Board Meeting will start at 4:00 PM with a press conference to follow
A
A
Thank
you.
We
have
the
minutes
of
February
18th,
which
a
pleasure
and
they've
been
moved
and
supported
any
discussion,
seeing
none
all
in
favor
signify
by
the
use
of
sign
I,
pose
same
sign,
carry
public
input
if
there's
anyone
attending
today.
That
wishes
to
address
the
committee,
the
house,
your
time
to
do
so,
seeing
none
we'll
move
on
to
petitions
and
communications
from
the
director
of
recreation
and
facilities.
Neighbors
of
the
base
advertising
agreement
that
move
support
at
any
discussion,
seeing
none
all
in
favor
signify
by
the
usual
sign,
aye.
C
A
D
That
was
actually
submitted
in
error.
It's
actually
I
would
like
to
pull
that
one.
However,
the
text
of
the
the
next
item
under
consideration
is
actually
the
the
text
under
the
first
first
item
of
consideration,
so
we're
not
looking
to
accept
the
opioid
grant
funding
we're
actually
looking
to
accept
the
continuation
of
the
hepatitis.
A
outreach
grant
funding,
but
the
correct
text
is
found
on
that
on
the
first
memo,
with
the
acceptance
of
opioid
grant
funding.
If
that
makes
any
sense
to
you.
E
A
F
A
G
A
B
A
I
Most
shelter
having
a
partnership
with
Saginaw
animal
shelter
but
I,
know
director
galette
could
probably
explain
what
happens
inside
the
correction
facility
to
train
the
inmates
and
to
oversee
the
program.
So
our
dogs
we've
had
seven
dogs
over
there
for
a
while
and
Craig.
Would
you
want
to
possibly
use
a
pick
up
a
microphone
and
maybe
comment
on
Commissioner
Kuhns,
a
question
about
a
past
relationship
with
Sam.
J
Thank
you,
so
the
intent
of
the
program
that
we
entered
into
agreement
with
the
second
or
Correctional
Facility
was
designed
to
train
six
dogs
with
handlers
there
at
the
prison.
Historically,
there's
been
a
trainer
oversee
those
animal
handlers,
I'm
not
sure
what
historically
the
individual
was
compensated
through
another
through
another
entity.
But
here
for
for
our
reasoning,
we
wanted
to
increase
the
adoption
rate
for
those
dogs.
E
K
K
A
written
contract
with
the
Michigan
Department
of
Corrections
in
order
to
engage
in
this
training
program
was
Saginaw
Correctional
Facility
as
part
of
that
contract
was
Saginaw,
Correctional
Facility.
We
indicated
in
that
contract
that
we
would
be
providing
an
individual
to
oversee
the
program
and
that
that
individual
would
come
into
the
facility.
He
would
train
the
actual
inmates
who
are
training
the
dogs.
He
would
be
checking
up
on
the
progress
of
the
dogs
and
there
would
be
a
final
training
test
at
the
end
of
of
their
stay
at
the
Saginaw
Correctional
Facility.
K
This
independent
contractor
agreement
that
we're
asking
for
approval
from
is
specifically
referenced
in
that
agreement
with
the
Saginaw
Correctional
Facility.
This
would
be
the
individual
who
is
going
to
be
doing
the
training
of
the
inmates
and
monitoring
the
training
of
the
inmates
with
the
animals
and
be
doing
a
test
at
the
end
of
their
training.
K
There
would
be
no
additional
money
coming
out
of
the
general
fund,
because
the
intent
was
to
pay
this
trainer
out
of
the
additional
fees
that
we
are
assessing
for
these
dogs,
because
the
dogs
become
more
valuable
once
they
go
through
the
training.
We
can
charge
more
money
for
the
adoption
fee
and
the
additional
money
that
we're
charging
for
that.
The
adoption
fee
basically
just
gets
paid
back
to
this
trainer
on
a
per
dog
basis,
so
it's
cost
neutral
to
the
county.
E
E
K
E
K
Think
that
initially
that
was
put
in
there
as
this
is
what
we
estimate
the
maximum
amount.
This
person
is
probably
going
to
be
paid
over
over
the
first
year.
I
think
it
was
just
in
our
fully
stated
we're
not
asking
the
board
to
approve
$5,000
out
of
the
general
fund
or
a
budget
adjustment.
We
would
be
paying
this
individual
out
of
the
increased
adoption
fees
that
were
charging
as
a
result
of
them
going
through
the
program,
so
it
would
be
on
a
per
adoption
basis.
I.
E
K
J
E
K
And
and
I
think
that
the
reason
that
5,000
was
included
in
there
again
is
we
thought
that
that
was
the
maximum
that
would
be
paid
because
in
this
particular
program,
since
we're
just
up
and
running
we're
not
going
through
them
as
fast
as
we
normally
would.
So
we
anticipate
that
there's
going
to
be
a
lower
volume
of
dogs
going
through
this
first
year
that
we're
involved
in
the
program
next
year.
K
We
may
have
to
budget
for
more
expected
revenue
coming
in
because
of
the
increased
adoption
fees
and
again,
a
budget
notation
that
we're
going
to
be
making
that
expenditure
as
well.
I
think
that
what
happened
here
was
we
just
didn't
account
on
the
books
for
the
increased
adoption
fees
and
when
you
account
on
the
books
for
an
increase
in
revenue.
You
also
have
to
put
a
matching
accounting
note
for
an
expenditure
as
well.
E
E
K
K
E
E
E
E
K
Should
have
all
been
presented
at
the
same
time,
I
think
at
that
point
in
time
we
weren't
certain
if
we
were
going
to
be
going
for
an
outside
independent
contractor
or
if
someone
at
the
shelter
was
sufficiently
trained.
In
order
to
do
that
service,
the
Michigan
Department
of
Corrections
has
indicated
to
us
that
they
want
a
trainer
to
do
it
and
not
someone
from
animal
shelter.
E
B
H
I'm
still
confused
I'm,
not
supporting
it.
That
being
said,
I
know
the
project
has
value
to
it,
but
I
have
no
guarantee
that
that
it's
it's
gonna
work
nor
we're
going
to
generate
enough
income
and
I
know.
You
said
that
if
we
don't
do
the
dogs,
the
trainer
doesn't
get
paid
so
where's.
The
incentive,
then,
for
this
individual
to
continue
with
the
program
in
that
walk
away
in
the
middle,
because
he's
not
being
compensated.
K
Obviously,
is
that
the
dogs
will
be
adopted.
However,
we
would
be
entering
into
an
independent
contractor
agreement
with
this
individual
indicating
that
he
gets
paid
out
of
the
adoption
fees.
If
the
dog
is
not
adopted,
he
doesn't
get
paid.
He
understands
that
from
the
get-go
he's
also
the
person
who
created
this
program
with
Michigan
Department
of
Corrections
and
he
used
to
run
it
I
believe
with
Saginaw
Animal
Control,
so
he's
experienced
in
it.
A
C
J
C
I
had
discussion
already
with
Craig
that
this
this
should
have
it
was
previously.
We
should
have
known
this
with
when
the
original
resolution
was
passed,
that
there
was
going
to
be.
You
know,
a
difference
in
the
finances,
so
in
the
future.
If
you
do
something
like
that,
it
would
appreciate
you
know
it's
absolutely
that
you.
A
B
A
Support
movie
supported
all
those
in
favor
signify
by
laser
sight.
My
bow
same
sign
carry
than
any
referrals
seeing
on
unfinished
business.
Singing
now
under
new
business.
You'd
have
five
resolutions
before
you
resolution
from
the
treasurer's
office
for
reopening
the
drop
box
and
the
credit
card
processing
fee.
A
Been
moved
in
support
of
any
discussion,
seeing
none
all
in
favor
signify
by
the
use
of
sign,
I
pose
same
sign,
carry
we
have
a
resolution
to
hold
our
meetings
here
at
the
community
center
of
jim
report.
It's
been
moved,
supported.
Any
discussion
see
none
all
in
favor
signify
by
these
are
signed
by
both
same
sign.
Carry
we
have
a
resolution
for
Commissioner
Board
of
Commissioners
to
conduct
meetings
via
telephone
teleconference,
intuitive,
interactive
television
or
other
means
of
audio
and
visual
communications.
What
is
a
buzzer
support.
B
A
Move
supported
any
discussion,
seeing
none
all
in
favor
signify
believes
are
saying:
aye
opposed
same
sign.
Carry
we
have
a
resolution
of
the
county
budget,
Stabilization
Fund
to
be
used
that
the
administration's
discretion
to
effectively
combat
the
pandemic.
What
is
your
part?
It's
been
moves
for
the
Commissioner
Coonan.
E
I
Be
sufficient
to
get
us
through
to
the
end
of
the
year.
We
don't
know
for
sure
it
will
be
very
prudent
in
spending
it,
but
we
don't
know
exactly
how
much
more
of
disinfectant
we'll
need
to
keep
the
you
know
the
basically
the
infrastructure
of
the
county
clean
for
the
employees
as
well
as
the
public.
In
addition,
I
think
our
personnel
director
has
said
we
may
have
over
time
costs
to
keep
some
of
those
essential
services
being
provided
to
the
public
and.
I
When
someone
isn't
feeling
well,
there
they're
gonna
be
calling
in
and
we
really
can't
take
the
chance
of
questioning
them,
and
hopefully
they
don't
feel
well
and
they're
symptomatic.
They
won't
come
into
work.
I
know
the
governor's
moving
to
extend
unemployment
benefits
for
some
of
our
staff,
but
if
you
wouldn't
mind
Commissioner,
Conan
and
Commissioner
Wright
Chairman
Ryder.
I
L
Different
cost
that
the
county
could
see.
Some
of
those
are
not
necessarily
predictable,
but
we
could.
We
have
a
lot
of
overtime.
That's
going
to
be
expended,
for
example,
I
think
that
a
lot
of
the
Health
Department
employees
are
working
around
the
clock
many
days
a
week,
a
lot
of
overtime
to
try
to
combat
this.
In
addition,
we
would
like
to
staff
up
on
the
cleanliness
and
the
disinfecting
of
the
buildings.
A
F
I
Barsen
will
do
yeah,
Thank
You,
chairman
writer,
I,
just
wanted
to
explain.
We
well
worked
very
closely
with
Joel
Strauss
and
the
Health
Department.
We
know
that
the
17th
well
know.
Four
days
ago,
I
think
we
became
aware
of
our
first
positive
test
for
coronavirus
and
Bay
County,
but
we
know
more.
Additional
people
have
been
tested.
We
don't
know
what
the
results
of
those
tests
are.
I
However,
we
moved
to
declare
a
state
of
emergency
in
Bay,
County
President
Trump
has
already
declared
a
state
of
emergency
nationwide
and,
as
you
know,
governor
Whitmer
has
declared
a
state
of
emergency
statewide,
so
this
will
make
Bay
County
eligible
for
all
resources
made
available
to
municipal
government
governments
from
the
federal
and
state
governments
in
Lansing
into
Washington.
So
all
this
does
is
declare
what
we
have
a
state
of
emergency
and
that
will
make
us
eligible
for
resources.
D
C
A
L
J
C
G
E
K
Request
was
for
budget
adjustments
to
allow
us
to
hire
an
expert
architect
and
engineer
with
expertise
and
animal
shelters
in
order
to
give
us
sealed
drawings
and
plans,
including
mechanical
I,
believe
HVAC,
and
both
the
interior
and
the
exterior
drawings
for
what
capital
improvements
would
be
recommended
and
needed
at
the
animal
shelter
prior
to
going
out
for
any
request
for
a
millage
to
the
public.
So
we
could
get
a
better
idea
of
how
much
money
we
would
need
to
ask
for
if
that
proposal
were
placed
on
the
ballot.
K
I
believe
that
the
cost
that
we
were
requesting
was
$70,000
and
that
money
would
be
paid
for
if
a
millage
were
placed
on
the
ballot
and
approved.
Since
that
is
an
architectural
drawing
that
would
go
toward
the
capital
improvement
of
the
building.
It
should
be
able
to
be
repaid
through
millage
funds.
C
K
A
First
of
all,
we
have,
we
didn't,
have
a
competitive
bid
as
far
as
this
project
goes,
and-
and
even
assuming
that
that
we
accepted
this
proposal,
then
we've
already
said:
okay.
Well,
we
can
use
the
same
engineering
firm
to
oversee
the
project,
so
there's
there's
an
issue
there.
Secondly,
you
know
I
I'm
completing
an
agreement
with
an
operating
millage,
but
when
we
get
into
building
there's
just
where
we
have
a
millage
coming
on
the
ballot
or
we'll
have
for
the
care
facility,
which
is
people
orientated,
it's
not
that
I
don't
have
a
love
for
animals.
K
Commissioner
this
would
not
be
placed
on
this
proposal
would
not
be
placed
on
the
same
ballot
as
the
medical
care
facility
proposal
is
being
suggested.
It's
being
suggested
that
the
medical
care
facility
proposal
be
placed
on
the
August
ballot
and
that
the
animal
shelter
proposal
be
placed
on
the
November
ballot.
C
A
For
the
record,
I'm
well
aware
of
that,
but
it's
coming
out
of
our
our
residents
pocket,
no
matter
what
way
you
look
at
it
and
I,
just
don't
think
you
know
with
especially
in
light
of
the
virus
today
and
everything
else.
I
think
funds
are
short
for
our
residents
and
I.
Don't
just
don't
think
it's
not
that
I'm,
not
for
military,
it's
just
that.
Is
this
the
best
time
to
do
that.
I've
I
really
have
very
large
concerns
about
that.
Thank.
H
The
discussion
but
I'm
on
board
with
Commissioner
Ryder.
You
know
we're
not
sure
what
the
future
is
going
to
be
and
I
certainly
don't
want
to
add
additional
expense
to
the
residents
of
Bay.
County
I
mean
they're,
already
stressed
out
enough
and
yes,
they're
gonna
have
the
opportunity
to
vote
on
whether
or
not
they
have
it.
But
I.
Just
don't
feel
that
that
the
timing
is
is
now
so.
I
would
not
support
this
either.
Thank.
C
F
B
J
C
C
We
have
motion
support
any
discussion.
All
those
in
favor,
say
aye
aye,
opposed
same
sign
motion
is
carried
next
one
number:
five
declaring
a
state
of
emergency
Tony,
executive,
Jim,
Barcia
state
of
emergency
good
for
seven
days.
The
board
will
extend
that
our
next
board
meeting
passed
his
seven
days
to
April
the
14th
so
moved
any
discussion.
All
those
in
favor,
say
aye
aye
opposed
same
sign
motion
is
carried
number
six
was
brought
up
during
the
personnel,
the
HIPAA
hepatitis,
a
resolution.
C
This
has
helped
the
Health
Department
administer
the
program
a
little
sooner
rather
than
waiting
another
month.
So
we
have
motion
support
any
discussion.
All
those
in
favor,
say
aye
aye
opposed
same
sign.
Same
sign
motion
is
carried
next.
One
is
number
seven
comes
from.
911
fill
the
two
vacancies
that
they
have
support.
C
K
B
C
B
K
The
next
full
board
meeting
for
a
public
hearing
to
consider
a
request
from
the
bay
medical
care
facility
to
place
a
ballot
proposal
requesting
one
mill
over
a
nine
year
period
on
the
August
ballot,
as
well
as
consideration
by
the
board.
With
regard
to
a
request
for
a
advance
from
the
bay
medical
care
facility
from
the
budget.
Stabilization
Fund
support.
K
Meeting
we're
required
any
time
they're
requesting
a
ballot
initiative
to
provide
ten
days
notice
to
the
public
before
a
public
hearing.
So
the
board
can
open
it
up
for
public
hearing
and
also
do
its
own
internal
deliberations
at
that
point
in
time,
and
you
can
vote
at
that
point
in
time
whether
or
not
you
wish
to
move
forward
after
the
public
hearing.
K
E
K
Is
my
understanding
and
speaking
with
the
number
of
Commissioners
that
I
have
as
well
as
the
board's
financial
officer
that
if,
in
fact,
the
millage
isn't
past
the
amount
of
an
advance
being
requested
by
the
bay
medical
care
facility
would
be
declined?
And
we
would
have
to
at
that
point
in
time,
reevaluate
what
the
board
was
willing
to
do
with
regard
to
any
type
of
advance,
be
at
a
smaller
advance
or
over
a
different
time
period
or
no

E
K
K
To
Board
of
Commissioners
resolution
2014
32,
you
did
in
fact
state
that
any
ballot
initiative
would
have
to
be
placed
on
the
November
ballot.
If
they
were
requesting
a
tax
levy,
the
board
would
have
to
move
to
temporarily
suspend
resolution
214
30
in
order
to
place
this
on
the
August
ballot.
That
would
be
a
separate
motion
that
the
board
would
have
to
take
at
the
next
full
board
meeting.
C
C
K
I
I
think
that
maybe
there's
some
confusion
on
my
part.
With
regard
to
resolution
number
5,
the
board
chair
referenced
extending
mr.
Bosh's
emergency
state
of
emergency
for
14
days.
That
was
actually
contained
in
the
same
resolution
whereby
mr.
Barr
requested
the
hundred
and
fifty
thousand
dollars.
There
was
a
separate
resolution
that
was
brought
forth
by
the
personnel
director
asking
for
the
board's
concurrence
in
declaring
a
civil
emergency
for
purposes
of
suspending
the
collective
bargaining
agreements
of
bay
county
employees.
A
The
fifth
resolution
that
I
read
on
the
emergency,
the
declaration
of
the
state
local
emergency.
It
was
also
in
that
resolution
that
it
said
will
enact
the
provisions
contained
within
the
collective
bargaining
agreements
that
allows
a
temporary
suspension
of
the
agreements,
provided
that
the
wage
and
monetary
fringe
benefits
shall
not
be
suspended.
I.
K
Understand,
Commissioner
I
think
that
there
was
just
a
bit
of
confusion
because
referenced
in
that
motion
was
language
about
extending
mr.
barcia's
state
of
emergency,
and
these
are
two
different
things.
His
state
of
emergency
is
good
for
seven
days
and
he
was
request
requesting
it
be
extended
to
April
14th,
and
there
was
a
statement
when
that
boat
was
made
regarding
extending
his
local
state
of
emergency
until
April,
14th
and
I.
Think
that's
where
it's
leading
to
some
confusion.
K
The
state
of
civil
emergency
with
regard
to
the
CBA's
was
separate
and
didn't
require
any
extension
and
I
just
want
to
make
sure
that
that
the
record
is
clear
that
we're
voting
on
two
separate
things
that
that
collective
bargaining
agreement
state
of
emergency
does
not
require
any
extension.
It's
just
it's
open-ended.

I
I
Also
thank
the
dedicated
staff
and
managers
of
the
county
government
who
are
working
under
you
know
unusual
conditions,
but
doing
a
great
job
and
we're
going
to
be
certainly
providing
those
essential
services
that
were
mandated
to
provide
to
keep
our
community
safe
and
hopefully
healthy
and
so
I'm
going
to
be.
Introducing
and
I
know.
The
Chairman
must
make
some
remarks
that
I'll
be
introducing
our
our
director
of
our
health
department,
Joel
Strauss,
but
I
want
to
make
a
few
opening
comments
with
your
indulgence.
I
So
I
would
just
say
we
are
concerned
for
everyone's
health
and
safety
during
this
coronavirus
disease
pandemic,
due
to
the
nature
of
kovat
19,
proactive
directives
from
Bay
County,
Health
Department,
as
well
as
measures
taken
by
both
the
federal
and
state
governments,
have
prompted
us
to
change
the
way
we
do
business
here
in
bay.
County
much
has
changed
in
just
a
short
period
of
time
and
we
will
be
following
all
mandates
put
forth
by
both
our
local
unit
and
governor
Whitmer's
executive
orders
so
remain
as
efficient
as
possible.
I
All
communications
to
the
media
and
our
constituents
from
this
point
forward
will
be
coming
from
the
office
of
Joel
Strauss
bay,
county's
public
health
officer.
As
you
already
know,
the
Civic,
Arena
and
community
center
aside
from
this
event,
have
already
been
closed
to
the
public
and
are
not
operational
at
this
time.
As
of
this
morning,
the
offices
in
the
Bay
County
Building
have
also
been
closed
to
public
foot
traffic.
However,
services
will
still
be
provided
to
the
public,
as
our
workers
will
still
be
reporting.
I
Please
contact
the
department
with
which
you
need
to
do
business
by
telephone
to
see
what
their
procedures
will
be
during
this
closure
to
the
public.
We
also
will
have
a
telephone
directory
for
this
purpose
on
the
bay
county
websites,
home
page,
yet

as
a
county
with
the
highest
percentage
of
citizens
60
and
better.
It
is
imperative
that
we
take
steps
to
flatten
the
curve
of
this
pandemic,
to
ensure
our
our
health
systems
don't
get
overwhelmed.
I
We
are
going
to
be
taking
all
necessary
steps
to
help
stop
the
spread
of
this
disease
in
our
community,
while
continuing
to
provide
the
services
that
are
needed.
I
have
faith
that
Bay
County's
public
health
officer,
Joel
Strauss
will
successfully
guide
us
through
this
process
and
with
that
I'd
like
to
at
this
time
introduce
Joel
Strauss
our
director
of
our
Public
Health
Department
here
in
Bay
County
and
taking
the
lead
on
this.
I
This
national
disaster
that
were
that
we're
facing-
and
hopefully
we
will
get
through
this,
but
it's
gonna
require
a
lot
of
us
working
together
and
the
public
being
very
concerned
about
not
transmitting
this
virus.
To
any
unsuspecting
fellow
residents
or
visitors
to
Bay
County,
so
Joel,
would
you
want
to
step
forward
and
offer
your
comments
and
I
believe
the
Chairman
will
follow
the
director?
Thank
you.
D
Thank
you
Jim
for
the
kind
words
I'd
like
to
spend
the
next
few
minutes,
giving
you
a
succinctly
of
activities
here
in
Bay
County,
the
Bay
County
Health
Department
has
fully
mobilized
its
staff
and
resources
to
address
the
threat
of
the
virus.
To
that
end,
we
have
cut
back
significantly
on
clinics
and
services
so
that
we
can
fully
help
the
community
at
large.
As
you
are
all
aware,
we
have
had
one
presumptive
case.
D
We
have
contacted
nearly
two
dozen
individuals
associated
with
this
case
and,
in
some
cases,
have
had
these
individuals
self
quarantine
for
the
14
day
process
currently
is
it
are?
It
is
our
estimate
that
approximately
30
individuals
have
been
tested
had
have
been
tested
and
those
tests
have
been
submitted
to
state
and
private
labs
in
conjunction
with
having
symptoms
associated
with
the
virus.
We
know
at
least
seven
of
these
tests
submitted
have
come
back
negative
and
we
are
waiting
to
hear
about
the
remaining
tests.
D
It
is
estimated
that
15
individuals
are
currently
or
have
been
admitted
to
inpatient
with
symptoms
similar
to
corona
virus.
As
you
are
all
aware,
there
have
been
significant
delays
at
the
state
and
national
level
regarding
testing.
Currently,
even
the
bay
county
health
department
does
not
have
enough
testing
supplies
to
distribute
to
local
providers.
D
The
state
of
Michigan
at
this
time
can
only
process
about
150
tests
per
day,
but
that
is
being
ramped
up,
but
there
has
been
further
confusion
from
the
state
and
the
federal
government
regarding
tes
and
some
private
source
sources
such
as
question
LabCorp,
have
also
had
difficulties
with
supply
and
distribution.
We
have
been
told
that
that
is
on
the
mend
and
that
the
supply
and
distribution
of
laboratory
tests
will
ramp
up.
Nevertheless,
we
are
working
diligently
with
local
providers
to
obtain
and
distribute
testing
supplies
and
personal
protective
equipment.
D
We
have
been
working
with
a
wide
range
of
local
providers
to
ensure
that
persons
who
are
symptomatic
after
sieving
care,
if
necessary,
as
well
as
plan
for
the
anticipated
surge
of
cases
to
come,
I
want
to
thank
Clarence
civilian
Megan
salmon
and
the
staff
at
McLaren
Bay
region.
For
all
of
their
efforts
for
being
excellent
corporate
citizens
with
their
collaboration
efforts,
the
bay
County
Health
Department
is
in
constant
communication
with
McLaren
Bay
region,
and
we
are
committed
to
finding
the
best
solutions
to
the
coming
problem.
D
We
are
working
with
local
fire,
Police,
Fire,
Rescue
and
EMS
agencies
throughout
the
county,
so
that
we
can
fully
respond
to
the
needs
of
local
residents
and
not
overtax
are
essential
services.
We
have
ordered
the
closure
of
County
facilities
to
the
general
public,
including
the
county
building
in
the
community
center,
the
Ice,
Arena
and
other
facilities,
so
that
we
can
on
that.
We
can
stop
unnecessary
interaction
that
might
might
inadvertently
spread
the
virus.
D
We
need
to
keep
our
local
residents
healthy,
as
well
as
maintain
a
workforce
that
responds
with
essential
services.
We
have
enforced
the
governor's
prohibition
on
public
assemblages,
including
the
closing
of
indoor
services
at
bars
and
restaurants,
as
well
as
schools
and
places
of
worship,
etc.
Our
sanitarians
in
the
Environmental
Health
Division
have
diligently
provided
counsel
to
license
food
establishments
here
in
the
county
after
these
closure
notices,
so
that
they
may
continue
businesses
through
take
out
and
curbside
service.
D
Our
efforts
continue
unabated
and,
although
much
has
been
accomplished
in
such
a
small
amount
of
time,
there
is
much
that
needs
to
be
done.
The
uncertainty
of
this
situation
brings
a
great
deal
of
anxiety
to
everyone,
but
our
job
is
simple
and
clear.
We
need
to
flatten
the
curve
we
mean.
We
need
to
make
sure
that
the
health
care
and
emergency
response
system
is
not
overwhelmed.
We
need
to
ensure
that
all
Bay
County
residents
are
doing
their
part
to
fight
the
virus.
D
We
need
to
ensure
that
our
efforts
together
will
keep
the
county
safe
and
healthy
to
the
greatest
extent
possible.
We
must
protect
all
Bay
County
residents,
but
especially
the
most
vulnerable,
as
Jim
stated,
the
people
who
are
most
likely
to
have
severe
disease
and
complication
from
coronavirus
or
kovat
19,
as
it's
known,
our
older
individuals
and
those
with
other
medical
conditions
like
heart,
lung
disease,
diabetes
and
obesity.
D
So,
in
order
to
reduce
the
spread
of
coronavirus,
we're
asking
Bay
County
residents
to
do
their
part
and
follow
these
recommendations
from
the
Centers
for
Disease
Control,
first
and
foremost,
maintain
social
distancing
of
at
least
six
feet,
wash
your
hands,
often
with
soap
or
water
or
use
hand.
Sanitizer
avoid
touching
your
eyes,
nor
some
nose
or
mouth
with
unwashed
hands
cover
your
mouth
and
nose
with
a
tissue
when
coughing
or
sneezing
avoid
handshakes
in
contact
with
people
who
are
sick
and
clean
and
disinfect
frequently
touch
surfaces.
D
But,
most
importantly,
if
you
are
sick
stay
home,
if
you
are
caring
for
a
loved
one
at
home,
stay
home,
everyone
must
do
their
part.
The
most
recent
information
collected
suggests
that
the
virus
may
be
easily
spread
from
people
with
little
to
no
symptoms.
So
once
again,
I
implore
you
as
the
public
health
officer
of
Bay
County,
to
do
your
part
and
avoid
the
large
crowds
and
follow
these
recommendations
and
with
that
I'm
going
to
turn
it
over
to
the
chairman
of
the
board.
Michael
Durant
check.
C
Thank
You
Joel
I
just
want
to
let
everyone
know
that
the
Board
of
Commissioners
is
completely
behind
the
staff
that
we
have
at
Bay,
County,
we're
very
fortunate,
our
County
Executive
and
our
Health
Director
doing
a
great
job
and
we're
not
giving
up
on
senior
citizens
and
things
like
this.
We
are
going
to
continue,
as
we
always
have,
with
our
Meals
on
Wheels
program,
which
is
a
home
delivery,
which
is
very
important
some
of
the
time.
This
is
the
only
good
meal
that
these
folks
get.
C
O
Have
a
question
for
you:
I
heard
you
mentioned
earlier
that
you
know
by
announcing
this
state
of
emergency,
this
will
help
provide
resources
to
the
county
and
I
also
heard
you
mentioned
that,
because
governor
Whitmer
has
issued
a
state
of
emergency
and
President
Trump
has
also
issued
a
national
state
of
national
state
of
emergency
that
this
will
will
this
help.
As
far
as
you
know,
getting
the
county
resources.
I
C
There
has
been
discussion
coming
out
of
Washington.
We
don't
have
anything
firmed
up
or
anything,
but
it
it
would
appear
as
though
they're
gonna
come
up
with
a
stimulus
package
and
everything
too
not
only
with
the
to
take
care
of
the
covet
19.
But
you
know
to
give
us
a
boost
with
the
economy
for
these
people
that
are
been
impacted
seriously
by
you
know
their
servers,
and
you
know,
waitresses
and
waiters
and
stuff
like
that.
C
O
I
Be
imitating
that
to
the
executive
branch
in
Michigan,
as
well
as
the
Michigan
State,
Police
and
I
believe
Ryan
the
emergency
division
right
over
the
Michigan
State
Police
yeah,
and
that
will
also,
of
course,
as
you
were
here
for
the
meeting
and
the
board
graciously
and
generously
approved
one
hundred
fifty
thousand
dollars
as
a
result
of
our
declaration
of
emergency,
so
that
we
will
have
the
funds
to
carry
this
battle
out
throughout
the
county.
Protect
our
residents
from
exposure.
