B
C
All
right
tell
me.
C
A
A
C
Thank
you,
mr
chair.
I
just
wanted
to
update
the
commission
that
there
has
been
an
offer
made
for
the
emergency
relief
coordinator
position
and
that
that
individual
is
currently
working
on
paperwork
and
those
pre-employment
type
things.
So
hopefully
we
should
get
him
up
and
rolling
relatively
quickly.
I
just
wanted
to
update
the
commission
as
to
the
status
of
that
position.
C
Hours
can
be
up
to
29,
they
don't
have
to
be
29,
but
they
can
be
up
to
29
hours
a
week,
and
so
we
will
work
through
we
that
person-
and
I
we've
had
conversation
and
they'll-
be
in
the
office
four
days
a
week
and
assisting
mostly
for
the
mornings
and
then
covering
a
time
when
mark
would
need
you
know
for
lunch
and
those
types
of
things
so
it'll
be
it'll,
be
nice
to
have
another
entity
and
body
in
the
office.
C
F
Just
a
couple
of
quick
things:
actually,
I
have
to
check
the
mail
before
I
came
up
and
I
have
the
paperwork
for
taoist
bay,
so
that
can
I
maybe
move
forward.
I've
also
passed
out
the
statistics
for
the
last
quarter
for
the
first
quarter
of
the
year.
F
F
I
just
wanted
to
point
out
under
what
did
we
call
it
file
reviews
so
normally
when
we're
in
the
in
a
claim
and
we're
looking
at?
What's
going
on
we're
doing
a
file
review,
we're
looking
at
denials,
we're
looking
at
various
things
to
see?
What's
the
status?
What's
going
on
with
the
claim,
so
one
of
the
things
we
looked
at
one
of
the
projects
crystal
and
I
were
working
on
before
she
departed
county
was
looking
at
the
system
that
we
use.
F
F
F
There
were
seven
final
ones
that
we
could
not
make
a
determination
based
on
records
that
were
in
the
system
of
what
their
wartime
period
was.
F
So
we
have
changed
within
that
system,
we're
strictly
looking
at
it
for
statistic-wise
to
look
at
how
many
veterans
do
we
have
that
were
in
that
period
that
were
currently
or
were
in
our
system
at
the
time.
So
we
have
rearranged
the
420-ish
into
a
correct
period
of
time
either
a
wartime
vietnam,
which
there
were
a
lot
of
that
were
not
marked
as
such
or
gulf
war,
which
there
were
a
lot
of
them,
marked
as
non-applicable
and,
like
I
said
other
than
the
seven
that
we
have.
F
We
truly
could
not
make
a
determination
based
on
our
access
to
va
and
our
access
in
in
the
veterans
effect
system.
So
that
was
one
of
the
so
you'll
notice
on
there.
We
did
a
whole
lot
of
file
reviews
this
first
quarter.
Normally
we
just
it's
not
a
pig
number
like
517,
but
we
went
through
a
lot
of
them
and
then
we
looked
further
at
the
ones
where
there
were
duplicate
entries
within
the
vietnam
period,
because
we
were
trying
to
look
at
presumptus
three
new
presumptives
for
va.
F
So
we
looked
at
all
of
the
vietnam
records
that
were
had
duplicated
records
within
the
system
that
had
more
than
one
and
yes,
there
are
folks
who
did
multiple
periods
in
vietnam.
Okay,
that's
a
legitimate!
Why
there
should
be
two
military
records.
F
A
lot
of
them
were
either
it
was
a
blank
record
and
then
the
vietnam
chosen-
or
it
was
a
duplicate
of
the
exact.
So
during
the
system,
conversion
or
some
other
reason,
so
we
have
changed
all
those
to
be
so
we
get
a
better
number
and
I
I
would
give
you
a
number,
but
unfortunately
it
changes
every
day,
as
do
we
find
another
record
or
we
had
access
to
a
record
that
was
originally
ours.
F
So
I
don't
have
a
good
number
and
unfortunately,
I
wanted
to
look
at
each
of
the
vietnam
records
to
make
sure
there
are
just
way
too
many
records
within
each
of
those
categories,
either
world
war
ii,
which
we're
losing
a
lot
of
the
vietnam
or
any
other.
So
I
have
looked
at
the
gulf
war
ones
any
of
those
within
oif,
oef
and
gulf
war.
To
be
sure,
those
were
at
least
correct
and
then
any
record
that
we
then
bring
up.
Now
I
check
military
service.
F
To
be
sure,
it
is
correct
that
there
aren't
duplicate
or
erroneous
errors
inside.
So
that's
one
project
that
we've
but
going
back
to
look
at
what's
already
in
that
system,
is
just
going
to
be
a
huge
undertaking.
We
simply
don't
have
time
or
staff
for
so
we're
just
going
to
have
to
as
we
go
forward
correct
as
we
see
either
a
duplicate
or
a
or
a
blank
record
and
try
as
best
we
can
to
correct
that
system.
F
So
that's
the
statistics
we
have
from
there,
so
we
will
go
forward
then,
with
the
record
statistics
and
then
just
so
we
know
we
do
have
this.
Finally,
so
whenever
we
want
to
get
going
on
and
I'll
sign
this
in
the
morning
and
we'll
get
this
upstairs
to
get
processed
so
that
they'll
have
a
completed
record
and
a
vendor
id
so.
B
B
F
1St,
I
believe,
a
55
through
of
75
correct
boots
on
the
ground
strictly
for
and
the
only
change
that
was
for
was
for
pensions
for
non-service,
connected
pensions,
and
the
change
was
strictly
if
you
were
boots
on
the
ground
in
that
time
period,
when
of
course,
no
one
was
in
vietnam
or
any
of
that
area
at
that
time.
So.
A
The
blue
blue
over
navy,
blue
water.
F
It
could
be
yes,
so
it
just
there's
going
to
be
a
few
cases.
I
don't
have
any
that
I
know
of
there
were
two
that
I
knew
of
and
they're
still
they
were
not
boots
on
the
ground
in
that
area.
At
that
time,
because.
F
Service
connected
pension,
correct
and
for
those
non-service
connection
pen
non-service
connected
pension
is
a
pension
that's
available
through
the
va
for
a
financially
needy
person
who
is
above
the
age
of
65,
financially
needs
and
meets
the
threshold
requirements
or
is
below
those
requirements.
So
generally,
social
security
throws
them
out
of
that
route
unless
they
have
a
lot
of
medical
expenses.
F
Bladder
cancer
and
hypertension,
the
three
new.
F
F
A
F
And
those,
I
think,
are
becoming
harder
than
the
other
just
proving
because
they
don't
have
presumptive
diseases
associated
with
burn
pits.
Okay,
you
were
exposed
because
you
were
working
the
burn
pit,
but
there's
nothing.
You
know
you.
The
burden
of
proof
then
falls
to
you
to
make
that
to
the
va
that
you're,
whatever
a
b
and
c,
are
related
because
you
had
access
to
burn.
A
Naco
national
association
of
companies
has
passed
an
interim
resolution
about
burn
pits,
asking
the
va
to
consider
making
a
presumptive
diagnosis
and
they'll
go
to
their
full
meeting
in
the
summer,
which
they're
planning
on
having
by
the
way
in
person,
but
they
moved
from
austin
texas
to
maryland
so
yeah
all
right.
Thank
you.
Any
other
questions
from
our
all
right.
G
G
G
Douglas
ruth
douglas
at
that
time
came
in
and
told
the
dba
that
they
were
taking
the
well
obvious
replication,
but
a.
G
H
A
F
Actually,
I
think
they
call
it
the
airborne
hazard
or
not
the
airport.
The
agent
orange
registry
is
what
they're
calling
it
these
days.
There's
also
one
for
airborne.
Exposures
burn
pits,
so
they
do
those
are
still
going
on.
They
still
have
those
they
still
run
tests.
What
the
va
does
with
that
data,
I
can't
say,
unfortunately,
it's
out
of
my
realm
of.
G
F
G
My
name
is
manually
lopez,
senior,
4330,
patterson
road
basin.
A
The
reports
and
resolutions
emergency
relief-
I
don't
know
if
mark-
wants
to
present
this
just
for
us
to
without
a
lot
of
detail.
A
We've
all
had
a
chance
to
talk
to
mark
about
these
two
cases
that
they've
and
they've
requested
confidentiality.
You
know,
maybe
we
need
to
ask
amber
how
to
proceed.
It's
like
we're
coming
out
of
a
closed
session
into
open
session,
were
thinking
about
just
taking
a
vote
on
the
two
cases.
F
A
E
A
I
can't
support
it
so
be
up
to
you,
mr
tim.
Just
I
support
it
any.
I
guess
we
can't
really
discuss
it
since
so
the
motion
is
3
500
for
number
one
that'd
be
through
the
well
used
to
be
the
soldiers
to
sailor
relief
fund.
But
now
it's
it's
our
committee.
It
has
a
responsibility,
probably
should
do
a
roll
call,
roll
paul
vote,
craig.
A
A
B
So
let's
go
to
number
two
and
this
amounts
a
little
bit
higher.
H
E
H
Just
is
this
based
on
reverend
campbell's
petition
yeah.
A
Yes,
it's
from
reverend
charles
campbell
who's,
a
member
of
the
american
legion.
It's
the
chaplain
there.
E
I
have
a
letter
or
email
from
mike
perkins.
He
couldn't
be
here,
but
he's
the
one
that
has
probably
the
best
handle
on
how
many
flags
were
available
at
the
legion.
He
said
currently,
there's
11
full
boxes
of
new
flags
for
perk,
rows,
11
pros
and
he
says,
there's
11
boxes
of
flags
that
have
been
used,
which
has
dirt
markings
in
the
first
three
or
four
inches,
which
I'm
quite
sure
those
are
by
gross
per
box.
Maybe
two
thirds.
I
would
guess
the
high
end.
E
So
I
think
we're
looking
at
about
17
gross
right
now
and
at
the
last
meeting
mr
burgundy
thought
we'd
need
at
least
20
girls
to
cover
all
the
cemeteries.
So
I'm
not
sure
how
many
we
need
this
point.
Mr
burgundy
thought
we
might
need
15
gross
just
to
cover
this
and
to
have
some
extras.
That's
what
I
take
from
this
email.
I
think
you're
on
there
as
well.
H
D
I
think
that
one
thing
that
the
board
could
do
is
approve
up
to
three
thousand
dollars,
because
this
particular
request
deals
with
flags.
It
does
not
deal
with
the
holders.
Those
are
also
allowed
to
be
reimbursed
from
the
general
fund
if
the
american
legion
purchases
them.
I
don't
know
if
reverend
campbell
was
in
intending
on
purchasing
the
holders,
as
well
as
the
flags.
A
D
In
any
event,
if
you
authorize
it
up
to
3
000,
what
we
can
do
is
just
reimburse
for
the
actual
receipts
that
are
provided
so
when
they
provide
us
with
the
receipt
we
can
reimburse
them
for
that
actual
amount.
If
you
set
it
up
to
three
thousand
dollars,
if
it's
higher
you're
covered,
if
it's
not
three
thousand
dollars,
you're,
not
out
anything
because
you're
just
reimbursing
the
actual
cost.
H
But
I
have
a
motion
all
right,
a
move
that
we
approve
allocating
up
to
three
thousand
dollars
for
the
purpose
of
purchasing
these
specified
grade.
Marker
flags
have.
A
I
If
I
could
just
interject
briefly,
I
I
strongly
support
that
and
I
would
hope
the
board
would
would
approve
three
thousand
dollars
or
up
to
three
thousand
dollars
to
honor
our
veterans,
who
served
our
country
there's
a
minimal
cost
when
you
consider
the
size
of
our
county
budget,
so
I
think
to
turn
it
down
would
be
horrible,
and
you
know
talk
to
some
people.
We
would
have
probably
covered
the
cost
privately,
but
but
I
think
it
is
a
certainly
legitimate
expense.
We
we
all
our
veterans,
are
our
american
way
of
life
and
they've
sacrificed.
A
Thank
you
thanks.
Any
more
discussion
in
this
role
called
vote.
A
D
Have
something
mr
chair,
as
it
relates
to
the
board
rules?
We've
been
going
back
and
forth
with
making
the
changes
and
and
passing
a
final
version
of
the
board
rules.
D
We
have
talked
about
the
possibility
of
having
this
board
receive
the
applications
and
then
make
a
recommendation
to
the
board
of
commissioners.
The
board
of
commissioners
are
going
to
have
to
agree
to
that
and
adopt
it
in
their
board.
Rules
before
you
can
adopt
that
board
rule,
which
is
why
I
have
not
brought
the
final
version
in
front
of
you
yet
for
approval.
B
A
Business,
I
I
just
had
something
here:
it's
I
just
received
it
today.
It's
the
report
of
the
county
executive.
First
quarter
just
received
it
today,
and
it
has
administrative
services
in
here.
I
just
wanted
to
sort
of
go
over
a
few
of
these
things
that
mr
trey
coulee
has
been
working
on
here.
It
looks
like
he's
been
pretty
busy.
A
He
also
had
time
to
go
to
school
for
his
animal
control,
certification
and
transported
animals
did
a
lot
of
work
with
the
veterans
so,
and
we
have
some
numbers
here
about
some
of
the
services
that
the
veterans
have
given
out
the
food
575
gas,
250
utilities,
948
rent
other
utilities,
veterans
transportation.
So
it
is
in
the
public
domain.
The
report,
so
thank
him
for
all
the
work
he's
been
doing.
I
know
that
animal
services
keeps
him
pretty
busy
too.
I
I
So
I
wanted
to
publicly
thank
you
also
much
for
your
dedication
so
and
I
understand
we
have
a
new
gentleman,
that's
been
selected,
I
don't
think
it's
been
announced
yet,
but
but
crystal
latimer
retired
and
will
be
replaced,
but
I
think
people
will
be
pleased
with
this
election.
Hopefully,
but
we
had
eight
excellent
candidates
in
supply,
really
good
people.
C
Thank
you,
mr
chair.
Well,
I
just
wanted
to
thank
you,
mr
chairman
and
mr
barsha,
for
your
comments.
I
would
like
to
I
guess
echo
and
say
that
mark
does
a
terrific
job
there
in
the
veteran
affairs
office
and
he
takes
care
of
constituents
and
veterans
very,
very
well
he's
he
does
a
terrific
job
and
he's
in
communication
with
me
a
lot.
I
know
I
spend
time
over
here
at
the
shelter,
but
he
has
my.
C
I
think
he's
got
a
red
phone
there
with
a
direct
dial,
and
so
he
can
access
me
at
any
time.
C
So
he
uses
it
but
anyway,
and
to
further
that
the
staff
here
at
the
shelter
does
a
terrific
job
and
the
the
support
that
we
get
from
mr
barsha
and
the
board
of
commissioners
is
certainly
appreciated.
So
thank
you
for
your
kind
words.
C
Yes,
thank
you.
So
we
was
re-looking
at
our
information
on
the
on
the
web
page
and
we
definitely
need
to
update
some
information
on
there
and
I
didn't
think
this
week
would
be
a
good
week
since
two
of
the
commission
members
are
absent,
but
I
was
hoping
to
put
that
possibly
on
next
month's
next
month's
meeting
to
coordinate
and
have
a
new
photo
taken
and
as
well
as
in
the
meantime,
we
can
update,
certainly
update
the
information,
but
it
would
be
nice
to
put
the
the
correct
photo
with
with
names
on
on
the
web
page.
A
We'll
try
to
have
a
full
house
next
next
meeting.
Let's
have
some
public
comment
at
the
end.
Second
chance
here
go
ahead.
G
I
would
like
to
say
that
that
I
represent
the
the
hispanic
veterans
group,
the
american
gi
forum,
bay
city.
G
I
know
jim
knows
what
I'm
talking
about
henry
martinez
back
in
the
80s
used
to
have
it
at
the
old,
the
academy
right
now,
the
building
and
when
he
passed
away
the
organization
sort
of
just
drifted
away
and
his
brother
was
the
first
soldier
killed
in
vietnam,
he's
listed
on
the
memorial
and
so
what
I
was
a
member
of
the
saginaw
chapter
for
about
like
five
six
years.
So
then
we
decided
to
start
the
chapter
again
here
in
bay
city.
G
Like
I
said,
it's
a
it's
an
hispanic
veterans
organization,
it's
a
congressionally
chartered
by
congress
as
a
veterans
group
and
our
national
headquarters
is
in
colorado
in
colorado,
and
so
I
just
wanted
to
make
a
point
to
to
let
the
veterans
group
here
mike
knows
about
I've
talked
a
lot
of
people
here
about
the
group,
but
a
lot
of
them
don't
know
that
we
exist.
G
So
this
way,
if
I
bring
it
up
to
the
the
group
here,
that
we
can
get
the
recognition
to
say
that
hey
this
is
now
you
don't
have
to
be.
You
have
to
be
a
veteran
to
be
in
the
group,
but
you
don't
necessarily
have
to
be
a
veteran.
You
can
still
be
a
member
and
it's
not
open
just
to
hispanics.
It's
so
much
for
everybody.
G
So,
and
also
we
have
a
ladies
group.
We
don't
call
them
auxiliaries,
but
they
hate
to
be
called
auxiliary,
but
it's
a
women's
group
and
we
do
a
lot
of
a
lot
of
things.
We
haven't
done
nothing
too
much
lately
because
of
pandemic
pandemic,
but
as
soon
as
we,
the
this
situation
comes
down
a
bit
more,
we
can
get
more
involved
with
what's
going
on
with
the
community
and
so
forth.
G
We
still
have
our
zoo
meetings
coming
up
here
tomorrow
with
the
national
and
and
that
conferences
and
so
forth,
but
I
just
thought
I'd
bring
this
up
so
that
we
could
get
the
recognition
for
the
bay
city
chapter.
Thank
you.
I
I'm
sorry
I
talked
so
much,
but
I
want
to
thank
dan
for
making
me
aware.
I
I
used
to
participate
in
american
gi
forums
at
the
saginaw
civic
center.
Now
the
dow
events
center
well
we'd
have
state
wide
pageants
for
young.
Ladies
and
sometimes
I
was
a
judge,
but
american
gi
forum,
when
I
chaired
the
veterans
committee
in
the
senate,
was
very
active
at
the
state
level,
as
well
as
a.
G
From
different
basic
from
back
in
the
80s
back,
then
we
were
trying
to
act
with
a
lot
of
active
people
around
back
then.
But,
like
I
say
after
henry
martinez
passed
away,
then
it
sort
of
drifted
out
and
funny
was
gone.
So
we
decided
to
bring
that
back
into
bay
city
and
have
the
same
organizations
that
I've
been
talking.
G
Of
them,
you
know
one
at
a
time,
but
and
this
one
here
and
the
the
the
prick
legion
and
the
record
league
and
and
dav
and
all
this
others,
you
know
so
I'm
pretty
well
involved
with
what
goes
on
with
these
organizations.
F
G
I
Last
comment:
dan:
I
don't
know
if
you
were
there,
but
I
hate
to
date
myself,
but
I
always
have
to
the
ribbon
cutting
of
the
henry
v
martinez
gi
forum
down
off
broadway
in
the
south
and
so
many
years
ago.
But
it
would
be
nice
to
see
the
gi
family.
G
One
more
point
here
is
that
our
national
commander
lawrence
romo,
he
is
working
with
the
by
the
administration.
