I
wanted
to
do
was
to
just

briefly
start
by
reflecting
on
the
fact
that
you
know
the
the
crisis
around
the
world
at
the
moment.
In
terms
of
the
situation
in
ukraine,
I
think
we,
you
know
we're
well
aware
that
bcb
is
born
of
christchurch
and
paul
is
a
very
you
know,
multicultural
area.
We've.
A
A
lot
of
people
come
from
a
variety
of
different
different
places,
and
you
know
there
are
over
10
000
residents
in
bcp
who
originate
from
in
and
around
ukraine
and
other
surrounding
you
know
surrounding
countries.
So
just
reflecting
that
this
is
a
difficult
time
for
for
many
of
us
and
we're,
you
know
very
much
trying
to
do
our
best
to
stand
with
with
those
people.
I
was
privileged
to
be
able
to
sign
the
european
declaration
condemning
the
atrocities
in
ukraine
on
behalf
of
bcb
council.

Last
week
we
were
one
of
the
first
authorities
in
the
uk
to
do
so,
and
you
know
we
will
very
much
be
looking
to
to
work
out
how
to
continue
to
support
that,
but
not
just
now,
but
long
term.
You
know
we
know
that
many
people
are
extremely
saddened
when
seeing
and
hearing
about
you
know
the
stories
of
a
conflict.
So
we
just
want
to
reflect
on
fact
that,
as
bcb
council,
we
we
very
much
look
forward
to
standing
with
you
know
with
our
communities.

best
way
of
helping
at
the
moment
is
it
is
financially.
Ideally,
you
know
the
disasters
emergency
committee,
ukraine
appeal-
has
been
really
successful.
So
look
out
for

one

I
just

wanted

flag
up
our
citizens
advice
across
bcp
as
well,
because
I
think
we
are
already
facing
a
cost
of
living.

high,

understand

rising
costs

living

the
wider
impact
means
that
some
residents
in
bcpr
will

ukraine

actually
done
is
a
significant
amount
of
work
trying
to
work
with
the
community
agencies
who
are
supporting
ukraine
and
we're
also,
you
know
looking
to
see
how
further
we
can
further.
We
can
do
that
by
signing
the
european
declaration.
We
were
able
to
effectively
stay,
and
in
that
signing
we
said
we
would
stand
by
and
be
ready
to
support
the
communities
affected,
both
now
and
also
into
the
long
term.
So
we

able

welcome
refugees
and
invite
them
into
our
communities
as
well.

residents

residence
permits,
and

instance,
in

my
own
board,
as
she

counselor

were
able
to
put
a

permit
scheme
in
up
at
toba
village

managed
to
address
some
of

student
parking
issues,

them

about
this

and
I
think
it's
really
right,
but
it's
brought
up
again
and
again.
So
what
we're
trying
to
do
and
there's
actually
some
really
green
shoots
of
you
know
of
optimism.
I
think
if
we
take,
I
absolutely
hear
the
large
amounts
of.

Usually
you
know
those
big
department,
stores
or
or
national
chains
have
been
coming
out
of
high
streets
and
town
centres
at
some
real
pace
and
then
there's
a
fear
about.
What's
going
to
happen
next,
I
think
bournemouth
was
a
really
interesting
example.
So
if
we
take
the
bobby's
department
store,
that's
come
in
trying
to
reimagine
how
we're
actually
using
town
centres-
and
it's
you
know
from
from
my
view,
for
my
money,
it's
absolutely
fantastic.
It's
an
art
gallery.
There.
A
People
are
using
there's
some
independent
stores,
really
celebrated
for
some
food
concessions,
and
so
you
know
trying
to
reimagine.
What's
the
future
of
high
streets
and
town
centres,
so
some
of
that
stuff's
happening.
We
know
of
of
a
number
of
interesting
companies
coming
in
and
effectively
replacing
some
of
the
stores
that
are
closing.
So
I
believe
that
you
know
we're
when
we
will
have
a
renaissance
effectively
in
terms
of
in
terms
of
our
town
centres
and
some
of
the
independent
retailers
and
offerings
coming
in.

If
we
look
at
what's
happened
in
the
the
dolphin
centre
in
paul
the
our
partners,
there
have
done
some
fantastic
work
and
at
kings
and
crescent
effectively
allowing
10
extra
independent
shots
for
two
years
to
trade
there
and
you'll
be
seeing
you
know
the
health
hub,
that
is,
the
health
center,
which
above
bills,
department
store
and
pooled
as
well
now
so
the
high
streets
are
changing.
So
what
we're
doing
I've
done?
Two
things:
we've
got
a
lead
member
for
high
street
and
resurgence.

You
know,
council,
nigel
brooks
so
across
the
convention,
he's
tasked
with
looking
at
how
we
can
support
local
centers
and
bring
he's,
got
a
very
extensive
track
record
in
retail
and
retail
management
and
place
management.
So
he's
coming
and
leading
that
work
for
us
and
we've
got
three
trial
areas
at
the
moment.
So
it's
one
of
them
is
kinston.
One
of
him
is
in
is
in
broadstone
as
well,
so
we're
trying
to
do
a
little
bit.
The
other
thing.
A
Apologies
have
gone
off
on
spend
quite
a
lot
of
time
on
this
question
is
our
cleaner,
green
and
safer
investment?
So,
just
over
two
weeks
ago,
we
passed
our
new
budget
where
there
was
millions
of
pounds
of
new
money
going
into
make
our
town
centres
and
our
districts
cleaner,
greener
and
safer.
So
that
means
extra
money.

So
over
half
a
million
pounds
on
new
css
offices,
so
community
safety
officers
to
effectively
enforce
we
just
literally
just
morning
at
cabinet,
agreed
a
it's
a
800
000
pound
commitment
to
a
homeless
hub
which
in
bournemouth
town
centre,
which
should
help
us
to
tackle
homelessness
more
and
we're
spending
an
awful
lot
more
money
on
street
cleaning.
So
steve
really
long
answer,

I'd
probably
want
to
sing
next

but
a
lot
a
lot
of
changes
happening,
we're
trying
to
be
at
the
forefront
of
it.

genuinely
believe
our
town
centers,
if
they're,
if
they're,
clean
and
they're
safe,
they
can
be
really
attractive
places
to
be
and
we're
supporting
any
way.
We
can-
and
I
definitely
do
know,
there's
some
good
news
coming,
particularly
in
terms
of
of
bournemouth
when
that
gets
announced.

will
bcp
council
be
swapping
for
large
bins
from
households
to
under
underground
bins
so
effect
we
are
looking
at
underground,
bins
and
doing
some
trials
on
that
in
our
again
in
our
town,
centers
and
on
on
the
seafront.
So
we
want
to
run
some
trials
where
I
think
they're
called
subterranean
bins.

we
did
something
we
did
on
the
seafront,
particularly
in
a
response
to
what
had
been
some
quite
difficult
times
with
lockdown
he's
put
a
lot
more
pins.
You
know
been
great
success.
Huge
less
less
rubbish
collected
from
the
from
the
actual
beach,
because
more's
gone
into
bins
problem
is
but
don't
look
that
slightly.
So
what
we're
trying
to
do
now
is
look
at
how
we
can
use
in
trial
a
reduced
subterranean
bin,
so
big
bin
stores
underneath
the
ground.

can
increase
our
capacity
and
and
but
also
make
the
place
look
better.

we
are
very
much
looking
about
alex

think
your
specific
question
is
relation
to
households.
You
know
there
aren't
any
current
plans
to
look
at
subterranean
bins
on
a
household
basis,
purely
because
it's
not
it
costs.
You
know
it
cost
efficient
enough
to
to
do
it.
We
we've,
you
know,
we'll
always
look
at
certain
things.

What
we
are,
what
we
have
got
and
in
our
again
in
our
budget
that
was
just
passed
a
couple
of
weeks
ago,
was
reference
to
a
general
waste
strategy,
so
where
our
ambition
is
the
government's
bringing
out
a
a
paper
on
waste
and
where
our
ambition
is
to
level
up
the
service
across
the
connection.
So
at
the
moment
we
have
different
size
bins
in
different
areas.

We
have
you
know,
for
instance,
food
waste
being
collected
and
not
being
collected
in
pool
and
what
we've
made
a
commitment
to
do
for
our
waste
strategy
is
to
try
and
level
that
up
at
that
point,
we
will
look
at
be
looking
at
the
the
bins
that
everybody's
got
as
well,
so
alex
in
the
next
year's.
Definitely
subterranean
bins
and
definitely
a
a
a
wave
strategy
across
the
convention,
but
unlikely
for
subterranean
bins
for
for
household
property.

town
center,

we

spent

reasonable
amount
of

do
to
help
the
homeless
more

the
local
area

throughout
the
storms

weather
warnings.

lack
of
support
towards
them
was
shocking
yeah.

So,
in
in
terms
of,
I
briefly
touched
on
it
becky
in
terms
of
our
cabinet
meeting
this
morning,
so
we've
approved
this
morning
an
investment
of
eight
hundred
thousand
pounds
or
up
to
eight
hundred
thousand
pounds
into
a
we're,
calling
it
health
hub
and
it's
designed
to
be
right
in
the
center
of
bournemouth
town
center,
where
we'll
be
acquiring
a
building
and
we'll
be
using
it
as
a
multi-disciplinary
team.
A
So
all
partner
agencies
in
and
around
homelessness
will
be
able
to
operate
from
a
building,
but
we've
invested
and
we've
purchased
and
have
a
fantastic
partnership
working.
So
when,
when
somebody
presents
at
one,
you
know
at
this
at
this
health
hub
they'll
have
all
of
the
services
available
to
deal
with
them.
One
of
the
most
complex
issues
in
terms
of
in
terms
of
homelessness
is
it's
not
about
when
and
how
we
want
somebody
to
interact
with
us.
Who's
got
an
issue.
There's
some
really
underlying.
A
So
what
we
you
know,
government
selected
us
as
one
of
the
five
you
know,
pilot
areas
in
and
around
homelessness,
because
they
know
we're
absolutely
committed
to
doing
it
doing
doing
more
and
that
the
health
hub
concept
is,
is
material
proof
of
that
swept
so
for
people
who
don't
know
that's
severe
weather
emergency
protocols
were
enacted
in
in
the
poor,
whatever
we've
got
and
effectively.
That
means
if
the
weather
is
particularly
bad.
So
if
they're,
I
believe
it's
amber
or
red
warnings
and
also
with
temperatures
are
consistently.

You
know
zero
degrees.
Then
we
bring
everybody
everybody
inside
and
they
were
enacted
here
and
we
we
look.
It's
it's
not
us
to
define
it
effectively,
just
the
swept
protocols
that
is
a
as
a
national
protocol
piece
but
we're
there
to.
We
work
with
our
partner
agencies
to
to
deliver
across
the
board
and
becky
we're
really
trying
to
do
as
much
as
we
can.

we
are,
we
are
genuinely
trying
to
lead
the
way
nationally
in
terms
of
delivering

homelessness.

always

said
this

number

need

be
much
more
ambitious
about
the
lives
of
our
homeless
community.

need
to
do
more
from
them
and
we
actually
need
to
be
much
more
ambitious
about.
You
know
what
our
town
centers
look
like,
and
the
fact
that
it's
not
actually
acceptable
for
for
them
to
be
cluttered
up,
so
it's
that
balance
of
of
providing
more
for
the
people,
while
also
you
know
and
creating
that
more
welcoming
you
know
and
safe
feelings,
town
center,
okay,
fine,
let
me
see
where
else
we
can
get
to

Are
you
helping
shops
with
with
rent
and
rates?

So
we
we
don't.
We've
done
a
number
of
things
actually
in
terms
of
the
discretionary
grants,
so
government
passported
a
significant
amount
of
money
down
to
councils
to
to,
to
put
you
know,
to
give
businesses
where
they
were
paying
rates
and
some
some
grants.

We
passed
water
that
we
were
nominated
for
a
number
of
awards
in
how
innovatively
we
were
passporting
that
money,
and
we
always
did
it,
did
it
really
quickly,
so
we
did
help
significantly
government
helped
and
with
with
rates
as
well.
It's
a
huge
amount
of
support.
We,
where
we've
got
where
we
rent
the
properties,
we've
been
quite
clear
with
people
and
that
we
will,
you
know,
work
with
them
throughout
the
pandemic.

In
terms
of
in
terms
of
events,
what
we're
saying
is
we're
not
that
we're
gonna
counsel
rents,
but
we,
but
we
will
look
to
you-
know,
give
people
time
to
pay
effectively.
So
we've
done
a
lot.
We've
been
recognized
nationally
for
for
doing
a
lot
and
then,
by
investing
in
you
know,
this
is
so
important.

You
know
in
those
in
this
cleaner,
greener,
safer
and
more
aesthetic
town
centres,
you
know
people
feel
safe
to
be
in
and
they're
clean
and
we've
just
literally
put
over
four
million
pounds
into
that
this
year.
So
you
know
we
are
doing
a
huge
amount
and
we
will
we
will
carry
on
doing
because
we
believe
we
should
be
proud
of
our
town
centres.
We
don't
believe
that
they're
that
they're
there
yet,
but
we
think
they
get.

our
support
and
a
thriving
economy
they
can,
they
can
get
there
so

we

massively
ramping
up
our

communications.

added

consultation,
we've

a
way
where
we

do
more
snap
consultations
on
various
projects
through
our
consultation
team
online,
which
is
great
we're
adding
in
a
series
of
face-to-face
consultations
as
well,
and
we're
also
starting
something
called
for
big
conversation
so
where
we're
using
our
future
places
team
to
actually
conduct
something,
a
a
mass
consultation
exercise
to
talk
about
the
future
of
future
bcp
and
what
people
want
to
do.

voting
part
comes
in
in
may
2023,
so
the
next
local
elections
are
in
may
2023.
So
you
know
you
know
you'll
start
hearing
much
more
about
that
in
the
next
year,
as
we
get
as
we
get
closer
to
that
bbq's
really
interesting.

we
wanted
to
do
is
increase
the
amount
of
things
we're
offering
on
our
seafront
one
of
the
things
we
did
and
was
introduced
some
trial
barbecues,
which
have
been
hugely
well
received.

them
closed

winter
and
then
by
resident
demand
had
them
opened
up
again
for
new
christmas
and
new
year,
because
people
were
saying:
look
really
want
to
go
down
and
and
use
them,
even
though
it's
not
summer
so

well
received.

it
a
number

times
that
I
don't
think
it's
just
people
who
can
afford
beach
huts,
who
should
be
able
to
you,

cook
their
families
or
themselves
food
on
the
beach,

we're
doing
that
with
barbecues,

we
look

roll

more

those
out
next
summer.

who
can
