we're
very

at

kick
off
by
giving
a
very
brief
update
in
terms
of
where
we
are
without
the
covered
situation,
our
number
is
241
out
of
a
hundred
thousand
of
the
population
in
terms
of
infections.

the
moment
this
is
still
slightly
below
the
england
average,
but
we're
it's
higher
than
we
were
when
we
went
into
lockdown.
So
what
we're
hoping
and
what
government
are
hoping
is
that
the
lockdown
impact
will
start
to
be
found
in
in
the
coming
weeks,
which
will
obviously
be
really
important
as
we
as
we
look
to
come
out
of
lockdown
at
the
end
of
december.

always
still
hoping
on
just
just
on
that
covered

flag
up
from
the
very
beginning

are
both

a
covered,
safe
workplace
environment
we've
been
advised
by

assured

terms
of
what
are
we
doing
to
help
out
the
the
nightclubs
in
bournemouth
so
phil?
Would
you

Yeah,
you
have
seen
a
lot
about
that
in
the
in
the
press
this
week
the
the
first
lockdown
affected.
What
affected
everybody
in
many
different
ways,
but
there
were
certain
areas
of
the
economy
that
weren't,
given
the
support
that
other
areas
were
and
we've
seen
in
particular
nighttime
economy,
parts
of
the
hospitality
sector
and
actually
the
events
sector
as
well
are
areas
that
are
very
important
across
the
bcp
area,
very
important
to
our
local
economy
and
areas
that
are
really
feeling
the
pinch.

There's
been
a
lot
of
press
about
that
recently,
so
we're
currently
working
through
the
government's
new
guidelines
about
the
the
new
grants
that
are
available
for
businesses
to
actually
apply
for,
and
they
come
in
two
different
areas.
So,
first
of
all,
any
any
business
at
the
moment
who
is
a
rate
payer
who
pays
non-domestic
rates
can
apply
for
the
current
scheme
that
we've
got,
which
is
already
live
so.

That's
absolutely
any
business
and
we
then
got
an
additional
restriction,
support
grant
which
is
going
to
which
is
being
finalized,
literally
as
we
speak,
which
is
more
of
a
discretionary
grant
to
support
those
businesses,
a
that
haven't
been
able
to
apply
for
other
grants,
including
this
grant.
That's
that's
currently
available
from
now.

So,
if
you
don't
currently
pay
domestic
non-domestic
rates,
you
can
apply
for
that
new
grant
that
we're
being
finalizing
at
the
moment
and
then
there's
two
further
pots
within
that
which
are
for
businesses
that
are
severely
impacted
and
sectors
that
maybe
haven't
had
to
close
but
have
been
impacted
or
actually
areas
that
are
specifically
important
to
our
local
economy
as
well.
So,
basically.

Can
apply
with
non-domestic
repair
for
the
current
scheme.
That's
out,
and
only
this
week
we're
finalizing
the
details
of
what
comes
next
in
the
discretionary
stage,
part
one
will
be
for
those
that
are
that
can't
apply
for
anything
else.
Pots
two
and
three
will
be
for
those
areas
that
are
really
important,
so
we're
working
really
hard
on
that
very,
very
recognizing
the
fact
that
particularly
those
event
sectors,
nighttime
economy
are
areas
that
are
going
to
need
some
extra
support
over
this
period.

Technically
that
that
is
money
that's
supposed
to
last
until
march,
but
we've
taken
the
decision,
particularly
in
the
hopeful
reopening
of
parts
of
the
economy
from
2nd
december,
that
that
money
is
needed
now,
so
we're
going
to
try
and
prioritize
that
as
soon
as
possible,
yeah.

asked
about
discretionary
grants.
Chris
chris
ray
is
a
really
interesting
point
and
said
effectively.
You
know
my
rent's
three
and
a
half
k,
but
my
the
grant
is
only
2k.
So
a
couple
of
things
about
that
chris.
Firstly,
that's
the
that's
the
government
part
of
the
scheme,
so
yes,
yes,
that
is
the
case.
We've
we've
been
clear
that
you
know
you
will
be
able
to
apply
for
both
pots
of
money
so
effectively.

If
you've
had
an
lrsg,
you
will
be
able
to
apply
for
one
of
the
pots
in
terms
of
additional
restriction.
Support
grant
but
there'd,
be
you
know
some
criteria
around
that
emma's
asked
some
really
important
question
around
community
community
fridges
and
also
you
know,
thank
you
for
your
comment
around
the
free
school
meals
position,
but
what's
actually
going
to
happen
for
elderly
people
as
well.
So
just
a
couple
of
point
points
on
emma
one.
You
know
we're
really
pleased
now
that
government
have
confirmed
funding
for
free
school
meals
throughout.

both
christmas

and
next
easter.
So
so
you
know
that
is
actually
something
we're
really
pleased
with
and
keen
on.
There
is
some
discretion
in
that
in
terms
of
it's
not
just
for
children.
So
it's
about
food
poverty
generally,
there's
a
slice.
It's
about
food
poverty

so
we'll
be
looking
to
see
what
help
we
can.
We
can
stand
up
for
for
the
elderly,
elderly
population.

seeing
a

which
is
around

christmas
and

families

going
to
be
struggling,
could
we

looking
at
a
community
ideas

gifts
that
those
people
have
been
affected
by

free
school
meals
and
the
half
term
situation,
we're
putting
some
plans
in
place
already
to
support
people
and
families
that
are
struggling
on
that
area.
Over
the
christmas
period
and
beyond,
we've
received
some
extra
government
help
money
and
help
from
that
as
well,
but
it's
a.

Would
be
good
to
look
at
that
that
scheme
that's
already
out
there
we're
already
delivering
to
people,
so
it
would
be
nice
to
give
a
little
bit
of
extra
christmas
cheers,
but
we'll
definitely
take
that
away.

thing:
I'd
use
this
opportunity
actually
to
make
a
plea
for
people
as
well.
We've
got
the

extremely
vulnerable
people
that

still
advised,
where
possible,
not

leave

house,

we
are
still
a
little
bit
short
on
volunteers
that
are
able
to

out
there

help

frankly,

actually
being
able
to
just
go
and
pick
up
their
shopping
for
them
and
to
to
deliver
it.

You

terms
of
can

property
to
another

property
during
you

lockdown
too

The
the
simple
answer.
That
question
is
yes,
you
know
most
services
are
remaining
open,
so
we're
trying
to
keep
as
many
services
as
possible
open
where
they
can
be
where
they
can
be
done
done
safely.
So
you
know
the
housing
team
is
being
responsive.

So,
yes,
you
know
you
can
do
that
just
to
give
some
other
examples
of
services
that
are
open.
You
know
job
center
services,
your
registrations,
birth
deaths
and
marriages
are
open.
So
this
time
there
is
a
marked
difference
in
terms
of
some
of
the
some
of
the
services
that
are
open,
just
just
to
recap.

Some
of
the
questions
further
up,
so
we
started
with,
hopefully
a
really
useful
discussion
and
around
the
discretionary
grant
and
and
the
the
other
grants
available
from
phil
karen
asked
a
question
around
people
working
from
home,
so
just
to
clarify
for
anybody
tuning
in
now.
Yes,
you
know,
I
think
what
we're
able
to
do
with
this
grant
scheme
is
pick
up
more
people
who
were
left
behind
and
to
some
to
some
extent
in
the
last
scheme,
so
we
there
certainly
will
be
targeted
out
for
for
for
people
at
home.

Just
on
other
news
in
the
economy,
as
we
said
at
the
beginning,
everything
that
we're
hearing
from
government
is
that
as
long
as
things,
don't
change
dramatically,
that
the
restrictions
will
be
eased
in
some
form.
On
the
second
of
december,
we
mentioned
at
the
beginning
we're
still
tracking
below
the
england
average
rate.
At
the
moment,
we've
got
a
delay.

Currently,
seeing
are
not
quite
yet
the
effect
of
lockdown,
so
we
remain
hopeful
that
once
the
the
lockdown
numbers
come
through,
hopefully
we'll
see
a
stabilization
or
reduction
which
will
enable
us
to
come
out
of
lockdown
as
planned
on
the
2nd
of
december.
So
we
are
still
making
preparations
for
our
businesses.
So
christmas
market
is
a
christmas,
for
instance,
in
the
high
streets,
we're
working
on
the
expectation
that
you
know
christmas
isn't
cancelled
and
we
will
be
able
to
get
out
there.

Do
our
christmas
shopping
visit,
high
streets
and
hopefully
see
loved
ones
in
some
form
over
the
christmas
period.
In
the
meantime,
however,
we
are
still
in
lockdown,
and
I
understand
that
people
still
want
to
get
on
and
help
support
local
businesses.
So
we
had
a
campaign
that
we
launched
pre-lockdown
called
the
rediscover
safely
campaign,
which
is
all
about
getting
out
there
and
in
a
covered,
secure
and
safe
way,
supporting
your
local
businesses.

We've
got
17
different
high
streets
across
the
bcp
area,
so
trying
to
actually
get
out
support
your
local
high
streets,
we're
in
a
different
situation.
Now
we
can't
physically
get
out
and
support
a
lot
of
those
businesses,
but
so
many
of
them
have
really
stepped
up
to
the
mark
and
have
put
a
lot
of
their
offerings
online
and
offering
click
and
collect.
So
we
we've
extended
that
campaign
and
tried
to
get
people
that
you
know
until
we're
able
to
get
out
again.

If
you
are
going
to
be
shopping
online,
it
would
be
really
helpful
to
support
our
local
economy
and
our
local
businesses,
if
you
could
do
it
online
locally.
So
so,
if
you
do
need
to
do
christmas
shopping,
don't
forget
your
local
high
street
try
to
support
our
local
businesses,
because
so
many
have
done
a
fantastic
job
of
adapting
to
these
very
difficult
times.

go
quickly
through
some

liam
asked
a
question
about
enforcement
and
in
in
how
we're
enforcing
you
know,
business
well,
first
thing
to
say,
is
effectively:
we've
been
able
to
get
our
environmental
health
officers
out.

You
know
at
pace,
and
you
know
discussing
and
educating
some
businesses
in
terms
of
in
terms
of
the
rules
which
has
been
really
helpful
and
and
really
well
received
act
as
on
monday,
my
understanding
was:
there
were
three
fixed
penalty
notices
that
had
been
put
out
on
businesses
in
bcp.

May
have
changed
by
now,
but
the
point
is
it's
not
massive,
so
compliance
has
been
really
good
and
you
know
we
thank
all
of
our
business
community
for
what
they're
doing
to
enable
you
know
to
one
close
when
they
have
to,
but
also
make
sure
their
premises
are,
are
secure.
So
so
liam,
thank

There
is
some
enforcement,
and
we've
also
got
seven
covered
marshalls,
which
are
that's
spreading.

why
ratable
businesses
being
being
favored
effectively
by
the
government
rather
than
those
working
from
home,
you
know
the
the
premise
behind
this
is.
If
your
business
is
closed
and
you
can
use
a
furlough
scheme,
then
effectively
your
main
cost
that
you're
going
to
be
left
with.
Is
your
premises
cost.
So
it's
to
make
sure
that
there
is
some
support
for
those
businesses
with
with
with
premises
I
apologize
for
reiterating,
but
I
hopefully
you
know
certain
people
log
on
later.

to
reiterate,
if
you
haven't
been
able
to
apply
for
the
local
recovery,
support,
grant
or
you're,
not
a
ratable
business,
then
we
have

discretionary
scheme
and
that
was
we're
signing
off
at
back
end
of
this
week

you
know
you
will
be
able
to
apply
for
apply
for
that.

answering
sarah
bob's
question
about
the
council
digital
initiatives
to
support
businesses,
as
I
just
mentioned,
obviously
we're
really
encouraging
people.
We've
got
a
big
marketing
campaign
out
there
around
trying
to
get
people
to
help
local
businesses
online
in
in
the
lockdown
period.
Having
said
that,
also,
as
I
mentioned,
we
are
preparing
for
what
happens
after
lockdown
and
the
hopeful
assumption.
That
will
be
the
case
and
one
of
the
things
that
we're
really
pleased
to
announce
is
a
christmas
parking
offer.

So
there
will
be
free
parking
this
christmas
across
bournemouth,
christchurch
and
pool
that
will
happen
on
on
various
days,
so
thursdays
from
4
till
10
p.m.
In
both
bournemouth
christchurch
and
pool
town
centres,
it
will
be
free
parking
in
the
council,
car
parks
also
on
sundays,
from
10
till
6
and
then
saturdays
we'll
be
extending
it
to
our
other
high
streets,
such
as
boscom,
southbourne,
camper,
cliffs,
broadstone,
ashley,
road
highcliff,
ashley
cross,
etc,
etc.
So
I
think
that's
really
positive
news
so
that,
hopefully
you
know
shop
online
locally.

Two
to
five
people
traveling
together,
then
they
can
get
a
joint
ticket
for
just
five
pounds,
which
is
a
saving
of
seven
pounds
from
the
normal
price.
So,
however,
you
want
to
get
into
the
high
streets
once
the
high
streets
are
open
either
by
driving
there'll,
be
some
free
parking
options
to
encourage
people
to
support
our
local
businesses
or
discounted
bus
fares
as
well.
So
I
think
that's
that's
really
good
news
and
we're
really
delighted
that
we've
been
able
to
offer
that

thank

the
bus.

yeah,
fantastic,
I
absolutely
endorsed
that
okay,
so
I
had

question
in
terms
of
will
would
be
coming
into
level
three
on
on
lockdown.
So
I
I
have
a
regular
video
call
conference
with
ministry
of
housing
and
local
government
where
that's
discussed
effectively.

What's
discussed,
you
know
where
we'll
be
going
next
and
the
government's
been
really
clear
to
you
know
effectively
we'll
be
coming
out
to
lock
down
into
a
tiered
system
the
one
difference
between
the
tier
system
that
we're
aware
of
so
far,
then
the
one
we
we
left
when
we
came
into
this
lockdown,
there's
going
to
be
a
new
terror
that
a
tier
four
effectively,
which
is
which
to
some
extent,
was
effectively
where
we
are
where
we
are
now.

So
we
were
tier
one
when
we
went
into
it
when
we
went
into
this,
our
rate
was
rising
and
it
was
starting
to
be
increasingly
concerned
because
we
had
people
in
there.

key
part
of
that
is
if
you've
got
people
in
their
60s
who
are
having
a
reasonably
high
infection.
So
that
would
be
one
of
the
key
key
metrics
we'll
be
pushing
for
our
understanding.

in

the

the

people

over
60
and
the
number

that
has
actually

to
fall.

expectation

complex

government

the

hard

missed

lot
of
opportunities.

we've
been
very
clear
that
certainly
the
air
festival
is
very
much
back
on
the
agenda
next
year
and
all
the
preparations,
and
hopefully
it
will
be
better
than
ever,
but
as
drew
said
as
a
our
administration
is
increasingly
of
the
view
that
events,
not
just
in
bournemouth,
bournemouth
and
paul
and
christchurch
and
in
all
the
different
high
streets
that
we've
got,
are
going
to
be
even
more
important
in
2021
than
they
were
in
2020.

Not
just
to
support
hospitality
and
hotels
like
the
holiday
has
asked.
The
question
is
obviously
very
important
for
that
section
of
our
economy,
which
is
very
large,
but
I
think
also
for
morale
as
well.
You
know
we've
been
trapped
inside
for
2020
and
I
think
it
would
be
great
if
we
could
hit
2021
back
up
and
running.
So
we've
got
a
team
already
planning
all
of
our
events
for
2021.

As
soon
as
we
are
able
to
film
up
some
dates,
we'll
be
getting
them
out
there,
because
I
know
particularly
for
our
hospitality
industry
as
well.
It's
really
important
to
have
as
much
time
as
possible
so
that
people
can
book
hotels
and
start
making
plans.
So
the
plan
very
much
is
hopefully
back
to
some
business
as
normal
in
2021
and
hopefully
even
further
than
before.

that's
great

it's
a
massive
priority
of
our
administration
to
make
sure
we're
supporting
our
local
economy
as
much
as
we
can
to
where
we
can
add.

events

do
that

we're
really
keen
to
hear
ideas
as
well
so
in
terms
of
people
have
got
things
they
want
us
to
bring
forward.

touch
base
on
a
couple
of
questions
around
the
the
grants
again.

raised
a
really
interesting
question
around
the
people:
the
student
income,
a
lot
of
people
rely
on
on
students
and
living
with
them
and
that's
obviously
been
been.
You
know
massively
curtailed.
So
will
the
discussion
schemes
that
support
that?
I
think
that's
a
really
interesting
question
and
one
we
one
will
look
into
what
we've
been
able
to
do
and
is
effectively
we've
been.
We've
had
more,
you
know,
evidence
and
than
historically,
so
we've
got
better
understanding
of
people
who
fell
through
the
cracks
and
and
need
support.

so
naomi
we
will.
I
will
you
know
we
will
have
that
conversation
and
work
out.
If
that's
an
area
we
can
support
as
well,
because
there
is
a
discretionary
element
element
to
the
scheme.

why
it's
taking
so
long
effectively
to
get
that
money
out.
So

we
first
had
the
guidance
in
the
middle
of
last
week
and
officers
worked
something
up
and
every
decision
on
friday.

our
arm
and
also
the
money
we
weren't
clear
on
the
money
available
until
last
friday,
so
we're
we're
effectively
trying
to
turn
that
around
in
in
seven
to
ten
days
it's
hugely
complicated.
You
know
the
question

around
student
income
effectively,
it
just
shows
you
know
the
vast
vast
amount
of
people
affected
by
kovid
and
and
and
what
are
we
doing
about
it?

asked
a
question
you
know
in
terms
of
you
know,
can
it
be
more
discretionary
than
the
last
schemes
and-
and
the
simple
answer
to
that
is-
is
yes
and
one
of
the
reasons?
Why
is
because
you
know:
we've
done
a
massive
engagement
exercise
with
the
business
community
to
try
and
really
understand
the
areas
that
might
have
fallen
through
the
cracks,
but
also
more
businesses
are
open
this
time.
So
a
good
example
is
dentists,
for
instance.
Dentists
were
closed.
Last
time
the
significant
amount
of
support
went
to
dentists
before
and
and
they're
open.

So
there
is
further
further
support,
I'm
not
sure
if
we
mentioned
actually
but
the
overall
package
did
we
mentioned
earlier.
It's
7.9
million
pounds
from
government.
So
if
you
add
the
two
schemes
up,
the
government
have
just
given
us
another
16
million
pounds
and
we
will
pass
for
every
penny
of
that
to
to
local
businesses.
Yeah.

So,
just
just
for
those
of
us,
those
that
are
just
joining
us,
this
is
a
business
and
economy.
Facebook
live
special,
although
I've
been
covering
other
things
such
as
covet
as
well,
and
I
think
one
of
the
things
that's
really
important
right
now
is
what's
happening
with
grants.
So
for
those
of
us
that
are
just
joining
a
very
brief
overview,
we've
got
the
local
restriction.
Support
grant
scheme
already
open.

So
if
you
are
a
current
non-domestic
rate
payer-
and
you
have
to
close
because
of
this
lockdown-
you
can
go
online
already
and
the
money
is
there
ready
to
apply
for
to
cover
that
four
week
period.
So
that's
anybody
who's,
a
non-domestic
rate
payer
for
those
that
aren't
non-domestic
rate
payers.
We
do
have
an
additional
restriction,
support
grant
that
we're
finalizing
at
the
moment
that
will
be
coming
out
shortly.
That's
what
we
call
stream
one
or
part,
one
of
that
for
those
that
aren't
able
to
apply
for
the
other
scheme.

We've
then
got
two
further

that

which
are

help
businesses
that
aren't
required

close,
but
are
severely
impacted

the

mandated
closures
and
also

key
businesses

we've
been
working.

local
businesses

with
the
business
groups
as
well,
so
a
big

the

chamber
of
commerce
who
have
been
helping
us
on
that
in
the
dorset
grove
growth
hub.

for

to
make

that
this
is

top

list
and
making
sure
that
that
we
bring

pride

we're
particularly

getting
on
top
of

it's
quite

wrong
direction

also
there's
the
asb
during
the
coded

tricky
