process

reading
through
a
lot

I
did

a
couple
comments
on

email,
though,

feel
confident
with
that
the
decrease
in
emergency
relief
at
this
point
was
normal,
and
I
think
some
of
these-
this
is
some

things
I
put
down
this
week
and
think
about
is
probably
part
of
us
doing.
The
the
over
abundance
of
cove
payments
that
were
given
out
to
people
the
rent
freeze
that
would
have
people
going
on,
so
they
weren't
needing
the
rent.

rent
frozen,
no
furnace
issues,
which
seems
to
be
a
big
issue
for
us
weather
and
they're,
not
driving,
not
because
a
lot
of
people
aren't
working.
So
I
think
I
think
those
four
things
are
probably
the
biggest
things
I
can
come
up
with
for
why
we
didn't
use
a
lot
of
money
this
past
year,
but
I
personally
went
through,
but
I
like
the
recommendations
you're
having
here,
and
I
would
like
to
make
a
motion
to
be
accepted
as
as
written
here
for
the
proposals.

I
agree,
I
appreciate
his
passion
for
helping
the
veterans
that
veterans
shouldn't
sit
down
there
all
day,
so
we
do
have
the
vehicle
going
back
and
forth,
which
means
an
additional
trip,
and
I
agree
with
mike
on
the
cost.
Like
I
said
three
years
ago,
we
had
a
dollar
per
veteran,
which
it
sounds
like
if
they're
being
held
up
down
there,
that
does
include
another
trip,
not
always
but
probably
half
the
time
so
then
went
to
three
per
veteran.

the
proposal
five
per
veteran-
I
I
think,
I'm
more
in
favor
of
five
per
trip
unless
it
got
out
of
control.
One
thing,
I
think
that
I
thought
about
this
is
we're
not
trying
to
create
a
job
here.
We're
trying
to
this
is
still
a
volunteer
position,
we're
not
trying
to
turn
it
into
a
paid
position,
but
we
look
like,
as
far
as
I
remember,
we
were
trying
to
make
sure
back
then
that
we
were
covering
maybe
their
incidentals
lunch
drinks
to
pick
up
on
the
road
for
the
driver.

they
didn't
have
out-of-pocket
expenses
while
they
were
volunteering.

my
motion
would
be
an
agreement
with
mike
and
I'd
like
to
make
a
motion
that
we
change
it
from
three
dollars:
prevention
to
five
dollars

trip,

understanding
that
we
will
evaluate
this
to
see
that
it
doesn't
become
where
we
have
veterans
sit
down
all
day
on
one
trip
or
two
trips,
because
it
sounds
like
it's
three
to
four
trips
a
day
so
which
would
equate
to
20
a
day.

statutes

veteran
organization,

sure
that

county
employee,

instance,

undertake

we'll
have
to

the

proposal,
the

application
was
submitted
beginning
or
it
was
passed
by
the
board
of
commissioners.
This
month
was
submitted.
Last
friday,
the
mva
gave
a
two-week
window
from
the
time
that
they
sent
out
the
communication
to
the
for
the
application
to
be
submitted.
So
I
think
it's
sort
of
slightly
changed
from
year
to
year.
This
is,
I
believe,
our
fourth
year
applying
for
this,
for
this
grant
it's
obviously
very
helpful
and
assistance
to
to
the
county
and
their
veterans,
but
I
think
going
forward
this
coming
january.

We'll
start
this
process
because
there
doesn't
seem
to
be
a
definitive
timeline
from
the
mva
and
it
certainly
makes
it
more
difficult
when
the
amount
has
strategic
or
significantly
changed
from
year
to
year.

This
year
was
about
a
forty
thousand
dollar
swing
in
our
favor,
but
that
didn't
happen
last
year,
so
a
big
portion
of
the
of
those
funds
were
being
used
for
the
the
individual
sitting
behind
you,
the
employees
for
bay
county
veteran
affairs
that
that
number
went
up
because
last
year
we
were
working
on
converting
the
contract
workers
to
county
employees,
which
did
not
finalize
until
I
believe
february,
so
the
full
the
full
fiscal
year
was
not
occupied.

The
grant
was
not
occupied
for
the
full
year
this
year,
however,
that
has
been
finalized,
so
the
amount
of
the
grant
utilized
for
their
wages
and
fringes
and
stuff
will
be
significantly
higher
there.
That
being
said,
there
was
some
funds
left
over.
The
proposal
was
to
utilize
some
of
those
funds
for
an
individual
to
do
some
of
this
leg.
Work
regarding
you
know,
cemeteries
and
trying
to
get
a
definitive
count
for
veterans
and
as
well
as
assist
with
some
other,
very
specific
tasks.
That
would
obviously
it
would
be
a
contract
position
momentarily.

So
that's
that's
what
that
was
what
was
supposed
or
proposed
to
the
mva
that
nothing
has
been
sent
back.
However,
everything
was
accepted,
so
the
whole
goal
is
to
expand
services
and
with
those
proposals
it
certainly
meets
that
criteria.
So
I
don't
expect
there
to
be
any
issue,
but
just
wanted
to
update
the
committee
that
that
has
been
finalized
submitted
and
we'll
just
wait
to
hear
back.

Plus
the
new
legislation
that
that
I
think
has
loosened
up
the
spending
on
that.
We
have
to
take
a
look
at
that
governor
signed
it.
So
it's
it's
a
law
now,
but
it's
a
matter
of
us
sort
of
analyzing
it
and
see
what
we
can
do.
It
looks
like
a
little
more
flexibility
and
how
we
spend
the
money,
what
we
can
use
it
for
so.

caveat
is
always:
you
know,
whatever
they
always
request
to
see
our
budgets
to
make
sure
that
nothing
was
budgeted
and
the
year
before
so
hypothetically,
you
know
if
we,
if
we
internally
purchased
a
van
and
then
wanted
to
use,
grant
funds
for
a
van
that
that
was
already
budgeted
previously,
so
they
they
really
monitor
that
closely.

For
obvious
reasons,
but
going
forward
you're
right,
mr
b
kick
in
that
you
know,
maybe
maybe
we
could
sit
down
ahead
of
time
and
kind
of
create
a
wish
list
or
opportunities,
but
you
know
from
the
time
that
that
thing
you
know
when
it
gets
submitted.
You
have
to
be
pretty
much
ready
to
have
that
conversation
and
propose.
You
know,
have
everything
written
up,
you
know
and
take
into
consideration.

we've
used
the
grant
for
historically
so
just
wanted

like
I
said,
just
want
to
update
the
committee
on
that
on
that
process,
so
certainly
appreciate
the
board
of
commissioners
moving
that
through
expeditiously,

appreciated
and
it
certainly
helped
meet
the
the
timeline.

cost

conference

service
officer,
training
people.
You
know
the
national
organization
that
does
training

service
officers,
and
I
talked
about
our
good
service
officer
that
we
have
here
in
bay
county
and
the
training
that
he's
taken.
So
they
have
that
available.

Also,
there
is
a
bob
dole's
wife
has
started.
A
charitable
organization
has
been
going
out
for
a
while
for
family
members
or
caregivers
of
veterans,
the
people
that
take
care
of
the
veterans
and
it's
a
foundation.
They
have
to
help
support
them
with.
I
think
group
meetings
and
funding
and
stuff
like
that.
So
it
was
an
interesting
presentation.

So
that
mark
got
me,
I
guess
he
put
me
on
the
spot
for
a
minute
I'll,
reciprocate
and
say
we're
very
fortunate,
with
the
department
of
veterans
affairs
to
have
the
two
individuals
that
are
in
this
room.
They
do
a
terrific
job.
I
hear
regular
feedback
as
the
wonderful
job
that
they
do
and
when
you
know,
when
I'm
popping
through
the
office,
there's
always
somebody
in
the
office.
It's
always
a
proactive
and
a
very
good
conversation
productive,
and
I
hear
very
good
things
about
those
two
individuals.

So
it's
something
that
not
every
not
every
community
can
say,
but
we're
very
fortunate
and
those
two
individual.
They
do
a
terrific
job.

And
I,
the
veterans
I
see
also
when
I
when
I
was
doing
the
compensation
pension
which
I'm
not
doing
anymore,
because
my
office
closed,
I'm
maybe
looking
for
another
facility
to
do
them
at
but
right
now
I'm
not
doing
the
cmps
one.
Other
thing,
though,
at
the
conference
I'm
on
the
health
and
human
services
committee
and
we
passed
a
burn
pit
resolution
to
support
the
burn
pit.
There's
legislation
pending
some
bills
pending
to
make
burn
pits
presumptive
a
presumptive
diagnosis.
So
you
don't
have
to
find
all
that
paperwork.
