A
All
right,
good
afternoon,
everyone
we
call
this
meeting
to
order.
It
is
3
00..
This
isn't
it.
What
is
it
301
p.m.
Here,
on
tuesday
january
19th,
my
name
is
craig
lett.
I
am
the
director
of
administrative
services
and
veteran
affairs
for
bay
county
and
we're
going
today
is
our
organizational
meeting
for
2021.
A
on
the
agenda.
For
today
we
have
a
couple
things:
we're
going
to
designate
a
temporary
chairman
to
conduct
the
election
and
then
hold
the
election
for
officers
chairman
vice
chair
secretary
and
sergeant
at
arms
for
2021.
B
Yes,
sir,
I
nominate
craig
goulet
for
the
chairman
temporary
chairmanship
of
the
this
meeting.
Thank
you.
Every.
A
That
was,
I
don't
know
the
first
thing.
Let's
do
roll
call
real,
quick,
that's
okay,
vaughn,
here
marilyn
here
mike
here,
troy
all
right
quorum
is
present.
A
Item
number
three
designation
of
temporary
chairman
we
had,
we
did
have
a
move
or
a
motion
and
assignment
I
missed
the
second,
I'm
sorry
who
who
seconded
all
right.
Thank
you.
A
A
First
up
is
the
chairman.
So
what
we'll
do
like
we've
done
previous
years,
is
ask
for
a
motion
or
ask
for
a
nomination
three
times
from
the
floor.
At
which
point,
then
we
will
go
through
and
you
know
confirm
that
they
accept
the
nomination
and
then
do
the
nominations
or
the
vote
itself.
So
do
I
have
any
nominations
from
the
floor
for
chairman
for
2021?
A
A
A
Any
other
nominations
from
the
floor
all
right,
commissioner
big!
You
accept
this
nomination.
Yes,
all
right!
So
with
the
nomination
and
acceptance
from
mr
big
gigg,
I
ask
that
a
the
nomination
be
closed
or
a
motion
for
the
nomination
to
be
closed
in
an
analyst
ballot
cast
for
commissioner
von
d
to
serve
as
chairman
for
2021.
C
D
A
Second,
up
is
vice
chairman
for
2021..
A
A
All
right
any
acceptance
of
the
nomination
I
asked
the
unanimous
ballot
or
that
the
nomination
should
be
closing
and
asked
out
for
marilyn
monroe
for
the
position
of
vice
chair.
A
I
like
these
banks,
they
hide
a
lot,
don't
they
so
with
with
the
nomination,
mr
stewart
or
troy
stewart,
do
you
accept
the
nomination
for
secretary.
A
C
A
D
A
A
All
right,
mike
picks
up
the
nomination,
for
I
do
not
arms
position
all
right.
I
do
very
much
hearing
no
other
nominations
and
having
mr
pragandy
accept
the
nomination,
I
ask
that
a
nomination
be
closed
and
unanimous
ballot
be
cast
for
michael
gandy
for
the
sergeant-at-arms
2021.
B
A
A
B
E
F
E
E
They
don't
like
to
do
that.
But
what
are
you
gonna
do
we're
still
looking
for
drivers
and
if
we
get
that
fifth
one
sixth
one
will
be
better,
but
if
we
get
a
fifth
one,
we'll
try
to
go
monday
through
friday.
E
Sure
my
number
is
415-9885
if
you
want
to
volunteer-
and
I
guess
what's
the
time
frame
between
shots
in
two
weeks
three
weeks,
21
days,
20,
say
21
days.
E
B
It's
a
list
that's
submitted
and
communications
from,
so
we
will
be
talking
about
it.
E
Okay,
though
yeah
we're
gonna
need
the
keys
and
the
box
to
put
them
in
and
we'll
go
from
there
no
questions
for
me.
I
see
hannah.
E
E
E
E
F
And
just
so,
I'm
having
a
little
bit
of
difficulty
hearing
acoustics
in
the
the
board
room,
but
is
the
question
whether
or
not
under
the
existing
statute?
We
can
use
our
our
millage
funded
veterans
transportation.
F
I
do
not
know
the
answer
100
off
the
top
of
my
head,
so
I'm
writing
it
down
right
now
and
I
will
have
an
answer
for
you
by
the
next
board
meeting.
C
E
F
C
D
Dial-A-Ride
is
still
running
okay
right
now,
because
of
coven
there's
no
cost.
That's
some
of
these
spouses,
their
indigent
veteran
husband,
has
passed
away.
They
have
no
finances
to
pay
for
dial
right
our
taxis,
so
I'm
looking
out
for
the
future
of
these
indigent
spouses
of
veterans
that
have
no
transportation.
D
C
B
C
C
C
E
B
B
E
E
B
So
we
have
petitions
and
communications,
we
we
have
a
long
communication
from
marilyn
lazar.
So
if
we
want
to
go
through
that,
our
first
item,
which
I
have
here
somewhere
and
then
one
of
the
items
well,
one
of
the
items
was
the
the
bylaws
or
the
administrative
procedures.
D
We
could
go
through
the
bylaws,
I
received
the
final
draft
and
I
guess
it's
under
administrative
procedures,
article
eight
or
well.
Eight.
Yes,
absence
number!
Two!
D
It
says
committee
members
must
be
physically
present
to
vote
on
issues
considered
at
our
committee
meetings.
Well,
I'm
just
wondering
we
have
this
issue
with
coven.
D
B
Craig
could
probably
amber
has
a
question
too
or
an
answer
to
that.
F
F
So
the
committee
can
waive
that
requirement
of
their
own
bylaws,
stating
that
until
further
notice,
electronic
participation
can
be
allowed
and
then
you
would
just
basically
have
to
have
another
motion
on
the
records
to
rescind
that
waiver.
When
you
made
the
determination
that
that
was
over,
if
that
makes
any
sense.
B
C
Think
I
think
maryland's
got
a
good
point.
I
think
we
need
to
change
it
in
the
administrative
rules,
because,
if
I'm
laying
on
the
beach
in
key
west-
and
I
want
to
come
to
a
meeting,
I
should
be
able
to
zoom
in
so
I
think
it's
very
easy
to
change.
Number
two
and
just
say
committee
members
may
attend
a
meeting
be
assumed
when
coordinated
and
approved
in
advance.
A
I
don't
think
that's
so
great,
so
what
what
amber
would
say
is
just
have
a
motion
specifically
for
the
pandemic,
being
the
reason
to
allow
temporarily
holding
through
zoom
or
some
other
means.
B
B
D
A
And
that's
I
can.
I
can
certainly
I
started
looking
at
formatting,
but
then
I
remembered
the
board
of
commissioners
coordinator
typically
puts
already
puts
together
a
calendar
I'll
look
to
see
if
that's
yearly
or
you
know
how.
But
she
schedules
all
the
meetings
for
that
are
scheduled
in
this
room.
So
I'm
not
recreating
the
wheel.
If
you,
I
might
look
to
see
what
she
has
get
a
copy
of
it,
I
can
port
it
all
out,
if
not
just
specifically
for
us,
I
can
certainly
I
can
make
one
relatively
easily.
B
D
B
F
Okay,
I
did
I
did
receive
the
question.
I
did
research
on
this.
Unfortunately,
governmental
entities
are
not
allowed
to
make
charitable
contributions
unless
pacific
designated
by
statute.
I
have
been
unable
to
find
any
statute
that
would
allow
us
to
utilize
funding
for
a
food
pantry.
F
F
If
that
makes
sense,
and
also
the
donation
cannot
be
for
a
generalized
like
public
good
purpose,
so
as
it
relates
to
donation,
food
pantry,
unless
they
were
following
the
exact
same
guide
that
we
are
following,
that
anybody
who
comes
to
the
food
pantry
has
to
understand
money
be
declared
independent,
have
be
a
qualified
veteran
under
our
millage
statute.
C
Yeah,
I
think
I
think
we
when
we
talk
to
both
those
organizations
that
the
last
time
they
were
here,
we
recommended
that
they
contact
the
veterans
service
organizations
in
bay
city
in
bay
county,
which
would
be
ambitious.
The
plot
of
the
american
legion.
I
will
tell
you
that
I've
got
no
requests
from
the
americorps,
the
american
legion,
from
either
of
those
organizations
right.
Have
you
gotten
anything
from
ambits?
Have
you
gotten
anything
from.
B
C
All
you
got
to
do
is
there
was
a
big
one
on
madison
the
other
day
at
the
church
that
bruce
used
to
have
his
stuff
right.
They
were
lined
up
across
madison
all
the
way
down
past
bernie
park
there,
and
then
there
was
another
one
where
the
hell
was
that.
C
Salvation
army
does,
I
think
they
had
the
other
one
over
at
bradley
house.
If
I'm
not
mistaken,
though,
and
you
know,
vehicles
no.
C
B
B
And
unfortunately,
some
of
those
organizations
haven't
been
taking
food
because
our
lions
club
used
to,
but
then
with
the
pen
they
made
some
of
them
weren't.
I
don't
know
if
they've
gotten
started
back
up
again
or
not
the
flowers.
By
the
way
I
made
a
donation,
that's
it's
going
to
be
over
at
vets
park
as
you
come
in,
there's
a
divider
as
you
drive
in
by
the
pool
there,
and
they
I
think
he
said
he's
got
enough.
He's
collected
enough
money
from
other
people
and
for
the
for
the
that
area.
B
There's
they
have
bricks,
they're
selling
bricks,
also
memorial
bricks
that
you
can
buy
that'll
be
done
this
summer.
I
think
he's
okay,
any
other
questions
on
that.
The
other
one
was
actually
was
about
the
transportation
compensation
that
you
had
for
the
drivers.
I
don't
know
that's
a
separate
issue.
D
A
Yeah,
I
don't.
Unfortunately,
I
didn't
that's
the
one
piece
of
paper
I
didn't
bring
with
the
grid.
However,
I
do
remember
compiling
all
the
information
it
was.
It
was
difficult
to
get
together
data,
especially
from
last
year,
because
for
a
vast
majority
of
the
time
during
the
year
we
didn't
run
so
the
numbers
are
high.
You
know
I
took
a
lot
of
the
numbers
going
forward
based
off
of
what
was
2019
as
far
as
the
number
of
passengers
that
were
transported
and
those
types
of
things,
and
just
did
my
best.
A
If
we
really
wanted
to
get
down
to
the
the
nitty-gritty
of
it
it's,
I
would
question
to
some
degree
the
amount
of
accuracy
that
that
would
be.
I
wouldn't
take
a
large
bet
on
those
specific
numbers,
but
at
least
gives
us
a
good
idea.
What
we're
looking
at,
however,
I
and
I
did
I'm
not
mistaken.
I
referenced
the
totals
that
we're
going
to
be
incurring
this
year
with
converting
the
staff
from
contract
employees
to
county
employees,
and
that
will
have
a
an
impact
on
on
our
budget
as
well.
A
Even
though
some
of
some
of
the
is
being
not
taken
up
by
the
grant
pers,
you
know,
but
the
county
itself
and
the
milling
will
receive
some
some
of
that
incurred
or
increased
cost.
So
unfortunately,
I'm
I'm
personally
not
comfortable,
like
recommend,
you
know
other
than
just
presenting
data
at
this
point,
because
I
don't
have
you
know
everything,
I'm
a
very
data-driven
person
and
I
don't
have
everything
necessarily
in
front
of
me
to
to
give
a
good.
You
know
what
that
would
impact
the
budget.
It
would
impact
it.
A
I
just
don't
quite
know
to
what
extent
if
it
would
start,
you
know,
have
us
go
into
red
every
year
that
wouldn't
you
know,
I
wouldn't
recommend
doing
that.
D
A
D
G
G
And
actually,
if
you
look
those
numbers,
we
we
track
those
quarterly,
not
monthly.
On
the
spreadsheet
that
I
use
to
track,
I
track
monthly.
Actually,
we
track
daily
based
on
calls
visits
the
other
ones
we
track
it.
Just
as
the
as
the
burials
come
in,
we
do
a
bunch
of
them.
We
send
them
off
and
keep
them
usually
in
quarters.
Not
is
don't
come
in
daily.
D
G
There
are
no
set
defined
rules
other
than
we
follow.
Obviously,
what
amber
and
her
staff
have
given
us,
which
I
did
provide
a
copy
of
what
we
were
working
on
and
based
on
what
we
know
from
the
statutes
and
the
laws
from
the
state.
In
addition,
we're
working
with
what
has
been
previously
handed
down
to
us
as
far
as
what
indigent
needs
mean
and
what
we
currently
provide
for:
rent
mortgage
utilities,
consumers
city
other
municipal
excitement,.
G
E
B
Yeah,
I
think,
there's
some
general
guidelines
from
the
state,
but
I
think
there's
a
little,
maybe
legal
room
for
the
the
people
down
there
to
interpret.
I
guess
the
indigent
thing
was.
G
Are
the
biggest
determining
factors
so
and
then,
according
to
the
law,
we
can
only
give
them
ten
dollars.
Well,
obviously,
that's
not
going
to
help
anyone
so.
D
G
Every
six
months
generally,
depending
on
the
type
of
need,
if
they're,
just
asking
for
food
or
gas
generally
once
every
six
months,
if
it's
a
larger
utility
bill
once
a
year.
G
D
D
I
would
like
to
make
a
recommendation
that
I
don't
know
we
have
a
committee
looking
at
this,
because
it
follows
the
act,
the
law
and
just
a
recommendation
on
my
power.
D
C
I
would
think
that
the
old
guidance
for
the
soldier
sailors
relief
commission
doesn't
really
fit
the
department
of
veterans
affairs.
Now
it
may
be
a
starting
point
something
to
put
together,
but
it's
got
to
be
totally
tailored
for
this
organization
right
and
then
it's
got
to
go
through
corporate
council.
A
B
C
No
I've
been
correct.
Yes,
that's
the
mail
three,
because
craig,
I
think,
has
what
we're
currently
using
and
is
one
of
the
decision
makers
on
that
and
you've
got
what
we
had
at
one
point
in
time.
So
maybe
those
two
get
matched.
They
present
them
to
the
committee
and
we
vote
on
it
and
go
yeah.
That's
a
good
idea
or
no
that's
not.
C
B
We've
had
people
interpret
the
rules
in
two
different
ways:
one
real
strict
and
one
real
liberal.
So
you
know
somewhere
in
the
opinion,
maybe
is
the
right,
the
right
balance
so,
but
we'll
try
to
try
to
get
together
before
the
next
meeting
and
see.
If
we
can
bring
something
back
to
the
committee,
then
the
guidelines-
oh
yeah,
so
he
presented
us
with
the
veterans
relief
fund.
It's
really
the
laws
from
1899
which
may
have
changed
a
little
bit,
but
these
may
have
changed
a
little
bit
and
then
the
veterans
trust
fund
submitted
also.
G
And
those
are
those
are
both
referenced
in,
in
whatever
collaboration
council's
documents
that
they
provided
to
us
based
on
other
questions.
But
it
answers
the
full
range
of
providing
services,
including
definition
of
wartime,
which
is
what
the
main
part
of
based
on
the
statute
is
to
find
that
more
time
service.
G
B
A
It
was
like,
like
I
previously
touched
on,
it-
was
an
interesting
year
last
year,
so
we're
currently
still
finance
is
still
working
on
their
terminology
period,
13,
which
there
are
some
things
that
come
in
after
a
certain
point
and
december,
whether
you
know
maybe
some
work
had
to
get
done
or
invoices
or
those
types
of
things
they
come
in
after
the
first
of
the
year.
So
they
end
up.
A
They
gather
that
they
have
a
cut
off
period,
those
those
things
will
get
billed
or
people
charge
back
to
2020
as
opposed
to
2021,
because
something
was
done
in
2020..
That
being
said,
I
I
sent
off
what
I
what
was
in
unis
our
finance
software
for
right
now.
What
appears
to
be
you
know
where
we
stood
in
2020
as
of
today,
you
can
look
and
see
it.
It's
and
it's
a
it's
a
it's
a
goofy
year.
That's
the
term
you
want
to
use
they
have
you
know
the
emergency
relief
line
item.
A
Is
it's
way
skewed?
That's
you
know
because
of
being
shut
down
for
paid
a
month,
and
then
at
that
point
people
just
weren't
traveling
or
going
out
after
appointments
and
stuff
they're,
just
not
comfortable,
so
that
we
could.
You
know
again,
look
at
all
these
different
situations,
but
it
is
what
I
will
do.
A
I
want
to
also
know
how
that's
going
to
impact
our
fund
balance
as
well,
for
so
once
we
maybe
we'll
get
a
little
bit
closer
to
the
end
of
the
month
and
I'll
contact
finance
and
maybe
there's
something
in
the
budget
that
that's
modified
or
I
can
get
a
couple
answers
as
far
as
you
know
where
we
are
with
our
finance.
A
You
know
where
we
are
with
the
budget,
but
for
for
2021
utilizing
the
grant
to
at
least
pay
for
two-thirds
of
the
conversion
will
certainly
help
help
our
budget,
because
that
you
know
is
obviously
with
the
the
county
that
we're
taking
on
a
greater
expense
with
that
conversion.
So,
but
we'll
see
how
you
know
based
on
you
know,
mr
zipler
talked
about
transportation
and
those
types
of
things
all
of
that's
going
to
be
still
impacted.
I
don't
expect
a
lot
to
change,
at
least
in
the
initial
2021..
A
A
However,
at
some
point
things
with
you
know,
things
will
improve
and
more
you
know
daily
traffic
into
the
office,
we'll
resume
what
we
consider
normal
levels.
You
know,
but
it's
certainly
we're
still
in
that
abnormal
abnormal
phase
for
sure.
B
B
Otherwise,
we'll
go
on
to
the
committee
rules.
The
new
business,
the
main
one
was
the
applications
for
appointments.
We
had
a
little
discussion
at
the
last
board
meeting
about
the
process.
The
procedure
we
found
out
there
was
nothing
really
in
our
our
room
that
talked
about
submitting
an
official
application
form.
F
Sure,
I
guess
the
question
that
I
have
is
there
and
in
case
anyone
on
the
committee
isn't
aware
of
what
happened
at
the
regular
board
meeting.
There
were
the
three
individuals
that
were
looking
at
appointments.
Two
of
them
had
submitted
applications
and
one
of
them
had
been
a
recommendation.
F
He
would
accept
that
nomination,
but
had
not
submitted
anything
in
writing
so
stating
the
full
board
had
concerned
because
they
did
not
know
whether
or
not
his
failure
to
submit
a
written
application
disqualified
him.
From
up
to
the
position.
F
F
However,
rule
16.2
only
actually
applies
to
the
appointment
through
commissions,
and
boards
is
silent
as
two
committees,
so
their
board
rules
are
silent
as
to
the
application.
It
has
covered
back
doors
and
each
person
has
to
be
nominated
on
the
floor.
So
the
questions
I
have,
how
would
the
board
applications?
Were
they
first
submitted
to
the
veterans
affairs
committee,
and
then
we
referred
them
on
to
the
full
board,
or
did
they
submit
them
directly
to
the
board?
F
Okay,
I
don't
know
if
you
want
to
consider
something
along
the
lines
of,
since
this
is
a
committee
that
the
applicants
submit
their
applications
to
the
veterans
affairs
and
then
the
committee
submits
those
applications
and
nominations
over
to
the
full
board
that
we
have
control
of
the
process
and
can
make
sure
that
they
have
civil
application.
F
F
And
hours
have
them
us
and
board
of
commissioners,
for
their
decision
would
probably
ensure
that
we
don't
run
into
this
hiccup
again.
B
I
don't
know
if
we
need
to
check
their
dd214
to
see
if
they
are
really
a
veteran,
but
it
probably
should
come
to
our
committee
first
before
we
forward
it
on.
I
think
that's
usually
the
way
the
mental
health
board
works
if
they
go
to
the
mental
health
board
and
then
they
forward
it
to
the
full
board.
So
we
would
need
to
put
that
into
article
14,
probably
on
page
four
at
the
bottom
talks
about
vacancies,
filling
vacancies
and
the
verbiage
on
it.
C
The
last
time
that
what
we
got
was
a
a
letter
has
got
a
letter
from
mr
durantic
requesting
nominations
right
right,
and
that
was
that
was
one
path
and
the
other
path
was
the
people
applying
online
right.
C
F
I
think
maybe
it
needs
to
be
a
little
bit
of
both.
I
think
we
should
put
it
into
our
rules
and
I
think
that
the
board
of
commissioners
need
to
implement
it
and
theirs,
because
right
now
their
board
rules
are
silent
as
it
relates
to
appointments
to
committees,
and
so
as
it
really,
the
people
submitted
the
applications.
Already
I
mean
that's
already
a
done
deal,
so
what
we're
looking
at
is
changing
this
for
future
applications,
but
because
the
board
does
not
have
any
rule
related
to
the
appointment
to
committees.
F
C
It
makes
sense
for
us
to
take
a
look
at
it
and
determine
if
we
think
you
know
if
this
is
the
person
really
a
veteran,
are
they
qualified,
because
I
think
that's
gonna
happen
again
next
january.
B
B
Year
I
have
one
other
point
in
the
bylaws.
We
don't
have
the
sergeant.
We
have
a
sergeant-at-arms
in
the
administrative
role,
but
we
don't
have
a
sergeant-at-arms
in
the
bylaws.
Does
that
make
the
difference
or
do
we
need
to?
We
have
chair
vice
chair
secretary
and
no
sergeant-at-arms
in
the
bylaws,
but
we
do
have
an
administrative
procedure
so.
F
C
B
B
B
B
Maybe
we
can
wait
till
we
get
the
additions
to
it
and
approve
it
all.
At
the
same
time,
that's.
B
F
And
I
I
have
actually
condemned,
I
know
that
we
talked
about
it.
I
had
condensed
a
couple
of
portions
of
that
as
well,
so
I
will
make
sure
that
that
gets
out
with
the
the
new
engine
as
well.
Okay,.
B
Let's
see
anything,
the
other
thing
in
here
is
to
find
it
out.
Oh
it's
about
approving
these
rules,
administrative
procedures
and
the
bylaws.
You
have
to
read
them
once,
but
you
can
also
work
past
that
I
saw
unanimously
if
you've
already
done
them,
so
you
can
pass
it.
We
could
do
it
next
month.
If
we
all
agree,
if
you
don't
agree,
then
you
have
to
have
a
reading
and
then
hold
on
at
the
following
time.
If.
B
Miscellaneous,
I
did
talk
to
mark
about
these,
the
name
of
the
person
out
front
and
we're
still
looking
for
somebody
to
do,
and
it's
a
little
chilly
right
now
to
do
it.
But
if
anybody
knows
a
monument
company
who
does
engraving
on
the
monument
walls,
but
I
just
remembered
in
the
name,
it
was
etch
works
on
the
towers.
We
did
some
of
the
afghan
names
on
the
wall
and
we're
not
sure
if
they're
still
in
business,
we're
going
to
take
a
look
look
into
it.
B
B
Yeah,
I
guess
I'd
have
to
ask
the
health
director
what
he
would
say.
Do
you
want
you
want
me
to
to
find
out
for
you
yes
and
see
if
it's,
if
it's
okay
for
two
months
to
get
the
vaccine?
Yes,.
G
Brief
sorry,
something
actually
about
kova
that
came
in
today
had
a
gentleman
that
called
me.
His
brother
lives
in
florida
and
the
va
is
offering
to
the
veterans
the
shot,
and
he
has
been
told
by
his
brother
that
if
he
does
not
get
the
shot,
it
could
affect
his
compensation.
G
We
have
been
told
by
the
va,
through
numerous
press
releases
and
other
things.
That
is
not
supposed
to
be
true,
so
I
just
wanted
to
get
that
word
out
that
we're
hearing
what
veterans
are
saying
but
we're
hearing
with
the
va
is
telling
us
that
that
is
not
supposed
to
be
true.
That's
on
the
elite.
Deluxe
webpage.
I
know
that's
one
of
the
places.
I've
read
it
from
multiple
times
because
it
keeps
coming
to
us
like
once
a
week
where
they
talk
about
the
shot.
It
says
yeah.
G
B
Yeah
they
are
starting
and
I've
been
getting
calls
from
other
people
65
and
over
who
have
registered
because
they're
into
that
cycle.
Now
they've
done
the
1a
and
the
1b
is
pretty
much
done
and
actually
1b
now
is,
I
think,
65
and
over.
So
people
have
been
calling
wanting
to
know
when
they're
back
with
them.
So
it's
a
matter
of
how
much
vaccines
available
they
can
get
enough
in
how
many
people
can
give
shots.
That's
the
other
thing:
that's
setting
up
the
clinics
and
having
people
to
administer
the
shots.
B
I
know
the
pharmacies
are
doing
a
lot
of
it
like
in
nursing
homes
and
at
pharmacies
also,
but
the
va
is
giving
them.
So
I
know
some
veterans
have
been
getting
that
so
so
there's
other
veterans
out
there
that
should
definitely
register
with
the
va.
Now.
The
other
issue
is
people
who
don't
have
computers.
There
are
people
that
don't
have
computers.
