloped,
and
so
what's
happening,
then,
is
that
increment
can
then
be
paid
back
to
the
developer
for
eligible
activities
and
I'm
going
to
talk
about
those
in
just
a
minute,
and
so
this
is
just
another
kind
of
picture
of
how
Texican
financing
works.
The
increment
is
kind
of
the
ivory
colored,
the
color
that's
being
captured,
then
to
pay
back
the
developer,
and
so
we
can
see
the
brown,
the
developers
putting
in
the
money
and
then
over
time,
they'll
pay
back,
and
so
what
is
brownfield
eligible
property?

There
are
many
different
kinds,
and
so
one
of
the
primary
ones
that
we
deal
with
at
Eagle,
our
facilities
sites
are
properties
and
what
those
are
the
definition
of
those
is
is
a
contaminated
property
that
has
contamination
in
the
subsurface.
That
is
above
the
state's
criteria,
and
so
that's
one
designation,
there's
also
blighted,
and
that
designation
needs
to
be
made
by
the
local
unit
of
government
as
we
passed
by
resolution.
And
so
those
are
the
types
of
buildings
that
are
an
attractive
nuisance
to
children
and
you'll,
see
them
they're,
usually
really
rundown.

Other
types
could
also
be
a
Jake's
name
contiguous
to
those
sites
for
land
bank
owned
properties
are
also
dis,
considered
Bob
Brown
websites,
and
so
what
can
you
do
with
these?
This
capture
of
taxes
on
these
sites?
It's
very
specific.
There
are
only
certain
eligible
activities
that
are
allowed
I'm
going
to
go
through
some
environmental
ones
and
then
some
non
environmental
ones
to
be
eligible
for
environmental
activities.

As
far
as
non
environmental
types
available
activities,
a
crop
statewide
were
countywide
in
this
case,
building
in
site
demolition
and
lend
asbestos
abatement
would
be
the
main
two
types
of
non
environmental
eligible
activities,
because
a
lot
of
times
these
buildings
they're
just
sitting
there
they're
vacant
forever.
Somebody
needs
a
little
bit
of
help
to
get
them
off
to
make
that
property
usable
again.
Now
there
are
in
areas
like
Bay
City,
which
is
a
qualified
local
unit
of
government
more
core
community.
There
are
also
some
other
types
of
activities
and
I
brought
this
up
here.

A
lot
of
the
communities
in
McAllen
or
not,
but
there
could
be
some
use
for
this
in
the
future,
and
I
can
explain
that
more
in
another
time,
but
site
preparation
activities
are
types
of
activities
like
Brady,
doing
ballet
and
balancing
film
material.
That
kind
of
thing
infrastructure
improvements
are
real
public
and
can
be
private.
Most
of
them
are
public,
so
it's
like
bike
paths
and
sidewalks
and
new
streets
and
curbs
and
gutters
and
stuff
like
that
lighting.

While
there
is
also
some
private
infrastructure
improvements
that
are
allowed
like
parking
decks
and
urban
stormwater
management
systems
on
sites,
and
so
that's
basically
it
so
it's
not
like
what
you
can
use
like
a
GTA
4,
there's
a
much
broader
use
for,
and
is
there
specific
to
Brownsville
for
eligible
cause,
and
that's
pretty
much
it
that's
enough.
I
have
a

we
don't
need
to
play

So
any

village

Township

own

They
only
have
to
go
through
the
brownfield
redevelopment
authority,
approval
recommendation
to
the
board
and
then
the
little
unit
passing

resolution,

county
there's

step

the
county
passing
in
but
in
the
areas
you
know
corporal
or
areas
where
some
of
the
opportunities
don't
have
these
types
of
words.

really
nice
part.

you

because
it
kind

encompasses

our
focuses
on
is
creating
shovel
ready
sites
right,
so
we're
looking
to
attract
a
business
or
to
help
a
business
expand.

so
just

think
it's
in
your

Thank
you
starting

page

First,
the
executive
budget
proposal,
usually
in
the
spring
I,
come
here
and
tell
the
county
they're
trying
to
end
our
57
year,
marriage
between
the
state
and
counties
for
public
well
house
this
year.
It
doesn't
look
like
they're
trying
to
do
that.
So
that's!
So
that's
a
definite
right
direction.

Over
here,
so
it's
kind
of
interesting,
we'll
see
if
she
gets
as
much
flack
as
the
previous
governor
got
on
some
of
those
things.
There's
a
Moscow
summit
funding
suggestions
in
there
for
things
that
haven't
that
traditionally
been
funded
in
the
budget
and
one
of
them
is
the
Medicaid
transformation
office,
which
is
some
of
you
might
have
seen
in
cranes
last
week
about
some
states
have
set
up
money
for
planning
around
on
how
to
do
new
payment
systems
and
how
to
do
pay
for
performance
and
and
things
like
that
for
health
care.

If
you
look
close,
you'll
see
that
that's
actually
not
really
an
increase
is
essentially
what
they're
gonna
do
is
put
about
five
million
dollars
more
into
the
Sammis
general
fund,
which
would
be
our
first
increase
in
about
nine
years
and
GF,
but
they're
taking
it
from
the
collective
25
million
local
appropriation
age,
so
the
83
counties
to
give
to
their
CAMHS.
So
it's
really
not
an
increase,
but
it's
better
than
a
cup.
You
look
on
the
bright
side.
O
So
what
we
expect
to
happen
is
this
year
that
there
actually
be
conference
committee
dialogues
with
the
administration
verse.
Last
year
we
were
paying
attention,
they
passed
the
budgets
in
September.
They
didn't
bother
to
talk
to
administration,
they
waited
to
see
what
the
governor
did
and
then
she
lying
it
vetoed
a
bunch
of
stuff
and
they
were
bad.
So
this
year,
there's
committed
to
talking
with
her
getting
the
budgets
passed
before
1st
of
June
if
they
can
working
it
out
with
the
administration.

My
concern
is
that
the
same
issue
that
I
hold
up
held
them
up
last
year
will
be
the
same
issue
this
year,
which
is
road
funding
and
how
much
money
do
you
put
into
real
funding?
And
how
do
you
finance
it
so,
but
I'm
optimistic
they're
trying
to
work
together,
and
so
there's
no
other
surprises
on
that
budget
for
this
year
for
us.
So
that
was
pleasing
any
questions
so
far:
yeah,
okay
and
then
the
other
thing
I
wanted
to
touch
on
today.
Behavioral
health
system
redesign.
O
This
is
a
whole
topic
for
the
Commission,
because
for
the
last
we've
been
fending
off
redesign
efforts.
Spending
off
in
the
sense
that,
with
a
57
year,
county
and
state
partnership
republic
amount
of
house,
the
state
has
periodically
started
talking
about
introducing
a
new
partner
to
that
relationship
and
I've
been
married.
24
years
of
my
wife's
are
talking
about
a
new
partner.
I
try
to
be
a
little
concerned
exactly
what
that
means.
What's
wrong
with
the
old
partner,
so
we've
had
I
went
through
that
with
the
previous
administration,
but
we
had.
O
We
had
strong
advocates
on
both
sides
of
the
aisle
that
that
had
concerns
about
some
of
those
things
that
we
were
able
to
kind
of
B's.
That
out
what's
happening
now
is
the
policy
makers
working
in
the
administration,
for
the
most
part
are
very
educated,
very
bright
individuals
and
also
very
much
a
knack
for
Michigan
and
very
much
not
familiar
with
the
county
based
system
of
care,
so
they're
they're,
coming
from
a
perspective
of
private.
O
And
they
are
always
connecting
that
a
county
based
a
constituent
based
system
is
a
little
different
and
I
listed
a
couple
things
in
my
report
on
page
two,
for
example,
they
would
like
us
to
partner
and
create
these
new
integrated
plans,
not
that
with
the
health
plans,
but
new
integrated
plans,
a
new
public
and
private
interests.
They
would
also
like
us
to
take
on
the
full
risk
for
all
the
states,
costs
related
to
managed
care
and
we've
kind
of
pointed
out
well
great,
but
legally
into
the
law
as
a
governmental
instrumentality
of
County
government.
O
We
can't
create
partnerships
with
private
interests.
It's
illegal,
there's
nothing
in
the
law
and
why
would
the
counties
necessarily
wanted
to
get
a
private
business
when
there
are
private
businesses?
I
can
do
those
things.
They
have
a
safety
net
role
that
they
provided
for
57
years.
Let's
build
on
that
and
try
to
make
it
into
something
different.
The
other
thing
that's
interesting
is
we
can't
go
into
full
risk,
because
we
would
essentially
be
extending
the
public's
credit
to
lower
the
risk
and
we
can
extend
the
public
credit.
We're
not
a
lending
agency.

It
back
to
you
with
your
new
partners,
and
we
said
well,
our
partner
is
to
stay
it's
analog.
It's
been
that
way
for
57
years
in
1965,
Michigan
had
30,000.
People
in
state
institutions
in
2020,
Michigan
has
less
than
800
in
state
institutions.
The
reason
why
that
is
that,
because
every
county
went
forward
built
group
homes
built
community
homes,
took
the
heat
at
the
Commission
level,
just
going
the
be
City
Times
archives.
If
you
ever
want
to
see
pictures
of
matters
that
came
in
complaining
about
the
homes
and
what
were
we
doing?
O
What's
the
Commission
doing,
none
of
those
things
were
when
they
happen
of
that
out
that
a
county
state
partnership,
none
of
what
happened
on
the
Commish,
would
have
put
their
political
lives
on
the
line
to
do
something
unpopular
when
there
was
no
gain
for
them
or
their
constituents
and
the
reason
there
was
a
gain.
That's
because
of
a
state
county
partnership
that
was
underwritten
by
public
funds.
They
shared
interests,
so
we've
been
kind
of
educating
the
the
policymakers
about
then
I
say
policy
because
I
mean
in
the
administration
now
in
the
legislature.

Most
of
those
guys
have
been
through
the
last
four
years
in
ladies,
have
been
through
the
last
four
years,
so
we're
emphasizing
that
the
current
system
has
strong
market
protect
non
market
protections.
We
have
a
guaranteed
right
system
which
no
health
care
system
in
the
world
has
a
guaranteed
independent
right
system,
not
through
an
internal
HMO
director
or
not
through
the
state
here
in
crisis,
a
guaranteed
right
system.

Mister

what
the
heck,
yeah
and
I
have
to
find
some
well
we're
doing
the
best
we
can
I
can't
tell
you
much
more,
but
if
you
come
to
our
next
board
meeting,
you
can
give
public
comment
and
you
can
ask
us
to
answer
questions
and
there's
an
accountability
that
our
system
has
for
the
most
vulnerable,
that
no
other
health
care
system
has
in
the
world.
No
other
system,
and
so
we've
been
trying
to
emphasize
to
the
policymakers.
Why
that's
important?
Why
that's
worth
supporting?

Why
that's
worth
sustaining
the
last
but
not
least,
every
two
years
every
commission
is
subject
to
the
electoral
process.
So
if
I'm
doing
a
bad
job,
the
commissioners
are
happy
with
what
we're
doing,
but
the
public's.
Not
they
get
new
commissioners
yeah.
They
get
Chrissa
and
there's
a
self
corrective
mechanism
to
a
democratically
managed
system
at
the
local
level
that
you
don't
have
a
little
cross.
You
don't
have
it
at
now.
You
don't
have
a
united
healthcare
and
and
I
think
it's
important
that
we
retain
that.

So
I
just
wanted
to
let
you
know
kind
of
how
the
new
policy
discussions
are
going.
I
think
it's
gonna
be
a
long
process
drawn-out,
but
I
I
think
it'll
be
more
productive
in
the
end,
because
I
don't
think
it's
really
ideological
I
think
over
time.
They'll
come
up
with
something
that
benefits
the
300,000
people
that
we
serve
in
Michigan
and
the
5,000
people
we
serve
in
being
Internet
counties
and
that's
what
I'm
gonna
continue
to
advocate
for
very.

counties
been
working
along
the
same
lines.
We've
met
with
some
of
the
people
from
the
state
when
their
proposal.
We
had
a
lot
of
questions
for
him
about
losing
that
control
of
privatizing
I
did
work
in
HMO
industry
for
about
twenty
years
and
it's
got
some
pluses,
but
it's
also
a
little
bottom
line
for
evidence.
It's
a
very
private
entity,
so
you
lose
some
of
that
one-on-one
contact,
but
you
really
have
a
local
board.

would

that
mr.
chairman

got
feedback
for
some
of
the
other
CEOs
that
folks
at
Mac
of
their
rural
advocates,
including
they
mentioned
the
mr.
McGee
from
Bay
County,
so
I
think
it's
important

administration

governor
will

the
Legislature
will
be
sensitive
if
the
counties
take
a
position
on
what's
best
for
the
county's
residents,

think
that's
important
any.

this

not
a
problem,
but

we
need
to
start
spending
money
to
prove

you

go
ahead,
start
charging

how
another

agreement

going

solve
the
problem,

strategy

mitigation

in
the

of
