beacon
for
over
15
years
on
the
consolidation
process
from
three
fire
houses,
eventually
to
one
bob
has
more
than
40
years
of
experience
in
designing
buildings,
including
28
years,
specifically
for
fire
stations,
he's
done
more
than
321
facilities,
including
33
fire
station
renovation
projects,
which
we're
going
to
be
talking
to
you
tonight
about
for
beacon.
He
has
full-time
staff
dedicated
solely
to
fire
station
and
emergency
facilities
design.

national
lecturer
on
the
fire
station
on
fire
station
design
and
also
a
staff
person,
a
member
of
the
national
fire
protection
association,
fire
service,
occupational
safety
committee
and
so
bob.
I,
let's
see
if
we

having
a
little
bit
of
issues
with
volume
just
a
minute
ago,
but
are
you
with
us.

think
we
had
three
different
studies
over
a
15-year
period,
I'm
looking
at
the
chief
who's
going
to
nod,
yeah,
that's
roughly
right
and
they
weren't
actually
getting
to
design
this
one
is
getting
all
the
way
there
and
over
the
years
it's
actually
gotten
smaller
and
cheaper,
largely
because
over
that
period
our
volunteer
force
has
changed
significantly
and
we're
trying
to
focus
this.
You
know
down
to
be
able
to
support
a
single
station
and
a
single
unified
volunteer
force
in
the
old
days.

We
had
three
different
storied,
you
know
volunteer
companies
and
it
was
like
how
do
we
get
them
all
together?
That
has
changed
over
the
time.
It's
it's
dropped,
the
cost.
As
a
result
and
you'll
see
the
costs
have
gone
up
a
little.
It's
a
little
bit
over
my
mark
in
terms
of
what
I'm
looking
for.
But
it
looks
to
be
right
and
you
know,
let's
see
what
it
looks
like,
and
I
appreciate
it
bob
so
keep
going
forward.
Okay,
I
might
I
might
push
you
along,
but
go
right
ahead
and
start
up.

But
we
can
talk
about
why
that
is
the
case
to
facilitate
access
to
training
at
all
levels
for
all
of
the
members
of
the
department,
an
inclusive
design
process,
which
has
been,
as
the
mayor
said,
going
on
since
2006,
a
user-friendly
building
energy
efficient
with
the
lowest
life
cycle,
cost
generational
investment
in
a
critical
facility.
This
building,
if
we
do
it
correctly,
will
be
used
for
many
generations
and
a
transition
that
you're
currently
experiencing
from
primarily
a
volunteer
to
a
paid
department
and
that
changes
the
needs.

It
will
have
more
going
on
in
it
than
maze,
does
because
maze
is
not
effectively
used
because
of
the
layout.
It
represents
1920s
kind
of
a
fire
station,
you'll
be
going
from
three
bays
in
the
tompkins
building
to
five
we'll
be
removing
one
and
adding
three
and
I'll
show
you
a
diagram
explaining
that
we'll
be
going
from
four
bedrooms,
two
of
which
are
in
maize
and
two
of
which
were
in
tonkins
to
six
bedrooms
and
tompkins.

The
building
will
be
updated
to
modern
firematic
standards.
It
will
provide
a
decontamination
capability,
improved
energy
efficiency
and
will
significantly
enhance
the
appearance
of
the
building,
so
sustainable
design
issues.
The
building
that
can
last
many
generations
is
a
very
sustainable
building,
and
that
is
our
intent
with
everything
we
do
and
will
be
so
here.
Standard
features
include
very
high:
insulation
values,
airtight
construction,
heat
recovery,
ventilation,
heat
pumps
for
air
and
for
water,
variable
frequency
fans
and
pumps
and
daylighting.

So
so
what
are
the
goals
here?
A
more
efficient
use
of
space,
an
increased
range
of
services
that
are
being
provided
in
the
fire
service
now
needs
to
be
supported.
There's
additional
required
equipment
for
the
fire
service.
Now
these
these
things
that
I'm
talking
about
here
have
something
to
do
with
why
more
space
needs
to
be
provided
more
efficient
space
needs
provided
to
allow
these
tasks
to
occur.
There's
much
more
training
that
occurs
in
the
in
the
50s
and
60s
somebody
joined
the
volunteer
department.
E

There's
so
much
more
equipment,
that's
being
carried
on
the
truck
just
of
life
equipment
to
lift
lift
cars
that
have
been
in
accidents,
demolition
saws,
other
things
like
that
and
and
a
ladder
is
even
larger.
So
you
can
see
the
significant
difference.
A
modern
engine
takes
almost
three
times
as
much
space
or
two
and
a
half
times
as
an
engine.

A
prior
engine
did
in
the
ladder
takes
more
than
three
times
so
your
stations
reflect
the
old
design,
spacing
the
they
do
not
provide
safe
workspaces
for
your
personnel,
and
nor
do
they
provide
spaces
for
equipment
to
be
used
in
in
the
station.
You
can
see
that
center
picture
just
how
tight
it
is
in
the
upper
right.
You
can
barely
get
past
the
front
bumper.

So
osha
has
something
to
say
about
this.
The
osha
consensus
standards
and
the
general
duty
clause
says
that
you
have
to
provide
a
space,
that's
free
from
recognized
hazards,
and
that
is
in
some
regards
very
much
tied
to
the
available
space
that
you
have.
This
is
what
a
modern
space
looks
like
plenty
of
clearance
around
the
truck
our
standard
for
spacing
trucks
is
such
that,
if
both
doors
are
open,
a
firefighter
in
turnout
gear
can
still
pass
between
them.

Pathogens
are
brought
back
to
the
station
and
need
to
be
addressed,
the
issues
of
stress
and
the
unavailability
to
find
spaces
in
a
station
where
someone
can
just
sort
of
decompress
work
with
their
co-workers
to
interpret
and
work
through
their
what
they've
gone
through
and
what
it
means
and
how
to
address
it.
Hearing
loss
is
a
major
issue
in
the
fire
service,
and
the
station
is
the
place
where
it
isn't
particularly
quiet,
ptsd
and
mental
health
issues.
These
are
common
in
the
fire
service
which
I'm
happy
to
talk
more
about.

I
don't
have
to
press
the
point
now,
but
I
can,
if
you
care
to
it,
is
proper
to
capture
the
exhaust
that
comes
out
of
the
trucks
through
a
direct
discharge
system.
It's
actually
a
requirement
of
fema
and
your
current
stations
don't
have
the
ability
to
provide
that
decontamination
in
order
to
address
the
issues
of
cancer
in
the
fire
service
and
exposure
to
pathogens.

When,
from
the
gross
decontamination
space
you
proceed
into
a
laundering
space.
You
have
special
laundering
equipment
for
turnout
gear.
You
have
what
looks
like
residential
equipment
for
cleaning
undergarments,
and
we
can
talk
more
about
why
undergarments
are
an
issue
and
special
drying
cabinets
to
dry
the
gear
and
exhaust
the
fumes
that
are
still
coming
from
the
gear
during
drying
directly
out
of
the
building
and
not
trapping
them
in
the
living
space.

They
have
to
come
in
here
open
up
a
locker
that
has
clean
street
clothes,
go
into
the
shower
shower
themselves:
to
get
the
particles
of
combustion
off
their
skin
before
they
travel
down
through
their
pores
into
their
fatty
tissues,
where
the
only
pathway
out
is
the
lymphatic
and
circulatory
system,
which
leads
to
cancer
exposures
that
we
can
talk
more
about.
If
you
care
the
proper
kind
of
decon
laundry
area
is
what's
shown
on
the
right,
the
machinery
is
robust,
it's
specialized.

So
nfpa
says
that
you
need
to
provide
these
facilities,
and-
and-
and
so
you
will
be
now
in
the
50s
and
in
the
60s,
this
is
what
was
considered
turnout
gear
and,
however,
now
this
is
what's
considered
turnout
here
and
it
requires
more
substantial
care
and
it's
more
expensive
and
at
the
cost
that
it
has.
You
want
to
be
sure
two
things.
One
is
that
it's
cared
for
and
not
wasted
or
damaged,
and
two
that
it's
allowed
to
do
the
protection
of
the
firefighter
that's
designed
to
do.

It
is
supposed
to
be
stored,
nfpa
calls
for
it
to
be
stored.
Well,
I
lost
the
quote
on
this.
One
nfpa
requires
it
to
be
stored
in
an
enclosed
room
that
is
ventilated
and
since
you
do
not
have
a
room
like
that,
it's
it's
stored
out
on
the
floor
and
it's
exposed
to
the
exhaust
from
the
truck.
So
it's
it's
bad
on
two
levels.
E
Spaces
should
be
spacious
enough
for
people
to
go
in
and
get
their
gear
on
and
not
bump
into
each
other
and
able
to
be
sealed
off.
Breathing
air
on
the
right
is
what
a
breathing
air
fill
station
room
is
supposed
to
look
like.
It
allows
for
doing
maintenance
on
the
breathing
air
equipment
and
for
filling
the
bottles,
and
then
the
hose
reel
that
you
see
is
to
fill
a
bottle
that
resides
at
the
base
of
the
ladder
on
a
ladder
truck.

What
you
have
is
equipment,
that
is,
the
equipment,
is
okay,
but
it's
not
in
a
sanitary
or
safe
place.
It's
in
the
apparatus
thing
masks
need
to
be
cleaned
and
they
should
be
cleaned
properly,
not
just
in
a
slop
sink.
The
machine
on
the
right
is
a
proper
decon,
well
face
mask
and
an
air
bottle
cleaning
machine.
It's
not
anything.
You
can't
imagine,
but
it's
something
that
is
actually
only
been
in
the
marketplace
in
the
last
five
years
and
is
necessary.

The
operation
of
the
fire
service
during
an
event
has
to
be
controlled.
It's
a
mission
control.
You
currently
have
a
small
cramped
room
that
does
not
have
adequate
view
control.
It's
at
the
back
of
the
apparatus
bay.
You
should
have
you
control
the
front
of
the
day
and
the
apron
and
the
traffic
on
the
street
training
is
conceivably
the
most
important
aspect
of
the
fire
service.
You
don't
train
until
you
get
it
right
train
until
you
can't
get
it
wrong.
That's
a
military
motto
and
it's
for
the
same
reason.

It
should
be
able
to
be
done
during
their
normal
work
hours,
instead
of
paying
them
overtime
to
go,
because
when
they
go
out
of
the
community
they
can't
be
protecting
the
community,
so
it
has
to
be
on
overtime
basis.
So
this
is
a
significant
part
of
what
a
modern
station
has
and
does
equipment
maintenance.

You
have
what's
shown
on
the
image
on
the
left,
it's
a
combination
of
a
storage
area
and
a
repair
area
and
not
a
repair
area
that
is
sensible
for
the
kind
of
repairs
that
are
done.
It's
not
repairs
of
trucks,
it's
repairs
of
equipment
and
you
have
a
lot
of
kinds
of
equipment.
There's
demolition
saws.
There
are
parts
of
the
breathing
apparatus,
there's
jaws
of
light.
There's
ladders
there's
pikes
and
poles
different
things
that
need
to
be
cared
for.

Storage
in
general,
you
said
that's
a
repeat
of
the
image
on
the
upper
left.
You
see
the
other
images
or
other
places
in
the
station.
None
of
them
are
out
of
harm's
way.
The
the
lower
left
picture,
the
upper
right
picture.
These
are
on
the
floor
of
the
apparatus
bay.
They
intrude
on
the
safe
walking
space
around
the
vehicles
and
make
it
hazardous
to
work
in
the
bay.

What
there
should
be
is
separate
spaces
specifically
laid
out
for
the
kind
of
thing
that
needs
to
be
had
and
you'll
notice
in
the
right
hand,
picture
there's
something
that
you
don't
even
have
the
capacity
to
store,
which
is
supplies
for
oil
spill.
Cleanup
polish
storage,
you
look
at
the
image
on
the
left.
There
is
not
a
safe
clearance
between
the
truck
and
the
hose
rack.

The
hose
should
be
in
its
own
storage
room
and
in
the
background,
in
the
room
on
the
right,
you
see
a
machine
whose
purpose
is
to
wash
and
decontaminate
the
hose
on.
The
left
is
a
cabinet
for
drying
the
hose,
and
the
red
thing
is
a
device
for
winding
the
hose
before
putting
it
back
on
the
rack.
These
are
standard
features
of
a
modern
building
sleeping.

I
don't
know
why
that
thing
keeps
why
these
messages
disappear.
There
are
requirements
from
fema
to
provide
adequate
sleeping
capability
in
the
station,
and
the
image
on
the
left
is
what
you've
got
now.
The
image
on
the
right
is
more
or
less
what
you're
going
to
have.
The
room
should
be
safe
for
an
individual.
They
should
be
independently,
ventilated
because
of
things
like
covet.

There
should
be
they're
gender
neutral,
as
will
every
aspect
of
the
building,
and
they
provide
the
ability
for
the
private
property
and
protect
station
clothing
and
things
like
that
to
be
stored
here.
Well,
I
don't
know
why
that's
disappearing
apologize
eating
image
on
the
left
is
what's
available
at
tompkinso's
for
kitchen,
that's
it.
This
is
the
image
on
the
right
is
a
typical
kitchen
and
a
modern
fire
station.

There's
one
office
available
and
that's
the
chief's
office
in
the
current
station.
It
used
to
be
a
storage
room,
it
doesn't
even
have
a
window.
You
need
more
offices
than
that.
You
need
one
for
fire
prevention.
You
need
one
for
the
chief,
you
need
one
for
the
duty
officers,
there's
a
lot
of
paperwork
that
has
to
be
done.
There's
documenting
of
training.
They
have
inventory,
there's
preparation
of
information
for
the
budget
that
they
present
to
you.
There
are
hippa
compliant
privacy.

Your
mechanical
system
is
archaic,
inefficient
and
you
will
end
up
with
a
system
that
is
modern
and
very
efficient
and
especially
because
it
will
be
an
electric
system
heat
pump
driven.
You
need
room
for
the
kinds
of
equipment,
that's
going
to
be
there
and
for
sprinkling.
The
building
the
stuff
on
the
back
wall
is
the
sprinkler
system.
There
is
no
sprinkler
in
your
system
in
your
building
now
and
well.
I'm
sorry
that
those
little
footnotes
are
disappearing.

Nfpa
is
very
insistent
that
a
fire
station
needs
to
be
fire
protected.
The
building
on
the
right.
I
cannot
remember
the
name
of
the
fire
department,
but
it's
in
dutchess
county
and
the
fire
station
burned
and
the
trucks
were,
you
know,
damaged,
fueling
fueling
of
the
fire
trucks
fueling
of
the
generator
you
have
to
have
on
site
energy
source
for
the
generator
meaning
on-site
fuel.
The
building
will
be
electric,
but
the
generator
has
to
be
fueled
because
generator
has
to
run
the
building
when
all
other
systems
are
down.

The
building
is
considered
an
essential
facility
and
has
to
be
the
last
thing
standing
along
with
the
hospital
and
the
police
station.
So
on.
The
left
is
what
you
currently
have
for
fueling
system
it
hasn't
been
used,
the
fuel
is
in
the
tank
underground,
it
has
become
unusable
and
is
going
to
be
being
removed,
and
what
will
be
instead
is
something
that's
above
ground
safe.
It
may
not
look
just
like
that.
I
just
grabbed
a
picture
of
a
typical
one.

Right
now
you
do
not
have
a
woman's
room
and
your
bathrooms
are
well.
Women
can
use
the
management
by
you
know,
put
it
locking
the
door
so,
but
nothing
is
being
done
to
address
any
kind
of
gender
neutrality.
You
have
to
comply
with
osha
and
fba.
All
these
different
sets
of
regulations,
mostly
with
which
you
do
not
comply.

It's
understood
generally,
that
firefighting
is
among
the
most
physically
demanding
occupations
and
one
of
the
core
requirements
for
addressing.
This
is
an
exercise
training
program,
that's
available
to
all
the
members.
It's
actually
a
mandate
of
nfpa
and
that
will
be
implemented
when
the
building
is
renovated.

Yeah,
thank
you
sure
so
over.
Let
me
see
this
is
9d
wolcott,
and
this
is
south
avenue,
and
this
is
city
hall
right
here.
So
this
is
south
road.
This
is
the
current
front
of
the
station,
and
south
road
is
a
very
poor
road
to
be
coming
out
on.
You
can
see
the
trucks
the
the
pavement
in
front
of
the
door
is
called
the
apron.
The
truck
can't
even
park
on
that
without
protruding
into
the
street
and
that's
a
relatively
short
truck.

The
ladder
is
significantly
longer
and
it's
a
congested
street
to
try
and
travel
and,
as
you
can
see,
the
vehicles
all
exceed
the
size
of
the
apron.
So
what
is
being
proposed
in
the
design
is
to
go
down
to
the
9d
side
and
you
can
see
the
existing
station.
You
see
the
vacant
parking
area
here.
This
is
where
an
addition
will
be
built,
and
you
can
see
that
the
addition
allows
for
all
of
the
vehicles
to
be
on
the
apron
without
protruding
into
the
street.

Wolcott
is
a
wider
street
easier
to
get
in
and
out
of
and
the
the
intersection
at
the
corner
here
is
controlled
by
a
light.
So
it's
going
to
be
safer
work.
The
the
intention
it
has
to
be
addressed
with
state
dot
is
to
add
a
stop
light
here,
so
that
the
entire
stretch
going
to
the
intersection
and
through
is
open
to
the
apparatus
but
close
to
everybody
else
when
the
alarm
goes
off.

and
if
I
could
just
add
the
one
historical
piece
actually
before
I
got
here,
9d
was
south
avenue
so
when
this
facility
was
built
it
faced
90
correctly.
Obviously
it's
gotten
bigger,
but
9d
was
routed
differently.
The
what's
called
the
arterial,
which
runs
from
84
to
the
traffic
light
at
the
strip.
Mall
is
the
new
arterial
and
we're
basically
just
following
9d
now
by
coming
around
all
right.

so
okay,
there
we're
back
okay,
so
you
know
europe.
Everybody
knows
the
cost
of
construction
goes
up
and
this
this
graph
pretty
much
matches
the
duration
of
how
long
we've
been
looking
at
this
project
and
and
the
cost
of
construction
has
increased
by
more
than
150
percent
per
square
foot.
Since
then-
and
you
can
see
in
this
column
here,
you
know
six-
it
was
two
dollars,
two
hundred
twelve
dollars
a
square
foot
to
build,
and
now
it's
550
dollars.
Well,
it's
522
for
comparable
mechanical
system,
so
it
is.

It
is
very
much
in
your
best
interest
to
not
delay
because
it's
not
going
to
get
cheaper
the.
If
you
go
back
to
this
prior
graph,
this
only
dip
was
after
the
2009
market
crash,
and
then
it
got
back.
You
can
see
this
this
green
line
it
well.
I
guess
anyway,
the
blue
line.
You
can
see
it
took
two
or
three
years,
maybe
four
years
and
was
back
on
the
trajectory
it
would
have
been
on.

And
mayor,
can,
I
just
add
a
couple
things
before
we
jump
into
questions
so
again,
the
overall
project
is
is,
is
to
completely
gut
renovate
the
existing
10
000
square
foot
station
build
a
new
6
000
foot
wing
on
it,
which
is
roughly
what
the
square
footage
of
maze
and
also
redo
the
parking
lot.
That's
a
gravel
lot
next
door.
That
would
be
used
not
only
as
a
public
lot,
but
it
would
also
have
dedicated
space
for
the
fire
department.

You
may
know
we
closed
beacon
engine
last
year
as
our
consolidation
from
three
to
two.
So
once
this
comes
online,
we
would
then
seek
to
close
maze
and
redo
that
building
for
other
purposes.
One
of
the
reasons
that
we're
we
we've
been
investing
a
lot
in
our
personnel
by
hiring
lieutenants
we've
been
adding
equipment
and
apparatus,
and
now
we're
at
the
point
where,
if
you
want
to
move
your
fire
service
into
a
modern,
efficient
service,
this
is
really
the
next
move.

And
it's
been
it's
been
kicking
around
for
about
15
years
and
and
I'm
going
to
propose
to
put
this
in
our
capital
program
for
20.,
designed
for
2022
and
construction
for
2023,
and
I
just
want
to
say
one
of
the
things.
One
of
the
things
that
drove
the
cost
up
a
little
bit
is
making
the
building
all
electric.
But
I
didn't
think
if
we're
designing
a
75
euro
building
using
natural
gas
doesn't
make
sense
when
the
state
is
already
looking
to
make
all
buildings
electric
by
2026.

So
I
just
wanted
to
make
those
points
and
one
of
the
reasons
we're
doing
bedrooms
years
ago,
when
you
had
volunteers
and
you
didn't
have
a
paid
staff,
you
didn't
need
those
bedrooms,
you
didn't
need.
You
know
the
kitchens
are
raid
like
they
are
you
needed
what
you
have
today,
but
we've
increasingly
transitioned
to
an
all
pro
to
a
primarily
professional
department,
augmented
by
volunteers,
and
so
they
they're
on
24
hour
shifts
and
that's
really
that
becomes
their
home.

I
I'm
not
trying
to
say
the
question
we're
going
to
phase
the
construction.
The
new
apparatus
bay
will
be
built
first
and
then
we'll
go
into
the
renovation
of
the
existing
structure,
so
the
the
apparatus
will
all
be
as
well
the
immediate
support
spaces.
The
the
strategy
of
the
sleeping
is
not
completely
worked
out
yet.

But
one
of
one
of
the
other
conceptual
designs
that
we
looked
at
previously
would
have
just
added
a
bay
on
the
existing
firehouse
and
required
land
from
the
church
next
door,
and
we
abandoned
that
not
only
because
operationally
it
didn't
really
work
but
functionally
you
would
have
to
shut
that
whole
fire
fire
station
down
during
the
entire
construction.
This
allows
you
to
phase
at
least
part
of
it,
while
maze
is
still
also
open.

Yeah,
so
I
was
that
would
have
been
the
cheapest
solution
right,
which
is
still
faces.
South
have
a
bay
to
the
south
closer
to
the
church,
had
to
acquire
the
land
that
was
getting
going
slow,
but
the
cost
difference
of
going
the
other
direction.

fire

engine
and
currently,
when
they
come
here
standby
in
the
winter
in
the
summer,
hot
or
cold,
the
ladder
truck
cannot
fit
in
the
firehouse.

They
sit
out
on

with

running

whole
time
to
keep
the
water
from
freezing
from
the
engine
not
going.
So
that's
going
to
help
us
training
that
the
training
is
big
just
along
with
our
department,
with
that
this
will
have

mezzanine
in

firehouse

apparatus
bay
is

in
the
wintertime.

guys
can
throw
ladders
up.
We
have
a
thing
called
bailout
training.

have
to
do
every
year
right

they're
going
to

at

jumping

the

repelling,

much
training
that
can

on

a
heck
of
a
lot
easier.

basically
asked

to
look
at

data

the
the
amount

change

felt
a
little
rushed

passed
the
resolution
last
week

the
cec
meeting

and
discussed
this
over
two
even
three
cac
meetings.
So
it
was
a
couple
months
project
for
us
listening
reading
the
bill
asking
questions,
getting
clarifications
versus
certain
areas
that
we're
not
clear.

it's

now
currently
naipa
owns
hydroelectric
plants
and
some
pickup
plans
that
they
use
when
the
demand
is
high,
but
they
are
capped
by
law.

generating
capacity
they
allowed

law

thing
that
naipa
does
they
issue
green
bonds
to
underwrite
renewable

neighbor

that

budgeting
project,

think
a
few
years
at
this
point
they
weren't
able
to
come
today,
but
I'm

general
overview
of
what,
in
the
world
participatory
budgeting.
Is
it's
a
democratic
process
in
which
community
members
decide
how
to
spend
part
of
a
public
budget?

gives
people
real
power
over
real
money
and
engages
them
directly
in
civic
operations,
and
the
idea
is
that
it's
encouraging
a
healthier
relationship
between
city
government
and
the
people
that
we
represent
and
the
tax
dollars
that
we
decide
how
to
spend.

sure
that
nick
could
talk
more
about
this.
We
can't
actually
give
decision-making
power
over
to
people
directly.

little
bit
about
the
stakes
here
and
what
the
the
real
purpose
is.
International
organizations
such
as
the
world
bank
promote
citizen,
participate
citizen
participation
in
hopes
that
it
will
generate
more
accountable
governments,
strengthen
social
networks
and
improve
public
services
and
inform
voters.

it's
important
to
note
that
what
this
is
saying
here
is
that
there
is
a
accountability
in
a
transparency
that
can
happen
through
a
participatory
budgeting
process
like
this,
and
that
there
is
a
very
intentional
sort
of
side
project
of
a
process
like
this,
which
is
that
it's
connecting
engaged
citizens
with
each
other.
It's
not
just
sort
of
as
our
public
comment
dynamic,
currently
works
in
how
our
meetings
work,
where
people
are
free
and
open
and
welcome
to
say
what
they
want
to
city
officials.

vote
on
which
ideas
they
think
are
best,
and
then
the
city
council
will
go
through
the
appropriate
due
process
and
then
actually
fund
those
projects
and
move
them
forward.

a

a
lot
of
information
out
there

running
in
new
york
city
for
many
years
at
this
point,
and
it's
also
been
in
chicago
and
in
kingston,
and
we
can
sort
of
design
this
process.

be

The
I
think
everybody
was
kind
of
committed
to
the
idea
where
we
fell
short
on

project
was
kind

operational
side
of
things
which
was
you

setting
up
some
version
of
an
election.

think
george
was
asking
like
how
do
we
ensure
people
aren't
voting
twice
and
what's
the
security
in
voting?

So
I
think,
like
one
of
the
things
that
I'm
looking
at
I'm
thinking
about
as
we
go
forward,
is
what
does
it
look
like
to
implement
participatory
budgeting
on
a
you
know:
we're
not
we're
not
some
of
the
big
we're
not
as
big
as
some
of
the
cities
that
have
been
implementing
it.
So
how
do
we
scale
it?
How
do
we
make
it
work
for
a
city
of
15
000?
That's
an
interesting
question.
I
think
it's
also
worth
raising
my
conversations
with
drew
last
year
about
some
of
the
the
legal
guard
rails
of
participatory
budgeting.

One
of
them
you
already
touched
on,
which
is
that
the
council
has
to
vote
on
it,
but
another
thing
that
was
interesting
was
that
it
does
not
have
to
there's
no
guidelines
about
that.
It
has
to
be
the
whole
city.
This
could
be
something
that
we
do
in
schools.
You
know
so
the
children
get
to
choose
some
public
amenities,
but
the
outcome
still
has
to
be
that
the
whatever
is
decided
on
has
to
be
a
has
to
have
a
a
clear
public
purpose.

think
was
the
language.
The
true
views.

and
building
in
that
paloma
and
I
did
reach
out
to
matt
landau
from
the
beacon
city
school
district
to
see
if
their
participation
in
government
class
might
be
involved.
Because,
again
it's
a
modest
amount
of
money.
We
put
ten
thousand
dollars
in
the
budget
and
and
maybe
one
of
the
ways
of
testing
it
is
to
parlay
off
the
the
work
that
they're
doing
in
the
schools
and
that's
how
a
lot
of
us
get
involved
in
public
service.
We
did
something
in
high
school
that
yeah
and
caught
the
bug.

I
think
I'd
be
most
interested
in
seeing
maybe
that
ideation
and
developing
proposals
part
be
done
in
a
particular
environment
in
the
schools.
Make
sense
to
me,
but
I
do
think
it's
important
that
some
aspect
of
this
be
open
to
the
entire
city
and
in
this
instance
I
would
suggest
the
voting
aspect
be
part
of
the
city.
So
maybe
it's
students
who
develop
the
ideas,
but
I
think
everybody
should
should
get
a
vote.

noting

pitfalls

happened

past

that

take
a
lot
of
work
to

outreach
and

necessarily
a
commitment
to
paying
any
particular
person
to
do
that.
Outreach,
we're
doing
it
sort
of
ad
hoc
for
the
community
quarterlies.

in
terms
of
your
planning
for
time
wise,
we
we
had
the
kickoff
meeting
for
the
recreation
and
community
service
study
today
with
the
vendor
who's.
Doing
that
and
they're
going
to
be
coming
back
to
you,
probably
in
late
may
or
june,
with
an
action
plan
for
doing
the
outreach
and
we're
also
going
to
need
the
help
of
the
council
to
get
surveys
out
and
and
maybe
even
use
your
community
quarterly
as
a
as
a
tool
within
the
wards
to
generate
interest
in
that
project.
