reord

all
of

aware
of

There
are
some
deficiencies:

being
able

answer

three

positions
that
we

need

backfill

issues

address

working

address
those

of
the

about
this
a
little
bit
and

Don't
know
if
you
want
to
open
this
up

a

The
possibility
of
creating
technical
subcommittees
within
the
board,
and
one
of
the
thoughts
is
to

lot
of
different
things
that
are
going
on
very
far-reaching,

lot
of
different
aspects
of
Southwestern
recycling?

board
consists
of
people
that
have
different
areas
of
expertise.

thought
it
might
be
good

create
technical
subcommittees

the
solemnway
sport.
Don't
want
to
put
a
lot
of
extra
burden
on
the
board
members
I
realize
you
volunteer
your
time
and
really
appreciate
that,
but
I
think
meeting
every
two
months.
There's
a
lot
that
happens
in
a
two-month
span
between
board
meetings.

creating
a
subcommittee
and
having
board
members
work
with
staff
on
specific
projects,
as
it's
being
developed
I
think
would
be
a
more
a
good
way
to
have
more
forward
interaction,
improve
communication.

just
a
couple
of
ideas

technical
subcommittees

I
talk
about
it,
you
can
discuss
it,
you
can
do
it
or
not.
Do
it,
but
potential
subcommittees
could
be
the
solid
waste
plan.
We
could
be
looking
at
organic
waste,
diversion
education,
Outreach,
litter
recycling.

ordinances,
the
state
mandate,
waste,
Energy,
Technologies,
the
vision,
Solid
Waste,
where
we
want
to
be
going
so
each
one
of
these
and
there's
probably
a
lot
of
other
potential
topics.

be
set
up
as
a
subcommittee
with
a
board
member
or
board
members
being
part
of
that
committee,
where
you
would
be
working
with
staff
as
we
work
on
these
projects
and
then
collectively
we
come
back
to
the
solid
waste
board
and.

a
facility
to
accept
single
stream
recyclables
to
increase
the
recycling
rate.

the
simmonsville
site
where
the
Bluffton
Convenience
Center
is
located
would
work
for
a
number
of
reasons
that
has
not
worked
so
we're
going
in
a
completely
different
direction.
What
we've
done?
We've
issued
an
RFP
it's
on
the
street.
Now
it
was
advertised
last
week
it's
a
very
open-ended
RFP.
It's
basically
reaching
out
to
vendors
and
asking
them
to
propose
to
us.
We've
already
made
a
commitment
to
buy
these
sorting
line.
We've
come
to
this
board.
We've
come
to
committee,
there's
a
company,
it's
called
Green
Machine.

we
don't
have
is
a
place
to
put
it
so,
we've
put
we've
issued
rfps
and
we're
soliciting
proposals
from
companies
that
we
hope
what
we
hope
will
get
is
a
company
that
tells
us
hey:
I've,
got
10
acres

30
000
square
foot
Warehouse.
If
you
put
your
equipment
in
here,
we
can
operate
it
for
you
and
we
can
be
your
Murph
operator.
Those
proposals
are
due
next

materials

We
pay
a
vendor
to
pick
it
up.
They
take
it
to
a
facility
in
Ridgeland.

they
do
is
pick
it
up
again
and
take
it
to
the
respective
markets.
So
the
metals
are
going
to
Southern
Metals
in
Savannah
fiber
cardboard
paper
is
going
to
a
Pratt

Think
in
Savannah.
Plastics
is
actually
going
to
add
away
recycling
in
Milledgeville
Georgia,
which
is
200
miles
away,
but
there's
no
processing,
there's
no
sorting,
there's
no
cleaning,
there's
no
added
value.
All
they're
doing
is
basically
transferring
our
recyclables.

that's
our
current
system,
I
feel
very
confident.
We
could
do
better
than
that
we're
under
contract
with
that
vendor
through
June
of
next
year.
So
we're
locked
in
to
continue
doing
that
June
and
next
year,
I'm
hoping
we
can
find
somebody
that
we
can
partner
with
where
we
can
build
a
material
recovery
facility
and
be
able
to
create
a
much
better
product
and
also
open
it
up
for
single
stream
recycling,
where
we
can
really
increase
the
recycling
rate
in
Beaufort
County.
So
so
that's
our.

opinion,
it's

responsible.

rate

amount

quantity

recyclables
Beaufort
County
generates
is
fairly
significant,

it's

big

Charleston.
For
example,
the
nearest
Murph
we
have
to
us
now
is
Charleston.

They
have
a
45,
000
square
foot,
drill
recovery
facility,
a
cost
of
35
40
million
dollars
and
they're
taking
all
of
Charleston
North
Charleston
Mount
Pleasant
recyclables.
There
is
this
the
one
taking
me
total
MSW
stream.
No,
that's
really
power.
This
is
just
Charleston
County,
just
open
this
up
a
year
ago,
maybe
just
simply
for
single
stream.
Recyclables
we've
actually
been
in
conversation
with
them.
Charleston
County
owns
the
property
owns
the
building
owns
the
equipment,
but
they
have
an
operator
called
cellmark.
We've
been
in
conversation
with
them.

we're
able
to
locate
if
we're
able
to
find
the
vendor
and
build
a
material
recovery
facility
in
this
area
may
not
be
in
Beaufort
County,
maybe
in
Jasper
County,
maybe
just
over
the
line,
and
then
we

open
up

Regional.

to
Savannah
or
Chatham

relatively
close

opportunity

is
not

entire

solid
waste

at
the
recyclables,
there's
going
to
be
certain
cost
centers
that
are
going
to
be
profitable,
they're
going
to
be
certain
parts
of
the
module
they're
going
to
be
a
cost
expense.
Overall,
we
want
to
make
sure
this.

entire
solid
waste
recycling
program,
as
Randy
said,
is
either
cost
neutral
or
possibly
you
know
you
know
it's
a
positive.
That
being
said,
there
may
be
individual
components
that
are
cost
negative,
but
we
need
to
do
it
because
it's

right
thing
to
do.

revenue,

really
take
a
deep
dive
into
it,
what
does
100
of
the
revenue
mean

county

incentive

not
getting
any
Revenue.

if
that
material
is
clean
enough
to
go
directly
to
the
market,
why
are
we
paying
for
somebody
to
pick
it
up?

we've
spoken

it
briefly
before
you
guys

aware

the
previous
composting
campaign
for
backyard
composting.
Well,
our
goal
now
is
to
establish
a
facility
to
compost,
yard
waste
and
other
debris,
organic
material,
so
basically
a
Compost
Facility.

definitely
want
to
reach
out
to
them
gather
their
thoughts.
Chloe
and
I
have
already
it's
very
composting,
which
is
in
Charleston
County,
and
we
saw
their
operation
and
spoke
to
the
County
Personnel
discuss
with
them
why
they
went
from
a
county
operated
facility
to
a
privately
operated
facility
and
kind
of
pick
their
brain
about
that
learning
from
their
Journey
they've
been
operating
that
facility
for
quite
some
time,
so
we're
looking
at
all
the
Avenues
before
we
get
our
feet
wet.

like

They
make
it
very
high
quality
and
they
they
do
a
combination.
So
the

windrow
is
the
traditional
way
that
takes

longest
aerating
static,

forcing
oxygen
into
it,
and
it
decomposes
a
little
bit
more
quickly.
So
there's
different
ways:
you
can
do
it
depending
on
how
much
effort
you
put
into
it
and
what
you
put
in
as
your
infeed.

produces
a
higher
quality
value
and
Randy
also
mentioned
daily
Organics,
which
is
just
over
the
line
in
Jasper
County
and
also
in
Charleston.
Now
I
didn't
realize
that
they
they
take
the
extra
effort
and
make
a
very
high
quality
compost
that
they
they
make
different
grades
of
compost.
But
you
know
the
high
quality
where
they
can
bag
get
solid
and
lose
that
type
of
thing
as
a
soil
amendment
not
just
a
not
just
a
mulch
product
so
well,
it
depends
on
the
level
of
effort
and
we'd
love
to
find
a
partner.

opportunities

recycling
infrastructure.

schools
and
different
organizational
clubs

control

the

feel

I've
gotten.

lot
of
positive
feedback,
and
people
are
really
understanding
that
Recycling
and
litter
kind
of
go
hand
in
hand
and
they're
both
extremely
important
I'm,
also
working
on
four
DHEC
grants.
Right
now,
those
are
offered
to
us
yearly
and
we
have
a
general
Solid
Waste,
one,
that's
kind
of
for
recycling,
education
and
Outreach.

we're
doing
a
big
Verma
composting
project
in
the
schools
right
now
so
composting
with
worms
and
doors,
and
we
had
seven
schools
on
board,
which
I
think
was
awesome
and
it's
they.
It's
always
diversion,

really
goes
hand
in
hand
with
litter
too,
because
you're
not
just
throwing
stuff
away
you're
putting
it
in
the
compost
bin
and
it's
getting
created
into
a
new
product,
the
product
that
they
then
put
out
in
their
community
garden.

few
escaping

formulated

familiar

waste
energy.

previous
position
s
with
different
authorities
very
familiar

the
mega
waste
energy
plants.
Don't
think
that's
a
really
good
fit
for
Beaufort
County.
We
don't
generate
enough
waste,
it's
just
not
the
right
solution,
so
I've
been
struggling
for
years
and
years
and
years
trying
to
figure
out
what
we
can
do
other
than
just
putting
our
waste
in
landfill
Organics
waste
diversion
is
going
to
be
huge.

That
could
potentially
be
a
big
part
of
the
solution
if
we're
able
to
find
a
way
to
pull
out
our
organic
waste
and
compost
and
do
something
else
with
it
rather
than
landfilling.
It
and
I
still
leaves
a
lot
of
waste.
So
there's
a
lot
of
new
technologies
out
there.
Unfortunately,
I
haven't
seen
any
yet
that
are
actually
up
and
running,
but
there's
a
lot
of
new
proposed
Technologies
they're,
all
small
modular
type
systems
that
are
kind
of
operating
on
microgrids.

So
the
concept
is
rather
than
having
all
these
individual
haulers
picking
up
waste
and
taking
it
to
a
massive
plant.
You
have
smaller
plants
at
different
locations
that
reduces
the
hull,
so
it
makes
a
lot
of
sense
still
actively
pursuing
three
or
four
of
those
I
have
to
get
a
little
bit
more
thought,
but
I
think
what
I'm
ultimately
going
to
do
is
just
issue
a
request
for
interest
or
request
for
proposals
and
just
open
it
up
for
different
Technologies
and
have
people
propose
to
us
and
say
we're
B
for
accounting
with
this
much
population.

We
generate
this
much
waste.
It's
very
unique
in
that
most
of
the
waste
is
generated,
Hilton
Head
Bluffton
area,
and
yet
we
collect
that
waste
and
drive
it
all
the
way
to
an
out
of
County
landfill.
That's
not
a
real
good,
sustainable
or
economic
solution.
Can
we
come
up
with
a
way
where
the
waste
that's
generated
or
Hilton
Head
stays
on
Hilton
Head
and
can
be
beneficially
reused
waste
is
generating
Bluffton
stays
in
Bluffton,
ideal
locations,
Marine
Corps,
Air,
Station,
Paris
Island
are
a
perfect
example.

a
lot
of
waste,
that's
generated
in
that
area
that
they
have
to
load,
and
it
goes
over
the
road
and
goes
to
another
County
landfill.
If
we
can
find
a
way
to
think
that
waste
convert
it
and
some
of
these
Technologies
even
have
a
beneficial
reuse,
there
are
some
that
generate
electricity
from
from
the
waste.
Some
generate
compost
looks
very
promising,
but
nothing
officially
report
yet.

than
we're
going
to
continue
to
strongly
pursue
it.

the
whole
sector
of
industry
is
kind
of
in
the
startup
phase.

but
but
it's
cool
to
hear
where
you're

and

that
we're
going

coming

the
next
board

with
a
recommendation,
we're
going
to
be
issuing
a
request

proposals

tire
recycling,
household,
hazardous
waste

to
figure
out
what
we're
going
to
do
with
organic
waste
diversion
Victoria's
working
on
that,
but
the
contracts
to
dispose
of
the
waste
at
the
Oakwood,
landfill
and
South
Coast
expire
in

more
toward
commercial
residential

we
set
up
different
hubs,
kind

a
hub

spoke
system
where
the
waste

come

central
location
processed

back

but

think
the
bigger
benefit
is,
if
you
have
these
modular
units
at
the
place
where
the
waste
is
generated
and
you've
got
to
look
at,

know
the
cost
benefit
of
it
too.

it's
got
to
be
ideal.
Location
is
someplace,
that's
generating
a
lot
of
waste.

demand,

really
doesn't
lend
itself
to
an
individual
home
and
that
lends
itself
more

it

military
base

resort

itself

residential
unless

capturing
