The
first
phase
of
that
project
is
currently
out
for
bid
I'm,
so
we're
looking
forward
to
receiving
bids
on
April
the
19th
we
did
have
in
the
pre-bid
activities.
We
had
both
local
and
non-local
contractor
interests.
So
that
was
good
to
see
a
nice
mix
and
our
goal
is:
if
everything
comes
in
satisfactorily
in
in
the
middle
of
April,
then
we'd
hopefully
be
bringing
a
recommendation
to
this
committee
at
the
May
meeting
and
then
proceeding
on
through
the
approval
process
for
a
contract.
F
If
everything
goes
well,
so
we're
keeping
our
fingers
crossed
on
that
and
just
a
reminder
that
first
phase
of
the
terminal
project
includes
the
outside
work,
which
meaning
the
site
work.
So
the
the
portion
of
the
loop
road
in
front
of
the
terminal
that
will
be
changed
and
widened,
as
well
as
the
new
parking
off
to
the
South
Side.
Some
of
the
Landscaping
will
be
done,
but
the
remainder
will
be
finished
in
the
in
the
Final
Phase.
F
Just
so
that
we
don't
ruin
anything
that
we
install
also
in
that
first
phase
will
be
the
new
TSA
checkpoint
facility,
as
well
as
the
boarding
gate
area.
So
basically,
all
of
the
new
construction
and
a
very
small
amount
of
renovation
will
happen
in
that
first
phase.
The
some
folks
have
asked
about
the
jet
Bridges,
which
are
designed
and
are
planned
for
the
project.
Those
are
actually
in
the
scope
of
work
as
alternates
and
that
kind
of
depends
on
where
the
numbers
fall.
F
Those
are
expensive
line
items
independently,
so
we'll
see
how
the
numbers
fall
on
those
and
then,
as
far
as
funding
goes
for
that.
That
first
phase
is
funded
the
way
we
scoped
it
and
then
we're
continuing
to
apply
for
additional
funding
and
work
through
different
opportunities
that
we've
got.
The
latest
that
we
applied
for
was
back
in
January.
There
was
a
supplemental
grant
that
came
out
through
secretary
budige's
office
through
dot
to
the
FAA,
and
we
applied
for
a
grant
there,
so
we'll
see
see
what
happens
but
we're
leaving
no
no
opportunity
unexplored.

John
Robinson
Public
Safety,
so
the
grant
is
from
the
ASPCA
for
our
animal
services
to
provide
some
Services
mitigation
prevention
and
Recovery
to
our
domestic
animals
and
livestock.
So
they
can
do
things,
help
help
folks
out
from
providing
them
with
food
with
shelter
and
kennels.
One
of
the
biggest
expenses
they
have
is
when
they,
when
we
have
our
Jasper
County.
D
G
E
I
I
Would
this
cover,
you
said
domestic,
but
would
this
cover
a
large
animal?
Is.
E
Livestock,
yes,
sir,
the
the
animal
shelter
partners
with
with
another
volunteer
agency,
and
they
have
trailers
for
horses
and
things
like
that,
if
folks
get
in
desperate
need,
we
can
assist
them
with
those
kinds
of
things
as
well.
Thank
you.
What's.
E
E
E
A
A
A
Before
without
objection
before
without
objection,
recommend
approval
to
award
kimly
horn
contract
for
Engineering
Services
to
Cherry,
Point
Road
and
the
intersection
of
sc170
and
the
dollar
amount
of
162
752
dollars,
I
think
we
had
a
couple
questions
about
that
or
do
we
need
to
have
Jared?
Do
you
have
anything
on
that
for
us.
K
K
There's
some
development
to
the
South,
some
potential
development
to
the
north
of
the
road
and
some
development
in
the
rear
behind
Okatie
Elementary.
We've
got
a
lot
of
different
Development
coming
in
at
a
lot
of
different
times
and
a
lot
of
different
traffic
studies.
So
our
thought
is
to
get
in
front
of
this
and
work
together
with
those
developments.
So
we
would
go
out
and
design
the
road
to
the
full
capacity.
What
we
want
it
to
be
and
then,
as
the
developments
come
in,
they
would
pay
for
their
portion
of
that
construction.
K
So
we
wouldn't
construct
it.
We
would
simply
design
it.
What
this
would
call
for
is
making
basically
five
Lanes
on
Cherry
Point
from
170
up
to
Okatie
Elementary,
and
then
it
starts
to
disperse.
So
that
would
give
us
also
a
a
dual
two
lanes
to
receive.
So
we
would
add
a
left
turn
lane
on
southbound
170,
so
you
could
have
two
lanes.
Sometimes
we
have
some
spillage
of
queuing
back
it
up
in
the
morning,
so
that
will
relieve
that
pressure.
K
Then
we
would
have
a
center
turn
lane
and
then
a
left
lane
and
a
right
lane
coming
out
of
that.
So
that
would
give
what's
happening
if
you've
been
there
any
anytime
during
the
morning
or
at
pickup
is
there's
a
spillage
of
of
the
parents.
Picking
up
their
children,
they're,
basically
filling
up
the
entire
Lane
and
even
school
buses
are
trying
to
play.
Go
around
so
a
dangerous
situation,
let
alone
any
development
there.
So
we're
trying
to
get
in
front
of
it,
get
the
design
and
and
then
the
developers
will
pay
for
the
construction.
K
J
Mr
chairman
had
a
question:
Jared
I
did
see
in
The
Proposal
with
Kimberly
Horn
they're,
doing
a
subcontract
out
to
do
a
traffic
study
between
six
to
nine
a.m
and
3
to
6
p.m,
and.
K
So
right
now
the
biggest
thing
is
those
is
the
school.
What
we're
seeing
is
traffic
already
from
the
school,
their
their
storage
is
not
sufficient
on
their
property.
It's
queuing
into
our
public
street,
so
we're
going
to
make
sure
those
times
the
lunch
time
is
right.
Now,
there's
really
no
lunch
traffic,
okay,.
J
K
Don't
anticipate
right
now,
so
all
right
thanks!
This,
too,
is
also.
We
have
several
on
calls
the
on-call
that
you
all
just
approved
with
the
right
of
way.
We
have
an
on-call
transportation
and
on-call
traffic
and
an
on-call
inspection
services.
So
we're
utilizing
that
on
call
through
this,
so
we're
kind
of
short
circus
and
having
to
go
out
to
RFQ
every
time
we
have
a
design
need.
So
this
is
using
what
you
just
approved
right
before
this,
but
with
transportation.
K
The
next,
so
that's
the
next
one
up
so
Mayland
Bluff
is
on
the
other
side,
the
north
side
of
the
school.
So
the
school
has
a
connection
through
mail
and
Bluff
that
long
term
they
intend
to
exercise,
but
this
is
kind
of
short
term,
but.
A
This
doesn't
have
anything
to
do
with
mail
and
Bluff
and
I
know.
We
discussed
this
before,
because
you
know
that
frontal
as
they're
currently
trying
to
change
the
zoning
on
that
and
this
us
going
through
with
this,
is
no
impact
of
us
approving
or
denying
that
this
is
just
foreshadowing.
Whatever
is
coming.
K
No
there's
there's
development
on
the
books
in
the
rear
already
of
okatee
Elementary
and
then
to
the
South.
So
regardless
what
happens
to
the
front?
The
road
will
be
set
and
right
now
we
have
an
issue
just
with
the
the
queuing.
So
this
helps
solve
that
issue
plus
provide
for
a
future
development.
G
K
G
I
Counsel,
yes,
sir
that'll
be
fine,
I'll
have
to
you.
Oh
that's,
that's
both
you're
dealing
with
both
directions,
both
North
and
South
direction,
or
you're
dealing
with
170
on
at
the
school
trafficking.
Yes,.
K
In
on
both
sides,
the
planned
work
on
170
would
be
a
an
additional
turn
lane
to
the
left
coming
from
the
north
to
south.
G
K
I
A
C
B
You
could
drive
for
me,
no,
no
kidding.
You
want
to
talk
first,
then,.
K
Yeah
I
can
kind
of
tell
everybody
what
this
is
about.
So
as
part
of
the
recommendations
that
came
out
of
the
attack
committee
and
the
last
sales
tax
planning
last
year,
there
was
kind
of
three
major
projects:
sc46
widening
from
the
traffic
circle
at
46,
headed
out
towards
Jasper
County
Line,
which
is
this
project
170
widen,
which
from
462
to
278
and
then
Rebo,
Road,
reimagined
reboot,
so
we're
getting
started
on
all
three
of
those
as
far
as
the
investment
funds
that
Council
set
aside.
So
that's
what
this
is.
K
This
is
the
first
contract
we've
been
working
with
our
engineer
to
negotiate
a
scope
and
fee,
and
so
they've
come
back
with
this.
This
is
the
full
design
of
widening
that
section,
including
improvements
at
the
traffic
circle
itself,
and
this
gets
us
through
the
NEPA
design,
so
we'll
be
loading
this
project,
so
it's
available
and
ready
to
set
federal
funds
if
they
are
available.
So
there's
a
couple
extra
you
similar
to
the
bridge,
but
a
little
bit
less
of
a
process.
More
than
likely.
K
So
we'll
work
through
this-
this
probably
is
between
the
NEPA
or
so
this
would
get
us
all
the
way
through
NEPA
and
and
federal
agency
approval.
So
it
could
be
18
months
to
two
years.
B
K
B
J
Jared
a
question
for
you:
I
see
that
it
says
30
30
plans,
I.
Think
I
understand
that.
Can
you
kind
of
go
into
detail.
K
K
So
we
will
have
a
phase
two
to
this
contract,
so
the
full
value
of
the
contract
will
probably
be
around
two
million
dollars
all
said
and
done,
but
we
only
had
limited
funds,
so
we're
not
going
to
get
that
much
work
done
in
the
next
year
and
a
half,
so
we
just
stopped
at
the
30
percent,
but
30
percent
is
usually
you
get
to
the
where
we
are
basically
where
we
are
at
the
bridge.
K
It
gets
us
to
that
point
and
we
get
our
Fonzie
our
federal
approval
and
then
sixty
percent
usually
gets
us
to
where
we
start
going
out
and
procuring
right
away
and
then
100
as
we're
going
out
to
bid
so.
E
C
All
the
way
down
to
where
that
light
is
there's
a
bridge
right.
There.
K
G
K
K
Obviously,
a
lot
of
that
is
in
Jasper
County
and
we
don't
control
that,
but
we're
doing
our
portion
to
be
ready
to
receive.
So
we
can
be
four-laned
all
the
way
from
the
Talmadge
Bridge
up
17
up
315
and
46,
and
up
170
into
Beaufort
County.
A
I
Yeah
explain
it
again:
the
the
the
full
lean
is
going
to
go
from.
I
K
K
Those
plans
aren't
fully
developed
we're
working
through
the
last
Hazard
has
a
long-range
plan
they're
actually
working
through
a
traffic
study
access
management
study
in
this
lower
area
of
the
region.
But
the
Envision
is
that
there
would
be
four
lanes
from
this
traffic
circle
all
the
way
through
Levy
station
down
to
17
and
all
the
way
at.
K
I
K
They
don't
have
any
plans
as
we're
setting
out
on
engineering
right
now.
It's
just
part
of
the
long
orange
plan
inside
of
lats
and
then
they're
doing
a
traffic
study,
the
hone
in
on
that
and
then
hopefully
at
some
point.
Jasper
does
this
same
on
their
side
and
start
providing
for
the
design
for
their
segment.
