city

lose

wonderful
fire
chief

buren

retirement

positions

safety
net
for
the
city.

have
all
faith
in
the
administrator's
role
in
filling
these
positions
with
qualified
persons
and
the
pending
consolidation
of
the
firehouses
and
the
imminent
construction
of
a
new
firehouse
building
expansion.

public
hearing
is
on
a
local
law
that
was
noticed
and
published
in
accordance
with
the
state
law
and
discussed
previously.
Workshop
in
summary
would
allow
the
continuation
of
virtual
attendance.
There
are
really
three
ways
presently
that
members
of
the
council
can
attend
meetings.

A
member
of
the
council
is
allowed
to
attend
virtually
so
long
as
a
it's.
Not
a
majority
of
the
council
members,
a
majority
of
the
council
members
must
meet
in
person
at
a
physical
location
where
the
public
can
attend.
The
other
difference
is
that
the
public
is
not
permitted
to
be
at
that
location.
At
that
virtual
location,
they
could
be
excluded.
It
does
not
require
72
hours
notice.

So,
for
example,
if
someone
becomes
sick
or
ill,
they
can
use
this
provision
under
a
103-a
and
attend
virtually
so
long
as
the
majority
of
the
council
is
meeting
in
person.
The
other
point
to
note
is
that
to
take
advantage
of
this
new
103-a
provision,
it
needs
to
be
for
extraordinary
circumstances.
So
in
the
agenda.
Packet
is
a
policy
that
will
be
adopted
by
the
council
as
well.

oversight
on

proposed

a
limitation

place

meetings

beneficial
not

for

consumers,
but
also
for
water
conservation,
so
it's
important
that
they
be

replaced

of
course,
the
law
does
provide
for
notice.
It's
not
just
on

first
time,

forth
by
which
the
that
will
be
noticed
sent
out
before
these
fines
are
installed.
It's
really
just
a
matter
of
making
sure
that
we
have
that
ability
to
get
into
someone's
property.

initial
cooperation

starting
the
water
meter,

replacement
program
which
will

bringing
a
contract

avoid

had
somebody's
who,
whose
pipes
burst
over
the
winter-
and
we
didn't
know
for
for
many
days
and
a
lot
of
water
went
through.

lot

damage.

type
of
system
has
triggers
and
alarms
that
would
show
that
in
real
time.

spring
valley.

recommendation

engineering
plan
from

2007

2008
to
do
a
lot
of
work
on
spring
valley,

down

creek,

only
some

work
had
been
done,

streets

real
disrepair

sidewalks
are
in
disrepair

street
could
just
use
a
little
love.

that's
why
I
raised
it

It's
something

had
remembered

back

the

a
reminder
why,
being
on
council
for
a
long
time,
can
be
really
helpful.

capital
plan
one
once
we
determine
what

capital
plan
is.
We
come
up
with
a
financing
plan
that
will
also
be
passed
by
the
council
that
will
demonstrate
the
grant
funding

expect

reimbursements

much

would
take
out
of
the
fund
balance,
which
is
our
savings
account
and
how
much
we
would
put
out
the
bond.
That
bond
piece
is
certainly
a
function
of
our
expected
revenues.

Debt
service,
meaning
the
combination
of
the
interest
on
the
bonds
and
then
the
retiring
of
them,
and
I
think
our
bond
rating
agency
noted
that
our
debt
service,
as
a
percentage
of
our
total
budget,
was
on

end.

only
ding
that
we
had.

think
the
controller
comptroller
said
the
same
thing,
so
you
know
we
get
a
good
bond
rating,
but
our
total
debt
service,
which
is
kind
of
telling

how
much
we
can
afford

we're
just
going
to
be
a
little
cautious.

approve
a
five-year
capital
plan,

approving

current
year,

capital
plan

to
have
one

more
bites
in
the

street

north
elm,

makes
it
more
accessible

who

students

the

it's
just
great
to
see
all
our
community.

we
have
a
number
of
volunteers,

who
step
forward
for
spirit
of
beacon
day,

that's
also
great,

hear
about
as

want

really
commend
everyone
in
beacon
who's
made.

and

to

proposals

narrowed
