background
and
what
we're
requesting
the

this
is
kind
of
paraphrasing
language
from
the
comprehensive
plan.
It
states
that
you

Saint
helen
island
is
home
to
beaufort,
county's
largest
gala
gucci
community
and
the
historic
isolation
of
the
of
the
county
sea
islands.

looking
you
know
back
in
history,
was
really
vital
to
the
development
and
survival
of
this
culture
and,
as
in
other
parts
of
the
southeast,
the
golegi
culture
is
under
stress
from
rapid
coastal
development
in
in
growth
and
unmanaged
growth
has
potential
to
substantially
impact
the
traditional
social
and
cultural
character
of
beaufort
county's
gulagicha
community.

is

years
because
of
these
concerns.
Beaufort
county
adopted
a
cultural
preservation,
overlay
district
and
I
think
in
your
packet.
You
have
a
map,
but
it
pretty
much
encompasses
all
of
saint
helena
island.

and
this
is
the
recommendation
of
the
plan-
reevaluate,
the
cultural
protect
protection
over
it
overlay
district
by
assessing
whether
additional
land
use
restrictions
are
necessary
to
meet
the
intent
of
the
district.
Consider
the
addition
of
specific
design
standards
that
reinforce
historic,
golegi
development
patterns
and
character
includes
diverse
representation
on
the
steering
committee
that
may
be
formed
to
guide
the
process,
ensure
public
input
from
all
segments
of
the
community.

this
is
a
direct
recommendation
of
the
plan
and
I
guess
what
we're
coming
forward
is
to.

cultural
protection
overlay
district
committee
and
then

referendum
follow-up,
as
everyone
knows

passed

the
last
county
council
meeting
and
staff
has
had
a
little
bit
of
time
to
think
about
it
and
come
come
up
with
some
ideas
for
methodology.

this

process
is
kind
of
evolving
very
rapidly
and
we
are
following
up
with
the
requirement
under
the
state
statute,
to
bring
forth

methods

county
council
wants

identify

properties

it's
going
to
utilize,
this
100
million
dollars
to
procure.

a

in
my
opinion,
I
think
what
we
need
to
do
is
kind
of
adopt
something
along
the
lines
of
the
rural
and
critical
lands
preservation
program,
ordinance
that
we
adopted
in
2019.

So
if

look
at
ordinance,
2000
1947
and
coordinates
2000
1948,
they
set
forth
the
process
and
the
procedures
that
county
council
decided
it
wanted
to
follow
in
identifying
properties
for
inclusion
in
the
rural
and
critical
lands
program.
So
we
need
to
staff
needs
to
put
together
that
process
and
bring
it
forward.
It
needs
to
be,
in
my
opinion,
needs
to
be
adopted
by
council
through
an
ordinance
and
under
the
act.

methods
that
council
decides
it
wants
to
prove
that
it
wants
to
proceed
under
that
needs
to
be
advertised
in
advance
of
the
election
in
november.
So
I
believe
the
timeline
that
we
went
through
last
week
was
that
we
were
going

this

something
forward
for
the
natural
resources
committee
to
review
and
approve
at
its
september
meeting
and
then
bring
it
forward
for
council
approval
by
way
of
ordinance.

the
two
meetings
in
september
and
the
first
meeting

areas
and
the
process
is
what
we're

process

the
steps

going

utilized

identifying
exactly
those
kind

forming

type

governance

this
program

hybrid
approach

we
currently
do
with
our

critical
land

there
to
administer
these
funds
and
the
procurements,
and
I'm
just
wondering
whether,

one
of
the
things
that
we
do
have-

acknowledged
that
our
current
program
has
been
a
successful
program
and
for
me

don't
believe
in
oh,
I
can't
even
think
of
that.

the
program

successful

rule

land

proven

the
process

looking
at

county

used
as
a

benchmark
properties
all

properties

is
an
interest,

they
started
the
process
of
identifying
open
land
that

this

trying
to

just
wondering
whether,

your
thought,
as
staff
of
incorporating
what
they're
doing
seeing
how
they
could
fit
into
this
program,
we
we
have
funding
at
this
time.

body

state
law

the
body

hopefully

that
they
are
complementary,
like
you
indicated,

I
think
it's
going,

green
space
program
is
going
to
be
much
broader
than

rural
and
critical.

some
background
after
the
passage
of
the
comprehensive
plan,
one
of
the
things
that
we
promised
that
we
would
do
is
kind
of
go
through
our
community
development
code
and
evaluate
where
we
see
some
necessary
revisions,
and
this
is
coming
out
of
that
work.
It
was
actually
part
of
a
the
last
batch
that
you
saw,
but
the
planning
commission
slowed
it
down
because
they
wanted
to
take
a
careful
look
at
this.

basically,
these
are
some
amendments
to
our
provisions,
for
ecotourism
are
basically
our
special
use
or
conditional
use
standards
and
really
there's
there's
three
main
changes
to
this.
One
is
something
that
we
found
in
other
projects
when
we
were
reviewing
them.
Other
ecotourism
projects
was
that
the
operational
plan,
because
this
is
a
special
use
that
was
very
key
to
making
sure
that
the
way
this
use
operated
that
it
was,
in
fact
ecotourism
and
not.

know
something
that
was
primarily
another
use,
but
using
the
ecotourism
tag,
you
know,
because
we
want
to
make
sure
that
it
is
something
that
its
primary
goal
are
meeting
the
the
requirements
and
definition
of
ecotourism.
You
know,
interpretation
of
you
know
the
outdoors
and
in
you
know
that
that
is
really
fundamental
to
to
the
operation.

So
we
beefed
up
that
section
for
the
operational
plan.
The
second
thing
that
we
did
was
that
the
number
of
guest
rooms
is
reduced,
and
this
is
actually
important
in
the
t2
rural
district,
because
currently
that
district
allows
ins
of
up
to
24
rooms.
We
wanted
this
to
reflect
that
you
know.

Having
you
know,
an
operation
where
you
have
a
large
number
of
accommodations
was
not
something
that
we
felt
was
in
keeping
with
you
know,
ecotourism
use
in
a
rural
area,
another
poor,
well
and
then
I'll
get
to
the
third
one
and
I'll
give
some
context
to
why
that's
important.
The
third
one
is
the
old
definition
reference,
something
called
the
ecotourism
society
and
they're.
You
know
basically
their
educational
principles,
but
that
organization
no
longer
exists.

So
what
we
did
was
we
picked
from
what
there
were
you
know,
basically
what
their
principles
were
and
our
planning
commission
you
know
basically
said
these
are
all
relatively
vague,
and
so
they
wanted
to
to
see
us
reevaluate
them
and
make
sure
that
they
were
well
thought
out
and
and
things
that
we
could
really
use.
As
you
know,
to
measure
whether
something's
meeting
the
requirements
of
this
section
so
under
age,
you
know
we
tighten
up
the
definition
of
you
know
what
these
principles
are,
that
it
needs
to
adhere.
To.

One
thing
to
understand
is
that
the
ecotourism
use
really
has
its
greatest
impact
or
opportunity
in
our
rural
areas,
because
most
of
the
things
that
are
allowed
under
ecotourism,
when
you
get
to
the
more
intense
districts
like
c5
c4,
those
uses
are
allowed
under
other
provisions.
So
if
somebody
wanted
to
have
a
you
know
a
kayak
rental
business
or
something
like
that,
they're
going
to
be
able
to
meet
some
other
requirements
of
that
district,
where
it
makes
the
biggest
impact.

So
it
has
its
greatest
impact
in
those
areas
it's
permitted
all
over
the
county
and
in
a
more
intense
district
you
know,
most
of
these
uses
would
probably
be
allowed
under
another
provision.
So
that's
why
we
wanted
to
take
a
very
careful
look
at
such
things
as
lodging
and
the
impact
of
the
use
because
of
its
impact
on
those
you
know,
the
you
know,
our
districts
where
we're
or
conservation
is,
is
one
of
the
key
principles
so.

is

that

permitted

from

accommodations

in

district
already
permitted.
