We
ask
to
have
a
sense
of
the
true
needs
of
our
citizens
to
have
a
keen
thirst
for
justice
who
understand
and
to
clearly
see
what
is
good,
fitting
and
appropriate.
We
ask
to
have
the
ability
to
work
together
in
harmony.
Even
when
there
is.
There
is
honest
disagreement
and
to
have
personal
peace
in
our
lives
and
joy
in
our
tasks.

A
H
First
thing
I
want
to
report
tonight
for
the
council's
knowledge
and
information
is
that
we,
if
you
recall
some
time
ago,
our
zoning
board
of
appeals,
a
decision
to
deny
the
Bay
Point
eco-tourism
item
was
appealed.
By
The,
Bay,
Point
Representatives.
We
have
resolved
that
situation
and
we
expect
that
appeal
to
be
dismissed
and
within
the
next
few
days
or
weeks.
So
we
have
taken
care
of
that
particular
item
based
on
what
we
know
at
this
point.
If
that
should
change,
then
I
will
report
back
to
you
all
at
a
later
date.
H
But
we
think
that
item
has
been
settled,
as
is
a
my
custom.
I
always
introduce
two
or
three
employees
to
you
all
just
so
you
can
get
a
better
feel
for
what
they
do
and
who
they
are.
I
would
like
to
just
State
once
again
that,
even
though
I
am
the
most
visible
person
or
one
of
the
most
visible
people
at
Beaufort
County,
the
most
important
work
that
gets
done
here
are
from
people
that
are
behind
the
scenes
that
many
people
never
see.
H
H
This
is
Rachel
Berrios
she's,
an
exemption
specialist
with
our
assessor's
office.
She
has
been
with
us
for
seven
months.
She
has
quite
a
background.
She
processes
applications
and
assists
the
general
public
in
obtaining
the
legal
residency
spatial
assessment
exemption
for
those
of
you
that
do
not
know
that
technical
term.
She
reviews
four
percent.
Six
percent
applications
is
the
layman's
terms
for
that,
so
she
has
a
very
difficult
job
and
it
I
understand
the
difficulty
of
that
position.
H
She
something
unique
about
her
is
that
she
served
21
years
as
a
New
York
police
officer
in
the
New
York
Police
Department,
wherein
she
assisted
in
the
9
11
efforts
during
the
World
Trade
Center
disaster
in
2001..
So
you
want
to
say
a
few
words.
Thank
you
for
your
service.
Thank
you
for
your
service
to
New
York
serving
through
that
difficult
time,
and
thank
you
for
your
service
here
serving
in
another
difficult
role.
Reviewing
four
percent
six.
J
I
just
want
to
thank
you
for
the
recognition.
It's
very
much
appreciate
appreciate.
F
L
H
Standing
to
my
right
is
Miss
Karen
Morris
with
our
Beaufort
County
EMS
division,
as
if
you
all
could
not
tell
that
by
the
uniform.
She
is
our
training
officer
infection
control
officer
and
a
paramedic.
She
has
been
with
us
35
years
wow,
that's
amazing!
H
If
you
I've
had
through
my
career,
I,
had
to
go
through
a
lot
of
EMS
trainings,
CPR,
training,
certifications
and
things
like
that.
I
usually
paid
attention
about
halfway
through,
but
when
Karen
teaches
a
class,
you
pay
attention
through
the
entire
thing,
because
she's
just
that
good,
she
keeps
it
moving.
She's
a
very
thorough
in
her
explanations,
very
simple
for
Simple
Minds
like
me
to
understand
she
does
a
great
job
for
us
and
I
appreciate
it
a
lot
she
has
risen
through
the
departmental
ranks.
H
She
started
as
an
EMT
technician.
35
years
ago,
then
she
raised
to
Rose
to
the
rank
of
paramedic
and
then
crew
chief
paramedic
around
2014.
As
she
transitioned
to
the
role
of
training
officer.
She
is
responsible
for
maintaining
training
and
certifications
for
over
80
nationally
registered
medical
personnel.
H
She
also
serves
as
the
infection
control
officer
working
to
update
Personnel
on
infectious
disease,
while
also
monitoring
possible
Personnel
exposure
to
communicable
diseases,
in
addition
to
our
normal
daily
work
duties,
Karen
serves
as
a
low
country
representative
for
the
board
of
directors
for
the
South
Carolina
EMS
Association,
and
was
recently
appointed
to
the
regional
trauma
advisory
Council
and
for
those
that,
like
acronyms
the
rtac
in
her
off
time,
you
can
find
Karen
and
her
husband,
Kelly
Stewart,
traveling
to
Disney,
World
or
Dollywood.
They
also
enjoy
spending
time
in
the
mountains
with
family.
M
I
would
like
to
thank
y'all
very
much
for
the
recognition,
but
what
I
would
really
like
to
say
is
all
those
people
on
that
back
wall
back
there
wearing
those
uniforms
they're
the
ones
that
are
on
the
trucks
every
day
and
if
you've
never
and
I
hope
you've
been
fortunate
enough
not
to
need
to
talk,
call
9-1-1
and
need
EMS,
but
if
you
ever
have,
then
you
know
what
a
wonderful
EMS
system
we
have
in
Beaufort
County.
M
They
work
a
24-hour
shift,
so
at
three
in
the
afternoon
or
three
in
the
morning
you
know
you're
going
to
get
that
same
paramedic.
Their
education
is
difficult.
It's
a
lot
of
training
that
they
have
to
have
everyone.
There
works
very
very
hard.
We
have
a
lot
of
support
from
Mr
Eric
Greenway.
He
is
very
knowledgeable
in
what
we
do
and
has
taken
the
time
to
find
out
what
we
need
and
be
supportive
in
that.
M
H
I
will
have
to
say
that,
of
course,
I'm.
My
experience
with
EMS
was
very
limited.
Before
I
took
this
role,
we
do
have
a
strong
team.
They
treat
each
other
as
family.
They
act
as
a
family.
They
support
each
other,
as
you
can
see
here
this
evening,
by
coming
and
supporting
folks
when
they're
recognized
and
I
greatly
appreciate
their
work
in
the
in
the
team
atmosphere
of
that
department.
Our
final
employee
this
evening,
I
do
not
think
is
with
us
tonight,
but
his
name
is
Joey
Joseph.
H
He
works
with
our
Beaufort
County
Detention
Center
he's
a
lance
corporal
he's
been
with
us
for
five
years.
They're.
The
handsome
young
man
is
right.
There,
Lance,
Corporal
Joseph
is
responsible
for
the
care,
custody
and
control
of
inmates
at
the
Detention
Center.
He
monitors
high
risk
or
special
needs
inmates
and
inmates
in
crisis
situation,
The,
Observers,
physical,
medical
and
mental
health
conditions
of
inmates
and
ensures
that
they
get
the
proper
care.
H
Lance
Corporal
Joseph
was
born
in
Haiti
and
became
a
naturalized
citizen
in
2008..
That's
amazing,
Lance
corporate
Joseph
received
an
associate's
degree
in
2004
a
bachelor's
degree
in
criminal
justice
in
2008
from
Everest
University
and
is
currently
working
towards
obtaining
a
master's
degree
in
criminal
justice
in
2017
he
began
his
Correctional
career
with
the
Beaufort
County
Detention
Center.
He
quickly
elevated
to
the
ranks
of
PFC
in
2018
employee
of
the
quarter
in
2019
employee
of
the
year
in
2020
and
was
promoted
to
the
rank
of
Lance
corporal
in
that
same
year.
H
He
is
very
compassionate
and
dedicated
and
always
there
to
lend
a
hand
to
his
fellow
man.
He
would
he
volunteers
to
work
extra
shift
as
if
an
officer
was
unable
to
do
so
and
he
commutes
to
us
from
over
in
Georgia.
That
is
amazing.
He
is
something
unique
about
him
and
that
we
all
should
aspire
to.
He
is
a
devout
Christian
and
one
of
the
founders
of
a
Pat
and
pastor
of
a
Christian
Church
in
Savannah
Georgia.
So
let's
give
him
a
round
of
applause,
foreign.
A
You
very
much
okay,
we
are
at
our
First
Citizens
comment,
which
is
a
15-minute
period
in
which
any
member
of
the
audience
can
address.
County
Council
on
agenda
items
that
are
on
the
tonight's
agenda
for
action
and
I
do
have
three
individuals
who
would
like
to
talk
about
those
agenda
items.
I
will
call
you
one
at
a
time.
Please
address
the
council
in
general.
You
will
have
three
minutes
for
your
particular
presentation
of
the
first
individual
is
Meg
James,
who
wishes
to
speak
about
items
2
and
12.
A
G
Are
okay,
I'm,
Mike,
James
I
am
the
executive
officer
for
the
local
homebuilders
Association.
We
represent
all
of
Beaufort
Hampton
and
Jasper
counties,
as
well
as
over
500
building
industry,
professional
firms
and
I'm
here
to
encourage
you
to
take
two
items
off
of
your
consent
agenda
for
further
discussion
and
clarification.
G
G
It
is
my
understanding
that
neither
the
town
of
Bluffton
nor
the
town
of
Hilton
Head
have,
and
while
we
don't
take
issue
with
the
fee
schedules,
I
would
just
be
concerned
about
the
what
that
process
would
look
like
if
it's
passed
without
the
igas
in
place,
with
there
being
confusion
as
to
who's
going
to
assess
the
fees
in
Bluffton
and
Hilton
Head
and
where
they
pay
them
in
that
prolonging
the
permit
process,
so
just
a
clarification
there.
The
second
is
agenda.
G
Item
number
two:
it's
a
text
Amendment
to
the
Community
Development
code,
section
5.11.90d
penalty
for
clear,
cutting
I,
totally
understand
and
relate
to
the
reasoning
behind
it.
I
simply
again
ask
you
to
confirm,
with
staff
that
the
way
it's
written
doesn't
cause
any
unnecessary
burden
to
individual
property
and
law
owners.
I.
G
Think
that
there's
just
still
some
confusion
about
the
language
with
the
25
percent
of
Any
Given
parcel
versus
five
acres,
I've
had
great
conversations
with
Eric
and
Mark
and
I
think
that
I
get
it,
but
I
think
that
there's
just
still
some
confusion,
so
I
want
to
make
sure
the
language
is
clear.
I
appreciate
y'all
doing
that.
Finally,
I
am
eager
to
be
helpful
and
act
does
a
liaison
between
industry
experts
and
County
staff
to
assist
in
the
writing
of
ordinances.
G
To
make
sure
it
is
something
that
you
can
confidently
approve
of
on
behalf
of
your
constituents.
I
know
often
you
as
Leaders,
find
your
hands
tied
because
of
previous
leadership
decisions
and
I
believe
it
is
your
desire
to
do
everything
in
your
power
to
set
future
leadership
up
for
success.
I
simply
want
to
be
helpful
and
a
part
of
the
conversation
to
assist
you
in
these
efforts.
I
think.
N
Right
well,
thank
you
very
much.
Thanks
for
having
me
I'm
going
to
address
item
number
two,
the
Texas
Amendment
for
clear
cutting
I
understand
why
we
have
the
tree
ordinance
and,
while
we're
doing
this,
I
am
appalled
that
when
I
see
people
clear-cut
land
and
try
to
play
this
system
and
I've
fought
for
trees
and
development
here
for
years
and
years
and
been
involved
with
tree
ordinances
on
ladies
Island
I
support
what
you're
doing
I
just
think.
We
need
to
clarify
the
tree
ordinance
a
little
bit
and
I
mean
this
clear-cutting
ordinance.
N
So
we
can
clear
the
lights
in
our
buffers
and
get
our
septic
tank
permits.
In
I'm
a
builder
I'm,
a
developer
I
have
a
dirt
pit.
I
had
to
get
a
mining
permit
took
years.
I
had
to
go
to
Army
Corps
engineer,
I,
know
how
What
It
Takes
when
you,
when
you
have
to
go
through
that
process,
I'm
good
with
it
I'm
for
protecting
what
we
have
here
in
Beaufort.
N
It'll
be
two
years:
we've
got
to
get
a
Forester
in
here.
I,
just
I
want
to
make
sure
that
that
the
amendment
actually
addresses
what
we're
trying
to
to
correct
and
not
have
unintended
consequences.
Sometimes
we
have
had
when
we
push
these
things
through
I'd
ask
Council
to
sit
here
and
and
look
at
it
and
like
York's
questions
at
the
other
meeting
and
stuff
to
make
sure
that
we're
not
hurting
people
that
own
some
land
and
want
to
build
a
house
on
it
and
our
cost
cost
Builders
and
homeowners.
N
O
Good
afternoon
Walter
Oliver
I'm
From
Grace
Hill
a
little
bit
about
myself.
If
people
know
who
I'm
talking
I've
been
in
Beaufort
36
years,
I've
been
bush
hogging
under
the
story,
but
33
of
them
36
years
and
I'm
very
concerned
about
agenda
two
also
with
the
warden
of
it.
There's
a
lot
of
confusion
on
the
size,
trees
that
we
can
cut
and
the
percentage
that
we
cut
and
how
that
how
that
gets
confusion.
Is
it
changes?
So
if
you
read
it
one
way
and
then
it
says,
doesn't
apply
to
the
homeowner.
O
Anybody
below
five
acres
everybody's
happy
with
that,
but
as
soon
as
somebody
says,
they
want
to
put
a
septic
tank
permit
on
that
property.
It
changes
it
so
now
they
have
to
fall
into
development
and
when
they
fall
into
development,
it
opens
up
a
whole
different
scenario.
For
them
they
have
to
get
a
tree
and
toe
pole.
They
have
to
get
a
survey,
they
have
to
get
a
design
plan
or
what
they're
going
to
do
with
their
property,
so
Zona
can
give
them
a
permit.
O
They
have
to
know
what
they're
doing
and
for
an
individual
that
received
a
piece
of
property,
whether
they
board
it.
They
inherited
it
and
it
could
be
just
a
small
lot
and
that's
the
most
valuable
thing
that
they
have
in
their
life.
Is
that
lot?
That's
their
prized
possession
that
lot
doesn't
mean
anything
if
they
can't
get
a
dhak
permit
for
a
septic
tank
once
they
get,
that
permit
doesn't
mean
they're
going
to
development.
It
just
puts
a
star
on
the
paper
that
says
that
they
that
that
law
is
valued
to
them
at
that
point.
O
If
they
want
to
develop
that
lot,
then
they
could
take
it
at
that
point
and
go
to
zoning
and
follow
all
the
steps
for
zoning
permit.
Prior
to
that,
all
it
is
is
saying
that
this
lot
is
what
do
doing
it
due
diligent
to
sell
that
lot
to
somebody.
That's
buying
that
law
to
say
this
lot
passes
dhak
inspection
now,
D
hack
requires
it
to
get
underbrushed
so
their
requirements.
If
you
look
up
their
order,
says
that
we
need
150
feet
by
150
feet
and
an
exit
and
exit
to
get
into
that
place.
O
That's
what
they
require.
It
sounds
pretty
simple
and
straightforward
and
cut,
but
when
D
Yak
is
about
three
months
out
for
them
to
take
for
the
sometimes
longer
than
that
when
they
make
it
out
to
a
property
they'll
get
out
to
the
property
they'll
go
test
that
150
foot
first
septic
tank
permit
where
the
proposed
the
homeowner
wants
it.
They
said
you
know
what
the
soil
is
not
good
enough
here.
O
The
homeowner
says
what
about
right
there
in
that
corner
of
that
lot
there
they
said
you
clear
that
lot
and
we'll
come
back
in
three
months,
because
that's
how
booked
up
we
are
so
it
delays
the
process
over
and
over
again.
I
do
not
believe
that
getting
a
septic
tank
permit
on
your
property
requires
you
to
get
a
zoning
permit
or
put
you
in
a
development
position.
O
Permit
does
not
mean
you're
developing
a
property.
All
it
is
is
just
certifying
that
30
seconds
I
knew
I'd
get
buzzed,
but
there's
a
lot
more.
That
I
have
to
say:
I
have
33
years
of
experience,
I'm
a
retired
Marine
with
22
years,
I'm
willing
to
open
myself
up
to
the
council
anytime.
We'll
sit
down
and
talk
about
all
the
issues
that
are
out
there,
but
we're
hurting
we're
hurting
the
individuals
that
don't
have
money
in
Beaufort
County.
Some
of
these.
A
A
No,
we
do
not
accept
power
of
attorney.
If
you
wish
to
address
us,
you
may
address
us.
If
Mr
Hoagland
wants
to
address
us
about
a
specific
item
on
the
agenda,
he
may
come
forward
if
not
when,
when
you
want
to
come
forward,
Mr
Hoagland,
the
second
one
to
address
us
on
a
non-agenda
item.
That's
fine
too!.
P
P
In
my
speech
and
I
want
to
make
an
agenda
speech,
so
I
want
to
make
three
speeches.
So
if
it,
let's
assume
that
you
can
give
a
power
of
attorney,
you
can
pull
the
plug
on
somebody's
death
bed,
it
might
have
laryngitis.
You
are
up
why
you're
turning
the
power
of
attorney
down
I
want
to
know
that,
because.
A
P
P
Do
you
want
to
talk
about
I'm,
going
to
talk
about
the
number
12
and
number
13
and
then
I'm
going
to
make
a
general.
A
P
Then
I'm
gonna
make
my
speech.
Do
I
have
two
speeches
to
make
right
now
on
the
agenda.
You
have
three
minutes
to
do
it.
No
I
have
six
minutes.
No,
you
don't!
Yes,
I
do
no!
You
don't
you
showed
me
a
law
that
says
I.
Can
our
agenda
you're,
not
the
Judgment
I,
don't
care
what
listen
I,
don't
care
how
things
have
been
for
50
years.
I
will
recess
the
media
yeah.
Please
do
that
and
go
to
and
go
talk
to
the
lawyers
and
Pow
Wow
with
the
lawyers.
M
Q
Q
What
is
an
IRS
501c
chamber
organization?
It
is
a
Business
Association
organized
to
promote
business
members
only
and
not
run
a
business
like
a
DMO
destination
management
organization.
If
people
don't
know
what
that
is,
it
can't
make
a
profit
for
the
employees
of
the
chamber,
no
pay
for
play.
No
favoritism
or
co-mingle
laundry
tax
funds
from
illicit
advertising
profits
then
bury
them
under
the
high
salaries
and
benefits
to
chamber
employees
to
show
no
profit
on
year-end
tax
returns.
Q
It
is
not
possible
for
Bill
miles
to
pay
himself
500
000
plus
per
year
from
a
legally
operated
chamber
and
a
two
million
home
on
Hilton
Head.
This
disqualifies
the
chamber
as
a
non-profit
organization
exempt
from
paying
taxes.
They
cannot
be
in
any
business
whatsoever,
normally
carried
on
by
a
four
profit
tax,
paying
company
or
they
lose
their
non-profit
status
and
must
pay
the
IR
IRS
uvit
on
related
business
income
tax
or
be
considered
a
tax
default
and
forced
to
pay
all
their
own.
If
criminal
activity
is
discovered,
arrest
and
convictions
would
surely
follow.
Q
Q
The
way
for
profit,
business
does
or
use
high
salaries,
perks,
benefits,
lavish
entertainment
bonuses,
Etc
to
hide
illicit
profits,
Chambers
or
commas
promote
the
economic
interest
of
just
business
members
in
a
given
area
such
as
cities,
like
Hilton
Head
view
for
Bluffton
Charleston
Myrtle
Beach
Etc
fact
is
Hilton
Head
chamber
is
an
illegal
operation
operating
as
a
for-profit
disguised
as
a
non-profit
to
trick
the
IRS
and
our
community
and
tax-exempt
chamber
organizations
in
the
IRS
C6
category
have
to
make
information
public.
This
includes
its
last
three
tax
returns
public.
Q
If
asked
for
copies,
the
chamber
group
has
to
provide
them
free
if
tax
funded.
This
detailed
use
of
tax
money
must
be
provided
to
taxpayers,
as
well
as
to
council
who
issues
these
taxes
and
subject
to
the
taxpayer.
Foia
laws
in
any
state
agency
does
not
comply
to
the
taxpayer.
For
you,
it
could
result
in
litigation
and
paying
the
taxpayers
legal
fees.
Hilton
Head
Beaufort
councils
are
in
foia
violation
and
must
comply.
A
E
Chairman,
if
okay
I
would
like
to
go
over,
go
ahead,
Mr
Reitz.
Last
week,
Thursday
there
was
a
meeting
I'm
on
the
airport
board
and
Hereford
Executive
Airport
known
as
Frogmore
completely
renovated
inside
and
out
and
they're.
Looking
at
the
end
of
April
having
a
chamber
Event
open
house
with
a
ribbon,
cutting
and
they're
going
to
invite
us
and,
like
you
know
the
public
to
be
there
as
well,
the
Hilton
Head
airport
for
the
first
time
in
their
history,
they're
going
to
be
in
the
St
Patrick's
Day
Parade
the
airport.
E
The
airport
board
right
now
has
two
vacancies
and
they're
looking
for
people
to
apply.
So
if
you
have
experience
people
listening
as
well,
if
you
have
experience
with
being
a
pilot
or
anything
check
out
on
our
website
and
apply
for
a
position
there.
R
I
attended
the
County
transportation
committee
Retreat,
it
was
a
three-hour
Retreat.
It
was
Transportation
committee.
It
was
very
interesting
and,
as
Jared
spoke
to
us
in
the
last
session,
they're
very
knowledgeable
people
on
that
committee
very
dedicated
and
they
had
scdot
there
to
do
a
project
review
and
two
of
the
items
that
are
on
tonight's
agenda.
D
Mr
Lawson,
yes
from
the
consent
agenda
and
the
finance
committee,
we
have
a
third
reading
for
obligation,
bonds
for
a
Bluffton
fire
district.
We
have
multiple
appointments
so
folks
we
also
have
the
second
reading
of
an
ordinance
for
Tech
Amendment
to
the
Beaufort
County
code
abortences
and
Miss
James.
We
will
get
you
those
answers
regarding
the
the
the
the
agreements
with
the
towns
and
cities
before
our
next
meeting.
This
is
the
second
reading,
and
then
we
also
have
the
second
ringman
ordinance,
the
county
Ministry,
to
execute
necessary
documents
to
accept
a
grant.
D
Perpetual
easement
for
public
use
and
also
I
want
to
First
say
that
I
should
have
pulled.
Number
item
number
two
from
the
agenda,
which
I
did
not
it's
too
late,
now
to
pull
that.
So
it's
going
to
pass
as
a
consent
agenda.
However,
I
also
want
to
get
information
regarding
what
the
issues
are.
D
I'll
talk
to
Steve
Andrews
from
Andrew
surveying
and
also
this
gentleman
here
regarding
the
the
bush
hogging
to
see
what
those
issues
are
to
see
why
there
is
concern,
and
hopefully
that
has
all
been
expelled
out
and
if
not,
we
will
then
have
to
add
another
text,
amendment
to
this
text
Amendment,
if
necessary,
because
again
we're
in
our
went
through
committee
and
then
three
readings.
This
may.
S
A
H
Recommend
for
you
all
to
wait
until
we
get
to
the
consent
agenda
and
let
staff
explain
to
you
what
the
real
issues
are.
The
ordinance
in
question
does
not
address
bush
hogging.
If
people
are
bush
hogging
their
property,
this
ordinance
will
not
regulate
that
if
they
are
removing
trees
from
a
piece
of
property,
the
ordinance
will
regulate
that
the
ordinance
is
always
regulated
that
and
will
continue
to
regulate
that.
A
K
T
I
T
H
So
basically,
it
boils
down
to
the
definition
of
under
brushing
and
what
constitutes
that.
I
get
the
item
about
a
DHEC
with
a
septic
tank.
Permit
fully
understand
that,
but
if
you're
going
to
go
out
and
clear
up
each
property
and
remove
trees,
all
the
ordinance
simply
requires
someone
to
do
is
not
only
talk
to
DHEC,
which
is
a
state
agency.
They
do
not
care
about
local
tree
ordinances
or
anything.
H
That
person
goes
too
far
and
then
they
get
hit
with
something
a
planning
style,
member,
a
code
enforcement
officer
telling
them.
You
can't
build
anything
on
your
property
for
two
three
five
years.
You
can't
build
your
dream
house
and
they've
probably
sold
their
house
where
they're
from
and
trying
to
get
here
quickly.
So
that's
simply
what
the
ordinance
requires:
we're
not
regulating
bush
hogging.
H
We
do
not
care
about
bush
hogging
unless
they
are
doing
something,
that's
going
to
grind
up
the
soil
and
expose
the
dirt
and
then
that's
going
to
kick
in
potential
storm
water
regulations,
because
you
not
cannot
have
unstabilized
soil
on
a
piece
property.
For
any
reason
in
the
state
of
South
Carolina,
so
that's.
T
Basically,
it,
let's
chairman
just
one
more
question
just
to
me
from
that.
As
far
as
the
equipment
used
on
those
particular
Sciences,
there
are
separate
ordinance
that
governs
that
no.
H
I
mean
there
was
some
confusion
regardless
there
is,
there
is
no
ordinance
that
governs
what
kind
of
equipment
you
can
use.
You
know
if
folks
are
going
out-
and
you
know
some
of
these
folks-
some
Bobcats
have
a
front
end
brush
cutter
on
it
that
just
grinds
up
underbrush
bushes,
shrubs
things
like
that.
That's
not
a
violation
of
the
ordinance.
H
A
R
H
R
F
K
K
Yeah
right,
okay,
and
what
we're
proposing
here
today
has
nothing
to
do
with
it,
because
what
I
see
this
here
is
really
for
silver:
culture,
ordinance,
protecting
forestry,
and
if
a
landowner
wants
to
continue
silver
culture,
they
can
do
clear
cutting
they
can
do
whatever
in
harvesting
their
Timber.
But
if
somebody
wants
to
develop,
then
this
is
this:
ordinance
protects
that
from
happening
over
a
five-year
period
of
time.
I
I
do
understand
what
we
what
we're
voting
on,
but
as.
B
U
Thing
I
wanted
to
mention:
we
have
two
sections
of
the
ordinance
to
deal
with
clear,
cutting
prior
to
the
development.
This
specifically
applies
to
lots
that
are
five
acres
or
greater,
so
it's
already
targeted
to
be
geared
towards
forestry
and
silviculture.
We
have
another
section
of
the
code
that
deals
with
removal
of
trees
prior
to
development
without
a
permit.
That's
that's
not
what
we're
amending
that's
in
the
ordinance
already,
and
none
of
neither
this
ordinance
nor
that
regulate,
Bush
Hocking.
B
D
U
D
And
then,
even
at
the
end,
when
it
says,
if
let
me
see
for
purposes
section
or
if
less
than
25
percent,
so
everything
that's
less
than
five
acres
still
under
the
old
existing
code,
there's
no
changes
to
anything.
That's
less
than
five
acres!
That's
correct!.
D
So
again,
what
what
we're
doing
is
we're
we're
just
adding
this,
which
gives
us
more
teeth
when
it
comes
to
Parcels
that
are
five
acres
and
larger,
correct
and
all
the
the
bush,
hogging
and
and
those
things
are
still
exactly
the
same
as
they
were
before
this
ordinance
went
into.
U
S
S
I
So
for
for
public
clarification,
then,
if,
if
I
have
say
a
half
acre
or
acre
a
land
and
I
want
to
build
a
home
on
there
and
I
got
to
get
the
perk,
I
got
to
get
the
property
perk
first
before
Nick
would
give
me
a
permit
to
build
the
home.
So
the
first
first
order
of
business
is
to
contact
the
County
and
get
a
zoning
permit.
Is
that
correct.
U
You
can
do
under
brushing
on
the
property
there's
nothing
that
would
prevent
you
from
under
brushing
the
property
except
for
in
the
river
buffer.
That's
that's
an
entirely
different
thing,
but
you
can
underbrush
the
property
to
identify
the
area
of
you
know
where
you
know
where
the
septic
tank
and
drain
field
could
be
located.
All.
F
F
B
It's
a
statement
during
the
discussion
page
I
would
like
to
say
we
had
a
public
hearing
on
this
and
it's
unfortunate
that
these
comments
did
not
come
up
at
that
public
hearing,
but
it
seems
to
me
there's
still
some
confusion
surrounding
the
this
ordinance
I'm
encouraged
by
Mr
Lawson's
promise
that
he
will
continue
to
look
into
this
matter
and
if
there
is
further
action
that
is
necessary
to
correct
the
misunderstanding,
he
will
take
that
action
at
the
appropriate
time,
even
after
the
third
reading
that
passes
this
ordinance,
Mr
Lawson
will
be
held
to
his
word,
of
course,
which
is
always
good
and
I
have
no
doubt
that
any
confusion
will
be
alleviated
even
if
this
does
pass
tonight
in
the
consent
agenda.
B
A
This
will
be
approved
without
objection
and
I,
see
no
objections.
Consent
agenda
is
approved.
Item
number
10
is
the
first
reading
of
an
ordinance
authorizing
the
County
Administrator,
execute
the
necessary
documents
and
provide
funding
for
the
purchase
of
real
property
located
at
1230
no
North
Okatie
Highway,
commonly
known
as
the
cooler
tract
for
the
purposes
of
consolidating
County
Sheriff
facilities
and
operations
to
this
property
and
for
other
first
responder
facilities
as
desired
emotion.
A
K
Good
good
I,
don't
know
Jared
of
who
yeah.
K
H
As
you
all
know,
the
USC
B
Convocation
Center
has
received
partial
funding
to
a
variety
of
sources.
They
are
trying
to
raise
the
remainder
of
the
funds
to
complete
the
funding
for
carrying
that
out,
and
they
have
asked
the
county
to
assist
with
them
in
the
amount
of
three
hundred
thousand
dollars
so
that
they
can
go
ahead
and
do
the
design
of
that
facility
so
that
they
can
actually
show
potential
funders
what
they
will
be
contributing
money
to
and
how
that
will
actually
look
right.
H
S
Question
just
because
USC
was
brought
up
and
one
of
the
things
you
talked
about
in
our
retreat.
We've
talked
briefly
about
some
type
of
Center
to
hold.
You
know
public
events
here
right,
like
an
indoor
one
like
sort
of
like
how
Savannah
has
something
along
those
lines
Charleston
does
when
I
was
at
uscb
that
last
year
they
originally
talked
about
putting
in
a
gym.
That's
what
this
will
be.
H
H
H
H
So
that's
already
that's
already
in
the
agreement.
This
is
going
to
be
a
place
where
high
schools
can
hold
their
graduations.
In
addition
to
the
USC
bass,
uscb
basketball
team
that
just
received
division
won,
NCAA
status
can
play
their
games
as
well.
H
H
Something
I'd
look
into
I,
don't
know
how
big
the
facility
is
going
to
be
from
a
square
footage
standpoint,
how
many
people
accommodate
and
things
like
that,
but
it's
going
to
be
an
arena
size
up
somewhere,
probably
if
you've
ever
seen
the
College
of
Charleston
play
basketball
in
the
TD
Arena.
It's
probably
going
to
be
that
type
of
a
venue.
H
V
A
Any
other
questions
this
will
be
approved
without
objection
and
I
see
no
objections.
Item
number
12
is
the
first
reading
of
an
ordinance,
the
pro
appropriating
funds
from
the
state,
two
percent
Accommodations
Tax
fund
and
other
matters
related
there
too.
On
a
motion.
Please,
let's
make
that
motion
I'll.
Second,
that
Mr
chairman
Mr
Lawson,
made
the
motion.
Mr
Cunningham
made
the
second
duly
motioned
and
seconded
any
discussion.
Yes,.
T
Accounting
for
all
of
these
careers
making
sure
moving
forward
and
the
other
thing
is
no
entity
was
awarded
over
their
original
asking,
correct,
correct
and
those
other
funds
will
be
kept
in
a
separate
account
until
next
year.
A
A
A
Okay,
any
other
questions
very
good
questions,
no
other
questions.
This
will
be
approved
without
objection
and
I
see
no
objections.
Item
number
13
is
the
first
reading
of
an
ordinance
appropriating
funds
from
the
local
accommodations
task,
tax
and
Hospital
local
Hospitality

funds
and
other
matters
related.
There
too
motion,
please
someone
Mr
Dawson,
makes
the
motion
the
second
Mr
Glover
makes
the
second
duly
motioned
in
second
any
discussion
about
this
item
same.
H
In
addition
to
that,
we're
going
to
require
anyone
receiving
our
funding
through
this
particular
ordinance
that
they
also
have
to
acknowledge
the
sponsorship
of
Beaufort
County,
on
whatever
material
they
put
out
during
their
event.
Thank.
A
You
excellent
good
questions
again,
any
other
questions
seeing
none.
This
will
be
approved
without
object
and
I,
see
no
objections.
Item
14
is
the
first
reading
of
an
ordinance
authorizing
the
County
Administrator
to
execute
the
necessary
documents
to
purchase
and
to
fund
the
purchase
of
real
property
located
at
333
and
335
Buckwalter
Parkway
I'll.
S
H
Oh
yeah
I
was
contacted
by
one
of
the
council
members
a
few
weeks
ago
regarding
the
United
Methodist
Church
planning
to
dispose
of
10
acres
of
property
that
they
have
on
the
buck.
Walker
Parkway
near
the
Lutheran,
Church
I
believe
it
is
yes
yeah,
it's
right
beside
that,
it's
right
across
the
street
from
Publix
and
Kroger
and
the
Don
Ryan
Center.
H
So
they
asked
for
us
to
look
into
potential
purchase
of
that
we
contacted
the
church,
made
our
interest
known
because
we
were
able
to
do
a
quick
sale
they
agreed
and
because
we
were,
we
were
going
to
buy
the
property
for
affordable
housing
down
the
road.
They
agreed
to
a
reduced
price
and
that's
where
we
are
right
now.
So
this
will
give
us
give
me
authorization
to
execute
the
paperwork
to
continue
on
with
that
purchase.
S
The
amount
of
work
that
is
over
there
with
all
the
stores
the
amount
of
growth
that's
happening
at
Washington,
Square
from
that
proximity
to
170
and
the
Bluffton
Parkway
our
ultimate
will
go.
At
least
mine
is
I'll,
speak
for
myself,
isn't
necessarily
rentals.
It
is
people
to
be
able
to
purchase
first-time
home
buyers
so
that
not
only
are
they
investing
themselves
but
they're
benefiting
from
the
sale
of
that
property.
S
I
hope
after
we
get
done
with
this
transaction,
when
we
start
putting
forward
ideas
and
our
thought
process
to
be
behind
it,
that's
when
we'll
bring
it
to
the
public
for
consideration
their
thoughts
behind
it.
I
plan
on
holding
a
town
hall
after
we
get
more
clarity
of
when
we
get
that
direction,
since
it
is
right
there,
in
the
middle
of
my
district,
just
to
continue
to
keep
the
public
informed
on
it,.
D
Your
passwords,
yes,
just
to
add
to
what
Mr
Cunningham
has
said,
is
that
right
now
the
only
thing
we're
doing
is
purchasing
the
property
correct
and
then
all
the
decisions
that
come
along
with
that
of
how
that's
done
will
be
made
public
and
how
we
make
our
decisions.
We
made
public
and
if,
if
the
property
is
to
be
developed
well
then
that
will
also
then
go
to
an
RFP
or
be
out
put
out
for
public
notice.
It's
not
like
we're.
The
the
county
is
trying
to
build
houses.
D
K
I'm
I'm
I'm
excited
about
this
and
I'm
so
I'm
supporting
it
is
there
and
I
don't
go
Bluffton
that
often
I
try
not
to.
F
U
K
Is
is
there
a
pathway
along
the
Buckwalter
there.
S
Is
a
pathway,
it's
actually
the
pathway
that
I
originally
talked
about
for
golf
car
access,
which
you
know
we
can
I
plan
to
explore
again
in
the
future,
especially
now
that
we
are
adding
more
development
to
lessen
that
traffic.
That
is
keeping
you
away
from
Bluffton,
so
you
can
come
visit
us
thank.
A
A
This
will
be
passed
without
objection
and
I
see
no
objections.
Our
final
item
item
15
is
the
first
reading
of
an
ordinance
authorizing
the
County
Administrator
to
execute
the
necessary
documents
to
purchase
and
to
fund
the
purchase
of
a
portion
of
real
property
located
at
one
five:
zero:
five
Salem
Road.
It's
Gemma
motion,
Mr
Glover,
a.
K
A
T
K
T
V
Are
you
good
evening?
How
are
you
guys
doing
good?
This
is?
We
are
required
by
state
law
to
provide
space
for
certain
agencies
and
entities,
South
Carolina,
Department
of
health
and
environmental
control
DHEC
and
the
health
department
are
one
of
those
agencies
and,
as
we
have
been
moving
forward
with
affordable
housing
downtown
where
they're
currently
located
that
necessitates
the
relocation
of
that
entity.
V
We
found
the
owner
of
15
1505
Salem
Road
interested
in
selling
a
portion
of
an
old
grocery
store
and,
in
addition
finishing
it,
and
we
would
buy
finished
product
on
a
build-a-suit
basis
again
better
than
any
price
that
we
could
touch.
S
We've
talked
we've
heard
people
talk
about
for
years
before
I
got
on
Council
before
a
lot
of
you
guys
were
on
Council
talking
about
affordable
housing
and
Workforce
housing,
and
let's
be
real
people
blow
blue
smoke
for
years
about
it.
But
our
staff
has
done
a
hell
of
a
job
over
the
past
two
years
to
actually
get
that
ball
rolling
and
it's
little
by
little
and
someone's
going
to
be
a
little
bit
of
trial
and
error,
because
nobody
has
a
way
to
fix
it
all.
S
But
I
am
excited
to
see
that
you
know
staff
is
bringing
us
stuff,
they're,
finding
out
they're
working
hard
to
find
the
opportunities
for
us,
and
the
council
has
been
supportive
to
actually
do
the
things
that
we
said
we
were
going
to
do,
and
people
before
us
have
said
they
were
going
to
do
with
Workforce
housing.
So
it's
a
start.
Both
of
these
are
so
I'm.
Just
saying
I'm
excited
to
see
that
we're
actually
fulfilling
a
lot
of
our
promises.
At
probably
every
single
one
of
us
ran
for
on
a
campaign
I.
A
Okay,
no
further
discussion.
This
will
be
passed
without
objection
and
I
see
no
objection
all
right
that
takes
care
of
the
business
we
are
now
at.
Our
second
citizens
comment
members
of
the
audience
who
have
stayed
and
want
to
now
present
to
us.
I
have
a
few
of
them.
Mr
Hamilton!
W
Evening,
councilman
chairman,
thank
you
for
having
me
today.
I
want
to
talk
to
you
about
an
opportunity
and
something
that
I
take
personally
and
want
to
make
sure
that
we
understand
how
important
it
is
that
I
share
with
you,
that
preserving
cult
and
preserving
and
protecting
other
property
is
is
deeply
in
my
heart,
as
I'm
deeply
rooted
in
that
I
believe
that
this
is
something
that
the
entire
State
should
be
doing,
because
this
is
something
that
I
believe
carries
a
lot
of
dignity
for
our
for
our
community.
W
Now
Pine
Island
is
one
that
I
believe
has
some
sensitivity
to
it,
and
I
want
to
make
sure
that
you
know
I
respect
this
community,
because
I
have
family
members
there
and
I
have
a
friend
like
Mr,
Glover
there,
and
then
many
other
friends,
but
we
have
a
team
of
the
that
I
work
with
that.
Also
have
that
same
sensitivity,
they
feel
like
the
community
has
to
have
a
voice.
We
haven't
been
open
enough
to
give
that
Community
the
voice
that
we
want,
but
we
have
spoken
with
a
lot
of
prominent
Community
leaders.
W
At
least
us
would
be
thought,
and
the
reason
why
I'm
still
a
part
of
this
is
because
those
Community
leaders
and
prompted
Community
leaders
gave
me
the
impression
that
this
was
something
that
they
wanted
to
hear
more
of
and
felt
like.
There
was
room
for
us
to
communicate
and
I
think
we
haven't
gotten
the
opportunity
yet
to
see
where
we
have
some
likings
this.
This
development
is
not
by
all
means,
a
done
deal
for
us
having
it
it's
playing
figured
out
because
we
want
to
hear
from
the
community.
W
W
My
leadership
position
is
to
say
we
want
to
give
back
to
the
community
or
we
want
to
be
a
part
of
the
community,
so
when
opportunity
presents
itself
and
I
hope
it
does
soon,
I
think
we
need
to
have
an
open
dialogue
with
the
community,
so
we
can
find
how
we
can
be
on
the
same
page.
At
the
same
time.
Thank
you.
Thank
you.
L
Hello,
my
name
is
Grant
McClure
I
work
for
the
coastal
conservation
League
this
evening,
I'm
going
to
be
presenting
a
letter
that
I
received
from
Miss
Margaret
Washington
she's,
professor
at
Cornell
University,
and
because
she
is
in
Ithaca
New
York.
She's
asked
me
to
to
provide
these
comments
to
you
all
this
evening.
L
The
highlight
of
that
fascinating
intellectual
and
cultural
Discovery
was
Saint
Helena
Island,
although
I
was
disappointed
at
first
that
nearly
all
the
Penn
School
information
I
came
to
research
have
been
transferred
to
the
University
of
North
Carolina
Chapel
Hill,
my
initial
disappointment
about
the
Penn
School
papers.
Removal
was
soon
assaged.
Indeed,
I
believe
it
was
God's
plan.
L
I,
listened
strength
to
understand
Gola,
especially
the
senior
woman
sitting
in
the
back
of
the
church,
softly
speaking
Angola
after
Sunday
score
after
Sunday
school
and
before
morning,
worship,
I,
roamed,
the
brick
Baptist
Cemetery,
that
included
plantation
owners,
headstones,
a
monument
to
Penn
School,
founder
Laura
town
and
the
grave
of
her
devoted
co-founder
Ellen
Murray,
along
with
humble
Graves
of
Island
folk.
Nothing
was
more
moving
than
seeing
Gola
gravestones
decorated
with
timepieces
seashells
other
ornaments
treasured
and
used
by
departed
loved
ones.
L
L
He
remains
champion
of
protecting
Gullah
cultural
heritage.
I
can
only
reinforce
what
Mr
Campbell
a
native
of
the
region
has
emphasized.
It
is
of
the
utmost
important
to
maintain
the
Integrity
of
the
cultural
heritage
of
Saint
Helena
Island.
Moreover,
in
addition
to
Colonial
Antebellum
postbellum
and
early
20th
century
American
historical
significance,
we
must
not
forget
that
during
the
Civil
Rights
Movement
Penn
Center
was
a
significant
meeting
place
for
the
Reverend
Dr
Martin
Luther
King.
Thank
you.
Thank
you.
X
Evening
you
have
three
minutes:
yes,
sir
Arnold
Brown
from
sin
Hill
on
the
island.
The
reason
I'm
here
this
afternoon
is
the
leadership
of
the
CPO
committee
on
sinhill
in
the
island.
That's
meeting
at
the
library.
They
asked
me
to
come
come
here
tonight
and
to
kind
of
update
the
city
council
that
the
group
will
be
seeking
to
hire
its
own
attorney.
That
would
have
a
fiduciary
responsibility
to
the
group
and
it's
not
necessarily
to
protect
them
from
personal
property
losses
or
anything
like
that.
But
it's
helped
to
review
the
amendment.
X
That's
revisions
and
amendments
and
the
interpretation
of
the
revised
CPO
that's
going
to
be
written.
So
that's
the
purpose
of
hiring
their
own
us
Hiring,
Our,
Own
attorney
to
look
out
for
the
interpretation
revisions
and
that
sort
of
thing
into
you
know
fight
for,
but
hopefully
that
won't
be
an
issue.
So
that's
the
primary
reason
here.
The
second
reason
is
and
I
haven't
been
kept,
been
keeping
up
to
date.
X
X
The
third
one
is
the
fourth
quarter
of
last
year,
I
had
a
visitor
that
flew
in
from
the
Washington
DC
area.
X
They
came
to
Beaufort
on
business
as
well
as
just
you
know,
socialize
with
friends
and
relatives
and
that
sort
of
thing
and
they
flew
into
Charleston
rented
a
EV
electrical
vehicle
and
drove
from
Charleston
to
Beaufort,
checked
in
one
of
the
hotels
and
drove
around
for
a
week,
and
then
when
it
was
time
to
charge
their
vehicle,
it
went
to
their
app
on
the
you
know,
went
to
their
app
and
couldn't
find
I
really
couldn't
find
a
charging
station,
and
we
were
supposed
to
meet
for
lunch
on
Saturday
and
that
had
that
got
pushed
back
because
the
vehicle
wasn't
charged
and
I'm
thinking
I
got
to
drive
this.
X
A
J
Council,
yes,
thank
you
for
three
minutes
allowing
me
to
speak
before
you
and
I.
J
Guidance
has
been
provided
pro
bono
by
the
Beaufort
County
attorney,
which
surprised
me
because,
as
far
as
I
know,
the
client
is
the
organization
who
is
the
county
and
they're
not
supposed
to
be
giving
any
private
advice
to
any
citizen.
It's
only
confined
to
the
county
and
that
Supreme
Court
1.13.
If
anybody
wants
to
look
that
up
so
when
I
got
my
foia
request
back,
it
was
full
of
blacked
out
documents
between
members
of
this
neighborhood
group
and
the
county
attorney's
office
and
the
reason
I
know
it's.
J
I
J
Know
nothing
I
can
do
about
that.
If
that's
what
they
contain,
that's
what
they
contain,
but
the
redaction
of
work
product
is
solely
confined
to
actual
work
product
between
the
client
and
those
who
are
elected
officials
or
employees,
or
there
are
contracts
and
things
like
that
that
are
engaged
with
the
client.
This
was
a
separate
neighborhood
group
who
was
looking
to
form
a
special
tax
District
which
actually
never
happened.
They
actually
you.
J
Yes,
they
actually
stopped
and
no
longer
we're
considering
it.
So
I
am
asking
the
county
to
provide
the
unredacted
documents
to
me,
because
this
is
really
a
loser
issue
in
terms
of
litigation.
In
my
opinion,
because
the
Supreme
Court
speaks
very
clearly
that
the
organization
in
question
is,
is
the
county
and
not
any
private
individuals.
So
I'd
like
to
hear
from
someone
at
the
county
this
week.
Thank
you.
P
Clock
ask
for
clarification
on
public
comment,
number
16
and
seven.
It
does
not
differentiate
between
agenda
only
or
anything.
You
wish
to
speak
about
only
that's
very
confusing
I.
Also,
if
you
don't
mind
before
before
the
clock
starts,
if
you
please
restart
it,
please
show
me
respect.
P
The
I
was
not
able
to
make
my
POA
I
gave
in
and
I
want
you
to
know
that
sheriff
Tanner
and
I
had
a
conversation
and
we're
gonna
wait
a
minute.
Please
I,
don't
do
that
to.
P
I'm
not
doing
three
minutes
I'm
going
to
start
the
clock
at
three
minutes.
I've
explained
something
to
you
that
we're
going
to
differentiate
between
the
law
on
POA
and
local
rules,
and
so
anyway,
so
now
I'm
going
to
read
my
three
minutes.
If
you'll,
please
start
the
clock
back
Reed,
please!
No!
No!
Please.
P
They
both
say
the
same
thing:
I,
don't
you
don't
know
when
you
can
speak
or
who
can
speak
or
how
you
can
speak
and
I
want
you
all
to
look
at
those
public
comments.
Look
at
the
difference.
If
you
just
start
the
clock,
you.
Let
me
finish:
please,
no,
why
don't
you
take
a
vote
at
the
council
and
see
if
they
will
allow
me
to
finish.
