the
county
portion

thousand
dollars
and

fifty
two
thousand
dollars.

contracts

February

are
the
roads
that
are
listed

County
roads

are

bids

the
contractor,

number

factors
that
are
contributing
to

bid
costs
being
you

somewhat
significantly
higher
than
when
we

budgeted.

balance

to

number

committing

covid,
the

self-administered
ctc's
had

telephone
call
with
Secretary
of
Transportation.
We
had
a
lengthy
conversation
about
an
hour
actually
and
during
that
hour
of
the
24
counties
that
were
self-administered,
meaning
they
have
committees
that
manage
their
money,
not
DOT.
Managing
it.

I
was
shocked
to
find
counties
that
had
spent
beyond
their
means.
They
had
contracts
in
place
and
they
were
banking
on
the
funding
that
the
CTC
was
going
to
receive
to
help
make
certain
they
have
the
the
Bill's
covered
for
that
year
and
of
the
24
I
think
all
told
there
were
six
counties
that
were
in
financial
Financial
strength.
They
did
not
think
about
them
because
of
the
number
of
people
moving
and
everything
else
that
was
going
on
because
of
Covenant
it
dramatically
reduced.

fact,
it
reduced
the
funding
for
us
somewhere
about
1.1
million
that
year,
so
it
played
a
significant
role
in
basically
in
what
we're
able
to
do.

County
was
one
of
them.

something

any
slack
on
the
other
thing,
I'll

funds

lane

Loop
ramp
for
that
southbound
right
to
get
onto
278,

it's
going
to
be
actually
channelized
off,

it'll

southbound

movement.

where
someone
basically
runs
in
that
in
that
outside
Lane
and
tries
to
cut
over
at
the
last
minute?
They
won't
be
able
to
do
that
anymore.

there'll
be
overhead
signage

delineate

lane

should
be
in
and
again
hopefully
we'll
create
a
safer
situation
there.
What's
also
on
this

is

eliminating
left-hand
turns

make
people

we
saw

Street

left-hand
turns
were
eliminated
in
most
places
and
well,
I've
always
made
a
left
turn
there,
but
that
was
when
traffic
so

once

this
kind

comes

people
start
knowing
about

pushback
on

can't
stop
people

left-hand
turns

tie-ups,

morning

particular
intersection.

this

Argent

go

next

so
basically,
some
capacity
and
delay
improvements
at
this
intersection,
so
right
now
urgent,
is
has
one
left
turn
and
one
right
turn
as
you
approach
170
and
with
this
project.

just
some
simple
re-striping
and
some
signal
work,
but
it's
going
to
create
a
dual
left
turn
off
of
Argent.
So
what
that
means
is
we
can
reduce
the
signal
time
which
ultimately
reduces
the
delay
of
the
overall
intersection,
so
that
stacking
that
we
currently
see
which
it
seems
to
keep
growing
out
there
that
you
know
sometimes
it
extends
Beyond
462,
and
it's
really
as
a
result
of
this
intersection,
we're
going
to
be
able
to
dramatically
fix
the
some
of
the
capacity
issues
that
we're
having
on
170
there.

next
one
is
actually
at
462.
So
not
a
whole
lot
is
is
going
on
necessarily
at
this
intersection
dot
put
in
the
signal
I
believe
it's
been
over
a
year
ago
or
cup,
maybe
a
couple
years
ago
now.
But
what
we're
doing
now
is
extending
that
left
turn
lane
to
go
on
to
462,
so
that
Northbound
left,
as
you
see
in
the
rush
hour
time
periods
a
lot
of
times
that
will
spill
out
beyond
the
capacity
of
that
left,
turn
Bay.

again
it's
to
create
that
additional
capacity
there
there's
also
a
U-turn.
You
can
see
it
just
kind
of
at
the
bottom
there
of
the
of
the
diagram
and
that's
actually
going
to
be
closed
off
here.

you

go

that

so
that's
going
to
eliminate
that
U-turn
and
then
again
add
that
capacity
to
the
left
turn
again
just.

Jasper
County
and
worked

Jasper

CTC
committed
50
000
to
help
support
the
traffic
signals
we
put
in
at
this
intersection
and
I
think
the
total
cost
was
only
85
000,
but
Mr
McPhee
spent
some
of
our
money
at
that
point
in
time.
Doing
Mass
studying
he
wanted
to
put
past
up
rather
than
putting
bikes
up
that
are
essentially
the
same
throughout
the
corridor.
So
we
stayed
with
the
cables
on
it
rather
than
Mass.

and
that's
so
that's
kind
of
a
good
segue
into
so
that
that's
what
we
have
as
far
as
what
the
near-term
improvements
are.
So
again,
it's
it's
a
spot
improvements
to
really
address
capacity
and
safety
along
the
corridor.
Again
there
was
a
an
overall
access
management
plan
that
was
completed
on
170,
and
there
is
also
one
that's
just
about
complete
on
278,
really
from
where
RJ
it
intersects,
with
278
and
in
the
Triangle.

All
the
way
down
through
this
interchange
so
where
AECOM
is,
is
currently
working
on
that
one
as
well
we're
just
about
to
a
final
report
so
again
that
that
all
really
builds
upon
what
we
refer
to
as
the
triangle
project.
So
that's
really
that
Corridor
along
278
the
corridor
that
we've
just
talked
about
along
170
and
then
Argent
Boulevard,
which
is
in
Jasper
County
that
connects
170
to
278.
So,
as
Craig
had
mentioned
earlier,
County
Council
had
given
us
some
one-time
funding
to
be
able
to
move
forward.

have
asked
for
some
one-time
funding
so
we're
getting
ready
to
kick
off
the
the
consultant
on
the
overall
design,
which
again
will
be
more
of
your
intermediate
improvements
along
170,
then
again,
improvements
on
278,
and
then
there
was
a
study
that
was
done
by
hardyville,
I
believe
for
Argent,
and
so
that
will
be
those
improvements
will
be
included
in
that
design
as
well.
So
that's
kind
of
the
overall
triangle
project,
again,
one
of
the
busiest
most
congested
areas
in
the
entire
County
and
again
we're
taking
systematic,
reasonable
steps
to
improve
this
area.

biting
off

kick
