years

the

municipality
had
a
municipal
election
commission
and,

they

conducted
their
own
elections,
certified
their
own
results
and
etcetera,
etcetera,
etcetera,
but
in
the
late
90s
in
the
case
of
buford,
I
think
1999.

Anytime,
the
any
municipality
changes
its
arrangement
with
the
board
of
elections,
the
beaufort
county
board
of
elections,
beaufort
county
council
has
to
approve
it.
We
don't
have
any
authority
to
do
anything
with
respect
to
the
board
of
elections
or
the
municipalities,
but
something
that
something
that
came
out
of
the
legislation
legislator
gave
us
that
responsibility.

So
in
2020
now
the
city
of
beaufort
wishes
to
now
divest
itself
of
the
its
sole
remaining
responsibility,
which
is
the
certification
of
the
election,
and,
if
you
think
about
it,
it
makes
perfect
sense,
because
the
certification
of
election
involves
taking
the
information
that
comes
from
the
board
of
elections
and
saying
yep
that
looks
good
to
us
and
certifying
the
election.
So
it's
really
it's
a
superfluous
process.

least
I
think
it
is
seems
to
be
to
me-
and
apparently
it
appeared
that
way
to
be
the
mayor
to
the
mayor
who
decided
to
to
to
move
this
along.
So
all
we
are
doing
today

we
are
agreeing
with

city

beaufort,
who,
I
believe
has
disbanded
their
their
municipal
board
of
elections.

summation.
You
know
I've
been
mayor
of
19
months
now,
right
after
being
elected
mayor,
some
of
you
may
recall,
we
had
a
little
issue
with
one
of
our
elections,
commissioners
and
those
of
you
who
are
in
local
government
one
of
the
things
that
is
most
exciting
to
me
about
government.
You
never
know
what
the
day
is
going
to
bring
and
in
the
elections.

Commission
issue
is
one
of
those
where
we
went
down
a
pretty
deep
rabbit,
hole
about
elections,
commission
laws
and
how
it's
sort
of
structured
between
the
municipality
and
the
county
and
the
state
elections
commission.
So
in
that
sort
of
discovery
period
in
talking
with
the
director
of
the
elections,
commission,
murray
smalls,
we
looked
at
all
the
state
statute
and
to
your
point
back
in
1999,
the
city
had
deferred
all
of
the
sort
of
mechanics
of
an
election
to
the
county
elections
commission.

So
the
polling
places
the
staffing
I
mean
everything
with
the
exception
of
us
having
our
own
three-member
elections,
commission
and
then
them
coming
in
after
the
election
to
certify
the
vote.
Everything
else
has
been
deferred
divested
to
the
county
and
the
elections
commission
office
made
a
comment
that
it
was
a
little
bit
duplicative
of
them
to
have
to
call
three
members
of
the
city
municipal,
which
sometimes
that
was
difficult.
It's
a
six-year
term.

So
we
appoint
these
folks
who
are
very
excited
and
then,
by
maybe
a
year
two
three
four
they
get
a
little
less
interested.
So
we've
got
you
know:
county
employees,
spending
a
lot
of
time
chasing
down
municipal
election
commission
members
to
simply
come
in
and
look
at
the
information
that's
being
provided,
which
I
think
is
credible
and
I
think
our
county
elections
office
does
a
great
job
just
to
simply
certify
that
vote,
and
it
was
told
to
me
at
that
point
that
we
could
also
defer.

We
can
shut
our
elections
commissions
down
and
send
that
all
so
county
staff
doesn't
have
to
call
a
separate
body.
They
don't
have
to
publicly
notice
the
elections
commission
and
we
don't
have
to
have
a
separate
certification
to
vote.
So
our
council
city
council
talked
about
it
back
earlier
in
the
year
we
have
by
ordinance
in
may.
We
haven't
completely
shut
it
down,
because
our
understanding
is
these
things
sort
of
have
to
move
in
parallel
between
the
county
and
the
city.

So
our
hope
is
because
we
think
it
makes
it
a
little
easier
for
county
staff.
It's
probably
a
little
more
cost
efficient
for
taxpayers
and
less
less
cumbersome,
but
if
county
doesn't
want
to,
you
know
defer
we're
okay,
keeping
our
elections.
Commission,
we
just
have
to
come
to
some
resolution
because
we
do
have
an
election
coming
up
in
november.

got
two
seats
that
are
up
in
november,
and
so
we
have
to
have
elections
commission
to
be
able
to
certify
that
that
vote
and
obviously
ordinances,
take
two
or
three
readings
depending
on
the
respect
of
jurisdiction.

for
for
some
reason,
the
town
of
port,
royal
and
bluffton
retain
the
obligation
and
the
right
to
certify
the
election.
Now
that
may
or
may
not
change,
I
can't
speak
for
port
royal.
Nor
can
I
speak

bluffton,
but
I
can
say
that
our
legislature
made
an
effort.
I
believe
it
was
in
the
21
in
the
21
session
they've
been
maybe
in
this
year,
but
I
think
it
was
21
sessions
to
pass
a
a
state
statute.

these
changes
mandating
these
chains
completely
taking
away
any
election
responsibility
from
any
municipalities,
but
that
has
not
happened.
Maurice

to
think
it
may
come
up
again
in
the
next
legislative
section
session.

don't
know,
but
for
now,
if
we
pass
this
today,
all
we're
doing
is
we're
leaving
the
city
of
buford
from
responsibility
to
quote
unquote
certify
the
election,
which
means
they
have
to
continue
to
appoint
a
municipal
election
which
is
which
is
a
cumbersome
process
and
doesn't
really
accomplish
anything.

least
I
don't
think
it
does.

We,
the
city,
owns
no
voting
equipment.
We
don't
handle
any
precincts,
we
don't
handle
any
marketing
of

elections.
Everything
has
been
deferred
to
the
county
elections.
Commission

meant

say
in
my
my
previous
comments:
there's
also
no
additional
cost
to
the
county.
We
do
get
a
bill.

invoice
from
the
elections
commission
after
the
election
concludes
for
whatever
the
municipal
share
of
conducting
the

election
is,
and
that
that
wouldn't
change,
even
with
the
deferral
of
the
commission,

still
invoice

city

we'll
still
pay
for
whatever
the
actual
cost
is,
but
we
don't.
We
don't
maintain
any
equipment
or
any
facilities
to
make

elections
happen.

registration
people

weighed

and
they
have

objection

statewide
mandate
doing
away
with
municipal
election
commissions
and

mandating
that
municipal
elections
occur

elections

most
of
the
counties
in
national

elections

matter

time,

buffer,
we
have
our
elections
with
the
general
elections.

royal
have
off
cycle
sort
of
middle

the

all
the
municipalities,

the
