it
had

of
an
overrunning
cabinet
meeting.

We've
got
through
a
massive
agenda
this
morning
approved
the
building
of
some
fabulous
new
council
flats
in
bournemouth
some
additional
provision
around
special
educational
needs.
We've
also
approved
some
traffic
regulation
orders
that
will
affect
central
bournemouth
approved
our
youth
justice
plan.
Oh
lots
of
lots
of
other
things
to
do
with
planning
and
also
dealt
with
quite
a
significant
paper
around
the
principles
of
of
our
priorities
for
the
next
year.

So
I
would
encourage
you
if
you
can
to
go
back
and
look
at
the
youtube
video
of
the
cabinet
meeting
and
and
find
out
what
we've
been
up
to
so
we've
literally
had
about
120
seconds,
since
I
came
off
of
that,
so
we
will
crack
on
with
today's
q
a
which
will

I
believe
until
quartered

I

So
a
few
things
to
update
your
could
consideration?

I
believe
there
is
already
an
increase
on
some
second
home,
certainly
charging
on
empty
homes,
and
I
think
if
there
is
the
opportunity
to
charge
more
to
second
home
owners,
they
obviously
can
afford
a
second
home,
and
I
would
rather
see
us
supporting
people
who
are
struggling
so
certainly
I'll
have
a
look
at
what
the
legislation
is
saying
on
that
and
trying
to
encourage
people
to
to
to
be
buying
homes
for
them
to
live
in
rather
than
as
second
homes.

Clearly,
we
do
need
people
who
are
buying
homes
that
they're
then
going
to
rent
out
to
local
people
to
live
in,
because
not
everyone
could
afford
to
buy
a
house,
and
we
do
need
to
encourage
people
who
are
going
to
be
become
active
landlords.
But
yes,
I
totally
agree
with
you.
Second
home
in
holiday.
Homes
is
something
that
we
need
to
have
a
bit
of
a
line
on
so
we'll
we'll
come
forward
with
a
piece
of
work
on
that.
Why
are
we
not
supporting
e-scooter
rental
they're,
a
fantastic
green
way
of
getting
around
town?
A
They
may
well
be
a
fantastic
green
way
of
getting
around
town,
but
they're
being
trialled
for
a
reason,
because
they
are
deemed
by
a
lot
of
people
as
potentially
not
very
safe,
and
we've
already
got
some
quite
significant
issues
in
town
around
the
conflict
between
bike
and
pedestrian,
and
I
think
right
now
for
us
to
be
a
trial
area
for
something
else,
which
is
a
lot
faster
than
scooters,
has
the
potential
to
be
quieter
than
bikes
and
and
really
quite
frightening
for
people.

I
don't
see
any
reason
why
we'd
want
to
be
at
the
front
of
that
line
clearly
when
the
legislation
changes
and
enables
people
to
to
use
them
more
widely,
then
we'll
deal
with
that,
but
right
now
I
think
we
are
innovating
in
many
other
ways.
I
don't
see
a
reason
why
we
need
to
innovate
in
this.
Therefore,
I
would
say:
scooters
are
not
allowed
on
public
land.
They
are
not
allowed
on
the
road,
they
are
absolutely
not
allowed
on
proms,
they
are
not
allowed
on
cycleways
and
they
are
not
allowed
on
pavements.

The
police
do
have
the
ability
to
give
a
significant,
fine
and
penalty
points
if
they
are
used
and
our
beach
patrols
will
actually
stop
people
where
they
can,
but
they
are
illegal.
We
are
not
a
trial
area,
so
please
do
not
use
e-scooters
other
than
on
private
land.

Even
if
we
were
a
trial
area,
you
wouldn't
be
able
to
use
it
on
a
pavement
or
a
or
a
cycle
path
anyway,
there
to
be
used
on
the
main
roads
and
there
to
be
used
with
a
driving
licence.

So
therefore,
if
you're
using
them,
even
if
we
were
a
trial
area,
you
shouldn't
be
using
them
in
those
areas.

are
we
doing
to
deter
people
for
parking
on
road
curbs,
etc?

I'm
really
glad
you
brought
this
up.

As
of
friday,
we
have
new
policy
involved,
we've
been
able
to
to
implement
a
clamping
and
towing
away
service
which
will
begin
this
weekend.
We've
none
of
the
previous
councils
had
this
in
place,
so
this
isn't
something
that
we
failed
to
do
it's
something
the
previous
councils
have
never
done
so
from
friday.
Vehicles
are
parked
in
a
dangerous
way
that
is
obstructing
access
or
causing
danger.
We
will
have
the
ability
to
tow
away.
This
goes
across
the
whole
of
bournemouth,
christchurch
and
pool.
A
We
will
obviously
have
to
use
it
in
a
targeted
way.
We
only
have
so
much
capacity
to
tow
vehicles
once
those
vehicles
have
been
towed.
People
will
then
obviously
have
to
not
only
pay
a
parking
fine,
but
they
will
have
to
pay
for
the
recovery
of
their
vehicle
for
those
vehicles
that
are
perhaps
not
in
such
a
dangerous
location,
but
are
breaching
the
law
and
parked
illegally.
A
We
will
now
have
the
powers
to
clamp
them
and
we
hope
that
clamping
other
vehicles
and
leaving
them
in
situ
will
discourage
people
from
parking
in
an
illegal
way
where
it
isn't
perhaps
in
a
dangerous
way.
This
will
also
apply
to
people
who
are
persistent
offenders
in
non-payment
of
parking
fines.
It
will
also
apply
to
persistent
offenders
of
the
abuse
of
a
blue
badge.
So
please
be
mindful
of
what
the
rules
are.
Please
pay
your
parking
fines
on
time,
because
if
you
don't,
then
you
run
the
risk
of
getting
clamped
as
well.

We
are
still
working
to
try
and
get
the
mps
who
are
lobbying
on
our
behalf
to
get
parking
fines
increased.
We
are
putting
parking
attendants
on
the
entrances
to
car
parks
so
that
where
car
parks
are
completely
full,
we're
turning
people
around
and
trying
to
get
people
to
go
elsewhere,
so
lots
has
been
going
on
we,
you
know
we
really
are
connecting
whatever
we
can
have.
We
considered
increasing
our
housing
environmental
health
staff
to
help
tackle
poor
rental
homes,
as
the
increases
are
okay.
So
it's
all
about
funding.

At
the
end
of
the
day,
if
we
bring
in
selective
licensing,
which
is
something
that
comes
forward
to
cabinet,
I
think
in
october
there
will
be
a
a
fee
for
landlords
who
are
renting
out
properties
and
that
will
actually
generate
an
income
so
that
we
can
actually
improve
the
lives
of
people
who
are
living
in
substandard
accommodation.

With
things
like
hmos,
there
will
be
automatic
additional
licensing,
but
if
the
selective
licensing
policy
goes
through,
then
we
do
have
the
ability
to
to
improve
the
housing
standards
and
that's
one
of
the
really
important
things
where
selective
licensing
can
help.
It
will
also
help
where
people
are
being
blighted
by
poor,
neighbor,
behavior
and
poor
maintenance
of
housing
which
is
affecting
the
wider
community,
so
selective
licensing,
whilst
it's
seen
as
a
a
bit
of
a
negative
stick
by
landlord.

Quite
understandably,
if
they've
got
to
pay
a
fee,
then
they
are
going
to
have
to
they're
going
to
have
to
pay
that
price,
and
there
is
a
risk,
of
course,
that
some
will
pass
that
on
to
tenants.
But
if
we
can
actually
improve
the
lives
of
people
living
in
private,
rented
accommodation,
the
wider
society
value
is
good
and
there
will
be
a
paper
coming
forward
in
I
think
october,
which
shows
the
evidence
of
where
selective
licensing
has
improved
housing,
stock
and
living
standards
for
everybody.

clarify
that
social
distancing
as

guideline.
It's

council

implement

we
are
wearing

mask
when
we're
in
inside
is
the
clamping
and
towing
police
authorization
only
no,
no
tracy!
This
is
the
council.

The
council
have
now
got
this,
so
our
we
have
staff
within
our
ceos,
our
parking
attendants
who
are
now
authorized
to
clamp.
We've
got
senior
staff
that
have
been
trained
to
do
this
and
it
will
start
as
of
the
end
of
of
this
week,
running
to
the
end
of
september,
at
which
point
we
will
review
it
and,
I
suspect,
make
it
a
more
permanent
permanent
arrangement.
So
I
think,
that's
great,
I'm
so
depressed
a
massive
oak
tree
in
my
small
garden
with
processing
of
tree
reduction.

Right,
there's
a
lot
of
detail
there.
I
think
the
issue
around
trees
is.
You
cannot
compare
the
fact
that
we
have
taken
down
some
trees
in
pool
park,
but
we're
not
actually
able
to
take
down
a
tree
or
approve
the
takedown
of
a
tree
elsewhere.
Trees
come
down
all
the
time.
They
come
down
because
they're
diseased,
because
they're
not
protected
because
they're
preventing
something
else
from
being
done
because
they
might
be
causing
a
problem
with
drainage
because
they
may
not
actually
be
indigenous
species.

So,
for
example,
on
the
heathland,
some
trees
are
taken
down
because
they
actually
counter
counteract
with
the
the
need
for
a
heat.

If
you
have
a
tree
preservation
order
on
a
tree
in
your
garden,
that
will
have
been
on
your
deeds
so,
and
it's
very
very
unlikely
that
you
move
there
after
so
that
you
move
there
before
the
tree
preservation
order,
because
typically
a
tree
would
be
fairly
mature
to
have
a
tpo.

If
you
have
a
tree
with
a
tpo,
it's
there,
because
that
tree
has
some
value,
and
if
that
tree
has
a
value,
then
I'm
afraid
you
have
to
expect
that
we
will
protect
it
and
the
rest
of
your
neighbors
will
protect
it
too.
You
know

we
can't
do
a
lot
about
that.
You
are
allowed
to
work
on
on
protected
trees,
but
you
do
need
to
get
permission
and
you
do
need
to
pay
for
it.
If
it's
on
your
land,
it's
your
problem.

That
is
part
of
having
a
garden
and
part
of
having
a
garden
that
has
beautiful,
mature
trees.
Trees
do
come
down,
they
are
replaced
at
a
higher
rate
and
young
trees
do
actually
sequester
carbon
at
a
very
high
level,
as
they're
growing
very
fast,
so
not
necessarily
a
bad
thing.
When
trees
older
trees
come
down,
if
they're,
not
the
right
trees,
but
there
we
go.
There
is
a
real
problem
with
developers
taking
down
trees
that
aren't
protected
in
anticipation
of
development.

That
is
really
difficult
to
do,
and
we
need
to
be
really
mindful
that
if
you
see
trees
that
are
being
damaged,
then
you
go
straight
onto
the
website.
Have
a
look
on
the
map
where
you
can
see
where
the
trees
are
or
are
not
protected,
and
if
they
are
protected.
Please
let
us
know
straight
away,
because
we
can
act
and
stop
people
from
taking
trees
down.
If
we
know
about
them
once
they're
down,
then
it
is
an
enforcement
matter
and
we
have
been
successful
in
getting
significant
fines
for
people.

There
was
one
chap
in
paul
who
I
think
the
fine
was
something
like
160
000
pounds
for
taking
down
some
significant
trees,
and
we
need
to
make
sure
that
that
you
know
where
people
have
breached
the
law
for
their
own
benefit,
that
that
we
that
we
can
restore
nature
as
it
should
and
hopefully
use
that
money
to
increase
enforcement
and
to
increase
our
tree
cover.

Can
I
advise
if
there's
any
where
soft
play
cafes
can
open
good
news,
bad
news,
no
news
on
when
they're
allowed
to
open,
unfortunately,
they're,
not
in
a
group,
I
think
there's
still
some
issues
around
them,
and
I
understand
that
I
mean
how
many
three-year-olds
do
you
know
that
come
socially
distance
when
they
see
a
ball
pit
or
a
slide
good
news
is
we
have
extended
our
local
discretionary
grant
scheme
phase
two
is
out
at
the
moment
it
does
finish
at
midnight
on
sunday.

now
specifically
put
in
a
piece
of
a
clause
which
allows
businesses
that
are
not
allowed
to
open
or
were
not
allowed
to
open,
as
at
the
25th
of
july,
which
was
last
weekend
which
includes
soft
play.
Centers,
who
have
a
value
rateable
value
of
between
51
000
and
100
000
will
now
be
allowed
to
claim
under
the
local
discretionary
grant
scheme.
I
have
been
in
direct
contact
with
a
couple
of
play
centres
already
to
make
sure
they're
aware
of
it.

Okay,
okay,
are
we
closing
east
cliff
magic?
Okay?
So
let's
get
a
bit
of
clarity
about
these
closures
you've
been
hearing
about.
A
It
means
that
it
is
lowered
traffic.
So,
wherever
you
need
to
get
to
on
that
road,
you
can
still
get
to
it,
but
you're
not
necessarily
going
to
get
to
it
in
a
straight
line.
Bus
companies
are
aware
the
detour
of
the
buses
has
been
sorted.
We've
arranged
removal
of
some
branches
for
where
there's
low,
overhanging
branches
that
will
affect
the
buses,
but
the
idea
is
that
it
actually
reduces
down
the
the
traffic
along
there
and
actually
a
lot
makes
people
do
a
bit
of
a
dog
leg
and
think
about
whereabouts.

On
that
road
you
need
to
be,
there
is
an
issue
around:
what's
the
knock-on
effect
for
other
roads
and
that's
why
it's
a
live
consultation.
So
what
usually
happens
with
some
of
these
ideas,
if
you
think
back
to
the
the
the
way
that
was
is
traditionally
done.
If
you
put
forward
an
idea,
you
go
to
consultation.

Government
regulations
now
are
very
clear.
We
had
a
letter
guest
today
that
said
no
transport
schemes
will
be
considered
in
the
future
unless
there
is
significant,
cycling
and
walking
infrastructure
put
at
the
top.
They
are
absolutely
adamant.
This
is
a
conservative
government,
which
I
don't
support
and
you'll
know
that
I
don't
support,
but
this
is
a
conservative
government
that
is
saying
to
councils
across
the
country.
You
will
prioritize
pedestrians
and
cyclists.
A
You
will
make
sure
that
there
is
decent
infrastructure
for
people
to
make
different
choices,
and
that's
not
just
because
of
our
obesity
problem
is
because
of
our
climate
problem
and
our
congestion
problem.
It
has
been
policy
for
many
years,
but
we've
been
too
frightened
to
do
anything
so
what's
happening
instead.
Is
that
we're
putting
in
temporary
measures
must
stress
the
word
temporary?
The
measures
that
are
going
in
are
either
paint
planters
and
bollards.
A
Ultimately,
we
put
these
things
in
we
assess
them.
We
see
what
the
knock-on
effect
is.
If
the
effect
is
negative,
we
can
either
adapt
them
or
remove
them.
If
they're
positive,
then
we
have
an
evidence
base
for
whether
we
want
to
make
a
permanent
change,
but
we
can't
make
a
permanent
change
unless
or
until
we
go
through
a
full
consultation
program.
The
money's
been
given
to
us
for
this
purpose,
so
we
are
not
using
your
council
taxpayers
money.

Yes,
we're
using
government
money,
but
under
government
instruction
that
we
do
it
this
way,
because
we
know
that
historically,
the
minute
people
start
jumping
up
and
down
and
saying
no,
no,
no
councils
go
all
right.
Then
we
won't
bother
so
we're
actually
flipping
it
completely
democratic,
because
nothing
can
be
permanent.
It's
a
temporary
measure
if
it
has
a
negative
effect,
it
will
be
removed,
and
that
is
our
commitment
to
you
that
you're
not
going
to
see
anything
permanent
unless
it's
successful
and
we
will
take
into
account
all
the
bits
of
consultation.

Also
looking
for
schools
to
look
at
school
streets,
we
want
to
make
sure
that
around
schools
we
try
and
encourage
people
to
walk
and
cycle,
and
so,
if
we
can
work
with
schools
and
the
roads
around
schools,
we
can
potentially
really
change
the
way
that
children
travel
in
the
future.
You
know-
and
hopefully
they'll
carry
on
with
that.

I
think
it
looks
very
unlikely
that
the
government
are
going
to
look
to
national
gut
lockdowns.
The
reason
they
put
local
outbreak
management
plans
in
is
to
try
and
avoid
that.
I
think
we
have
to
recognize
that
as
we
come
towards
the
winter,
it
is
a
possibility,
but
I
think
that
if
we
can,
if
we
can
run
the
local
outbreak
plans
properly
and
robustly,
it
will
avoid
the
need
for
a
national
lockdown.
That's
why
it's
important
that
we
we
do
do
what
we
can
around
asking
other
people
to
do
practice
social
distancing.

If
it's
practical,
I
know
the
government
is
saying,
go
back
to
work,
but
there
are
lots
of
companies,
including
the
council,
who
are
favoring
home
working
that
you
do
continue
to
wash
your
hands
and
you
absolutely
do
wear
a
mask
unless
there
is
a
very
good
reason
why
you
can't,
because
if
for
no
other
reason,
the
main
reason
for
bringing
in
the
mass
is
to
build
the
confidence
of
those
people,
who've
been
shielded
for
nearly
five
months.
Those
people's
shielding
comes
to
an
end
this
friday.

As
of
monday,
those
individuals
will
be
expected
to
go
out
and
about
and
if
the
rest
of
us
aren't
wearing
masks,
can
you
imagine
that
the
the
the
anxiety
and
stress
that
they'll
face?
So
let's
do
them
a
favor
by
us,
demonstrating
that
we
support
them
by
us
wearing
a
mask,
and
hopefully
we
can
get
things
back
to
some
sort
of
normality.

people
stay
in
their

answer

could
two
choices
are
given?
Well
because
if
the
council
are
providing
funding
for
nursing
homes,
the
council
has
a
limit
at
which
point
it
will
fund.
Remember
when
the
council
funds
a
nursing
home
place,
it's
you
and
me
that
are
funding
that
nursing
home
place.

You
know
the
council
can't
fund
two
thousand
pounds
a
week
home,
that's
just
not
fair
or
practical,
on
the
on
the
average
taxpayer,
who
might
actually
be
struggling
to
pay
their
rent
and
their
council
tax.
We
have
a
limit
upon
which
you
know
we.
We
say
there
is
a
limit
to
which
we
will
we
will
fund.
There
are
not
that
many
nursing
homes
available
within
that
funding
limit,
and
actually
you
know
if
you
want
to
have
a
wider,
a
wider
proportion
of
care
homes,
then
actually
there's
a
self-funding
issue.

beach
has
been
broken
in
twice
over
18
months,
you'd
like
to
hand
back
tied

I
think
you'll
find
that
we
have
made
a
bit
of
a
pause
in
terms
of
handing
back.
I
know
people
who
are
struggling
with
the
finances
have
been
given
the
opportunity
to
hand
their
their
keys
back
early
and
pause.
So
can

suggestion?
You

totally
agree
that
is
worth
looking
at
a
two-month
notice
period
in.

think
it's

totally
different
allocations
policy

christchurch,

all
sorts
of
different
terms
and
conditions,

models.

is
something
we're
looking
at
so
I'll

that

notice
period
is
actually
considered,
because
there
is
indeed
a
long
waiting
list.

suggest
you
take

and

them

there's
a
problem,

is
red

park
unlocked
at
night?
Generally
speaking,
most
of
the
parks
that
are
locked
at
night
rely
on
local
residents.
To
do
that,
I
don't
know
the
circumstances
of
red
hill
specifically,
but
I
know
in
our
area
the
parks
that
are
locked
rely
on
local
residents
who
do
it
on
a
voluntary
basis.

That
may
well
be
the
case
at
kingfisher.
It
may
well
be
that
the
staff
on
duty
at
kingfisher
because
of
the
barn,
but
I
can
find
out
clearly
we
can't
what
we
can't
do-
is
to
cause
the
council
any
additional
costing
and
funding
in
in
providing
staff
at
the
end
of
every
day.
There's
also
reasonable
use
of
some
of
our
parks
in
the
evenings.
It's
quite
quite
reasonable.

think
we
can
look
into
that,
but
it
may
well
be
that
it's
a
financial
thing

may
well
be
if
you
live
near
red
hill
park
and
you'd
like
to
volunteer
to
lock
up
parks
at
night,

always

is
we've
got
quite
considerable
issues
with

weeds

personnel
costs

significant

alternative.

ability

go

buy

and

of
the
manual
things
we
just
don't
have
that
budget
we
did
commit
to
doing.

think

I'm

brighton
took
five
years
to
get

they're

free.

to

people

laptops
at
the
moment.
Remember
at
least
two-thirds,

not
more
of
our
council
staff
are
working
from
home.

can
