the

the
police
and

reported
it.

reported,

they

know

tank
had
ruptured.

revised

definition

housing
accommodation,
because
a
couple
questions
had
come
up
that
it
wasn't
clear
enough
whether
this
applied
to
commercial
properties,
mixed-use
properties.
So
the
definition
of
housing
accommodation
just
was
clarified
to
clearly
state
that
it
applies
to
residential
units
within
a
mixed-use
building
and
not
to
commercial.

clarified
instead
of
significant
market
changes,
it's
significant
changes
in
operating
or
carrying
costs
directly
related
to
the
units,
such
as
property
taxes
for
insurance
premiums.
We
clarified
that
cpi
was
specifically
the
northeast
consumer
price
index,
as
established
in
august
of
the
calendar
year.
Proceeding
then
we
made
changes
to.

weekend,

question

condominiums
and
how
the
law
currently
reads
that
good,
a
landlord
can
show
good
cause
if
they
seek

faith

possession

fewer
than
12
units.
If
someone
owns
a
condo
in
a
building
that
contains
more
than
12
units,
they
cannot
seek
an
eviction
by
demonstrating
good
cause
under
this
provision.

not
apply
to
them.

That
last
part
was
about
adding
language
about
adding

additional
good
cause
provision
that
would
allow
a
landlord
to

good
cause
if
they
have
a
valid
or
a
good
faith
contract
of
sale.
They
might
be
able
to
show
good
cause
in
that
situation
and
we're
exploring
how
to
add
that
language
to
the
law
as.

all

so
that
was
a
matter
of
introduction,
so
we
are
opening
the
public
hearing.
I've
got
a
list
here
again
many
of
you,
I
think,
spoke
at
the
initial
public
hearing
and,
as
you
hear,
the
changes
in
it
and
the
current
law
are
not
substantive,
but
there
are
a
couple
of
other
areas
where
we're
looking
at
and
so
let's
start
up
and
I've
got
donna
minkowitz.
First.

I
know
I
do
not
recommend
that
we
add
language
to
the
law
that
prevents
this
from
applying.
If
the
landlord
has
a
contract
of
sale
before
this,
that
particular
landlord
had
refused
to
deal
with
an
overwhelming
bed
bug
infestation
in
our
building
and
we
felt
powerless
to
get
her
to
act
because
most
rents
in
brooklyn
were
much
higher
than
we
could
afford.

When
we
were
living
in
windsor
terrace
brooklyn
in
2017,
we
again
had
to
leave
our
apartment
abruptly
because
the
landlord
announced
he
was
raising
the
rent
hundred
dollars
a
month
in
that
apartment,
the
landlord,
never
cleaned
the
entrance
way
or
the
stairway
or
the
stoop
and
yard.
Yet
we
felt
powerless
to
leave
because
rents
elsewhere
were
higher
than
we
could
afford
both
of
those
landlords
by
the
way
were
quote
small
landlords.

My
friend
s
was
forced
to
live,
leave
two
different
apartments
in
beacon
in
the
past
four
years
and
now
lives
in
wappingers,
where
he
is
much
more
isolated
from
the
cultural
and
social
life
of
beacon
that
he
loved.
He
is
65
and
lives
alone.
Two
other
sets
of
friends
were
also
forced
to
move
due
to
astronomical
rises
and
rents,
and
one
family
had
to
move
all
the
way
to
buffalo.

You
have
the
power
to
stop
this
and
prevent
beacon
from
becoming
another
san
francisco,
where
everyone
who
lives
within
the
city
limits
has
to
earn
at
least
a
hundred
fifty
thousand
dollars
a
year
to
pay
for
rents
there
and
all
the
ordinary
working
people
have
to
commute
for
an
hour
or
more
to
their
jobs,
serving
the
rich
folk
of
the
city.

city
city,
council,
member
members
and
meeting
attendees,
my
name
is
ashley
bonds,
liptay
and
I
live
in
ward
2..
I
would
like
to
discuss
with
the
council
why
I'm
in
favor
of
the
good
cost
eviction
bill,
my
husband,
my
three-year-old
daughter
and
I
bought
our
first
home
in
beacon.
Last
june,
we
decided
to
invest
in
beacon,
full-time
to
raise
our
growing
family.

S
T
I
believe
people
move
to
beacon
to
be
a
part
of
a
community
that
has
been
growing
here
for
decades
or
even
generations,
both
property
owners
and
renters,
as
speculation
rises
in
our
city.
It
saddens
me
when
I
hear
that
rents
are
climbing
so
high,
so
quickly
that
it
leaves
people
who
have
put
down
roots
here
at
risk
of
displacement,
that's
not
to
say
I'm
against
growth
in
beacon,
but
there's
a
difference
between
organic
growth
and
markets
and
the
markets
simply
inflating
prices
at
maximum
speed.

If
we
don't
install
some
guard
rails
to
maintain
rent
fairness,
I
worry
we
are
going
to
lose
a
valuable
part
of
what
makes
beacon
unique,
while
my
wife
and
I
own
our
home,
we
rented
for
decades
beforehand
and
experienced
the
power
and
balance
that
exists
between
landlords
and
tenants.
Even
in
the
best
of
situations
we
paid
rent
every
month
and
hoped
our
landlord
will
respond
promptly
with
leaky
when
leaky
roofs,
heating
problems
or
security
issues
arose,
we
worried
about
making
follow-up
calls
and
being
labeled
problem
tenants.

We
held
our
breath
as
renewal.
Time
came
near
knowing
rental
markets
were
ever
increasing
and
wondering
if
rent,
if
a
rent
hike
would
force
us
to
move
or
if
we
would
just
be
denied
a
new
lease
altogether.
In
this
light,
I
believe
good
cause
eviction
is
reasonable
regulation.
It
gives
tenants
some
level
of
security
against
the
whims
of
the
housing
market
and
gives
landlords
clear
responsibilities
and
boundaries
with
respect
to
their
tenants.

The
council
should
take
this
vote
and
support
this
legislation
as
soon
as
possible.
Delaying
has
already
caused
harm
to
tenants
and
beacon.
A
colleague
who
spoke
at
a
previous
council
session
had
their
rent
increased
by
hundreds
of
dollars
in
this
just
this
month,
either
as
punishment
for
speaking
out
or
as
a
last
chance.
Rent
hike
before
this
legislation
is
passed
in
either
case.
If
there
was
proof
needed
that
goods
cause
eviction
should
be
implemented.
That's
enough
for
me.

Good
evening,
mayor
and
city
council
members,
I'm
a
third
generation
beacon,
resident
housing.
Stability
is
a
human
right
and
having
stable
housing
should
not
be
about
luck.
Unlike
many
others,
I
have
a
great
landlord,
but
others
aren't
as
fortunate
as
me
recently.
I
have
heard
from
individuals
how
their
landlord
had
increased
their
rent
to
600
dollars
more
per
month.

As
I
have
said
before,
the
good
cause
eviction
legislation
is
needed
to
promote
housing
security,
protect
a
tenant
against
unfair
and
exorbitant
rent
increases,
landlord
intimidation
and
to
help
supply
stability
for
our
community,
regardless
of
your
income
level.
This
is
why
I'm
asking
the
city
council
to
pass
good
cause.

If
those
changes
are
made,
it
will
negate
the
whole
legislation
in
its
entirety
and
make
it
useless.
So
I'm
asking
that
you
really
review
them
changes
and
not
make
it
one-sided
and
really
think
about
everything
that
people
have
been
saying
over
the
course
of
months
years,
even
tonight
in
the
last
public
hearing.

Landlords
can
still
evict
a
tenant
for
a
multitude
of
reasons,
from
non-payment
of
rent
to
creating
a
nuisance
and
onward.
They
just
can't
do
it
arbitrarily.
What
is
unreasonable
about
that
landlords
can
still
raise
the
rent
at
a
fair
cost
of
living
percentage
and
they
can
raise
it
beyond
that
level
too.
They
just
need
to
show
why
to
pay
for
capital
improvements,
for
instance.

concerned
about
the
city
of
beacon,
which
I
love
with
all
of
my
heart:
who's
gonna
watch
over
the
taxpayers,
because
they
are
the
ones
that
are
paying
for
the
streets,
the
signs,
the
snow,
removal,

parade
police
people
somebody's
got
to
watch
over
them
too.
Now,
instead
of
taking
all
of
this
out
of
the
landlord's
hand
and
saying
well
we're
going
to
put
a
rule
in
there,
which
you
guys
already
said
you're
going
to
get
sued.

It
just
doesn't
seem
fair
to
me
and
so
come
to
the
parade.
I'm
sorry
about
saying
these
things,
and
I
love
every
one
of
my
tenants
and
one
of
my
tenants.
I
had
to
go
to
jail
because
he
got
arrested
to
get
him
out
of
my
apartment.
Little
old
me
is
in
a
jail
with
an
attorney
that
I
had
to
hire
like
and
all
he
had
to
do
was
sign.
All
the
drug
dealers
went
into
the
apartment,
but
I
wasn't
allowed
so
you
know
there's
a
couple
of
ways
to
look
at
this.

I've
also
heard
so
many
stories
and
have
stories
of
my
own
about
living
with
broken
appliances
or
other
small
things
that
make
your
apartment
not
a
great
place
to
live,
but
you
don't
bring
it
up,
because
you're
worried
that
your
landlord
will
start
looking
a
little
closer
at
how
much
you're
paying
and
decide
to
raise
your
rent.
As
a
result,
and
in
the
past
couple
of
weeks
I
started
to
hear
stories
about
people
who've
had
their
rents
raised
by
500
or
more
because
the
city
is
beginning
to
consider
this
law.

Is
this
a
first
step
in
protecting
current
beacon
residents
and
giving
them
their
day
in
court
absolutely
so
I
hope
that
you
will
consider
many
other
measures
to
address
housing,
affordability
in
beacon,
but
this
is
a
first
step
to
showing
that
you
as
a
council
think
housing.
Affordability
is
something
worth
working
on
and
addressing
here
in
beacon,
and
I
urge
you
not
to
delay
your
vote
and
vote
tonight
to
pass
good
cause
eviction
here
in
beacon.

give
people
more
housing
security,

because

lucky

inherit
money

point
from
family

able
to
buy
a
home
does

mean
that

should
have
any
more
security

someone

never

recent
homeowner
and
beacon
and
therefore
a
taxpayer,
I'm
also
someone
who
used
to
rent
up
until
recently
and
every
place
I
rented
at.
I
was
also
the
taxpayer,
because
those
property
owners
would
not
have
been
able
to
pay
their
taxes
without
my
money
with
that
said,
I'm
still
pretty
excited
about
that
st
patty's
day
parade
okay,
okay,
so
I
I
have
a
major
theme
in
my
comment
today.

Our
housing
crisis
in
beacon
is
a
long-term
problem.
We
all
know
that
two,
it
will
require
a
lot
of
solutions.
This
is
one
of
them
and
the
reason
why
it's
an
important
first
step
is
because
it
protects
our
community
so
that
our
community
can
then
work
on
those
longer
term
problems
over
time
and
and
finally,
like
really
hope
you
all
whatever
amendments
you
do
choose
to
pass
today.

heard
a
lot
of
folks
a
couple
weeks
ago
at
the
last
public
hearing
expressed
support
for
other
policies
as
well,
and
I
want
to.
I
don't
want
to
say
I
want
to
make
sure
it's
said
that
those
other
policies
potentially
are
great
as
well
and
good
cause
eviction
does
not
preempt
or
dissuade
us
from
talking
about
those
other
policies.

any
delays
further
are
really
challenging
and
hurtful
to
renters
and
beacon
you've
heard
other
people
mention.
I've
heard
a
story
myself
of
a
renter
and
beacon
who
spoke
out
a
couple
weeks
ago,
whose
rent
has
raised
hundreds
of
dollars
since
then,
and
so
we
need
to
pass
this
in
order
to
prevent
stuff
like
that
from
happening.
So,
let's
take
the
step.
Let's
pass
this
law
and
protect
as
many
renters
as
possible
thanks

favor

good
cause
eviction.
I
think
it's
a
bad
idea.
The
idea
of
somebody
living
in
your
house
forever
forever
that
you
can't
get
rid
of
aside
from
going
to
court,
and
maybe
the
court
says
no,
that
person
has
to
stay.
I
mean
how
would
you
feel
if
somebody's
living
in
your
house
forever
and
you
can't
get
rid
of
them?

would
you
feel
if
somebody's
living
in
your
mother's
house
and
they
can't
get
rid
of
them
forever?
It's
just
every
time.
I
think
of
that
forever.
My
head
spins.
I
guess
we're
allowed
to
raise
the
rent
five
percent,
but
our
costs
are
going
up
a
lot
faster
than
that.
You
know
I've
heard
people
mention
leaky,
roofs
appliances,
pest
control,
plumbing
issues,
boiler
issues.

Those
things
are
all
very
expensive
and
they're
going
up
a
lot
faster
than
five
percent
per
year
right
now.
So
what
happens?
If
the
cost
of
all
of
my
maintenance
goes
up
at
10,
12
15
and
I'm
able
to
raise
the
rent
5,
I'm
losing
money
the
next
year,
I'm
losing
more
money
the
next
year,
I'm
losing
more
money
forever.

would
like
the
council
to
kind
of
consider
what
happens
at
the
end
of
forever.
I
mean
how.
How
is
that
going
to
work
out
at
the
end
where,
where
is
this
money
going
to
come
from?
If
you're,
if
you
own
a
single
family
house
and
you
live
in
it
and
you
need
a
new
roof,
you
can't
go
to
the
roofer
and
say
well,
you
know
go
to
court.

you
want
to
charge
me
five
percent
more
than
last
year,
if
they're
going
to
charge
you
whatever
the
market
is
the
same
with
the
plumber,
the
same
with
the
pest
control
guy,
the
same
with
the
lawnmower
and
guy
all
of
that
those
are
market
rates,
so
we're
incurring
market
rate
costs,
but
we're
only
able
to
take
in
you
know
five
percent,
something
that's
legislated
by
the
courts.

suppose-
and
I
guess
we're
we
know-
we're
gonna
we're
gonna
lose.
This
is

a
long,
long
time
doing
this,
this
conversation
and
I
believe
that
a
lot
of
the
problems
that
we're
having
deal
with
a
lack
of
information
as
long
as
well
as
misinformation
being
spread
about
what
good
cause
eviction
is

housing
being
a
human
right.
It's
important
to
think
about
it.
That
way,
because
the
way
it's
been
portrayed
to
the
public
is
is
tennis
versus
landlords
and
that's
not
entirely
true.

lot
of
the
landlords
and
a
lot
of
people
that
have
been
here
in
the
opposition
have
an
idea
that
this
law
is
going
to
prevent
them
from
getting
rid
of
people
who
are
problem
tenants.
It's
not
the
case.
In
fact,
not
passing
this
law
will
not
help
them.
Get
rid
of
problem
tends
either,
which
is
which
is
something
that's
not
been
talked
about.

it
was
said
during
this
workshop
that
this
law
would
not
help
my
family,
which
may
be
true
in
all
honesty,
as
my
cousin
said,
she
has
a
great
landlord.
Her
situation
is
great.
You
know
my
family's
straight
most,

family

property
owners,
so
yeah.
It
may
not
help
my
family
too
much,
but
I'm
not
here
for
my
family,
I'm
here,
because
my
family
stands
beyond
the
griffins
all
right.

this

think

creative
ways
to
possibly
alter
tax
rates
for
landlords
who
have
kept
their
tenants
through
the
pandemic
and
who

program

from
speaking

passage

law

public

they
told
me
that
there
is
an
enormous
need
for
good
cause
eviction
to
allow
tenants
to
complain
about
repairs.

think
you've
heard
about
individual
tenants,
who've
spoken
about
how
if
they
complain
about
repairs,
they
will
get
evicted,
and
that
is
what
legal
services
of
the
hudson
valley
sees
over
and
over
again.

agree
that
there's

lot
of
misunderstanding
about
what
this
law
does.
People
are
saying:
there's
a
cap
on
rents
at
five
percent:
that's
not
correct
five
percent
or
one
and

half
times

rate

ten
percent
now.
So
the
idea
that
landlords
are
necessarily
limited
to
five
percent
is
just
wrong.
It's
also
wrong
because
landlords
can
show
evidence
of
other
increases.

unconstitutional

not
based

any
legal
facts.
You
should
know
that
new
jersey
has
had
good
cause
eviction
for
decades,
almost
40
years,

california,
oregon
and
washington
state
also
have
good

york,
state
albany,
newburgh,
kingston
and
poughkeepsie
have
all
passed
good
cause
eviction.

think

would

is
taken
to
take

lead
in
defending
their
good

will

win

known

home
for
not

bank
can't
evict
you
from
your
owned
property.
If
you're
paying

mortgage,

want
the
same
protections.

regulations
to
prevent
banks
and
the
government
from
taking
your
home
out
from
under
you
unless
they
have
good
cause
and
those
regulations
exist
because
there
is
such
a
power
imbalance
between
the
banks
who
hold
the
mortgages

same
power
imbalance
that
exists
between
landlords
and
tenants,

we've

and

stands,

tenant

face

retaliation

expire
january
15th

group

tenants
in
ithaca
who
are
trying

persuade
the
common
council
to
enact
a
local
good
cause
bill.
One
of
the
tenant
advocates
is
a
woman
with
a
disability,
very,
very
articulate
who,

landlord
is
trying
to
get
rid
of
her,
because
she
has
a
service
dog
which
she
has
an
absolute
right
to
have
under
federal
and
state
law,
but
instead
of
taking
her
to
court
on
a
holdover
and
terminating
her
tendency
for
no
cause,
he
has
raised
her
rent
twice
in
the
last
six
months,
she's
on
disability.

if

look
at
the
national
numbers,
fewer
than
five
percent
of
apartments
nationally
are
accessible
to
people
with
disabilities.

that's

an

think
part
of
the
reason

landlord's

tenant
protections,
but
we
can't
prove
that.

is

reasonable,
moderate
form
of
protection

much

not

city

community

brook

creek

years

in

time

it

declared

flood
zone

zoning
map

a
number
of
trees
have
been
being
dying
along
the
creek
due
in
part
and
mostly
responsible
by
the
beavers
and
as
cute
as
they
are.

decimating

shorelines

creek,

look
into
any
kind

a
federal
waterway,

compromising
our
creek
bed

chief

primary
settling
tanks
down

wastewater

deal

renewals

issue

authority
is

been
sitting
on
council
for
a
long
time

nature

how
city
cities

state
is
not
supported
in
this
area.

sorry,
that's
just
is
what
it
is.
You
all
may
have
a
different
view,
I'm
very
respectful
of
that
view.

my
concern
is,
if
we're
picking
a
way
to
help
renters-
and
I
think
we
do
need
to
help
renters
pitting
one
part
of
the
community
against
the
other-
is
the
wrong
way
to
do
this.
So-
and
this
does
exactly
that-
which
I
find
just
sad-
I
know
we
want
to
help
runners
this.
I
I
again,
the
county's
announced
a
rental
support
program
for
people
with
in
low
income.
That,
I
think,
is
the
correct
approach.

It's
something
that
we
all
as
a
community
pay
taxes
to
support,
and
I'm
supportive
of
that
pinning
one
part
of
the
community
against
the
other
is
just
the
wrong
way
to
go,
and
I'm
just
saddened
as
we've
listened
to
us
dividing
ourselves.
The
one
comment
I
heard
from
scott
lerman
about
this
area
resonates
with
me
very
well
and
then.
Finally,
as
I
mentioned
before,
the
ones
that
I
am
focused
on
helping
are
low-income
renters.

There
are
plenty
of
renters
that
have
come
to
beacon
who
are
fully
capable
of
paying
the
full
rents
that
are
out
there.
Now,
that's
why
those
rents
are
out
there.
If
we
afford
them
the
same
rights
they
will,
they
will
push
low-income
renters
out,
and
that's
the
group
that
I
really
really
wish
to
help.
I
don't
think
this
law
is
structured
correctly
to
do
so.
So
those
are
my
concerns.
I
To
that
point,
I'll
just
share
my
thoughts
on
this
as
well.
I
mean
this
law
is
designed
to
keep
people
in
their
homes,
so
I
don't
see
how
it
would
necessarily
push
low
income
renters
out.
But
beyond
that,
just
to
talk
about
eviction
I
mean
evicted.
Individuals
are
11
to
15
more
likely
to
experience
a
loss
of
employment,
medical
insurance
as
compared
to
individuals
who
aren't
evicted.
Children
victimized
by
eviction
are
typically
forced
to
transfer
schools,
which
is
a
traumatic
and
destructive
to
their
state.
I
Stability,
educations
peers
relationships
and
has
long
lasting
negative
impacts
on
them
all
adult
populations
once
evicted,
experience
higher
all-cause
mortality,
increased
instances
of
emergency
room
visits,
higher
rates
of
addiction
and
relapse,
depression
and
suicide
and
cost
burden
households
spend
more
than
30
percent
of
their
income
on
rent
and
severely
cost
burden.
Households
spend
more
than
50
50
on
their
rent
and
we
do
have
that
in
our
community
and
what
this
law
does
is
protect
them.
I
More
than
two-thirds
of
black
families
in
new
york
state
rent
among
renters
black
households
are
the
most
vulnerable
to
eviction
the
most
likely
to
experience,
discrimination
from
landlords
and
the
ones
who
have
or
who
are
the
most
likely
to
be
displaced
when
neighborhoods
change,
high
rents
and
gentrification
have
been
devastating
and
have
a
devastating
impact
on
black
communities
in
new
york
state
and
we've
seen
that
here
in
beacon.
You
know
you
don't
even
have
to
look
back
10
years
to
see
the
black
population
of
beacon
decrease,
and
this
hits
me
home.
I
So
in
so
many
ways
you
know
before
I
came
onto
council,
I
was
a
social.
I
I
came
onto
council
as
a
community
organizer,
and
I
was
organizing
protests
and
I
was
talking
to
people
on
the
ground
in
the
community
and
I
during
the
pandemic.
I
had
the
opportunity
to
build
so
many
relationships
with
so
many
people
that
I
didn't
know
so
many
black
families
that
had
been
here
for
years
that
had
been
here,
their
whole
lives
and
so
many
connections
that
I
have
made.
I
I've
lost
and
not
entirely,
but
I
lost
being
able
to
walk
over
to
their
house
and
have
a
meal
with
them
because
they
were
forced
out
because
of
rent
increases
because
they
couldn't
afford
to
be
here
anymore
because
they
didn't
have
any
protections
against
them
and
it's
it's
a
painful
reality.
But
that
is
a
reality
right
now
and
good
cause
seeks
to
change
that.
It's
an
important
step
in
promoting
community
stability
and
combating
displacement.
I
According
to
a
study
published
a
little
over
a
week
ago
by
the
prac,
the
prac
center
for
community
development,
urban
democracy
lab
legal
aid,
society,
housing,
justice
for
all
and
the
community
service
society.
Black
households
in
new
york
are
three
times
as
likely
to
face
eviction
as
white
households.
So
this
isn't
just
an
issue
of
housing.
This
is
a
issue
of
racial
justice
as
well,
which
is
a
huge
passion
of
mine,
because
it
is
it's
all
connected.
I
You
know
many
council,
members
and
community
members
have
said
that
human
is
our
housing
is
human
right
and
that's
not
just
a
a
principle
to
live
by.
That
is
a
universal
one
of
the
universal
declarations
of
human
rights.
Article
25
is
that
everyone
has
the
right
to
a
standard
of
living,
adequate
for
health
and
well-being
of
himself
or
his
family,
including
food,
clothing
and
housing.

This
is
obviously
a
complicated
and
issue,
and
I
can
I
appreciate
everyone.
That's
come
out
during
the
whole
course
of
this
discussion
and
I'd
like
to
first
say
that
kean
and
bean.
Our
lawyers
have
represented
this
community
and
the
interests
of
this
community
and
looked
out
for
them
for
as
long
as
I've
been
on
council,
or
maybe
I've
been
here
longer
than
keenan
bean
has.

But
so
I
truly
respect
you
know
your
advice
and
consider
that
greatly
in
in
my
decision,
but
I
also
think
that
we,
I
can
see
through
our
discussions,
that
we
have
an
opportunity
to
respond
to
albany
and
that
there
might
be
an
opportunity.

don't
feel
like
we're
risking
an
expensive
lawsuit
going
forward
that
we
can
respond.

would
have
preferred
to
wait
to
albany
decision
to
come
down,
but
I
think
we
have
time
to
respond
between
maybe
passing
this
and

actually
going
to
court
and
litigation
and
the
cost
of
litigation
associated
with
that.
You
know
everything
I
think
one
of
my
goals
when
we
try
to
pass
a
law
such
as
this
is
to
help
as
many
people
and
to
hurt
as
few
people
in
our
decision
and
that
in
the
end,
no
one
is
fully
happy
and
everyone,
no
one,
got
fully
what
they
wanted
out
of
these
discussions.
