last

dirt
roads
they
are
still
in
design
rainbow
road
is
going
to
be
the
first
one
constructed.
We
are
waiting
to
get
the
permitting
back
from
DHEC
now
so
hopefully
we
can
get
construction
underway
on
that.
One
within
a
few
weeks
depend
on
the
permitting
and
then
Twickenham
and
Northview
are
waiting
on
permits
also
and
will
follow
after
rainbow.

then,
on
the
year
six
projects
we
have
resurfacing
rejuvenator
and
the
preservation.
All
three
of
these
have
now
gone
through
committee
and
Council
and
have
been
approved,
so
they
are
in
the
hands
of
our
purchasing
department.

working

get
contracts
out
to
those
three
contractors
as
we
speak,
so
we
are
working
to
get
pre
pre-construction
meeting
scheduled
to
hopefully
get
them
kicked
off
as
soon
as
we
have
executed
contracts
with

preservation
project,
which
is
going
to
be
scrub,
seal
and
micro
surfacing.

actually
down
today
and
tomorrow
to
start
marking
out
patching
for
us
and
then,
while
they
are
down,
they
are
going
to
look
at
Bluffton
Parkway,
where
the
microsurfacing
has
previously
popped
out
and
look
to
see
what
they

do
to
possibly
repair
that
it's
an
add-on
to
one
of
these
contracts.

take
a
look
but

we'll

what
they
can

fix
that

on
the
scrub

contractor
to
be
able
to
get
those
roads

new
process

going

good
experience,
but
a
new
experience
they're

to
be
doing
that
with
a
normal
weight,

and
hopefully
be
able
to

roads

completed.

came

educate
everybody
on
what
really
transpired
several
years
ago,
when
the
increases
was
going
along
with
the
funding
that
we're
receiving
and
we
receive
roughly
2.6
million
2.8
million
dollars,
not
County
our
donor
fund,
which
is
roughly
three
hundred
thousand
dollars
the
donor
funds.
We
do
not
have
to
spend
on
state
routes,
but
with
the
responsibility
we
have
to
suspend
33
percent,
except
whenever
we
get
some
additional
funding
given
to
us.

idea
was
for
you
all
to
look
at
your
districts
and
if
you
had
routes
in
your
District
that
fell
in
that
that
parameter
that
you
are
to
review
them,
see
if
they're
going
to
be
brought
up
in
the
future
where
it's
live.
At
the
meeting
we
gave
you
routes
that
the
state's
going
to
be
Paving
in
the
future,
so
it
gives
us
the
opportunity
and
I'll
be
looking
for
presentations
from
you
all.

why
we
all
get
paid
the
big
bucks

we
do
so

we
can
make
these
decisions.

with
that
said,
the
idea
is

again

the

bridges
we
have
KCI,
which
is
the
designer
that's
working
on
the

the
bridge
piece.

they
they
are.
They
got
to
a
certain
point
and
have
halted.

some
discussion
has
gone
on
between
the
county
and
the
town
of
Hilton
Head,
there
was
independent
reviews
that
have
already
been
done
as
a
as
a
part
of
the
overall
Bridge
Project.
The
request
was
to
go
back
out
and
take
another
look
at
that
and
see
if
there's
not
recommendations
from
an
outside
consultant,
so
the
county
procured
an
RFQ
and
went
through
a
selection
process.

team
or
the
stakeholders
through
that
process
are
both
County
members,
as
well
as
members
or
stakeholders
in
the
town
of
Hilton
Head,
and
we
chose
a
consultant
out
of
St
Louis
Missouri
CBB.
They
are
a
traffic
and
transportation
group,
so
primarily
their
work
revolves
around
this
type
of
work.
So
they
are,
they
are
currently
in
the
process
of
data
collection.

Hopefully,
the
timeline
on
that
independent
review
would
wrap
up
sometime
in
the
fall
and,
at
that
point,
be
able
to
continue
on
with
the
project.
So
the
idea
that
the
project
would
start
in
2028
that
doesn't
really
impact
where
we're
at
right
now,
so
we're
just
going
through
we're
we're
losing.
So
you
know,
sometime
obviously
as
we're
doing
the
independent
review.
But
again,
hopefully,
at
the
end
of
the
day,
we
can
all
come
to
a
consensus
question
that
I'd
be
happy

board
and
it
sounds
like
the
town
of
Hilton.
Head
is
also
going
to
procure
a
consultant
on
board
and
there
there
is
two.
There
will

two
simultaneous
independent,
independent
reviews.

stakeholders
for
the
independent
review
with
CBB,
has
both
County
and
County
stakeholders,
as
well
as
Town
stakeholders.

at
what's
already
been
proposed

they're
also

data
collection,
because
the
data
collection
occurred.
The
initial
data
collection
occurred,
pre-covered,
so
they're
looking
at
new
traffic
attorney
movement
counts,

going
to
take
an
additional
step,
so
everything
was
done
with
a
traffic
signal
model
in
the.
In
the
first
analysis,
this
is
taking
the
next
step
to
a
Visa
model,
so
just
kind
of
a
more
in-depth
look
at
basically
a
transportation
model.

it

them
with
that

strike

memorandum

they
had
like
25
issues
and
they
agreed
on
23
out

the
25,

a
single
Bridge
was
one

them.

they're,
looking
at
Craig
and
I
I
could
be
in
left
field,
but
I
think
the
biggest
thing
they're
looking
at
and
really
concerned
about
war
is
around
the
Squire
Pope
area
in
in
that
particular
location.
Those
two
intersections
seem
to
have
always
been
the
Crux
of
them
I'm
missing
something
on
that

does
this
connect
so
Dot's
existing
plan
does
take
into
those
Termini
from
Moss
Creek
to
the
Cross
Island
Parkway
this
model
and
the
data
collection
that
we're
going
to
get
is
going
to
actually
go
a
little
bit
beyond
that
beyond
the
Cross
Island
Parkway,
to
make
sure
that
that
Termini
there's
not
improvements
at
that
term.
Nine
beyond
that
this
project,
basically
the
278
Corridor
project
pushes
traffic
further,
so
I
think
this
new
independent
study
will
give
us
a
more
insight
on
if,
if
the
traffic
is
pushed
to
another
area
on
the
island,.

they're.
Actually
they
had
procured
that
and
they're
actually
working
through
that
initial
deployment.
Right
now,
and
in
addition
to
that,
because
that's
the
most
state-of-the-art
equipment
that
they
have
in
the
way
of
both
detection
and
controllers,
we,
they
wrote
Into
the
contract
that
the
county
can
piggyback
off
of
that
contract
and
we're
looking
to
expand
that
again
through
that
area
that
had
previously
been
studied,
but
from
170,
basically
to
Hilton
heads,
so
that
will
all
run
a
uniform
system.
Basically
from
there
all
the
way
down
to
the
to
Sea
Pine
Circle.
I
Need
and
employ
are
two
different
things,
but
where
we
are
today,
we
have
our
DOT
and
KCI
team,
and
then
we
have
obviously
the
First
Independent
review
at
HDR.
Now
this
would
CBB
and
then
concurrently,
whatever
the
town
does
with
their
consultant,
would
be
in
addition
to
as
far
as
our
MOA
as
you
reference
there's
an
MOA
that
was
signed
between
the
county
and
the
town
in
October
and
November.

so
in
the
initial
preferred
alternative
there
was
a
U-turn
movement.
There
was
a
lot
of
public
outcry
on
that,
so
the
dot
and
KCI
team
went
back
to
the
drawing
board
and
were
able
to
make
the
Dual
left
turn
at
Squire
poke
work.
It
was
a
little
less
efficient,
but
still
good
enough.
So
it
was
a
good
match
between
engineering
and
public
comment,
and
so
that
is
now
the
modify
preferred
alternative.

the
Dual
left
at
Squire?

so
there's
traffic
adaptive
and
a
traffic
responsive
traffic
responsive
is
what
we
currently
have
out
on
Bluffton
Parkway
and
basically
it
runs
a
certain
cycle
link
different
times
of
the
day.
It
allows
it
to
adjust
throughout
the
day,
depending
on
traffic.
A
true
adaptive
system
looks
at
that.
It's
got
detectors
basically
throughout
the
corridor
and
it
can
adjust
basically
what
the
green
time
that's
given
on
the
side
streets
as
well
as
look
at
progression
of
the
overall
Corridor.
So
again
that
should
be.

back

what

presented
at
The
Retreat,
you
know
we
have
about
projecting
about
11
million
dollars
that
we
have
to
we're
committed
to
spend.
We've
got
about
six
million
dollars
in
projects
here
and
another

half

of
projects
that
will
be
as
Brian
mentioned.
Those
projects
are
going
to
be
pulled
together
into
a
package
right
toward
the
end
of
this
fiscal
year.
So
we're
we
have
projects
lined
up
to
to
meet
our
commitments
to
to
the
state
on
the
funding
Craig.

roughly
nine
million
dollars
we
can
carry
forward
into
next
year
and
we're
we'll
be
well
under
that
at
our
six
million
dollars
roughly
so
we
we
won't
be
getting
ourselves
in
trouble
by
not
spending

money
fast
enough,

in
mind
that
5.8
million
dollars
a
day
gave
us
by
the
the
legislature
is
also
being
spent
during
his
time
period.
