B
B
Paternal
father,
you
have
placed
us
in
a
world
of
space
and
time
through
the
events
in
our
lives.
You
bless
us
with
your
love
Lord.
We
ask
that
you'll
grant
this
board
of
commissioners
and
all
of
those
in
authority
the
patience
and
understanding
to
work
together
for
the
good
of
all
people
in
your
Holy
Name.
We
ask
this
amen.
D
Name
is
Sylvia
Robbins
I'd
like
to
make
a
brief
statement
on
behalf
of
its
eleven
cell
who's,
president
of
the
Humane
Society
Pei
County,
so
be
waiting
for
the
Humane
Society
of
Bay
County
strongly
supports
the
implementation
of
a
full-time
shelter
manager.
We're
aware
that
it
may
not
be
feasible
at
this
time
in
an
effort
to
bridge
the
divide,
County
Cady
met
with
dr.
Frankie
from
the
Animal
Hospital,
as
well
as
mr.
Barker.

I'm
here
to
support
Craig,
let
Olivia
the
rest
of
the
staff
and
the
volunteers
at
the
bay
County,
Animal,
Services
and
adoption
center
I
want
to
come
in
and
thank
everybody
for
helping
speaking
and
supporting
their
County
facility.
We've
all
witnessed
and
are
aware
of
the
success
of
our
County
Animal
Shelter
in
five
short
months.
Our
shelter
gives
what
it
is
today
only
because
of
the
dedication
of
Craig
Olivia,
the
staff
and
volunteers
with
their
new
ideas,
the
implementing
of
new
policies
and
everybody
working
together.
E
This
formula
was
a
success
that
we
now
see.
We
also
know
the
Humane
Society
had
nothing
to
do
with
any
of
these
improvements.
If
anything,
the
Humane
Society
tried
to
downplay
and
stop
the
momentum
of
our
county
facility
for
an
organization
that
claims
they
want
to
ensure
best
outcomes
for
animals
in
our
community.
Maybe
someone
should
have
told
them
to
stop
and
think
before
they
decided
to
publicly
degrade
our
facility
and
staff
to
only
divide,
Bay
County
and
forcing
people
to
take
sides.
E
As
an
organization
advocating
for
animals,
the
Humane
Society
should
have
been
thrilled
with
the
new
status
that
our
county
facility
has
achieved.
Instead,
a
few
members
decide
to
publicly
start
a
protest
against
a
resolution
that
would
only
have
helped
the
animals.
They
also
claimed
that
more
animals
were
being
killed
under
the
watch
of
Craig.
Yet
not
one
of
them
has
ever
talked
Craig
and
not
one
of
them
was
ever
walked
into
the
county
facility,
since
Craig
has
been
there
to
ask
for
the
facts.
E
Although
Humane
Society
has
said
numerous
times
that
this
was
not
a
personal
attack
on
Craig
or
animal
control,
the
public
output
on
October
5th
was
exactly
what
it
was
Craig.
You
sat
there
and
you
listened
to
every
single
word
that
came
from
the
two
speakers
that
represented
the
Humane
Society,
and
you
knew
it
was
all
directed
at
you
and
the
facility
we
all
did
and
their
demand
a
full-time
manager.
They
also
wanted
a
person
that
was
qualified,
experienced
someone
with
fresh
ideas
and
is
knowledgeable
of
animal
welfare.
E
Jim,
the
commissioners
and
you
Kray
were
a
completely
blindsided
with
the
actions
and
words
of
the
speakers.
At
the
October
5th
Commission
meeting,
I
and
others
have
decided.
We
will
never
support
the
Bay
County
Humane
Society
until
on
a
public
apology
is
given
to
everyone
that
they
director
their
public
statements,
act
on
October
5th,
since
that'll
never
happen.
I'm.
F
E
Would
like
to
publicly
say
to
those
that
have
worked
so
hard
towards
the
success
of
the
county
facility.
None
of
you.
None
of
you
deserve
what
you
heard
in
October
5th,
Craig,
I've
known
you
for
a
long
time
and
I
know
when
you're
compassionate
about.
Then
you
give
200%
of
yourself
and
you'll
not
give
up
until
you've
accomplished
all
you've
done.
I
know
that
about
you.
You
and
your
staff
at
Animal
Control
do
not
need
the
approval
of
an
organization
that
is
stayed
totally
disconnected
until
they
think
it
might
be
more
beneficial
to
them.
E
Actions
always
speak
louder
than
words.
Us
Bay
County
residents
have
waited
a
lifetime
for
a
facility
that
we
can
be
proud
of,
and
we
finally
have
it.
I
commend
you.
Everybody
involved
that
has
finally
made
it
happen.
Craig
you
Olivia
the
staff,
all
the
volunteers,
did
it
with
dedication,
hard
work
and
a
whole
lot
of
action.
Thank
you
and
please
keep
doing
what
you're
doing
in
closing.
I
just
ask.
A
G
E
G
Is
a
specific
statutory
requirement
in
order
to
continue
with
the
tip
plan
that
currently
exists
with
vigor
need,
yet
that
notification
has
to
be
provided
20
days
prior
to
a
public
hearing
in
order
to
effectively
extend
that
plan.
The
20
days
that
works
out
to
be
from
20
days
before
November
21st?
It's
my
understanding
that
that
notification
has
not
been
sent
out.
G
I
did
see
em
aside,
counsels
an
opinion
on
this
matter
with
regards
to
whether
or
not
the
DDA
would
be
able
to
submit
a
notification
to
the
public
of
its
intention
to
extend
its
tip
plan
with
a
15-day
notice,
provision,
29
provision
and
by
a
good
reference
that
statute
to
outside
council
and
ask
for
a
written
legal
opinion
which
has
been
provided
to
the
poor.
It
is
outside
counsel
opinion,
as
it
is
my
team
that
does
not
in
fact
apply
to
the
current
coordinates,
that's
carried
by
nine-thirty
da
and
the
tip
development
plan.
G
G
H
I
Specifically
is
on
the
table
right
there
having
to
do
with
the
15
day
versus
20
day
belief,
state
carefully
hits
captcha
slur.
Thank
you.
1504
North,
DeWitt
I'm,
the
attorney
for
Manor
Township
been
back
a
touch
of
DDA,
so
the
issue
has
to
do
with
this
notice.
Provision
there
is
a
the
general
rule
is
that
it
requires
a
20
day
notice.
There
is
another
provision
MCL
one
to
five
point:
four:
two:
zero
three
B,
which
is
what
a
member
reference.
In
fact,
it
was
amber.
I
Who's
first
flagged
this
provision
to
me
and
like
amber
I,
saw
it
outside
its
all
day.
Today
they
talked
with
Matt,
give
who
came
and
spoke
with.
You
guys
was
the
prior
Oakland
County
Economic
Development
person,
there's
a
reason
why
people
like
Amber
and
I
make
a
living,
and
that's
because
you
don't
always
get
agreement
on
these
things.
I
My
plan
for
the
amendment
was
not
published,
posted
or
mailed
at
least
20
days
before
the
hearing.
If
the
notice
was
published
or
posted
at
least
15
days
before
came
here,
there's
that
some
other
language
referencing,
that
this
section
applies
only
to
ordinances
adopted
by
municipalities
before
February,
1st
1991.
I
So
in
1991
you
have
a
change
in
prior
to
1981
was
different
notice
provision.
That's
one
of
the
issues.
The
other
issue
is
that
DDA's
that
were
adaptive
prior
to
1991,
don't
sauce
out
wrong.
They
continue
in
existence
forever
until
they
are
done
away,
and
so
there
are
some
special
provisions
that
fall
under
this.
We
happen
to
be
a
DDA
that
existed
in
1989,
that's
when
it
was
first
established,
and
we
are
a
community
of
50,000
or
less
clearly
and
therefore
I
believe
that
any
action
that
has
taken
can
be
ratified
with
15
days
notice.
I
Those
notices
went
out
of
effect,
I'm
surprised,
but
tell
me,
did
we
get
it
today
because
they
all
went
out
yesterday
so
that
we
could
meet
the
north's
provisions
for
our
meeting.
21St
of
November
tiffen
expires
those
when
all
certified
mail
to
be
taxing
authorities,
regular
mail
to
all
of
the
properties
and
was
paid
to
be
published
twice
within
the
right,
correct
time
frame
so
again,
I
understand
the
issue
that
is
being
raised.
I,
don't
know
that
there's
general
consensus
that
that
is
the
case.
I
understand
that
maybe
her
opinion
I
differ
in
the
opinion.
I
I
believe
that
the
15-day
notice
provision
can
apply
because
we
do
happen
to
fit
under
this
unique
situation:
hi
I'm
the
reference
for
thee,
for
example.
The
fact
that,
in
the
agreement
that
you
have
before
you
there's
language
in
there
that
talks
about
the
concept
of
terminating
the
DDA
at
the
end
of
a
ten
year
at
the
end
of
the
next
ten
years,
which
is
something
that
quite
frankly,
would
not
happen.
I
Other
then,
if
it's
agreed
to
here,
because
our
deviate
can
go
on
in
perpetuity
because
it
never
sunsets
and
so
that
there
are
special
provisions
for
DDA's
created
before
the
next
one.
And
whether
or
not
this
statute
is
simply
talking
about
trying
to
I
think
I'm,
pretty
sure
that
what
and
those
opinion
says,
is
that
this
is
dealing
with
actions
taken
before
1991
and
saying
what
will
ratify
and
if
he
didn't
follow
all
these
20-day
notice
provisions
and
everything
else.
But
we've
had
a
minute.
I
Dda,
that's
been
in
existence
for
all
that
period
of
time
and
I.
Don't
believe
that
the
statute
would
be
necessary
for
that
purpose,
and
so
I
do
believe
that
we
fit
under
the
terms
of
the
statute
and
I
believe
that
you
take
the
action
to
approve
this
today,
that
we
can
approve
ours
and
our
special
meeting
that
is
set
up
for
the
21st
and
that
we
can
continue
to
move
on
with
our
15-day
notice.
A
Mr.
Sisler
I
have
a
question
for
you.
As
amber
said,
there
was
myself
and
two
other
commissioners
and
in
mr.
Raleigh
supervisor,
Raleigh
we're
at
these
meetings
and
even
I,
don't
probably
have
got
two
months.
Why?
The
last
minute
she
made
a
dedicated
effort
to
get
all
of
you
I'm
a
dedicated
phone
calls
to
mr.
Raleigh
and
a
personal
conversation
face-to-face.
He
said
he
tried
to
call
you
and
you
weren't,
even
available
for
a
couple
of
days,
so
all
of
a
sudden
now
we're
in
we're
trying
to
like
push
this
on
to
the
county.
A
I
I
The
notice
provision
specifically,
is
something
that
did
not
occur
to
me
because
I
was
not
drafted.
Everybody
divided
them
of
the
some
of
the
drafting
of
this
and
I
appreciated
the
fact
that
that
happened.
The
things
that
I
drafted
did
not
require
the
same
provisions
and
we're
not
required
by
the
20-sided,
and
so
the
the
issues
having
to
do
with.
We
have
between
remove
some
properties
from
the
DDA.
There
were
some
other
things
that
we
did
and
we
published
those
things
and
did
what
you'd
be
done
for
the
ordinance.
I
So,
yes,
it
is
something
that,
quite
frankly,
I
wish
that
we
could
go
I,
hadn't,
read
there
or
two
weeks
ago
or
whatever
it
might,
then
that
I
would
have
realized.
This
I
didn't
realize
that
this
particular
thing
was
something
that
was
going
to
fall
upon.
My
fall
I'm,
not
don't
I,
don't
want
to
blame
that
on
anybody
else.
Michael,
but
I
believe
that
this
is
a
saving
provision
that
will
you.
A
F
I
G
I
G
G
G
G
G
G
J
No
final
order,
mr.
chairman,
if
there
is
no
motion
on
this
resolution,
then
no
action
is
taken.
Is
that
correct,
that's
correct,
so
my
thought
is,
is
we'd
have
unless
someone
has
the
will
to
do
so?
No
motion
comes
out
and
a
later
date.
If
something
can
be
resolved,
I'm
sure
that
we'll
see
it
because
we
have
time
to
add
to
put
into
console
statements,
Thank
You.
K
Mr.
Morelle
Thank
You
mr.
chairman
I,
just
like
to
say
to
the
board
on
the
chair.
If
you
know
if
there
is
a
way
to
salvage
this,
even
though
you
know
a
deadline
was
missed
at
this
point,
the
Banger
DDA
has
a
solid
track
record
with
the
county
have
been
very
generous
for
the
years
and
their
pastors
and
I
know
a
lot
of
us.
K
You
know
worked
on
this
year
to
try
to
find
a
middle
ground,
so
they
could
continue,
and
it's
my
hope
that
you
know
that
hopefully
Scott
you
can
meet
that
15-day
deadline
and
if
no
action
is
taken
the
day
assume
we.
If
you
can
meet
that
deadline
requirement,
then
it
could
come
back
and
favorably
approve.
What
was
work
worked
out.
Thank.
G
C
G
You
you
cook,
the
problem
that
you
run
into
is
that
the
new
tip
that
is
proposed
is
going
to
have
to
comport
with
the
agreement
that
you
have
basically
reached
here.
If
it
doesn't,
then
you
can
object
and
opt
out
of
the
tip
100%.
You
have
an
opportunity,
within
60
days
after
the
public
hearing
as
a
county,
to
opt
out
of
the
tip
and
not
have
any
of
the
county's
taxes
in
action.
G
Period
of
time
to
reconsider
certainly
could
be
referred
to
to
next
week,
full
board
meeting
to
bring
it
up
at
that
point
in
time
see
if
the
15-day
requirement
has
been
met,
if,
in
fact
wanted
to
a
requirement,
a
legal
opinion
that
I
received
from
outside
counsel,
because
I
wanted
to
ensure
that
this
was
not
this.
My
interpretation
of
the
statute.
H
G
G
If
anyone
else
were
to
challenge
the
tip
based
on
that
notification
grounds,
they
would
have
the
same
basis
to
challenge
the
tip
at
some
point
in
time.
If
the
county
does
not
believe
that
any
revenues
should
be
captured
by
the
DJ
of
county
funds,
the
county
can
simply
opt
out
or
any
party
who
is
attack.
The
entity
could
bring
action
to
have.
L
We
should
hurry
I'm
getting
them
aboard
with
inertia.
Let's
use
I
use
they're
getting
to
be
confusing.
So
if
this
is,
this
is
put
off
there
like
this
demotion.
If
it
comes
back
up
again,
they
would
have
to
stop
by
bison
requirements
that
in
the
original
agreement,
you
know
that
that
you
know
that
we
would
agree
to
the
same
things
that
were
there
first
time,
but
if
they're
not
complying
with
them,
if
they
then
comply
with
it
with
the
legal
opinion,
they
really
wouldn't
make
any
difference.
That's
why
I
could
use.
A
We
have
motion
support
any
comments.
I
have
one
I
think
this
is
a
great
fantastic
way
that
you
know
and
things
that
Craig's
been
doing
out
there
and
the
staff.
It's
not
just
one
person
and
I
think
the
humane
society
owes
mr.
googly
and
the
staff
a
huge
apology
for
their
ridiculous
remarks,
directed
at
them
at
the
last
meeting
they
had
many
emails
and
phone
calls
to
me.
A
There
was
you
know
just
because
I,
don't
think,
counting
I,
don't
know
what
the
holds
on
obesity
and
stuff,
but
I
do
alright,
so
they
were
slaying
it
because
they
had
an
interest
other
than
the
animals,
a
lot
of
them
all,
but
two
again
they're
all
done
donating
to
the
Humane
Society,
so
they
said
well.
What
are
we?
How
do
we
donate
to
the
center?
So
I
got
that
set
up?
A
You
can
make
out
your
checks
to
the
bait
County
Treasurer
and
in
the
end
down
in
the
memo
portion,
put
Bay,
County,
Animal,
Services
and
adoption
center.
That
would
be
a
specific
line
item
for
the
center
and
it
will
not
go
to
general
fund.
This
is
not
gonna.
Go
to
fund
some
pie
in
the
sky,
dream
of
having
a
petting
zoo
and
all
this
and
real
estate.
K
K
So
what
I'd
like
to
do
is
I
see
a
lot
of
volunteers
at
the
animal
shelter
here
today,
and
we
appreciate
you
short
now,
I
just
like
to
give
the
board
and
those
in
the
audience
I
guess
might
take,
and
what
our
role
is
and
in
Bay
County
in
terms
of
providing
animal
services
and
also
adopting
every
animal
that
would
possibly
can
there
are
distinctions
between
a
non-profit.
K
It
was
society
or
third
third
party
type
organization
versus
a
taxpayer-funded
shelter
which
is
certified
by
the
Michigan
Department
of
Agriculture
and
requires
you
know
a
lot
of
additional
responsibilities
placed
on
accounts
that
operate
them.
So
I'll
I
have
some
prepared
remarks
over
like
this
year
and
want
to
apologize.
K
They
have
done
procedure
and
I
have
a
little
issue
here
with
enunciated
everything,
but
I
would
like
to
share
what
the
thoughts
that
I
put
down
the
bait,
County
Animal,
Services
and
adoption
center
is
the
multi-faceted
facility
that
also
serves
quasi
law
enforcement
and
code
enforcement
purposes,
unlike
private
shelters
run
by
the
Humane
Society
in
any
other
nonprofit,
which
you
have
many
throughout
the
state
of
Michigan
be
CAS
s.
Ac
is
required
to
follow
and
enforce
policies
and
procedures,
as
required
by
law
that
are
not
contemplated
by
nonprofit
entities.
K
Animal
Services
is
required
to
euthanize
animals
when
the
welfare
of
our
citizens
is
in
jeopardy.
For
the
health
of
the
animal
requires
that
these
things
specifically
set
us
apart
from
nonprofit
locally
run.
Community
groups
such
as,
if
you
main
society
which
not
a
member
of
and
have
been
for
a
number
of
years,
while
our
goals
are
the
same,
the
regulations
are
different
for
each
organization.
K
K
He
has
made
significant
changes
and
improvements
that
even
the
humane
society
have
recognized
the
PES
recognize.
This
includes
dramatically
increasing
donations,
adoptions,
community
events
in
implementing
all
the
best
practices
that
were
not
previously
implemented
pregnant,
isn't
an
exempt
or
an
at-will
employee,
meaning
that
he
has
not
paid
overtime
for
the
hours
that
he
puts
in
preg
puts
in
many
many
hours
after
work
and
on
the
weekends
at
Animal
Services,
his
wife
and
kids
enjoy
helping
the
animals
during
their
free
time
as
well
practice.
Dedication
to
animal
there
is
indisputable.
K
The
current
budget
allows
for
a
part-time
manager,
which
would
not
be
able
to
work
over
twenty
nine
hours
per
week
due
to
health
insurance
rules
under
the
Affordable
Care
Act.
If
the
board
would
approve
a
full-time
manager
which
has
not
happened
or
certainly
not
been
an
infant
inflammation
to
do
so.
Historically,
a
cap
is
at
40
hours
for
full
time
because
of
overtime
requirements.
Kraig
is
already
putting
in
more
than
the
40
hours
a
week
at
the
shelter,
even
while
managing
his
other
duties.
K
This
reorganization
will
remove
some
of
his
current
duties
to
allow
him
to
focus
on
the
shelter
even
more
than
the
already
does.
Overseeing
the
animal
services
and
adoption
center
also
includes
the
responsibility
of
managing
several
employees,
who
are
a
part
of
different
union
contracts,
as
well
as
the
financial
aspects
of
the
day-to-day
operations
using
bait.
County's
financial
software
in
following
county
policies.
Franco
already
has
experience
with
the
financial
software
and
managing
these
employees,
which
will
further
the
goal
of
a
smooth
transition
into
permanent
leadership
at
the
shelter
there's
an
animal
lover
myself.
K
I
know
this
is
the
right
path
to
give
our
animals
the
best
care
possible
continue
to
achieve
our
no-kill
status
year
after
year.
Support
our
Animal,
Services
employees
and
volunteers
to
ensure
the
animals
are
getting
the
care
they
deserve
in
our
community
partners.
The
confidence
that
we
will
continually
put
animal
welfare
at
the
very
top
of
the
priority
list,
always
thank.
A
B
Resolution
2019
252
Commissioner
Vaughn
begin
where,
as
November
11
2009
at
11:00
a.m.
we'll
marked
the
101
years
since
the
official
end
of
World,
War
1,
the
so-called
war
to
end
all
wars
and
whereas
the
11th
hour
of
the
11th
day
of
the
11th
month
each
year,
celebrated
originally
is
Armistice
Day
and
now,
as
Veterans
Day.
B
The
United
States
of
America,
therefore
be
it
resolved
that
the
bay
County
Board
of
Commissioners
recognize
all
veterans
who
has
selflessly
served,
who
has
continued
to
selflessly
serve
their
country
to
protect
us
and
our
freedom
assigned
Vaughn,
megak,
third
District,
County,
Commissioner
and
entrance
of
fair
community.
Thank.
A
G
This
report
may
have
I
have
put
in
front
of
you
a
lot
of
information
on
very
short
notice,
because
I
wanted
you
to
have
all
of
the
numbers.
It
will
be
relatively
easy
for
man
to
break
it
down
and
to
explain
to
you
the
situation,
but,
as
you
know,
we
entered
into
a
memorandum
of
understanding
early
2018
for
the
purposes
of
receiving
tax
credits
to
basically
renovate
center
Rachel
farms.
G
G
We
can
submit
an
application
by
this
Friday
to
receive
alternate
funds
through
Michigan
in
order
to
make
this
project
happen.
At
the
end
of
the
day,
the
county
will
see
over
a
period
of
time,
approximately
1
point
an
unrestricted
revenue
from
the
renovation
of
Senator
jars.
If
this
deal
is
to
be
approved,
Oh
such
a
current
projections
that
we
have
are.
M
G
G
To
have
late
work,
Sheriff,
sign
and
amended
Emily
I
have
to
be
the
new
resolution
normally
and
design
an
MoU,
which
is
why
I
had
to
come
back
before
the
board.
However,
since
we
were
coming
back,
I
wanted
you
to
be
able
to
ask
man
any
questions
that
you
had
with
regarding
Howard,
who
prepared
to
how
we're
going
to
get
the
funding
for
that
project
and
why?
It
is
that
we're
going
a
different
route
rather
than
the
original
and
mortgages.
G
G
Really
did
as
well
because
the
opportunity
to
apply
for
this
funding
actually
just
occurred,
I
think
on
Friday
Friday
afternoon.
So
what
we
did
manage
to
it
was
put
to
memo
use
together.
Torrio
I
have
supplied
you
with
the
copy
up
to
prior
MOU
and
the
new
energy
you.
So
you
can
see
what
changes
are
made.
The
highlighted
provisions
up
that
under
you
reflect
those
changes.
They
are
none
substitute
non
legal
changes.
G
C
Commissioner
Coonan
I'll,
listen,
but
I'm,
not
improving
anything
today
period.
I,
don't
think.
We've
got
a
big
problem
out
there.
We
get
money
from
the
feds
annually
for
recapitalization.
That's
not
a
big
problem
out
there,
but
to
get
this
drop
to
get
this
dropped
on
us
today.
I'm!
Not
approving
that,
but
I'll
be
more
than
happy
to
listen.

A
K
A
N
Sat
in
the
front
row,
probably
since
I
got
married
about
20
years
ago,
hey
I
can
recap:
Who
I
am
I've
been
in
Bay
County
in
business
as
an
owner
of
a
many
number
of
developments
in
Bay
County
from
big
city
to
Hampton,
to
Bangor
Township,
fully
compliant
in
full.
Our
firm,
my
firm
houses
about
30,000
residents,
we've
never
had
foreclosure
or
workouts,
where
a
large
team
of
construction
management
and
ownership
and
compliance
Friday.
N
Last
week
we
received
the
green
light
from
Missha
also.
At
the
same
time,
we
received
the
approval
from
the
director
for
the
state
of
Michigan
from
HUD
that
we
are
able
to
proceed
with
the
addendum
by
the
Housing
Trust
Funds
to
be
the
bridge
for
the
Center
Ridge
arms
with
a
Misha
direct
loan
along
with
some
soft
sources
through
the
Housing
Trust
Fund
federal
dollars.
We
now
have
the
ability,
through
a
working
pro
forma,
to
meet
the
HUD
and
Mishnah
guidelines
and
expectations
to
now
to
be
able
to
put
together
the
tax
credit
application.
N
The
tax
credit
application
is
a
4%
direct
loan
through
Mishnah.
This
loan
is
going
to
be
able
to
revitalize
and
secure
new
sources
of
funding
for
approximately
point
four
million
dollars
of
immediate
capital
improvements
along
with
$700,000
for
replacement
reserves.
Our
company
is
going
to
be
posting
all
guarantees.
All
compliance
and
asset
management,
Bay
County
will
be
able
to
maintain
full
control
of
the
asset
with
me
as
the
guarantor
and
you,
as
the
manager
will
be
performing
the
asset
management.
N
This
was
sprung
on
me
and
Friday
with
opportunity
that
there
enough
violence,
which
is
highly
unusual
permission
to
be
able
to
allocate
nearly
three
million
dollars
of
Housing
Trust
Funds.
Today
I
met
with
two
of
the
three
directors
of
Mishnah.
This
morning
in
Lansing,
we
walked
through
the
Performa
again
HUD
Steve
Gordon
was
giving
Doug
Gordon
the
director,
the
state
director
for
HUD,
is
in
full
agreement
on
the
new
program,
streamlined
rad
for
the
rental
subsidy,
the
average
household
medium
income
living
at
Senator
Ridge
arms
is
approximately
$13,000
per
household.
N
This
development
is
in
need
of
modernization.
It's
in
need
of
green
components.
Yes,
there
is
federal
assistance.
However,
the
reason
for
rat
is
to
secure
for
the
ongoing
perpetuity
success
of
the
development,
therefore
similar
to
Maplewood
manner
that
I
did
guarantee
and
put
in
place
with
maple
in
mana
with
the
big
city,
Housing
Commission
different
from
our
other
market
rate
developments.
N
We
went
through
the
same
program
with
the
Bay
City
Housing
Commission
and
now
looking
to
do
same
for
the
County
Housing
Commission
we're
looking
at
what
our
full
application
in
the
readiness
to
proceed
on
every
financial
fund
this
coming
Friday.
Since
this
announcement
has
been
brought
to
me
Friday
at
last
week.
We
since
met
with
the
Hampton
Township
team,
where
we've
been
working
on
the
payment
in
lieu
of
tax
for
renewal,
of
that
specific
particular
specific
ordinance.
N
We've
since
now
came
up
yesterday
to
also
meet
and
then
I
think
last
night
I
was
asked
that
I
might
be
needed
for
some
question.
Our
team
is
probably
going
to
be
putting
in
well
over
an
additional
hundred
hours,
putting
together
this
full
readiness
to
be
superseded.
Tax
credit
application,
it's
a
foot
thick.
It
shows
environmental
market
studies,
property,
comprehensive
needs,
assessments,
equity
letters.
It
shows
where
everything
needs
to
be
balanced
cost
certified
by
the
attorney
Mista
and
HUD,
along
with
our
banks.
N
This
is
going
to
be
a
davis-bacon
prevailing
wage
development
that,
for
our
costs,
are
a
little
higher.
Obviously,
but
my
love
and
passion
for
Fayette
County
as
I've
been
here
with
40
million
dollars
of
assets,
the
county
will
be
our
preference
for
the
lenders
who
will
be
servicing
the
construction
for
the
rehabilitation.
N
Gentlemen,
ladies
I
am
totally
open
for
tours
to
show
you
what
was
done
at
Maplewood
Manor,
also
to
show
you
how
we
are
fully
compliant
with
rental
registration
bills
and
everything
for
the
to
Midland
Manor
developments
that
we
own
the
or
tree
Manor,
the
village
square.
The
show
window
raven
web
developments
that
we
own
in
bay
county,
we're
here
today
to
ask
you
this
short
wig.
I,
totally
understand
your
frustration
for
this.
Last
minute,
it
was
not
easy
to
go
to
mr.
Barcia
and
amber
to
explain
this
short
way.
N
There
been
a
many
number
of
calls
with
working
with
HUD
and
their
stunts
and
meetings
with
debate,
county
team
at
the
executive
level
to
now
get
us
to
where
we
go
to
act
today,
we
hope
to
submit
a
tax
credit
application.
This
Friday
we're
looking
to
get
that
application
approved
in
about
the
next
60
days,
we're
looking
to
go
to
the
board
of
Michigan.
N
F
N
N
Coming
in
today,
scrubbing
your
expenses
compared
to
our
responses
to
come
up
with
the
appropriate
and
that
operating
income,
along
with
having
the
operating
deficit
reserves
appropriate
replacement
reserves
to
see
through
for
the
next
20
years,
to
be
able
to
provide
the
best
service
best
practice
for
unit
terms
and
to
be
able
to
maintain
what
appears
to
be
the
average
agent,
approximately
58
age,
58
of
all
of
our
residents,
the
state
definition
it
is
55
or
elderly
federal
is
62.
We
would
be
abiding
by
the
state
age.
N
55,
obviously
seniors
are
our
preference,
but
this
will
still
remain
a
family
development.
They
are
having
to
move
like
NASCAR
on
renewal
of
the
end
of
you
to
submit
as
lankan
12
in
our
operating
in
our
tax
credit
application
case.
This
tax
credit
application
has
the
first
phase
of
approximately
33
exhibits,
one
that
will
be
green.
N
We
are
environmentally
clean
or
not.
We
need
a
remediation,
whether
it's
up
to
you
or
you
care
plan
to
certification
of
the
scope
of
work.
You
know-
and
it
just
goes
on
and
on
from
there.
So
this
by
no
means
is
a
a
sale
right
now
we
can
happily
break
down,
give
tours
and
driving
through
with
their
stuff.
With
on
what
we
are
attempting
to
do
now,
the
promises
made
are
being
kept
from
back
from
2018,
but
now
we
have
the
reality
of
being
able
to
restabilized
this
development.
N
We're
excited
for
this
and
again
we're
providing
all
guarantees
for
compliance
and
financial
to
this
development
without
getting
the
MOU
signed
by
no
means
of
my
threatening
or
anything
like
that.
This
will
not
happen.
The
redevelopment
of
senator
rich
arms
right
now
there
might
be
a
new
program
because
there's
been
new
programs
that
have
since
been
introduced
when
we
first
came
into
this
program,
the
modified
bond
passed
through
four
percent
bonds
or
a
three
point,
two
four
percent,
not
today
they're
at
three
point:
seven
percent
less
value.
N
Therefore,
more
equity
is
needed
so
today
we're
at
a
prime
position
to
be
able
to
capture
some
initiative
dollars
with
under
the
811
Housing
Trust
Fund
dollars
through
the
federal
government
along
and
doing
the
streamline
program
through
HUD.
A
lot
of
this
is
very
important,
but
again
more
than
willing
to
sit
down
the
tour
and
to
driving
group
what
we're
doing
with
initiative,
what
we're
doing
with
public
for
the
restabilization
of
Senator,
adjourned,
I,
understand
that
aesthetically,
it's
breezy
and
it
smells
nice.
N
N
Now
we
will
be
putting
together
the
plans
and
specs,
along
with
the
county
working
with
the
Hampton
Township
folks
for
fire
panels
or
security
runs
fire
safety
police
we're
going
to
be
working
together
on
the
scope
of
work
and
obviously
the
nailing
down
part
Bay
County
construction
team
who
can
work
on
this
development?
That's
completely
understood
with
me
and
again
the
davis-bacon
prevailing
wage,
so
team,
Bay
County.
What
I'm
asking
to
do
is
to
renew
the
Emily
I'm
looking
to
include
that,
as
my
exhibit,
the
partnership
is
51,
the
accounting
49
MHD.
N
My
team
thinks
we're
nuts
because
we're
doing
a
hundred
percent
of
the
work,
and
yet
we
are
posting
all
these
guarantees.
Recognizing
there
will
be
a
lot
of
asset
management
assistance.
I
am
here.
My
family's,
been
here
in
Bay
County
for
over
a
hundred
years.
I
might
not
live
here.
My
family
still
does
live
here,
coincidentally,
and
their
business
owners
in
this
community
I
am
here
because
they
were
here.
My
grandparents
were
here.
My
parents
were
here
and
not
or
here
how
about
some
questions.
M
N
I
miss
this
Friday
I
won't
be
back
and
I'm,
not
selfishly
saying
that
it's
not
because
of
our
workload.
All
of
our
developments
that
we're
doing
throughout
the
country.
It's
just
that
the
Housing
Trust
Fund
opportunity
that
window
is
so
small
and
again
if
we
were
to
break
up
into
teams,
I
can
easily
start
wheeling
you
over
to
the
state's
to
the
mission
up.
N
I
can
wheel
you
down
to
Detroit,
so
you
can
pair
everything
learn
everything
firsthand,
so
the
promises
made
are
going
to
be
kept
by
me
with
our
organization
to
benefit
you
I
would
be
ecstatic,
so
you
can
start
to
understand
what
grad
streamline
before
%
HT
ecstatic
to
start
to
learn
that
compliance.
The
reason,
the
rationale
why
HUD
is
so
whittling
to
restabilized
this
asset
when
the
media
meetings
starting
after
Brian.
A
C
N
N
Can
answer
that,
for
you,
the
pro
forma,
that's
being
vetted
by
all
parties
right
now
has
a
developer
fee
of
1
million
15,000
that
would
be
split
50-50,
with
an
escalation
factor
of
3
percent
for
the
management
fee.
That
management
fee
with
the
county
starts
out
at
53
thousand
dollars
per
year.
This
pro
forma
also
includes
all
administrative
maintenance
salaries
for
the
development.
N
There
will
be
some
new
software
to
put
in
produce
because
Mishnah
has
certain
software
requirements,
as
does
HUD
that
currently
does
not
exist,
but
the
cash
flow
with
the
operating
deficit
resumes
with
the
operating
surance
reserves.
With
the
four
months
assurance
there
will
be
six
hundred
twenty
eight
thousand
dollars,
but
reserves
to
ensure
that
the
property
does
not
go
negative.
Cash
flow
wise,
currently
family
nurtures
exact
the
executive
director
operations.
Existing
right
now
has
approximately
how
much
not.
N
N
O
Right
now,
our
cash
flow,
so
we'll
speak
our
operating
subsidy,
which
includes
the
best
amount
of
capital
that
separate
this
is
just
for
the
operations
of
the
building.
This
also
pays
for
our
salaries.
This
also
pays
for
all
other
fees
contracts
that
we
enter
into
our
auditors.
Our
insurance,
also,
our
retirees
benefits,
is
for
this
year.
One.
N
So
the
deck
coverage,
what
I'm
trying
to
share,
because
again
it
looks
pretty
okay,
the
smell
is
pretty
right,
a
break-even
one
point
of
debt
coverage
where
we
are
honoring
today
to
a
1.15
debt
coverage,
so
it'd
be
helpful
to
break
apart
into
groups
into
teams
for
the
willingness
to
learn
about
the
coming
future
success
of
what
should
be
expected
to
be
happening
for
and
what
to
expect
when
it's
ready.
So
I
apologize
coming
to
you
for
last
minute.
F
N
Get
to
this
opportunity
right
here,
so
I
totally
understand
the
frustration
organization,
but
I
just
need
to
be
understood,
not
just
trust
me,
but
as
a
Bay
County,
neither
investor
in
Bay
County
that
I
need
this
MOU
to
be
able
to
submit
our
application.
Come
Friday
come
Monday.
I
am
more
than
willing
to
start
wiggling
everybody
around,
coincidentally,
with
Hampton
Charter
Township.
There
will
be
tours
we'll
be
walking
through
cash
flow
will
be
walking
through
projections,
and
this
again
is
all
certified
by
both
and
mishko.
Yes,
I.
M
N
L
J
A
K
And
that
is
along
with
LaVon.
We
have
an
open
house
which
director
gullet
has
arranged,
and
we
hope
that
a
lot
of
people
stop
by
first
floor
to
do
veterans
office
on
Friday
and
if
you
haven't
seen
the
renovations
think
you'll
be
pleased.
The
veterans
we've
talked
to
are
seem
very,
very
happy
with
the
upgrade
and
renovation.
Oh,
there
are
office
space
in
the
county.
