Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Two
items,
one
is:
we
need
to
add
an
executive
session,
so
I'll
just
go
ahead
and
move
it
to
amend
the
agenda
to
add
an
executive
session.
The
purpose
will
be
to
receive
legal
advice
where
the
advice
relates
to
potential
claims
covered
under
attorney-client
privilege,
and
it
relates
to
m.c
reilly
road.
And
secondly,
if
there's
no
objection,
I
may
use
a
little
bit
of
judgment
to
take
one
or
two
items
out
of
sequence,
just
because
we
we
may
start
to
run
out
of
time
so
in
the
interest
of
time.
A
So
I
do
need
a
motion,
first
of
all,
to
approve
the
executive
committee
item
and
it
does
require
a
two-thirds
vote.
A
A
Okay,
the
second.
A
Okay,
without
objection
approved.
Other
item
is
our
minutes
from
january
18th.
Look
for
a
motion
to
approve
those
so
moved.
Is
there
any?
I
need
a
second.
C
A
Thank
you,
brian.
Any
objection
to
that.
If
not
they're
approved
without
objection
jared,
it's
your
turn,
always
good
to
have
you
with
us,
sir.
Yes,
sir,
did
you
have
a
good
time
up
in
the
mountains.
F
Cold
a
little
bit
but
thankful
for
the
80
degrees
this
week.
F
All
right
so
thank
you,
chairman,
rodman
and
and
committee.
So
as
usual,
let's
share
a
few
things
that
don't
always
make
it
to
the
agenda
either
stuff,
that's
in
in
the
works
or
stuff
that,
just
in
general,.
F
Starting
with
transportation,
I
apologize,
I'm
not
trying
to
be
fair
for
transportation.
Just
happens
to
be
a
lot
of
transportation
stuff
going
on
today.
H
F
H
F
H
G
F
G
F
For
the
near
term,
projects
it's
on
schedule
and
our
goal
is
to
have
the
projects
ready
to
go
out
to
bid
by
early
summer
so
june
or
july
time
frame.
Aecom
is
currently
working
on
a
study
for
the
left
turn
signal
there
at
tidewatch,
so
they're
working
on
that
and
coordinating
with
d.o.t
and
concurrently.
F
Of
bluffton's
working
on
a
turn
lane
or
signal
analysis
at
dale,
whip
boulevard
intersection
about
a
week
and
a
half
ago
I
presented
to
town
of
hardieville,
they
had
a
workshop
meeting
and
invited
us
to
talk
about
170
and
the
near
term
project.
F
Additionally,
we
have
also
kicked
off
a
study
on
278
a
corridor
study,
much
like
we
already
have
on
170
and
the
town
of
partyville
has
on
argent
boulevard.
So
this
would
be
from
170
to
argent
boulevard
along
278,
and
what
that'll
do
that'll
give
us
a
study
for
each
of
the
three
components
of
what
we
refer
to
as
the
triangle
project,
so
that
is
underway
as
well
and
lastly,
in
transportation.
Last
week
we
had
a
ctc
yearly
meeting
with
d.o.t.
F
H
F
I
F
F
With
about
two
and
a
half
million
dollars
per
year,
that's
the
kind
of
impact
that
we've
made
on
our
county
paved
roads,
so
really
excited
about
that
and
see
where
the
next
five
years
will
take
us
a
capital
project.
So
ems
fire
station
at
sun
city,
the
one
pope
avenue
just
outside
the
geek
that
is
under
construction,
the
contractors
recently
mobilized
and
they
are
still
on
schedule
for
the
completion
of
that
upgraded
center.
At
the
end
of
this
year,
in
solid
waste
and
recycling,
we
hosted.
G
C
F
F
F
H
F
They'll
be
county-wide
council
members,
you
guys
are
invited.
We've
had
council
members
in
the
past.
The
event
will
be
from
9am
to
2pm,
we'll
be
reaching
all
parts
of
each
of
the
11
districts.
Planning's
underway
and
more
details
will
follow
on
that,
but
go
ahead
and
put
in
your
calendars
for
april
20th
and
lastly,
is
broadband.
F
H
H
I
F
Critical
point
that
all
of
us
need
to
let
all
of
our
our
citizens
know
in
our
corresponding
areas.
Those
maps
are
going
to
be
continually
updated
and
the
next
round
of
funding.
Last
year
there
was
a
smaller
round
of
30
million
dollars
of
funding
this
year.
I
don't
know
the
dollar
amount,
but
it's
coming
in
april,
which
will
be
last
year,
was
open
just
to
underserved
counties,
which
was
jasper.
We
happened
to
participate
because
we
were
contiguous,
but
this
will
be
to
all
counties,
statewide
and
those
maps
that
are
the
monies
that.
E
F
F
E
F
F
J
Yes,
thank
you.
Miss
of
dirt
roads.
J
One
did
the
state
indicate
that
they
will
try
to
do
what
they
can
to
increase
funding
for
dirt
roads
and
two?
What's
the
percentage
of
dirt
roads
that
have
been
completed
all
need
to
be
completed
in
beaufort.
F
F
J
B
F
Roads
are,
I
say,
county
or
private,
of
county
roads.
I
don't
have
the
exact
number.
I
At
the
rate,
we're
going
as
far
as
paving
the
the
dirt
roads,
but
the
remaining
dirt
roads
that
we
have
the
amount
of
miles
that
we
have
unpaved.
What
is
the
forecast
for
completion
of
having
all
the
bedrooms
in
the
county
paved.
B
Is
one
of
the
things
I
might
add
to
those
of
you
in
the
rural
areas
that
you
might
want
to
consider
doing?
B
One
of
the
this
would
be
a
great
one
sales
tax
project
for
us
to
add
some
of
those
unpaved
county
roads
to
the
transportation
referendum
for
2022,
so
that
you
all
can
knock
a
big
chunk,
if
not
all,
of
those
out
of
the
way
so
long
as
people
are
willing
to
donate
the
right
of
way
for
us
to
pave
those
roads.
I
think
that
would
be
a
great
thing
for
the
rural
portions
of
the
county.
I
Thank
you
eric.
I
have
already
I've
already
asked
out
of
my
my
representative
on
the
transportation
committee.
J
F
F
List
roads
what
we
have
and
what
I
would
propose
and
we
can
talk
about
I'll,
definitely
I'll
be
involved
with
the
transportation
citizens
committee
is
right.
Now
we
have
similar.
F
Resurfacing,
we
have
a
index
that
we
will
make
sure
we'll
update
that
index
and
say:
okay,
this
is
how
we're
evaluating
roads,
how
many
people
live
on
it?
How
many
businesses
does
a
church
cemetery,
all
all
whatever
is
important
and
then
rank
the
roads
on
that
index
and
then
work
down
that
list.
So
that's
what
we're
working
down
currently
with
we're
in
year,
three
of
the
five
year
paving
plan,
and
then
next
year
we're
going
to
reevaluate
do
a
similar
assessment
like
we
did
on
the
paper
roads.
F
J
Now
this
new
ranking
system
for
new
I
mean
for
upcoming,
paid
roads
six
to
ten
years.
It
doesn't
drop
anybody
that's
on
there
now
for
one
to
five
years.
No.
F
A
Okay
jared,
thank
you.
A
good
update,
as
always
all
right,
john
ribble,
john's
gonna
bring
us
up
to
date
on
the
airport
and
I
would
ask
that
we
take
items
eight
and
nine
and
then
14
and
15,
because
they're
all
airport
related-
and
we
don't
have
an
objection.
We
may
vote
on
them
all
at
one
time,
but
tell
us
about
the
four
john.
H
Absolutely
thank
you
very
much
good
afternoon,
even
though
it's
kind
of
the
slow
tourist
season
still
a
lot
going
on
at
the
airport,
so
we
can
get
ready
for
next
season.
The
first
item
that
you've
got
in
front
of
you
is
the
recommendation
seeking
recommendation
to
apply
for
a
grant
through
the
usdot.
It's
called
a
small
community
air
service
development
program
grant.
So
this
dp
program
short
and
that's
a
program-
that's
been
going
on
just
about
every
year,
if
not
every
year
since
2002
and
what
it
does
is.
It
enables
smaller
communities.
H
We
we
qualify
as
a
small
community
to
apply
for
these
monies
to
be
used
either
for
revenue
guarantees
to
attract
new
airlines
to
an
airport
or
for
marketing
purposes
to
market
new
service.
Our
service
is
still
new,
and
so
we
still
need
to
build
awareness
and
market
that
service
in
those
inbound
cities
such
as
washington,
new
york,
philadelphia
and
and
that
kind
of
city.
So
what
we're
applying
for
is
five
hundred
thousand
it'll
end
up
between
450
and
500
000.
H
B
E
H
Actually,
an
amendment
to
an
existing
work,
authorization
where
our
airport,
consultants,
talbot,
bright
and
ellington
are
working
with,
or
they
have
a
sub-consultant
on.
The
team,
newton
and
associates
who
are
airport
financial
specialists
and
what
they'll
be
doing
for
us
is
working
with
the
terminal
project
and
the
finances
involved
in
order
to
put
together
the
agreements,
the
negotiations
that
we'll
conduct
with
the
airlines,
as
you
may
recall,
during
the
council,
retreat
in
early
november,
we
had
our
consultants
here
and
they
talked
about
how
that's
normal
in
the
industry.
H
A
A
H
14
to
15,
all
you
have
to
do
is
nod
your
head
and
say
yes,
if
you'd
like
just
over
10
million
dollars
coming
into
the
airports
and
those
are
the
the
arpa
grants,
so
we
applied
for
those
back
in
the
fall.
As
you
may
recall,
we
came
to
you
for
permission
on
that
and
now
we've
been
granted
those
funds.
We
just
need
the
permission
to
accept
those
funds,
so
at
hilton,
head
island
airport,
there's.
H
B
E
A
A
A
G
B
Year
five,
as
mentioned,
we
just.
F
Did
the
study
for
year
six
within
so
this
is
finishing
up
our
first
year,
our
first
study
year,
five,
this
is
the
apac
atlanta.
We
went
out
to
bid
with
this.
We
actually
only
received
one
submission
on
this.
However,
it
did
compare
to
our
engineers.
F
F
So
this
would
be
paid
for
out
of
ctc
funds
and
was
previously
approved
at
their
january
19th
meeting.
A
Okay
motion
on
this
one
york-
second,
joe
okay-
I
think
I'd
also
commented.
It
did
strike
me
that
when
you
had
that
retreat
that
the
things
that
the
ctc
and
craig
gordon
and
you
are
doing-
are
really
kind
of
setting
a
pace
for
the
rest
of
the
state,
and
I
think
you
all
are
doing
a
super
job,
so
we're
gonna.
If
we're
with
the
fifth
year
of
five.
That
means
we
come
come
back
for
the
next
five
before
too
long.
F
Yep
so,
like
I
said,
we
just
did
the
study.
So
now
we've
got
a
plan
for
year
six
through
ten.
A
Okay,
any
any
discussion
on
this
pretty
straightforward.
We've
talked
about
it.
Any
objections,
saying
no
objections.
This
is
approved
without
objection
that
takes
us
to
number
11
burp
church.
H
This
is
the
where
this
came
about.
F
I
F
Section
of
burnt
church
from
bluffton
parkway
south
to
aljoy
so
from
bluffton
parkway
north
of
278,
is
already
improved
and
is
a
five
lane
section
with
sidewalks
on
both
sides,
and
this
would
be
carrying
some
type
of
improvement
down
from
bluffton
parkway
to
all
joy.
F
F
The
road
as
needed
and
improve
the
intersection
at
bruin,
brewing,
parkway
or
brewing
street
then
we'd
also
connect
the
pathway
at
blur
at
bluffton
parkway.
There's
a
lot
of
bees
involved.
E
F
Bluffton
parkway
a
long
burnt,
church
and
tied
in
the
bridge,
all
three
b's
so
anyhow,
this
would
be
for
the
design
services
only.
We
had
10
submissions,
so
a
lot
of
interest
from
the
engineering
community.
On
this
we
had
two
beaufort
county
staff
and
one
town,
town
of
bluffton
staff
and
after
all,
the
submittals
were.
F
F
A
H
F
The
discussion
and-
and
I
have
it
as
a
discussion
for
a
reason-
I'll
explain-
is
discussion
of
allocating
the
extra
sense
extra
monies
that
were
that
were
received
as
far
as
the
2018
collection,
so
the
2018
was
for
120
million
dollars.
We
recognized
in
october
before
the
fourth
quarter
started
that
we
were
near
that
at
almost
119
million
dollars.
However,
in
coordinating
with
the
treasury
or
the
department
of
revenue
that
you
can't
just
turn
it
off
automatically,
we
had
to
wait
till
the
end
of
the
quarter.
F
So,
however,
interestingly
enough,
normally
we
get
a
report
from
them
30
days
after
the
quarter
closes,
but
for
some
reason
we
have
not
received
that
report.
Yet
so
we
just
have
it
listed
as
discussion,
because
we
still
don't
know
that
final
dollar
amount
we
expect
somewhere
between
the
12
to
14
million
dollar
surplus,
is
what
we're
expecting,
but
we
don't
have
a
exact
dollar
figure.
However,
we'd
like
to
talk
that
out
with
you
guys
and
from
the
staff's
perspective,
our
thoughts
would
be
that
we
could
put
those
extra
funds
towards
the
pathways.
F
G
A
Well,
I
think
this
will
be
a
good
discussion
that
we're
all
going
to
want
to
think
about.
My
understanding
would
be
that
we'd
be
limited
to
basically
the
three
items
that
are
on
the
referendum,
which
would
be
the
278th
corridor,
the
ladies
island
and
the
pathways
when
they
go
forward
so
questions
and
comments
on
this
one,
because
I
think
this
is
one
I
I
do
assume
that
we'll
have
to
go
through
three
readings
since
we're
appropriating
money
jared.
This
is
gerald
gerald.
What
to
god.
I
Yeah
jared
to
your
point,
I
I
think
your
suggestion
of
using
the
additional
funds
for
the
completion
of
the
pathways.
I
If,
if
you
remember
each
council
member
that
submitted
projects,
we
had
a
first
priority
and
a
second
priority,
and
so
the
first
allocation
from
the
one-cent
sale
tax
are
taking
care
of
our
first
priorities.
And
so
this
additional
funds,
as
you
said,
would
go
to
complete
the
second
priorities
on
the
pathways,
and
I
think
that
that
would
go
a
long
ways
in
showing
the
the
public
that
we
are.
I
B
I
just
have
one
that
council
probably
would
want
to
think
about
or
make
a
decision
on
before
we
get
into
this
discussion
heavily.
We
do
expect,
based
on
the
recommendations
coming
from
mksk
out
of
the
town
of
hilton
head
island,
that
there
will
be
some
more
cost
associated
with
278.
B
You
all
may
want
to
consider
using
some
of
this
remaining
funds
to
assist
with
some
of
those
recommendations,
mksk,
otherwise,
we'll
have
no
revenue
source
to
do
that,
and
you
all
do
have
the
option
of
basically
saying
that
anything
in
that
recommendation
needs
to
be
funded
by
the
town
of
hilton
head
island
as
well,
but
that
would
be
another
possible
use
for
funds.
So,
okay,.
F
A
I
think
gerald
raises
a
good
point.
I
I've
always
believed
I
think
I've
said
this
many
times
is
that
we
over
listed
the
number
of
projects
on
the
pathway,
so
I
just
to
some
extent
being
sensitive
to
that.
I
think
will
be
important
to
bringing
the
the
next
referendum
discussion
along.
But
eric's
point
is
very
valid
too.
A
We
may
need
to
find
some
money
and
it
may
be
enough
to
do
both
so
so
I
guess
my
assumption
is
that
we
would
staff
would
probably
come
back
with
some
firmer
recommendations
once
you
got
some
dollar
amounts
and
we
ought
to
all
weigh
in
if
we,
if
we
see
something
that
we're
overlooking
or
something
that's
a
priority
within
those
three
for
dollars.
That's.
F
C
Yeah,
you
did,
sir,
and
I
appreciate
you
calling
on
me.
What
I
have
to
say
is
a
little
bit
repetitive
and
redundant,
but
I
I
also
agree
with
you
that
sidewalk
should
be
a
priority
for
any
of
the
leftover
funds.
I
don't
know
how
we
would
really
extra
funds
that
we
have
collected
in
in
that
account,
because
the
pathways
are
the
ones
that
will
impact
the
most
number
of
citizens
who
vote
on
this.
Yes,
the
bridge
is
important,
but
first
of
all
it's
a
it's
a
state
road.
So
it's
you.
C
A
C
A
F
So
I'm
going
to
tee
this
up
for
cindy
carter,
but
basically
this
is
something
that
we've
been
talking
about
for
a
while.
We
got
a
consultant
to
help
us
take
a
look
at
some
of
the
properties
that
we
own
and
gave
them
some
specific
parameters
and
she'll
talk
through
that.
F
D
Good
afternoon
everybody,
western
and
samson
consulting
was
utilized
to
evaluate
properties
in
beaufort
county
that
might
be
suitable
for
a
sustainability
campus.
The
initial
criteria
included
the
property
needed
to
be
available
and
suited
for
mixed-use
waste
management.
D
The
property
should
be
located
south
of
the
broad
due
to
significant
population
and
waste
generation.
Properties,
hopefully,
would
have
50,
plus
acres
and
the
properties
would
have
suitable
soils
as
a
reminder.
Mixed-Use
waste
management
sites
could
include
a
material
recycling
facility
or
what
we've
called
a
mirth:
a
solid
waste
transfer
facility
for
either
msw
and
or
us
construction
and
demolition
material.
D
It
could
also
house
yard
or
food
waste
composting,
and
we
definitely
like
a
collection
campus
to
get
the
landfill
banned
items
such
as
the
tires,
the
electronic
waste
that
jared
mentioned
earlier
and
our
household
hazardous
waste
items
so
of
the
report.
15
parcels
were
identified
and
four
geographic
cluster
groups
are
in
the
report
since
that
report
in
september
of
2021,
we
continued
the
internal
review
of
these
parcels
and
we
continued
to
visit
other
mirth
operations
in
the
area.
D
Just
last
week
we
visited
the
murph
in
charleston
county
and
also
murph
operating
in
millage
georgia.
So
the
wesson
and
samson
study
is
consistent
with
our
solid
waste
management
goals
and
visions.
D
We've
recently
included
the
possibility
of
not
putting
all
the
proposed
solid
waste
management
facilities
on
one
campus
and
we'll
consider
current
buffer
county
locations
that
could
house
any
of
the
much
needed
waste
handling
operations
moving
forward.
So
if
there's
any
questions
I'll
be
glad
to
try
to
answer
it.
A
A
F
I'll,
let
you
on
that
too.
So
timeline
is,
I
think,
the
biggest
thing
that
we've
learned
through
this
exercise
and
more
recently
taking
a
look
at
charleston,
is
that
it
may
not
be
the
most
easiest
thing
to
do
to
house
everything
in
one
location.
F
F
That's
right,
it's
all
solid
waste,
but
they
have
different
components
and
different
amounts
of
waste
and
truck
traffic.
So
they
that's
another
reason
why
separating
kind
of
seems
to
make
sense.
Okay,.
F
That's
correct,
that's
right,
and
one
thing
we've
also
done
too
is
we've.
Since
this
report
was
finished
in
september,
we've
been
holding
on
to
it
a
while
to
share
it
just
because
we
continue
to
do
some
research
internally.
We've
also
talked
with
jasper,
county
and
opportunities
to
coordinate
together
our
our
land.
Nothing
really
again
once
we're
trying
to
fit
it
all
in
one
space
has
been
a
little
cumbersome.
So
I
think
we're
back
to
the
point
where
you
know
what
still
looking
at
places
that
we
own
and
maintain.
C
If
I
might,
mr
chairman,
yes
right,
I'm
disappointed
that
rural
and
critical
lands
properties
were
considered.
As
part
of
this,
I
don't,
I
don't
think,
that's
going
to
fly,
it's
a
conflict
that
puts
us
in
real
jeopardy,
with
not
only
the
voters,
probably
our
bond
requirements
as
well.
I
I
don't
think
they
should
even
be
considered.
Quite
frankly,.
G
J
Quick
question:
all
the
sites
that
you
have
listed
here
is
infrastructure
and
major
issue
for
any
one
of
them.
F
Important
criteria,
some
so
there's
not
a
lot
of
infrastructure
needs
as
far
as
water
and
sewer
like
you
would
in
a
manufacturing
facility,
the
biggest
is
power
so,
depending
on
what
type
of
use
we
have
power
would
be
a
bigger
issue,
and
I
believe
all
these
parcels
are
all
from
major
highway.
Okay,
so
power,
the
relatively
is
pretty
accessible.
So.
A
Okay,
well,
we
look
forward
to
next
steps
on
that.
One.
F
And
while
cindy's
on
board,
I
might
defer
to
her
for
the
next
three
since
she's
right
there
to
talk
about
the
grants
that
she
has
accepted
or
is
looked
to,
accept
and
look
to
apply
for.
D
I
am,
we
have
been
granted
the
2022
palm
enterprise,
litter
prevention
grant
and
the
2022
palmetto
south
carolina
beautiful
affiliate
support
grant
so
we're
looking
for
a
resolution
to
accept
those
monies.
A
D
Grants
are
coming
up
in
april,
okay,
historically,
we
have
applied
for
those
and
been
very
successful
in
obtaining
monies
to
help
with
our
used
oil
program.
Our
waste
tires
and
our
solid
waste
recycling.
D
The
oil
has
been
very
fluctuating
and
is
really
what
we
need.
Sometimes
it's
been
up
to
fifty
thousand
this
past
year.
We
only
needed
some
a
minimal
supply,
so
it
was
less
than
10.
we're
kind
of
looking
at
the
solid
waste
grant
coming
up
for
2023
and
the
fact
that
they're
going
to
award
two
grants
for
110
000
towards
composting
programs.
A
C
Did
we
do
eight,
nine
and
ten
as
well?
I
think
in
a
previous
quote
that
I
missed
at
the
way.
A
A
I
think
I
think
we
did,
but
somebody,
let
me
know
if
we
didn't.
We
did:
okay,
okay,
solid
waste,
spring
campaign.
F
Yep,
so
this
one
is
victoria
hoffman,
our
recycling
coordinator,
this
one
I'm
really
excited
about.
F
H
F
Use
and
something
that
I'm
really
proud
about,
because
I
got
one
about
a
year
ago.
H
F
Completely
attribute
it
to
the
composting,
we
barely
fill
it
up.
One
time
a
week
we
still
get
trash
service
twice
a
week,
but
it's
partially
cool
every
time.
It
comes
also
to
the
point
where
this
weekend
we
were,
we
were
out
of
town
and
I
felt
guilty
not
throwing
my
banana
peel
in
the
compost.
They
didn't
have,
compost
or
anything
so
anyhow
before
she
gets
started.
This
is
so
you
know
what
we're
talking
about.
This
is
actually
fresh
compost
from
the
house
I'll.
Let
you
guys.
C
F
K
K
D
K
K
K
G
K
Yes,
so
this
is
the
presentation
we
can
go
ahead
to
the
next
slide
and
I
believe
I
already
gave
you
some
information
in
the
background.
So
there's
the
figure
that
we
did
spend
in
yard
waste
debris
last
year
and
so.
K
Centers
and
that
material
we
have
to
pay
to
get
rid
of
it
right.
So
that's
our
cost
and
then
another
really
great
fact
is
that
30
of
the
ways
that
we
do
landfill
in
south
carolina
is
yard
debris.
We
don't
really
have
numbers
for
food
waste,
but
as
jerry
king
has
to
when
you
start
diverting
it,
you
can
really
see
it.
So
this
is
the
bin
again,
it's
something
that
you
can
set
up
in
your
yard,
and
we
do
want
you
guys
to
have
the
opportunity
to
experience
this.
It's
really
changed.
K
It
really
changes
the
way
that
you
think
about
things.
When
you
start
recycling,
when
you
start
diverting
this
waste,
you
can
see
these
visual
impacts
and
then
we
can
go
on
to
the
next
slide
and
we've
already
partnered
with
oldfield.
You
can
see
the
compost
bins
in
the
back.
This
is
their
community
garden.
It's
gorgeous
and
now
they're
going
to
be
able
to
have
their
own
compost
that
they're
making
people
in
their
community
they're
already
starting
this
process
to
get
we've
got
with
them.
They
have
the
bins
that
we
sell
online
and
I.
K
K
K
People
are
seeing
this
tutorial
and
they're
really
excited
about
it.
We're
going
to
be
using
this
tutorial
in
green
talks,
we'll
be
going
to
schools
and
talking
to
people
about
it,
and
then
also
I'm
really
excited
to
share
with
you
that
I've
been
asked
to
present
this
tutorial
at
the
carolina
recycling
association's
spring
conference
next
month,
so
we're
making
headways
beaufort
county,
it's
a
beautiful
place
to
live
and
we're
hoping
to
get
on
the
map
of
sustainability,
too,
is
the
link
going
to
work.
We
can
kind
of
show
you
a
snippet.
K
K
E
K
E
K
So
we
did
we
partnered
with
old
field
right.
We
learned
that
they
had
a
community
garden,
so
we
wanted
to
assist
them
in
any
way
that
we
could
so
they
received
compost
bins
and
then
to
encourage
further
facilitation
of
the
composting
process.
We
went
in
and
trained
their
compost
group.
They
have
like
a
garden
group.
Rather
so
yes,
it's
something
that
I
would
like
to
get
more
into
contacting
these
audubon
communities
all
the
communities
it
is
hi.
K
My
name
is
victoria
hoffman
and
I'm
the
recycling
coordinator
for
beaufort
county
today,
I'm
going
to
provide
a
quick
composting.
101
tutorial
composting
is
a
great
way
to
divert
food
and
yard
waste
from
landfills
and
it's
wonderful
for
your
plants.
A
few
reasons
why
we
like
to
promote
composting
are
the
epa
reported
more
than
63
million
tons
of
food
waste
sent
to
landfills
in
2018.
K
K
K
If
you
are
interested
in
composting,
beaufort
county
has
earth
machine
compost
bins
for
sale
for
a
great
price
of
fifty
dollars.
You
can
find
more
information
on
purchasing
one
on
our
website.
The
bins
are
almost
at
a
fifty
percent
discount
of
the
normal
price,
so
you
can
see
with
the
compost
tutorial.
K
It
gives
you
information
how
to
compost
at
home
and
then,
of
course,
we
have
our
flyer
created
by
dhec
and
just
a
little
background
of
information
before
I
leave
in
2015,
dhec
gave
beaufort
county
200
vends,
and
then
we
sold
them
to
the
public
and
since
2015,
when
this
first
started,
we
purchased
two
rounds
of
bins,
so
we're
selling
it
at
a
low
price
not
to
get
a
profit
but
just
to
sustain
the
program.
So
we
can
keep
buying
these
bins
to
provide
to
the
community
at
low
cost.
G
K
K
I've
got
a
three-year-old
and
she
knows
if
it's
going
to
be
composted
recycled
or
trash,
so
really
just
starting
to
create
that
mindset.
So
we're
trying
to
just
reach
people
and
let
them
know
about
this
great
initiative
and
then
also
we're
diverting
ways.
We
all
know
that
it
costs
a
lot
of
money
to
dispose
of
our
waste.
So
this
is
just
something
that
we
can
do
in
hopes
of
saving
that
cost.
J
York
quick
question:
how
many,
how
many
bands
do
you
recommend
for
a
household.
K
Depending
on
how
much
waste
you
create,
we
just
have
one
ben.
I
think
jericho
has
one
band,
so
just
one
per
household
I
do
have
people
coming
in.
I
want
to
say
in
the
last
week
we've
sold
over
20
bins
and
some
people
most
people
get
one.
I
have
had
a
couple.
People
want
to
so.
J
K
J
These,
the
compost
that
you
sample
that
you
have
had,
I
mean,
have:
how
long
did
it
take
to
get
to
that
stage?.
A
Just
two
observations:
I
I
think
the
school
kids
are
the
ones
that
are
most
apt
to
tell
their
parents
to
go.
Do
it.
So
I
think
if
you
work
with
them,
it
also
sounds
like
we
will
get
savings
back
through
the
enterprise
zone.
When
this
happens,
so
it
always
raises
the
question
about
promoting
and
whether
we
even
discount
them,
because
we
can't
get
a
payback,
but
that's
kind
of
neat.
A
You
for
sharing
good
luck;
okay,
jared,
I
guess
we're
getting
close
to
the
end.
Yep.
F
To
bring
all
of
them,
but
she
didn't
have
room
in
her
little
car
to
bring
them
off
all
right.
So
the
next
item:
let's
see
what
number.
F
F
F
Business
after
we
get
to
the
point
where
we
can't
negotiate
actually,
the.
F
He
wanted
us
to
pursue
eminent
domain,
so
that
was
his
counteroffer.
Since
then
we
haven't
had
any
more
communication.
He
said,
coordinate
with
his
attorney,
so
we.
F
With
this
recommendation
to
take
these
two
parcels
through
the
imminent
domain
process,
so
we
can
make
good
on
this
pathway
to
install
bloodthin
parkway.
A
Okay
motion
so
moved
all
moves.
Second,
second
joe
seconds.
Any
further
discussion
on
that
or
questions
for
jared
sounds
like
there's
agreement
to
go
in
the
domain
right.
Is
there
any
objection
to
this?
A
Seeing
no
objection?
This
stands
approved
the
next
three
appointments.
We've
got
paul
manning
to
the
trans
county
transportation
committee.
We
have
a
reappointment
of
barbara
childs
to
the
lowcountry
regional
transportation
authority
and
we
have
a
appointment
of
brenda
mcphee
to
the
keep
beaufort
county
board.
The
first
and
third
require.
A
A
Okay,
those
two
stand:
appointments
to
move
on
to
council
as
approved.
Let
me
come
back
to
22
being
a
reappointment.
I
may
need
something
from
legal
on
this
as
to
whether
it
requires
a
10
actual
votes
of
counsel,
but
I
do
think
under
any
circumstance
we
can
move
it
forward
to
counsel
for
the
final
vote.
Probably
it.
A
Okay,
so
I
think
what
we
do
is:
is
there
a
motion
to
send
this
on
to
council
recognizing
that
it
will
require
ten
votes?
A
A
And
just
his
background,
so
he's
pulling
that
up.
You
know
it's,
I
think,
we've
all
followed
what's
been
going
on
with
d.o.t
and
to
some
extent,
what's
been
going
on
with
the
town
of
hilton
head
and
back
some
time
ago
you
know
we
initiated
the
independent
review,
which
I
I
think
was
helpful.
We
also
initiated,
although
the
town
never
used
it,
the
the
concept
of
of
our
participating
financially
with
the
land
planning
exercise,
so
very
re
and
go
to
the
second
page.
A
If
you
would
the
very
recently
well,
the
their
land
planners
came
up
with
26
recommendations.
A
Those
recommendations
went
to
d.o.t,
d.o.t
came
back
fairly
recently
and
I'm
sure
these
will
be
talked
about
somewhat
in
the
public
hearing
that
was
mentioned,
but
this
is
just
my
take
on
it
as
to
bring
you
up
to
speed,
essentially
19
of
the
items,
as
I
kind
of
read,
through
the
responses,
kind
of
fell
in
the
category
of
dot,
more
or
less
agrees
with
it.
It's
not
a
not
a
significant
financial
piece.
It's
the
kind
of
thing
that'll
get
folded
into
the
design
as
it
as
it
goes
forward.
A
There's
one
or
two
things
in
there
with
it:
d.o.t
you
know
rejected
out
of
hand
and
there's
one
or
two
that
were
actually
turned
down
and
the
only
one
we've
been
involved
in
was
item
number
15,
which
was
the
concept
of
having
two
bridges,
but
that's
about
a
30
million
dollar
cost,
and
I
think
we,
when
we
talked
about
it
as
a
group.
So
I
see
those
19
as
is
not
really
big
issues,
but
call
them
to
your
attention.
And
when
you
read
the
detail,
you
may
you
may
view
it
differently.
A
A
You
can
read
them,
but
basically
my
sense
was
the
dot.
A
A
B
Just
so
council
knows
we
will
not
need
to
have
any
action
out.
H
A
That
are
in
the
room
can
feel
free
to
leave.
Okay
paul
moves,
it
is
there.
A
second
second
show
seconds
an
objection
without
objection,
we'll
go
into
executive
session.
As
eric
said,
we
don't
anticipate.
