Description
Watch the live question and answer session with Cllr Drew Mellor, Leader for BCP Council, broadcast on our Facebook page on 17 February 2021.
A
Noon,
my
name
is
drew
mellon,
I'm
the
leader
of
bcp
council.
We've
got
a
live
session
on
facebook
now
for
the
next
half
an
hour.
Where
really
invite
people
to
ask
any
questions.
So
please
put
your
questions
in
the
in
the
comments
bar
and
I
look
forward
to
answering
them
before
we
get
into
questions
I'll.
Just
give
a
a
very
brief
update
in
terms
of
our
current
situation
on
covid
and
hopefully
we'll
be
able
to
start
one
of
his
broadcasts
soon
without
mentioning
that,
but
we're
not
quite
there.
Yet.
A
There
is
some
good
news.
However,
our
rates
are
falling
quite
quite
dramatically
now,
so
our
current
rate
is
164
per
hundred
thousand
of
the
population
with
an
england
average
of
125
per
hundred
thousand,
so
we're
still
above
national
average,
but
we're
much
much
lower
than
our
peak
of
900
and
earlier
earlier
on
this
year,
and
what's
also
great,
is
we're
starting
to
fall
more
quickly.
A
So
the
work
we're
doing
all
staying
at
home
is
really
making
a
difference
where
that
gets
us
to
is
is
particularly
important
is
in
hospitals,
so
our
hospitals
are
now
patient
patients
in
dorset,
hospitals
and
now
down
to
under
300,
and
which
is,
you
know,
still
extremely
busy
and
higher
than
the
peak
in
the
first
wave.
But
it's
coming
down
quickly
and
it's
in
it's
effectively
nearly
halved
from
from
our
our
highest
point.
A
One
of
the
things
that
we're
playing
into
that
alongside
lockdown
is
the
fact
that
we've
now
got
through
our
first
four
key
priority
areas
in
terms
of
vaccination,
so
a
massive
well
done
to
nhs
and
partners
and
the
volunteer
networks
that
have
enabled
that
to
happen.
You
know
southwest
and
we're
leading
the
curve
on
that,
and
we're
really
grateful
for
for
all
of
our
efforts.
A
We
have
had
news
yesterday
of
another.
You
know
large
material
amount
of
people
being
asked
to
shield,
and
that's
because
the
government
and
the
nhs
have
found
some
extra
data
effectively
saying
certain
characteristics
require.
You
know
to
people
to
shield.
A
1.7
million
people
were
asked
to
shield
and
over
1
million
have
already
been
vaccinated.
So,
although
that
is
something
that
is
obviously,
you
know
really
relevant
to
those
people,
we're
just
asking
them
to
contact
us
if
they
need
any
further
assistance,
because
technically
being
classed
as
shielding,
does
give
you
a
ability
to
have
have
more
assistance
from
from
us.
I
look
forward
to
moving
on
to
the
questions
now,
but
before
I
do
that
I'll
just
say,
you
know
just
reiterate
what
our
key
message
is
now
we've
got
two
effectively.
A
One
is
that
we
need
to
stay
at
home
and
act
like
you've
got
it
so
the
rates
are
coming
down,
but
we,
but
we
still
need
to
act
really
seriously.
The
second,
which
I
think
is
a
really
important
message,
particularly
as
we're
in
half
term,
is
you
know,
explore
from
your
door
and
we're
supporting
the
dorset
police
campaign
to
stay
local
and
explore
from
your
door
we've
it.
We
know
it's
half
term.
A
A
We
had
a
a
question
about
update
on
on
vaccinating
teachers
from
angela
taylor,
so
answer.
Thank
you
very
much
for
that.
That's
not
actually
a
local
council
decision
because
of
the
who's
being
vaccinated
is
done
from
from
national
government.
We
we
have
worked
with
the
you
know.
Local
public
health
to
you
know,
look
at
if
we
can
engage
with
them
in
terms
of
sharing
information
of
teachers
and
other
other
groups,
but
at
the
moment
it's
the
four
priority
groups
have
been
completed.
A
We're
now
going
further
through
that
list
and
as
and
when
possible,
certain
key
workers
are
being
able
to
be
moved
in,
but
it's
not
something
specifically
for
the
local
local
authority
to
do
also
had
a
question
in
relation
to
when
we'll
be
hearing
about
further
restrictions
being
eased.
So
one
thing
I
can
say
is
that
we
were
expecting
an
announcement
from
the
the
prime
minister
on
the
22nd
of
of
this
month,
where
we
will
be
looking
for
forward
to
seeing
a
pathway
out
of
lockdown,
but
we're
not.
A
You
know
privy
to
the
information
that
would
be
in
that,
but
we're
very
much
looking
forward
to
it
and,
as
a
council
we're
getting
very
much
ready
for
for
whatever
that
could
be,
and
we
do
know
it's
going
to
be
an
easing
of
lockdown
over
over
a
period
of
time.
So
it's
it's
not
going
to
be
a
big
bang
and
you
know
we're
working
particularly
hard
with
schools
who
are
expecting
to
to
go
back
on
on
march,
8th
and
working
out
with
them.
A
If
that's
going
to
be
in
one,
go
all
opening
or
a
phased
opening,
but
but
we'll
give
you
more
details
as
we
get
them,
but
do
tune
in
to
see
the
prime
minister's
announcement
on
the
22nd.
A
Yeah
tom
tom
gubbins
has
asked
a
question
about
coving
capacity
in
in
bcb
hospitals,
and
I
did
sort
of
highlight
that
roughly
in
my
in
my
opening
so
we're
now
under
300
people
in
in
our
dorset
hospitals.
That
was,
I
believe,
over
550,
where
more
and
more
of
hospitals
were
being
taken
over.
You
know
for
covid
the
nhs
has
done
a
great
job
of
flexing
their
capacity
to
respond
to
this,
but
it's
now
getting
down
towards.
A
You
know
what,
where
we're
expecting
to
be
a
more
meaningful
capacity
number
so,
but
you
know
that
we're
more
in
control
of
it,
which
is
which
is
great,
but
you
know
it's
really
important
that
we
keep
doing
what
we're
doing
to
you
know
impact
on
those
admissions
rates,
and
we
should
start
to
see
now-
and
you
know
national
data
says
hospital
admissions
are
being
impacted
positively
by
the
vaccination,
which
is
which
is
great.
A
So
nikki
mcelroy
has
asked
about
about
grants
effectively.
So
I
think
your
specific
questions
in
terms
of
self-employed
people
but
I'll
ask
more
answer
more
generally,
first
nikki,
so
we've
we've
had
a
number
of
grant
schemes
from
the
governments
that
we've
we're
putting
out
as
a
local
authority
and,
if
you're
registered
for
for
previous
you
know,
schemes,
then
you'll
carry
on
getting
paid
and
now
that's
primarily
around
the
where
you've
got
a
property.
That's
closed.
A
Also,
when
you
don't
have
a
property
in
this
close
we've
got
a
discretionary
scheme
that
we've
gone
and
that
will
that
will
rotate.
We
can
get
and
I'll
look
forward
to
you
know
any
further
announcements
in
terms
of
self-employed
okay,
commit
camilla.
Clark
has
asked
a
question
about
whether
when
would
be
able
to
register
the
birth
of
a
baby
camilla.
Really,
that's
that's
an
interesting
question
because,
on
my
understanding
was
that
registration
services
were
open.
A
A
So
sue
haynes
has
asked
a
question
about
garden:
wheelie
bins,
it's
gone
on
bin
day
tomorrow,
so
effectively
what
you
know
the
the
service
has
been
maintained
throughout.
So
you
know
all
of
our
waste
services
have
been
collected.
So
I
believe
your
question
is
more
specifically
around
when's,
your
garden
really
been
coming.
So
I
presume
that's,
that's
a
new
bin.
I
I'm
not.
You
know
personally
sure
we
should
be
able
to
get
those
out
to
you
for
services
is
happening
normally.
Please
contact
us
if
you've
got
a
specific,
specific
problem.
A
Okay,
actually,
we
have
asked
a
question
about
parking
for
people
who
are
isolating
or
residence
parking
for
people
who
need
to
park
in
paid
bays
and
can't
remove
their
car
due
to
self-isolating.
A
Actually,
what
we've
done
is
we
found
it
important
to
keep
enforcement
going
and
it's
it's
something
we're
going
to
continue
to
do
effectively.
So,
just
because
we're
in
a
lockdown,
you
know
our
enforcement
people
are
are
working.
They
provide
a
really
important
role
in
terms
of
you
know,
keeping
keeping
our
streets
clear.
A
lot
of
the
you
know.
Park
parking
is
in
to
enable
you
know
safe
access
to
emergency
services
and
other
things,
so
it's
really
important
on
our
road
networks,
so
we
can't
not
enforce
car
parking.
A
A
Okay,
so
I've
got
an
interesting
question
and
really
important
one
from
from
brenda
elson
regarding
the
influx
of
people
from
other
counties
coming
to
our
beaches
in
the
summer
and
effectively
bringing
other
viruses
so
brenda.
I
think
this
is
really
really
important
balance.
We
need
to
strike
here,
and
we
saw
last
summer
that,
despite
the
messaging
of
not
coming,
you
know,
our
beaches
were
really
busy.
We're
actually
really
used
to
you
know
welcoming.
A
You
know
that
number
of
people
we
have
a
number
of
events,
a
number
of
massive
international
events
and
where
we're
used
to
that
number
of
people
so
effectively,
just
by
purely
saying
not
to
come,
isn't
it.
You
know
it
didn't
work
last
year
and
it
won't
work
this
year.
So
I
believe
it's
more
important
to
be
better
prepared
in
terms
of
how
we're
going
to
resource
them
when
they're.
Here
we
didn't
actually
see
any
spike
in
terms
of
you,
know,
covert
cases
in
and
around
being
fluxed
to
our
beaches.
A
So
the
important
part
for
me,
brenda
is,
is
to
be
ready,
and
you
know
that's
very
much.
What
we're
planning
planning
to
be
we're
going
to
have
a
multi-disciplinary
team?
You
know
across
agency
police
and
you
know
ourselves
and
our
enforcement
officers
at
the
beach
starting
in
april.
It's
going
to
run
all
the
way
through
to
september.
A
We're
really
used
to
you
know
running,
and
you
know
those
types
of
operations,
so
we
expect
it
to
be
more
positively
managed
this
year,
but
obviously
we
can't
you
know
open
up
until
we're
told
to
by
by
the
government.
A
Okay
annalise
ward
again
this
question
about
grants.
You
still
haven't
had
a
payment
for
your
shop,
which
was
supposed
to
help
me
through
january
and
february,
so
annelise
that
should
have,
or
the
money
should
already
be
going
and
every
every
month
effectively
that
should
be
carrying
on
going.
So
if
you
haven't
got
a
grant
yet
there's
a
there
effectively
will
be
a
problem
with
your
with
your
application.
So
annalise,
please
do
contact
our
our
grants
team
and
they
can.
A
A
Okay
got
a
long
question
on
etros,
which
is
the
emergency
travel
measures
from
from
gordon
kinghorn.
I
I
won't.
I
can't
read
it
all
out,
really
all
that
if
you
said
a
number
of
them
were
closed,
when
our
administration
came
in
and
and
that's
right
called
some
were
closed.
We
we
looked
at
to
ask
the
ward
councillors
what
their
opinion
was
and
and
we've
you
know
to
try
and
you
know,
increase
the
engagement
in
that
way.
A
So
some
of
those
close,
your
specific
question-
was
around
boscom
boscom,
overcliff
drive
and
you're
saying
it's
used
as
a
rat
run
between
christchurch
and
bournemouth.
Will
you
consider
reviewing
the
way
it
is
used
so
effectively
in
terms
of
boscom
boston,
overlift,
we've,
we've
consulted,
you
know
widely
on
it.
We've
checked
the
world
councils
and
we
didn't
think
that
scheme
was
well
sufficient,
that's
not
to
say
we're,
not
really
keen
on
enabling
other,
you
know
other
schemes
and
longer
term
schemes.
A
So
you
know
we
really
want
to
promote
active
travel
across
the
connection,
but
they've
got
to
be
right
and
they've
got
to
be
worked
out
with
with
the
people
locally.
So
gordon
and
there's
nothing
specific
now
and
with
what
we're
looking
to
do
around
that
scheme,
but
we
do
have
a
tranche
to
funding.
A
So
we've
been
really
successful
in
terms
of
getting
a
reasonable
amount
of
money
from
government
for
for
tranche
2,
and
we
look
forward
to
be
announcing
more
details
about
about
those
schemes
shortly
very
much
around
consultation
with
with
local
people
and
ward
councillors.
Local
groups,
as
we
as
we're
putting
these
in
joanna
charlie
jones,
has
asked
a
question
again
about
grants.
This
is
about
specifically
available
to
hospitality
businesses,
not
in
relatable
properties
and
not
likely
to
be
allowed
to
open
until
until
may
so
so
china.
A
If
we,
we
had
a
discretionary
grant
scheme
effectively
and
the
first
tranche
of
that
was
where
you
know
for
people
who
primarily
for
people
who
weren't
in
ratable
property
so
who
hadn't
already
been
looked
after
so
that
grant
scheme
you
know
was
put
out
right
at
the
start
of
the
year
and
you
know,
and
a
lot
of
money
is
going
it's
gone
out,
but
we
put
over
20
million
pounds
out
or
sorry
about
20
million
pounds
out
on
one
friday.
Just
over
a
week
ago,
so
significant
money
is
going
out.
A
What
we've
also
done
specifically
in
terms
of
a
trance,
a
tranche
ii
scheme
which
we've
put
forward,
is
for
specific
businesses
and
sectors.
So
nighttime
economy
is
a
good
example
for
that
the
aerospace
industry
events
effectively,
so
so
that
that
has
been
there.
So
we've
done
a
significant
amount
around
around
grant.
Please
you
know,
please
have
a
look
at
you
know
what
we've
done.
You
may
well
still
be.
A
Eligible
so
we've
got
a
it's
a
question
from
nick
from
bournemouth
hospital
as
part
of
the
national
health
institute,
research
is
still
looking
for
those
from
16
to
84
to
part
of
trials,
so
I'm
just
further
announcing
that
nick.
So
if
that's
any
help,
please
please
look
into
that.
Thank
you.
A
Yeah,
jordan
yeah
a
question
about
mental
health.
What
is
bcp
jordan
stranac?
What
is
bcb
council
going
to
do
to
tackle
mental
health?
Are
you
going
to
fund
it
better
and
what
about
the
thousands
that
already
kill
themselves
and
the
ones
that
didn't
take
a
global
pandemic
to
realize
mental
health
exists?
Yeah,
jordan?
A
I
personally
really
sincerely
agree
with
you,
so
you
know
one
of
the
other
things
I've
done
personally
is
I
I've
helped
set
up
a
mental
health
and
movement
charity
for
young
people
called
storm
break
because
we
do
have
you
know
effectively
a
mental
health.
You
know
crisis
in
our
country
and
particularly
with
our
young
people.
You
know,
so
this
is
something
personally
I've
been.
A
You
know
long-term
mental
health
support
through
our
hub,
so
with
extra
people
extra
mental
health
officers
to
to
to
support
our
communities,
but
we
also
gave
a
grant
pot
to
schools
effectively
where
they
could
engage
in
the
type
of
mental
health
and
wellbeing,
support
that
they
needed
and
going
further
than
that,
jordan,
we
put
in
a
the
budget
which
we
put
forward,
which
we
voted
on
by
full
council
on
tuesday,
and
that
includes
you
know
extra
money
again
for
mental
health
support,
but
also
what
we
think
is
quite
innovative
and
groundbreaking.
A
It's
it's
a
million
pounds
dedicated
specifically
to
to
you
know:
families
looking
who've
been
affected
by
this
pandemic,
so
our
children
who've
been
out
of
school
for
a
long
time
and
that
will
increase
significant
problems.
You
know
with
them,
so
there'll
be
an
educational
part
to
that
fund,
but
also
we
expect
a
significant
amount
of
that
to
go
into
investing
in
in
people's
mental
health,
which
we
to
try
and
recover.
A
You
know
from
this
pandemic
and
jordan,
something
we're
very
committed
to
trying
to
not
just
do
for
this
year,
but
to
cut
you
know,
we
appreciate
this
is
a
long-term
problem
and
we
need
to
do
it.
So
in
simple
answer:
we
are
putting
more
money
into
mental
health.
I'm
really
pleased
that
the
mental
health
is,
you
know
it's
an
increasing.
A
A
A
Ed
brace
is
asking
if
you
would
receive
reduction
in
counter
taxes.
It
appears
many
council
services
has
been
has
been
cut.
The
simple
answer
to
that
is
is
no
effectively
so
so
we've
actually
had
a
significant
financial
burden
through
the
through
this
pandemic,
so
our
rfi
costs
have
gone
up.
You
know
massively.
We've
been
really
pleased
to
see
the
the
significant
government
support
so
bcp
council.
I've
had
over
60
million
pounds
from
the
government,
but
it's
still
effectively
we're
with
less
money
than
we
were
before
we
have.
We
had
the
pandemic.
A
A
lot
of
that
ed
is
to
do
with
we're
quite
funded
by
fees
and
charges.
So
things
like
our
car
parking
income
massive
and
massively
down
as
well
as
we've
got
other
costs
we've
had
to
we've
had
to
put
in
so
no.
What
we
are
really
pleased
with
ed
is
that
we're
actually
putting
forward
one
of
the
lowest
council
tax
rises
in
the
country,
so
there's
only
one
or
two
unitary
authorities,
so
people
are
half
you
know.
Children
of
social
care
are
going
any
lower
than
us
so
effectively.
A
We
put
in
significantly
less
rise
across
the
council.
It's
also
the
first
time
we'll
be
freezing,
not
freezing
harmonizing
council
tax
across
the
connection.
So
christchurch
is
having
a
freezing
council
tax
and
bournemouth
will
be
going
up,
0.76
and
and
paul,
which
has
been
paying
the
lowest
council
tax
for
years.
It
levels
it
up
at
2.99,
so
going
forward
we're
making
a
really
clear
commitment.
A
Okay,
so
I
think
it's
is
it:
is
it
reena
gascoigne?
How
are
you
going
to
police
people
coming
into
the
bcp
area
to
stop
our
covered
numbers
increasing
again
rooney?
Thank
you.
We've
touched
on
it
slightly
earlier
on
your
point
specifically
about
policing,
so
so
I'll
come
to
that.
So
it's
not
the
roommate
of
a
council
to
effectively
you
know,
police
people
and
on
their
movements.
That
is
a
police
function.
What
we
are
doing
is
working
really
closely
with
the
police.
A
We've
got
a
fantastic
working
relationship
with
with
dorset
police,
who
are
doing
an
amazing
job
for
us
through
this
pandemic,
and
we
we
continue
to
work
closely
closely
with
them.
So
what
we're
trying
to
do
is
to
make
sure
that
we're
ready
for
the
parts
of
the
enforcement
that
there
are
open
to
us.
So
you
know
we
put
more
into
community
and
we'll
see
sas
officers
that
they're
called,
which
is
our
local
officers
with
powers
to
actually
do
some
enforcement.
A
So
it's
a
partnership
piece
reader,
so
it's
partnership
between
health,
police
and
and
the
council
really
trying
to
get
that
communication
message
out
to
say
when
it's
right
for
people
to
come
when
it
isn't,
but
our
job
isn't
specifically
to
please
people
moving
moving
around
okay,
let
me
find
some
extra
extra.
A
Okay,
have
you
said
joanna
charlize
jones
has
asked:
have
you
discussed
with
community
enforcement
officers
regarding
car
clamping
being
better
and
more
efficient
than
carter
turaway
for
the
summer
influx
jonah?
I
think
that
was
that's.
That's
a
that's
a
useful
question
and
effectively
we
didn't
at
the
start
of
the
pandemic.
We
didn't
have
the
power
to
turn
away
vehicles,
so
we
did
a
trial
last
summer.
It
was
successful.
A
We
definitely
know
that
that
the
tow
away
is
more
of
a
deterrent,
for
the
fine
people
seem
very,
you
know,
happy
to
just
just
pay
the
fine.
So
there's
a
few
things
in
that.
We
need
to
make
sure
we've
got
officers
ready
to
to
have
that
fine
when
people
are
parking
inappropriately,
but
we've
also
need
to
be
looking
at.
You
know
how
we
can
use
other
means
like
clamping
and
tow
away
so
yeah
very
much.
A
That's
something
we're
actively
discussing
and
I'm
really
pleased
to
say
that
our
toe
away
service
is
now
permanent
effectively,
so
that
is
going
to
be
a
permanent
part
of
our
enforcement.
So
if
you
park,
you
know
inconsiderately,
there's
a
very
real
risk
of
being
towed
away.
In
the
summer,
thank
you.
A
Okay,
so
we've
got
a
question
about
litter,
specifically
about
litter
in
terms
of
christchurch
bypass
dave.
Thank
you
very
much
for
mentioning
this.
When
we
came
in
what
went
to
administration
in
october,
one
of
the
things
we
said,
we
really
needed
to
to
get
better
and
was
was
effectively
litter,
and
that
includes
it's
not
just
litter,
but
it's
also
when
people
are
disposing
of
you
know,
fly
tipping.
You
know
some
larger
items
so
dave
what
we've
done
in
in
in
we
put
some
extra
money
into
into
street
clean
cleaning.
A
There's
a
significant
amount
of
money
going
into
street
cleaning
in
this
budget,
so
that
should
be
getting
getting
better.
We've
also
setting
up
a
partnership
on
flight
tipping
effectively
with
an
agency
who
will
who
will
what
they
can
do
they
can
go
and
collect.
You
know
and
clean
up
the
fly
tipping
and
then
issue
fines
for
the
people
that
they
can
investigate
and
do
that.
So
it's
a
it's
an
absolute
priority,
dave.
What
we
really
need
help
with
is
to.
I
said
it
needs
to
look
and
feel
better.
A
So
you
know
obviously
in
christchurch's
bypass
it
isn't
at
the
moment.
So
we
would
need
to,
you
know,
keep
keep
reporting
it.
Please
keep
letting
us
know,
we
won't
stop
until
it
does.
Actually,
you
know
tangibly
feel
better.
A
A
David
fulton's,
asking
about
when
ashley
road
will
reopen
in
parks,
and
I
don't
have
a
specific
answer
david,
but
I
know
it's
been
going
on
for
a
few
days
now,
and
these
schemes
aren't
very
long,
so
it
should
be.
It
should
be
very
soon
and
that
will
hopefully
get
somebody
to
respond.
Respond
to
you
directly
david.
A
So
heather
says:
if
you're
having
a
building
work,
can
you
travel
from
outside
your
area
to
your
holiday
home
under
covered
restrictions,
different
county
heather,
the
the
advice
is,
is
really
clear:
you're
not
supposed
to
go
to
to
use
holiday
homes
you're
supposed
to
be
staying
in
one
place.
A
So
it's
it
you,
you
know
the
advice
is
clear
and
you
know
please
you're
supposed
to
be
staying
in
your
in
your
in
your
main
home
or
effectively
wherever
you
were
when
when
lockdown
started,
we're
not
supposed
to
be
traveling
between
between
properties
and
there
you
know-
and
there
aren't
reasons
been
given
like
building
work
to
to
help
around
that.
So
apologies,
however,
if
that
wasn't
the
answer
you
wanted,
but
it's
the
advice
is
clear.
A
A
Belinda
price
you're,
asking
about
about
grants
for
the
last
grant
was
january
february.
Will
there
be
forever
one
for
much?
Yes,
as
long
as
we're
in
lockdown
belinda,
those
grants
will
will
keep
keep
being
paid.
You
don't
have
to
reapply
you
will
you
will
just
keep
receiving
that
money
while
we're
in
lockdown.
A
Anne
marie
clarke's
asked
are
we
going
to
do
anything
to
special
to
recognize
pair's
achievement,
yeah,
fantastic
and
marine?
It's
a
really
good
idea.
So,
for
those
who
don't
know,
pip
hair
has
just
been
circular
advocated
circumnavigated
the
globe
in
the
former
von
d
around
the
world
race
and
it's
solo
single-handed,
which
is
an
amazing
achievement.
A
So
you
know
we'd
very
much
like
to
congratulate
pit
for
doing
that
and
I'll
take
that
away
and
marie
and
we'll
look
to
see
how
we
can
how
we
can
recognize
that
as
a
council,
we're
really
proud
of
our
sailing
heritage
and
and
pitched
on
an
amazing,
absolutely
amazing
achievement.
A
Okay,
so
steph
knox
has
asked
a
question
around
e-skeeters
and
specifically
for
beryl
e
scooters.
You
know
and
people
using
them
illegally,
so
we've
talked
with
dorset
police
on
this
and
we're
really
clear
with
our
messaging.
You
know
effectively,
you
do
need
a
a
license
to
be
using
the
as
a
car
licensed
driving
license
for
using
these
scooters.
So
you
know
we're
pleased
in
terms
of
the
barrel
scooters
that
is,
you
know
you
actually
need
to
prove
that
before
you
can
get
them.
A
We
know
there
are
other
e-scooters
being
used,
any
other
ease-gooter
being
used,
isn't
legal
at
the
moment
the
only
legalized
ones
are
the
ones
on
the
beryl
e-scooter
trial.
The
government
are
going
to
be
seeing
how
trials
like
that
go.
A
We're
one
of
the
first
places
to
have
a
scooter
trial
and
then
they're
going
to
look
for
the
the
how
we,
whether
they
bring
that
in
and
why
you
know
wider,
so
we'll
be
using
our
existing
enforcement
powers,
our
css
officers
effectively
to
enforce
that-
and
I
know
the
police
will
will
be
as
well
so
clear
message
if
you've
got
an
e-scoot
of
it
isn't
a
barrel.
Scooter
it
is
illegal
at
the
moment,
so
so
please,
please
don't
use
it.
A
Okay,
fine,
so
I've
got
about
five
six
minutes
left
so
I'll
see.
If
I
can
find
some
questions
that
we
haven't
answered
and
then
said
anything
else.
A
There,
okay,
so
peter
rusco.
You
asked
a
question
around
keyhole
bridge:
are
you
able
to
give
an
update,
regardless
of
the
closure
of
keyhole
bridge
in
paul
my
understanding
council
agreed
announced
it
would
be
reopened?
Okay,
so
peter.
A
Thank
you
very
much
for
the
question.
So
the
process
there
is
where
the
portfolio
holders
made
a
decision,
after
consulting
with
the
war
councillors
and
listening
to
the
consultation
across
the
board,
but
we
would
like
to
reopen
that
keyhole
bridge
that
has
decision
then
has
the
opportunity
to
be
called
in
for
further
scrutiny
that
has
happened
so
that
will
now
go
to
the
overview
and
scrutiny
committee
and
to
check
if
a
process
of
reaching
that
decision
has
been
has
been
effectively
lawful.
A
So
to
be
clear,
what
that
will
be
looking
at
now
is
specifically
just
for
process
around
making
a
decision
and
not
actually
the
benefits
of
the
skin.
I
believe
that's
the
first
of
march,
it's
one
of
the
first
few
days
of
march,
so
after
that
you'll
either
go
to
go
to
cabinet.
If
the.
A
If
the
scrutiny
committee
would
like
to
make
a
recommendation
to
cabinet
and
there's
a
mid-march
cabinet
meeting
or
if
scrutiny,
don't
recommend
that,
then
I
believe
it'll
be
able
to
be
opened
after
immediately
after
the
overview
and
scrutiny
meeting
peter.
So
thanks
for
asking
the
question-
and
hopefully
that
gives
some
clarity
in
terms
of
the
process.
Lots
of
people
want
to
open
and
and
lots
of
people
want
to
close
so
either
way.
We
look
forward
to
just
getting
to
a
decision
very
soon
on
that.
A
Let's
find
some
extra
questions
before
we
go:
okay,
steve
morrissey,
a
question
about
the
additional
restrictions
grant
stream
two
will
be
fully
paid
out
so
just
to
remind
people
so
stream.
Two
is
a
specific
discretionary
bit
where
we've
tried
to
prioritize
areas
that
have
fallen
through
the
cracks
before
I
mentioned
night
time
economy
before
so
we've
we've
highlighted
areas
that
are
really
important
to
us:
nighttime
economy,
being
one
aerospace
sector
as
well.
So
that's
an
additional
restrictions.
Grant
stream
too.
A
So
steve
really
pleased
to
say
that
people
are
being
told
very
very
shortly,
as
in
I,
even
in
the
next
day
or
two,
whether
they
will
be
we've
been
successful
in
that
and
then
within
two
days
of
receiving
that
notice,
money
will
be
in
people's
bank
accounts.
So
we
very
much
expect
that
to
be
either
at
the
back
end
of
this
week
or
very
early
next
week,
steve.
So
hopefully
that's
some
good
news,
we're
one
of
the
first
councils
in
the
country
to
actually
get
that
stream
out
to
people.
A
So
we're
really
pleased
and
massively
thankful
for
all
of
the
you
know
the
council
staff
who
have
you
know
the
amount
of
different
grants.
The
amount
of
money
going
through
the
council
from
the
government
directly
to
people
is
enormous.
So
thanks
everybody
for
their
patience,
and
you
know-
and
we
look
forward
to
getting
that
money
money
out
to
people.
A
A
Close
yeah,
okay,
so
nikki
mcelroy,
you've
asked
a
question
about:
can
anything
done
be
done
with
abandoned
cars
not
parked
in
a
bay
or
on
yellows,
just
in
a
free
area
nikki?
So
this
is
often
a
contentious
issue.
So
if
the
car
is
is
taxed-
and
it
is
part
part
lawfully
I.e
not
in
a
a
bay
right
next
week
being
paid
for,
then
it's
it's
able
to
be
there.
If,
if
it
is,
if
car
is
untaxed,
then
we
you
know
we
need
to.
A
We
have
the
right
to
effectively
move
it,
please.
What
we'd
really
appreciate
is-
and
this
often
happens
in
you-
know,
quiet
residential
areas.
So
nikki
is
exactly
like
that
would
need
to
please
report
it
to
us
and
then
we'll
be
able
to
we'll
be
able
to
do
something
and
do
something
about
it
check.
If
it's,
if
there's
any
enforcement
action
we
can
take
and
so
effectively
we
really
need
people
to
be
our
eyes
and
ears
there
and
help
us
help
us
do
that.
So
please,
let
us
know.
A
Okay,
matt
spence
you've
asked
a
question
about
how
do
bcp
have
available
funding
to
contribute
towards
changing
places,
toilets
in
a
retail
establishment?
There's
a
significant,
a
significant
number
of
you
know.
Schemes
have
come
about
there,
so
we're
really
keen
to
you
know,
support
that
whether
we
can
so
matt.
If
there's
a
specific
example
of
that
you'd
like
us
to
look
into
please.
Please
do
so.
Okay,.
A
Okay,
so
I've
got
a
question
again.
Sorry,
I've
asked
too
many
of
charlie's
questions
and
to
the
detriments
of
us
so
hopefully
not
and
we've
got
about
enforcing
dog
owners
to
put
their
dogs
on
leads
on
prom's
pathways
and
ensuring
social,
just
distancing,
mixing
of
dogs
so
joanna.
What
we
can
do
here
effectively
is
in
certain
parts
where
you
know,
dog
enforcement
is
more
important,
I.e
where
it's
you
know
on
the
beaches,
where
you
not
allowed
dogs
at
certain
times
of
the
year,
and
this
isn't
something
we
can.
A
You
know
enforce
you
know
forcefully.
What
we
need
to
do
is
to
encourage
people
to
act
act
responsibly.
So
it's
much
more
about
encouraging,
encouraging
people
to
to
act
responsibly.
A
Steve
I've
answered
a
question
about
the
arg
stream
two,
so
that
will
be
paid
shortly:
okay,
fine,
let's,
let's
we'll
close
there,
because
a
lot
of
questions
have
already
been
have
already
been
answered,
we'll
be
trying
to
reply
to
some
of
the
questions
as
they
as
they
come
up
as
well.
So
here,
but
thanks
everybody
for
your
for
your
engagement.
Today's
really
really
appreciated
the
next
session
will
be
in
two
weeks
time.
A
So,
please,
you
know,
stay
well
stay
safe
and
we
look
forward
to
seeing
you
again
in
a
couple
of
weeks.
Thank
you.
