What
I'd
like

it's
important
and
consistent,
is
to
briefly
touch
on
our
covid
situation
yeah.
We
always
start
these
broadcast
effectively
talking
about
that
to
get
a
real
sense
of
sense
of
where
we
are,
and
then
we
get
into
our
local
plan
sessions.

director

public
health
on
the
10th
of
of
january.
Was
our
case.
Rates
are
1441
per
100
000,
which
is
which
is
stark.
So
you
know
covet
is,
is,
is,
is
very
you
know
much
in
our
community
at
the
moment,
however,
and
just
to
point
back
our
height
at
the
height
of
the
previous
height,
it
was
around
900,
so
we're
significantly
higher
in
terms
of
transmission
than
the
previous
height
of
infections
back
last
year.

What
what
is
different,
though,
is
our
rate
in
hospitals
is
93,
so
we're
currently
out
of
the
as
of
the
10th.
We
have
93
people
across
the
dorset
hospitals
and
at
the
previous
peak
that
was
over
600,
so
we've
got
significantly
more
cases
and
we've
got,
but
we've
got
significantly
less
people
in
hospital.
What
that
means?
What
I
think
that
means
is
two
things
one
is
a
vaccination
is
absolutely
fundamental.
A
So,
please,
you
know:
we've
got
about
90
percent
of
people
fully
vaccinated.
We
really
really
need
you
know
that
still
means
there's
10
people
that
haven't
even
had
their
first
vaccination.
So
I'd
encourage
as
many
members
members
of
the
public
as
possible
to
be
champions
for
the
vaccination
it
works.
We
can
prove
it
works.
We've
only
got
93
people
in
hospital
rather
than
over
600.
So
that's
the
first
thing
I'd
really
like
to
to
emphasize,
and
the
second
thing
I
think
we
need
to
look
at
the
data
slightly
differently.

You
know
it's
not
so
much
about
transmission
now,
because
it's
not
going
into
overwhelming
nhs
in
that
way,
but
we
are
seeing,
is
because
of
that
level
of
transmission.
There's
real
pressure
across
the
system
and
workplaces
around
people
being
absent.
So
it's
it's
still
hugely
important.
We've
got
a
way
through
this.
It
is
a
vaccination.
So

please
protect
yourself,
protect
others
and
encourage
other
people
to
to
get
vaccinated.

long

of
bcp
to

now
before
we
put
that
document

the
end

the
year,
we've
taken
the
decision
to
do
a
huge
consultation
exercise
on
what
is
in
the
art
of
the
possible
really
what
what
what
what
we
could
do
and
what
we
could
look
at
in
the
area.

issues

options,
consultation
document
you

see
it
hopefully

the

front

you

that

the

of

the
7th

Now
a

been
looking

this
document.
This
is
not
the
draft
local
plan
we'll
be
putting
the
local
plan
together
later
on
this
year.
What
this
document
is
is
everything
we
could
be
considering
that
could
make
its
way
into
the
local
plan.

is,

really

It's
there
to
protect
endless
urban
sprawl
and,
as
part
of
this
process,
lots
of
developers
have
said
that
actually
we
think
we
should
open
up
some
of
the
green
belt
now.
What
we
want
to
know
is:
what's
the
public's
view
on
that?

that's
the
right
thing
to

On
the
one
hand,
that's
a
delicate
opening
of
the
green
belt
is
a
is
a
positive
way,
sometimes
to
provide
affordable
family
homes,
which
we
can't
do
on
brownfield
sites.
On
the
other
hand,
the
greenbelt
is
there
for
a
reason
and
it's
to
stop
endless
urbanization
and
to
focus
development
into
those
brownfield
sites.
So
what
we're
doing
with
this
document
in
general
is
putting
all
of
the
questions
out
there
all
of
the
sites
that
are
possible
to
develop
all
of
the
the
high
level
choices
that
we've
got.

are
areas
that
are
already
undergoing
some.
Some
changing
character.
Do

that's

plan

comes

the
formulation
of
the
local
plan
later
on
in
the
year.
This
document
is
all
about
seeking
your
views
before
you
do
that,
because,
in
my
view,
there's
no
such
thing
as
too
much
consultation
and
negotiation,
which
is
something
my
kids
remind
me
every
night
at
bedtime.
So
we're
we're
here
to
take
all
of
your
your
comments
and
questions
around
the
choices
that
we've
got
to
make
as
part
of
that
local
plan
process.

One
thing
I
do
think
it
is
important
to
to
draw
out
one
of
the
the
key
parts
that
we'll
have
to
decide
on
as
part
of
the
local
plan.
Is
the
housing
numbers
the
housing
numbers
that
we've
got
to
build
over
the
bournemouth
christchurch
and
pool
area?
And
you
know
we
are
a
large
area
where
the
largest
10th
largest
urban
authority
in
the
country,
you
know
we're
you've
got
a
bit
of
a
cityscape,
but
at
the
same
time
we've
got
rural
countryside,
a
fantastic
natural
environment.

We've
got
some
housing
numbers
that
we
have
to
hit
through
the
what's
called
a
government
standard
methodology
target.
Now,
if
we
just
take
that
standard
methodology
that
dictates
that
we
should
be
planning
to
build
around
2
700
homes
per
year
in
the
future
and
to
give
a
bit
of
a
an
idea
about
the
step,
change
that
that
would
need
we
currently
deliver
about
13
1400,
so
probably
double
the
amount
of
homes.

If
we
follow
the
government's
standard
method,
we've
come
up
with
a
quite
an
innovative
way
of
fault
playing
by
the
government's
rules,
but
looking
at
what
that
local
need
actually
is,
and
there's
a
few
tweaks
within
that
standard
method,
particularly
around
how
many
people
that
move
into
the
area
actually
stay.
We're
a
university
three
universities
in
the
area.
The
assumptions
within
that
model
there's
a
lot
of
people
that
move
into
the
area
stay
well.

Clearly,
they
don't
so
we've
drilled
into
that
data
and
come
up
with
a
new
method
which
brings
that
number
down
to
around
1600,
so
still
a
still
an
ambitious
target
which
we
clearly
need.
We
need
to
build
new
homes,
particularly
to
address
the
affordability
issues
for
young
people,
but
we
think
that
figure
is
a.
You
know
a
more
more
locally
derived
more
appropriate
figure,
but
we
need
your
views
on
it.

homes

for

slightly
lower
figure

potential

centres

opportunity
for
regeneration
and
using
those
brownfield
sites,

the
consultation

we

gardens

the
bcp

much

development
such

priority

there
are
so
many
existing
buildings,
energy

empty,

should
be
using
regeneration
to
encourage
new
businesses

occupy
empty
properties

landlords?

I
completely
agree.
We've
always
got
to
balance
the
the
real
need
to
build
new
homes,
and
you
know
part
of
that
is
because
we
have
to
you
know
we
should
do
it.
You
know,
we've
clearly
got
an
affordability,
almost
an
affordability
crisis
in
this
area.

It's
incredibly
hard,
particularly
for
young
people,
to
get
on
the
ladder,
because
they're
simply
on
enough
new
homes
and
the
population
is
growing.
So
that
means
we've
got
to
build
new
homes
and
we've
got
to
build
them
somewhere.
Clearly,
the
the
best
way
to
do
that
is
to
focus
on
the
on
the
brown
field
sites
and
that's
what
you
know
largely
we've
been
proposing.
However,
what
we're
trying
to
do
with
the
local
plan
as
well
is
have
a
conversation
with
the
public
to
make
sure
that
that's
the
right
way
to
go.

we've
got
housing
numbers
that
we
need
to
to
to
get
to
that
are
higher
than
before,
we've
got
to
think
a
little
bit
differently.
That
might
mean
that
we
have
to
go
higher
on
some
of
our
brownfield
regeneration
sites,

it

mean,
depending
on
the
public
feedback,
that
we
look
at
some
sensitive
opening
up
of
the
greenbelt
land,
because
that

us

homes.

authority
looking
improving
the
surface,
in
particular
the
time
frame
in
determining

planning
applications?

we
still
got
three
different
planning
services
operating
under
one
council
and
when,
when
when
we
came
into
power
as
a
conservative
administration
about
16
months
ago,
unfortunately,
we
were
nearing
the
government's
naughty
staff
of
special
measures,
because
we
weren't
quite
we
weren't
getting
enough
planning
applications
approved
in
time
or
judged
in
time.
We
put
together
a
huge
package
of
planning
improvement.

Some
of
the
biggest
cities
in
the
country
and
we've
seen
a
you
know,
I
think
a
20
increase
in
the
last
year
alone
in
planning
applications
now
that's
great
because
it
means
people
are
investing
in
the
area.
But
that
compounds
an
already
difficult
issue.
So
we've
got
a
huge
planning,
improvement
structure
underway
at
the
moment
and
nick.
Maybe
you
want
to
tell
us
a
little
bit
more
about
the
work
that
you're
doing
with
the
team
to
make
sure
that
we're
getting
that
on
track.

really

lot
of
work
has
gone
into
planning
improvements.
We
did
something
before
christmas
called
a
clearance
week
to
try
and
address
the
volumes
in
the
system
which
has

really
successful.
We
have
managed
to
reduce
workloads.
We
are
also
bringing
in
medicinal
staff
we're
in
recruitment
exercise
at
the
moment,
so
part
of
it
is
around.

resources
in
terms
of
people
doing
things
which
we're
addressing,
but
we're
also
looking
at
the
systems
to
make
things
more
efficient
and
all
that
work
is
happening
all
the
time
and
we
are
regularly

politicians

our

issue

We

aging
population,

lot

pressures

care
facilities.

the
local
plan
we

looked

stage

what
sites
we

potentially
use

accommodate
care
related
uses
and
you'll
see
some
of
those
on
the
interactive
maps.

it
is
an
important
point
for
us
in
meeting
our
housing
needs
and
meeting
a
sort
of
mix
of
different
housing
types
through
the
local
plan
process.
So
that
is
one
of
the
issues.

plan
will
be
looking
to
address

looking
forward

hearing
people's
views
on
that
as
we
go
through
the
consultation.

think

we've

absolute
passion
for
what
you

extra
care
extra

housing

we

create
parts
of
the
the
connotation
are
ideally
suited
to

community
so
rather
than
people
going
into
sort
of
residential
care
homes,
they
can
actually
go
for
a
mix
of
tenure
in
in
in
relatively
close
proximity.

when
it's
in

one
place
someone
we
can
actually
provide
services
around
them.
They're,
you

well-enabled
digitally-enabled
places
as
well,
which
means
people
can
stay
in
their
own
houses
for
longer
their
better
lives.

dealing
with

issues

people
that

themselves

Meanwhile,
houding

do
a
really
deep
dive
into
what
our
housing
need
is
in
the
area.

around

need

demographics

informed
of
christchurch

pool

of
our
population

16

the
far

brings
its
own

a
very
young

heavy

so
that
kind

assisted
living
that

is

we're

more
in

the

got
to
be
flexible
with
the
accommodation

build

only
last
night
at
full
council,
we
passed
plans
for
a
new
development
on
herbert
avenue

poole,

will
be
helping
people
that
find
themselves

got
too
many
people,
we've
made
huge
inroads.
We've

too
many
people
that
find
themselves
in
that
position
that
the
council
has
to
pay
for
them
to
go
in
temporary
bed
and
breakfast
accommodation.
That's
not
good
for
the
council
taxpayers,
it's
quite
expensive.

good
for
people

find
themselves
in
that
position
and
want
a
more
long-term
solution.
So
the
development
that
we
passed
last
night
at
herbert
avenue
is
specifically
designed
24
units
to
help
families
in
particular,
who
find
themselves
homeless

back
onto
the
you
know,
back
into
a
more
permanent
home.
What's
really
interesting
about
that
development
is
first
of
all,
it's
super
carbon
friendly.

It's
passive
house
standard,
but
also
the
actual
interior
design
of
that
building
is
really
flexible,
so
where's
the
needs
change
for
those
people
and
we
have
fewer
people
that
needing
housing
or
more
or
indeed,
if
we
get
to
a
position

need
short-term
housing
more,
we
need
more
long-term
housing.
We
can
change
that
building
around
and
do
it
differently.

think
it's
little
things
like
that
that
are
really
important
when
we're
planning
for
the
future,

instance
with
the
council
homes,

sure

as
flexible
as
possible

climate
friendly
as
possible.

what
we're
trying
to
do

promote
a
program
called
your
travel,

choice.
At
the
moment,
nearly
everybody
is
forced
into
using
the
car
for
the
journey
absolutely
great.

want
people
to
have
the
option
to
always
use

car
if,

they
want
to
or
all
they
need
to,
but
some
people
don't
want
to
do
that,
and
also
we've
got
a
congested
network.
So
so
darby's
lane
is
a
really
key
part

effectively.

we've
done

lot

consultation
on
it

we
think
it's
a
really
important
part
of
that
wider
travel
network
to
give
people

opportunity
to

link
up
some
of
the
main

routes

needs
are

working
with
various

on

the

how

ensure
our
transport
infrastructure
is
fit

purpose,
there's

whole
chapter
about
the
natural
environment
which
I
haven't
really
talked

but
about
our
special
protected
areas.
We've
got
a
lot
of
international
designations
in
terms
of
our
important
heathlands
and
habitats
and
how
we
protect
and
conserve
those
as
we
go
forward.
We've
got
a
section
about
our
built
environment
which
is
about
you
know
how
could
our
character
evolve?

we
haven't
really
got
into
that
too
much
today,
but
there's
opportunities
for
local
plan
to
really
look
at
how
we
can
try
and
make
sure
the
place
we're
creating
is
a
really
sort
of
healthy
and
sustainable
place
that
supports
good
quality
of
life.
Another
topic-
that's
in
there
is
on
climate
change.
That,
again,
is
you
know
hugely
important
in
in
our
context
of
bcp
and,
of
course,
nationally
and
globally,
and
we
have
got
some
options
for
how
we
might
want
to
tackle
climate
change
issues
locally.

that's
in
the

then

last
section
in
there
is
about
the
providing
the
infrastructure
that
supports
development
and
what
we
can
do
surrounding
infrastructure
needs.
So
all
those
sections
are
in
there
and
people
can
dip

out

particular

give
their
views
on
all
of
those
topics,
as
part
of
the
consultation,
so
would
really
encourage
you
to
do
that.

haven't.

decisions
yet

any

that's
why
it
might

feel

lot

unnecessary

lot
of
detail.

opportunities

population

doing

great
on
some
of
the

national
statistics,
but
now

opportunity
to
to
unlock
that
before
we
do
that
we
need
your
feedback.
