B
To
the
Republic
for
which
it
stands,
one
nation
under
God,
indivisible
with
liberty
and
justice
for
all,
bless
all
United
prayer,
father
God.
We
thank
you
for
this
day
for
this
opportunity,
for
what
you
have
entrusted
us
do
here
at
County
Council
for
the
citizens
of
Beaver
County,
taking
in
consideration
everyone
here,
regardless
of
their
resources,
their
means
always
looking
for
the
lease
Among
Us
Now
father.
B
We
just
ask
that
you
would
bless
this
meeting,
bless
those
that
are
here,
those
that
are
listening,
those
who
desire
to
be
here,
but
for
whatever
reason
they
could
not.
We
be
be
with
us
and
stand
by
us
and
govern
govern
our
minds
that
we
would
make
the
decision
that
will
be
pleasing
in
your
sight
and
your
son,
Jesus
name,
we
pray,
amen,
amen,.
A
Good
evening,
everyone
in
the
audience
and
who
are
online
with
us
as
you
can
see,
we
do
have
a
full
Council
this
evening.
10
of
us
are
within
the
council
chambers
and
one
member
of
council
Mr
McClellan
is
online,
so
we
are
ready
to
conduct
the
business.
Public
notice
of
this
meeting
has
been
published,
posted
and
distributed
in
compliance
with
the
South
Carolina
Freedom
of
Information
Act
I
would
ask
a
member
of
council
to
move
in
second
for
the
approval
of
tonight's
agenda.
Mr.
A
D
A
E
You
Mr
chairman
good
evening,
members
of
the
County
Council
and
those
who
are
here
with
us
in
Chambers
this
evening
as
I
customarily
do
I'm
going
to
introduce
a
couple
of
employees
tonight.
Standing
with
me
here
is
Robin
Rob
Neal,
who
is
with
the
Hilton
Head
airports,
as
if
you
can't
tell
by
his
shirt
he
has
over
42
years
of
experience
in
firefighting.
E
30
years
with
Hilton
Head
Island
fire
department
and
12
years
have
been
with
the
Hilton
Head
Island
airport
arff,
as
in
his
duties,
he
operates
airport
emergency
vehicles
and
a
specialized
rescue
equipment
in
response
to
aircraft
alerts
and
incidents.
The
operates,
communication
equipment
on
dispatch,
fire
and
Aviation
frequencies
supervisors
and
participates
in
performance,
rescue
firefighting
tasks,
conducts
airports
safe
driving
and
security
classes
for
all
tenant
employees
and
supervisors,
and
assist
and
perform
a
safety,
inspection
and
security
patrols
of
Airfield
fuel
facilities
and
Airport
property.
E
Out,
that's
good,
that's
good!
His
claim
to
fame,
as
they
say,
came
when
Rob
was
dispatched
on
an
alarm
to
a
vehicle
versus
a
tree
incident.
Upon
arrival
he
and
his
partner
pulled
a
17
year
old
male
from
a
burning
car
and
saved
his
life.
As
a
result,
they
both
received
the
South
Carolina
medal
of
valor.
Thank
you
for
your
service.
You
have
an
important
job
you're,
it's
a.
E
G
Just
want
to
say
thank
you,
it's
nice
to
be
thanked
been
doing
this
a
long
time,
I'd
like
to
leave
I
love
the
county
and
I
just
love
working
here,
and
it's
like
family
42
years,
I
guess,
yeah
they're
gonna
have
to
kick
me
out.
I
guess
anyway.
Thank.
E
So
this
next
employee
I'm,
going
to
introduce
you
to
is
something
I
have
a
lot
of
experience
with
in
my
career
and
that's
in
the
area
of
Code
Enforcement.
They
have
a
thankless
job
and
it's
a
job
where
they
are
either
doing
too
much
or
too
little
at
the
same
time,
depending
on
who's
ringing
their
phone.
So
the
Violator
is
the
person
that
says
they're
doing
too
much
and
going
too
fast.
The
person
complaining
is
saying
that
they're
moving
too
slow
and
not
doing
enough.
E
So
it's
a
very
difficult
job,
and
but
it's
key
to
maintaining
the
quality
of
life
that
we
enjoy
here
in
Beaufort
County.
This
is
Travis
Roberts.
He
is
a
code
enforcement
officer
he's
been
with
us
for
six
years
as
a
result
of
his
job.
He
monitors
and
enforces
compliance
with
the
Community
Development
code
and
County
ordinances
which
govern
zoning
business,
license
trash
and
litter
control,
junk
and
abandoned
vehicles.
He
travels
throughout
the
county
to
visually
inspect
sites
and
properties.
E
He
receives
and
investigates
complaints
of
potential
violation,
conduct,
site
reviews
and
inspections
and
documents,
his
complaints
and
his
findings
and
probably
has
to
go
occasionally
with
one
of
our
County
attorneys
to
the
magistrate's
office
for
enforcement
actions
before
the
magistrates
right.
Yes,
sir
I'll
offer
officer
Roberts
was
a
trumpet
player
in
the
Walterboro
High
School
band
of
blue.
While
a
member
of
the
band
of
blue,
he
marched
in
the
New
Year's
Day
Rose
Bowl
Parade
in
Pasadena
California.
E
I
Just
thank
you
guys
for
the
recognition.
A
D
This
is
very
exciting.
I
was
lays
on
to
the
library
for
many
years
and
got
to
know
my
Stickman.
They
do
a
wonderful
job,
everyone
there,
even
during
covet,
they
managed
to
provide
service
to
everyone,
whereas
libraries
provide
the
opportunity
for
everyone
to
pursue
their
passions
and
engage
in
lifelong
learning,
allowing
them
to
live
their
best
life,
whereas
libraries
have
long
served
as
trusted
institutions
for
all
members
of
the
community,
regardless
of
race,
ethnicity,
greed,
ability,
sexual
orientation,
gender
identity
or
socio-economic
status.
D
Whereas
libraries,
Librarians
and
Library
workers
are
joining
Library
supporters
and
Advocates
Across
the
Nation
to
celebrate
National
Library
work.
Now,
therefore,
be
it
resolved
that
Beaufort
County
declare
the
week
of
April
23rd
through
April
29th
as
National
Library
week,
sign
Joe
passman,
chairman
Beaufort
County
Council.
B
Yes,
I'm,
not
too
sure
is
someone
from
Hope
Verizon
here.
Thank
you.
No
okay!
You
want
me
to
go
there
or
do
it
here.
You
may
do
it
right
from
there.
B
This
is
a
proclamation,
whereas
sexual
harassment,
Assault
Awareness
Month,
calls
attention
to
the
fact
that
sexual
violence
is
a
pervasive
problem
in
all
communities
and
as
public
health
implications
for
every
individual
and
be
for
counted
and
where,
whereas
rape,
sexual
assault
and
sexual
harassment
impact,
our
community
has
seen
by
statistics
indicating
that
National
nationally
81
percent
of
the
women
and
40
percent
of
men
report
some
form
of
sexual
harassment
and
or
in
their
lifetimes
and
whereas
child's
sexual
abuse.
B
Organizations
serve
more
than
1200
primary
victims
and
more
than
700
secondary
victims
in
the
year
2022,
and
whereas
the
staff
and
Volunteers
Of
Hope
Horizon
urges
every
person
to
speak
out
against
harmful
attitudes
and
actions
that
lend
to
violence.
However,
small
and
whereas
all
people
are
encouraged
to
report
and
speak
out
against
all
types
of
violence
in
the
community
and
whereas
prevention
of
sexual
violence
is
possible.
B
Now,
therefore
be
resolved
at
the
Beaufort
County
Council
joined,
advocacy
across
the
United
States
and
and
also
in
the
state
of
South
Carolina,
to
proclaim
the
month
of
April
2023
as
Sexual
Assault
Awareness
Month,
and
urges
all
citizens
to
observe
this
month
by
becoming
aware
of
tragedy
of
sexual
assault,
supporting
those
who
are
working
towards
it's
in
and
participating
Community
efforts
aimed
at
changing
the
the
culture
of
violence,
dated
this
10th
day
of
April
2023
and
is
signed
by
our
chairman,
Mr
Joseph
passenger.
A
Okay,
we
are
at
the
citizen,
come
in
anyone
who
wishes
to
speak
during
the
comment.
Our
first
15
minutes
during
this
time
will
be
for
agenda
items.
Only
I
saw
that
people
have
signed
up
for
the
first
comment
period
and
the
second
comment
period
to
speak
about
the
CPO.
We
have
only
15
minutes
three
minutes
per
person.
The
first
five
people
will
be
able
to
speak.
If
you
were
here
for
the
community
service
and
land
use
committee,
it
was
thoroughly
discussed
to
move
on
to
County
Council
for
Action.
It
was
passed
there.
A
K
I
have
sat
through
hours
of
meetings
and
in
the
last
meeting
for
the
very
first
time,
I
heard
Mr
Greenway
state
that
the
county
had
tried
to
purchase
Pine
Island
and
the
owner
was
unwilling
to
deal
with
the
county.
I
just
received
a
200
monthly
increase
to
my
mortgage
escrow
due
to
insurance
and
taxes,
I
fear
for
our
rural
community.
What
type
of
impact
is
this?
Having
on
those
lived
on
living
on
fixed
incomes
on
Ayers
property,
family
compounds
and
those
that
farm
and
fish,
these
precious
lands
and
fragile
waterways?
K
I
will
defer
to
my
esteemed
Gullah
neighbors
to
address
the
impact
on
their
culture
and
community
on
these
nationally
designated
historic
Mark
landmarks.
If
you're
traveling
to
or
from
the
island
you
better
pack,
a
snack,
a
resident
recently
posted
an
article
that
I
went
on
to
elaborate
in
all
too
familiar
scenario
of
standstill
traffic
caused
by
an
accident
that
could
have
been
me
last
Friday,
two
hours
to
get
from
downtown
Beaufort
to
Saint
Helena,
but
that
was
actually
posted
by
someone
in
Hilton.
K
Head
I
would
like
to
know
the
statistics
for
the
number
of
accidents
on
Sea
Island,
Parkway,
Beaufort
County
just
revised
the
impact
fees
because
of
the
growth
year,
but
those
fees
do
not
cover
all
the
costs
and
impacts
of
development.
I
watched
the
developer
for
Pine
Island,
a
representative
of
Pine
Island
Property
Holdings
LLC.
K
Does
this
not
seem
like
a
bit
of
a
conflict
that
the
county
is
putting
an
offer
to
Pine
Island,
but
they're
working
with
the
developer,
I
seriously,
don't
buy
that
a
private
exclusive
golf,
of
course,
we'll
add
anything
positive
to
our
residence
I
implore
you
as
our
elected
representatives,
not
to
allow
for
private
development
agreements
on
large
tracks
of
land
and
by
the
way
he
has
never
once
spoken
to
those
of
us
directly
impacted
whose
power
lines
to
Pine
Island
are
on
our
yards.
Never
once
and
so.
F
K
L
Pretty
quick
good
evening
Glady
for
Daya
one
more
again
are
the
queen
cut
head
from
the
body
of
the
Galaxy
Nation
from
Centennial
Island,
my
family
Dave
from
Palawan
Island,
as
we
said,
paniwani
and
drola,
and
because
of
this
show
and
Noah
Binya
I
know
we've
been
here
and
we're
in
iguana
we're
tall
tall.
So
when
we
cracked
fatigue
like,
are
they
shunting
like
a
daddy
for
all
of
you
who
the
gulligichi,
who
they
share
cultural
protection,
overly
district
for
Tech,
but
I
cracked?
L
My
teeth
out
the
rest
of
week
so
from
the
record
honey
could
get
this
thing
right,
because
your
transcription,
when
I
spoke
before
said
I
talked
about
Korea
and
all
kinds
of
things.
I
never
said
so
I'm
going
to
speak
this
way.
So
hopefully
your
transcript
is
correct.
I
am
also
the
chair
of
the
cultural
protection
overlay,
District
Committee
in
the
past,
I
chaired
that
committee
and
we
were
allowed
and
afforded
the
opportunity
to
be
on
the
official
agenda
to
present
our
work
to
this
body.
This
time.
L
That
is
not
the
case
and
I
would
love
to
know
why
the
protocol
now
at
V
for
county,
has
displaced,
even
a
leader
of
a
committee
that
the
county
installed
from
presenting
on
behalf
of
that
that
committee,
that
we
have
tax
amendments
that
strengthen
the
cultural
protection
overlay
District
in
accordance
with
the
2040
comprehensive
plan.
I
want
to
take
my
time
now
for
a
public
part
to
say
this.
L
I
have
a
letter
officially
from
me
as
the
chieftain
head
of
state
from
the
gullige
nation,
a
letter
that
lays
out
the
legalities
and
how
the
CPO
district
is
legally
defensible
from
the
South
Carolina
environmental
law
project
and
also
a
letter
in
support
of
continuing
to
keep
the
cultural
protection
overlay
District
intact
from
Senator
chip.
Campson
I
also
sent
earlier
by
email,
the
9230
signatures.
We
are
now
at
about
9
300
signatures
on
a
petition
on
change.org
to
say
to
this
County
that,
as
the
Bible
says,
where
there
is
no
vision,
the
people
perish.
L
This
County
had
a
vision
brought
to
them
by
the
natives
of
Saint
Helena
Island
me
being
being
one
of
them
in
1998.
This
County,
then
in
1999,
voted
to
create
the
cultural
protection
overlay
District
in
accordance
with
even
South
Carolina
law.
It
is
even
more
critical
now
to
continue
to
keep
it
intact
and
to
strengthen
it.
So
I
hope
that
what
has
just
come
before
you
from
the
previous
meeting
that
took
place
at
three
o'clock
will
be
voted
in
favor
of
by
this
body,
because
Saint
Helena
Island
is
the
epicenter
of
gulligichi
culture.
L
It
still
exists,
and
in
this
time
of
climate
change
issues
you
need
to
recognize
the
impacts
and
what
the
Sea
Island
Barrier
Islands
do
is
protect
the
mainland,
but
more
than
that
God's
anointing,
because
we
be
galagichi,
anointed
people
protects
us
and
we
pray
that
that
falls
on
you
as
you
deliberate
tonight,
and
that
you
look
at
the
law
and
keep
the
law
of
Beaufort
County
in
place.
That's
been
there
since
1999
to
protect
Gullah
culture
of
Saint
Helena
Island.
Thank
you.
Thank
you
to
all
chilling
for
this
opportunity.
M
M
M
N
Good
evening,
let's
suppose
that
John
Doe
from
New
Jersey
wanted
to
purchase
the
Robert
Smalls
house
in
Beaufort
for
two
million
dollars
and,
let's
suppose
that
he
wanted
to
convert
the
house
to
a
pancake
house
after
all,
Robert
supposed
to
eat
pancakes,
okay,
I
think
the
overwhelming
sentiment
in
the
community
would
be
no
that
you
cannot
have
a
pancake
house
there,
okay,
because
of
zoning.
By
the
way,
this
is
not
a
jobs
program
either.
N
I
worked
on
Fripp,
Island
golf
course:
I
worked
on
parasol
and
golf
course.
I
have
some
experience
in
industrial
engineering,
and
this
does
not
create
a
lot
of
jobs.
The
jobs
that
we
had
back
then
have
been
replaced
by
automation,
okay,
so
I
passed
out
a
sheet
on
everyone's
desk.
So
take
a
look
from
a
legal
standpoint.
N
Okay,
what
does
the?
What
does
the
page
C2
of
the
CPO
say?
Okay
under
site
design,
everything
under
site
design
is
prohibited
except
one
item,
okay
and
then
the
second
paragraph,
without
following
the
limit
limiting
and
foregoing,
see
the
following
specific
new
items,
they
are
excluded,
so
everything
under
following
is
excluded.
Everything
below
that
is
excluded.
Except
one
item,
paragraph
number,
one
restricted
gated
community-
that
is
not
included.
N
Paragraph
number
two
keep
Keith
sent
us
these
use
includes,
doesn't
mean
that
it's
allowed
it's
excluded
in
the
middle
of
the
paragraph.
Each
golf
we
go
to
play
golf
golf
is
not
allowed
that
inner
paragraph.
This
does
not
include
Acro
tourism,
so
that
is
allowed
or
everything
is
disallowed,
except
that
golf
courses
notice.
It
says
this
use
include
is
the
same
as
paragraph
number
two.
So
if
it's
included
excluded
in
number
two,
therefore
it's
excluded
in
number
three.
N
N
If
you
wanted
to
know
the
truth,
then
ask
him:
ask
him
well
ask
Queen
quit
if
you
wanted
to
know
the
truth,
if
you
don't
want
to
know
the
truth,
don't
talk
to
Mr
Campbell
he's
an
author
he's
a
business
owner
he's
very
successful,
received
an
award
at
the
February
High
School
on
Hilton
Head
for
his
longevity
of
of
very
good
work.
In
the
community,
thank
you.
O
Council,
thank
you
for
having
me
this
evening.
My
name
is
Elvio
tropiano
I
live
at
One
Saint
helenville,
Road
I'm,
the
owner
of
Pine
Island
tonight's
meeting
was
not
supposed
to
be
about
my
property
supposed
to
be
about
strengthening
an
ordinance,
that's
extremely
important
to
this
community
and
for
the
benefit
of
all
Saint
Helena
residents.
O
G
O
Pine
Island
I
sought
to
remove
the
property
from
the
CPO
for
multiple
reasons,
but,
most
importantly
because
our
team
wanted
to
do
something
bigger
and
better
than
the
current
zoning
allows.
As
the
County
Administrator
just
pointed
out
in
his
presentation,
my
property
is
zoned
for
a
significant
amount
of
density
and
docs
our
plans.
Our
plans
were
to
reduce
housing
density
by
over
60
percent,
reduced
docks
by
99
and
put
and
put
250
to
400
acres
into
conservation
forever
to
protect
open
space
in
the
waterways.
O
O
That's
bigger
and
better
County
Administration
asked
me
if
they
could
table
our
map
Amendment
because
they
realized
the
current
language
of
the
overlay.
Was
extremely
weak,
we
respectfully
agreed
because
it
was
the
right
thing
to
do.
My
application
was
never
denied,
but
rather
collectively
we
decided
to
pause
to
fix
a
glaring
weakness
for
the
benefit
of
the
residents
of
Saint
Helena.
O
What's
transpired
since
then
has
been
the
Sea
of
misinformation
that
has
led
to
a
visceral
reaction,
rather
than
careful
consideration
of
all
the
things
I
talked
to
about
I
came
to
Beaufort
County
over
two
years
ago
to
build
a
business.
I
fear
that
the
change
in
laws
tonight
is
trying
to
prevent
me
from
accomplishing
that
preventing
me
from
accomplishing
the
mission
preventing
me
from
accomplishing
the
mission
of
using
my
property
and
my
development
as
an
instrument
to
preserve
the
community
of
Saint
Helena,
while
creating
opportunities
for
its
innocence.
O
We
wanted
to
fuel
a
mission
of
philanthropy
community
and
Community
Driven
initiatives
and
cultural
environmental
stewardship.
I
sincerely
hope
that
each
and
every
council
member
recognizes
the
Deep
respect
to
have
for
all
citizens
of
the
county.
The
original
Penn
Center
mission
was
to
honor
a
proud
history
and
point
towards
a
promising
future.
That's
what
tonight
should
have
been
about.
That's
what
we've
always
aspired
to
do.
Thank
you
and
I
appreciate
all
you
do
for
the
county.
A
H
P
P
The
application
that
is
before
you
does
not
meet
the
legal
standard
for
rezonings
planning
staff
said
as
much
when
they
recommended
denial
of
that
application.
The
Planning
Commission
recommended
denial
of
that
application.
Community
services
and
land
use
recommended
denial
of
that
application,
but
the
argument
that
they
make
is
that
the
property
next
door
was
rezoned.
Therefore
they
too
should
be
rezoned,
but
the
fact
pattern
of
that
parcel,
122,
May
River
Road,
is
vastly
different
than
that
of
this
parcel.
P
I
sent
you
on
email
I
will
not
rehash
the
details
of
that,
but
there
is
no
case
for
grandfathering
to
be
made
for
three
Benton
Lane
I
do
not
object
to
eye
doctors
offices
as
a
matter
of
course.
My
concern
is
that
once
three
Benton
Lane
is
up
zoned,
a
host
of
objectionable
uses
would
be
allowed
as
a
matter
of
right.
P
I
may
find
myself
raising
my
child
next
to
a
bar
or
a
restaurant,
with
late
night
hours
and
Vermin
attracting
dumpsters
just
a
few
years
down
the
road
when
these
folks
realize
that
their
use
is
not
as
profitable
as
it
could
be.
Once
that
parcel
is
up
zoned,
it
can
never
go
back.
I
urge
the
council
to
please
consider
the
quiet,
enjoyment
and
property
rights
of
existing
property
owners
over
the
development
desires
of
a
potential
owner.
P
This
applicant
is
free
to
apply
his
trade
as
an
optometrist
in
Beaufort
County
and
there's
plenty
of
commercial
space
available
for
rent
in
nearby
new
Riverside.
But
if
his
heart
desires
to
own
the
parcel
of
land
for
his
business
to
be
on,
he
may
do
so
by
purchasing
one
of
the
several
out
Parcels
available
at
new
Riverside
or
an
undeveloped
parcel
in
the
gibbett
road
commercial
district.
There
is
nothing
that
interferes
with
his
rights
to
do
so
on
land
that
is
zoned
for
that
purpose.
P
Instead,
he
wants
to
buy
land
cheaply
and
interfere
with
the
quiet
enjoyment
of
the
rural
residential
area
that
surrounds
him.
Please
do
not
undermine
the
ordinance
that
this
body
put
in
place
the
comprehensive
plan
it
was
just
recently
passed
doing
so
granting
his
application
would
completely
undermine
your
own
authority
for
the
law
that
you
passed.
Thank
you.
Thank
you.
A
Q
Anyway,
April
21st
is
Earth.
F
Q
D
A
B
Else
Jim,
thank
you
just
want
to
make
a
public
announcement
that
tomorrow,
at
5
30
at
the
Saint
Helena
Library,
I'm
hosting
stormwater,
and
dealing
with
a
study
that
was
done
for
Saint,
Helena,
Holland
and
so
I'm,
inviting
the
public
to
come
out
at
that
time
to
ask
questions,
but
it
was
a
study
done
specifically
for
south
I
mean
for
Sinha
on
the
island.
Thank
you.
Anyone.
A
Else:
okay,
we
will
move
on
to
the
public
hearing
and
action
items,
may
I
have
a
motion
and
second
for
the
approval
of
the
consent
agenda.
Mr.
A
Mr
Cunningham
makes
the
motion
a
second
please.
Mr
Lawson
makes
the
second
duly
motioned
and
seconded
any
questions.
There
are
no
questions.
These
will
be
approved
without
objection
and
I
see
no
objections.
We
have
three
time
sensitive
items
from
our
prior
committee
meeting
item
number
12
is
the
first
reading
of
an
ordinance
for
text,
amendments
to
the
Community
Development
code,
article
3
division,
3.4,
section
3.4.50,
cultural,
cultural
protection,
overlay,
section,
3.4.10
purpose
and
division,
3.1,
section
3.17,
land
use
definitions,
recreation
facility,
Golf,
Course,
to
update
definitions,
regulations
and
standards
in
the
cultural
protection
overlay.
B
B
C
Thank
you,
Mr
chairman,
we're
gonna
start
with
it,
I
guess
really
before
I
dive
into
it.
I'll
say
it's
not
that
I
don't
believe
we
need
to
strengthen
it.
It's
not
that
I'm
saying
that
we
need
to
clean
up
the
gray
area.
C
The
issue
that
I
am
running
into
this
entire
scenario
is
at
some
at
some
point.
When
do
we
over
stretch,
our
Authority
and
all
of
us
have
different
beliefs
on
that,
and
all
of
us
have
you
know
different
ideas
of
what
that
means.
C
We're
talking
about
one
big
piece
of
property
and
a
person
that
owns
it
to
me
that
property
is
the
same
value
as
if
anybody
in
this
room
decided
to
buy
a
property,
and
we
came
in
there
and
changed
your
zoning
or
change
what
you
were
allowed
to
build
on
the
property
that
you
purchased.
That
is
your
right.
You
purchase
something
based
on
a
belief
of
what
you
could
do
on
it.
C
I've
read
this
over
and
over
I've
gotten
multiple
different
versions
and
copies
of
it
as
well
from
people
copy
cutting
pasting,
sending
the
parts
that
they
want
red
the
parts
they
don't
want
red
on.
Both
sides
of
the
aisle,
so
the
issue
that
I
run
into
is
and
I
want
everybody
to
actually
think
about
the
statements
that
Mr
Greenway
said
before
this
is
it
that
we
don't
want
a
golf
course.
R
C
C
This
is
where
my
issue
lies
is
what's
more
detrimental
to
the
community
and
to
the
environment
and
the
waterways.
Is
it
145
residences
and
90
Docs
with
the
wells
with
the
septic
tanks,
or
is
it
50
houses,
10
cottages
and
a
golf
course,
and
then
250
Acres
preserved
exactly
and
that?
And
that
is
the
issue
that
I
have
found
with
every
at
the
past
three
weeks
of
people,
perfect
I'll,
wait
for
y'all,
but
I
I
definitely
respected
everybody's
time.
I
gave
my
full
attention
when
they
spoke
and
I
would
ask
for
the
same.
C
Everybody
came
up
here
talking
about
preserving
the
land.
Everybody
came
up
here.
Talking
about
keeping
the
law
talked
about.
Development
talked
about
the
problems
on
the
roads,
but
putting
in
1400
cars
back
and
forth
on
143
residents.
This
is
what
we're
estimating
would
it
be
going
in
and
on
the
island
as
more
of
a
traffic
flow
than
a
golf
course
again,
not
saying
I
agree
with
the
golf
course
I
understand.
The
property
was
zoned
into
three
different
districts,
I
believe
or
three
different
Parcels
15
years
ago.
C
C
Investments
were
made
from
you
guys
and
as
well
from
the
individual
that
bought
the
property.
Just
like
Investments
were
made
on
people
for
Hilton
Head.
When
that
got
developed
and
I'll
be
honest
and
I'll
say
it,
because
a
lot
of
people
don't
want.
Everybody
loves
to
hate
on
the
development
of
Hilton
Head,
but
they
create
over
60
percent
of
our
tax
revenue
and
without
the
development
Hilton
Head
Beaufort
County
would
not
be
what
Beaufort
County
is
today
across
the
board.
So.
C
So
with
that
said,
we
have
to
figure
out
what's
the
best
thing,
not
emotionally,
but
fiscally
economically
for
transportation,
for
safety,
for
schools
across
the
board.
What
is
the
best
thing
for
say:
Helena
and
Beaufort,
County
and
I'll
be
honest,
I,
don't
know
which
one
it
is
I
know,
but
I
can
tell
you.
This
I
think
that
this
decision
to
move
this
forward
was
a
hundred
percent
because
of
this
property.
We
all
know
that.
C
That's
why
everyone's
here
today,
everybody's
signed,
say
that
I
support
moving
forward
with
the
CPO,
but
if
we're
moving
forward
just
because
of
this
one
property,
then
if
it's
a
no,
which
Queen
is
saying
it's
not
but
I
guarantee
you.
Nobody
would
want
to
say
that
then
we
can
allow
Pine
Island,
but
we're
going
to
move
this
forward
for
the
future
developments.
C
So
it
is
for
this
because
we
want
to
stop
this
development
as
what
it's
come
across
me.
So
with
that
said,
I
don't
know
how
this
is
going
to
go,
but
I'm
going
to
motion
for
postponement
for
this,
because
I
think
we
need
to
take
a
hard
look
at
what
is
the
best
thing
for
the
community,
because
I
promise
you
145
houses
and
90
docs
is
a
huge
impact
on
Saint,
Helena
and
europes.
B
A
Like
yeah,
Julie,
motioned
and
seconded
for
postponing
now
postponing
the
action
action
until
when.
C
Would
a
month
and
a
half
be
enough
time
for
staff
to
coordinate
what
what
Mr
Greenway,
what
a
month
and
a
half
be
enough
time
for
the
staff
to
coordinate
conversations
with
whether
it
be
the
developer
or
the
public
to
figure
out
what
is
the
best
thing
for
this
community
and
home?
Or
do
you
need
more
time.
E
Than
that
no
the
staff
will
the
staff
will
comply
with
whatever
Direction
Council
desires
to
do
with
this
stuff
difficult
situation.
If
you
all
feel
that
45
days
is,
is
appropriate
delay,
then
we
will
do
what
we
can
in
that
particular
time
frame
to
to
try
to
reach
some
sort
of
compromise.
Can.
B
Glover
Mr
chairman
there
there's
there's
no
need
to
negotiate
and
who
is
negotiating
I.
Don't
think
this
Council
wants
to
tell
St
Helena
Resident
what
they
should
do
with
their
property
or
what
they
should
have
in
their
comp
plan.
I
mean
that's,
not
a
question
of
debate
at
this
time.
All
we
asking
for
right
now
is
to
move
this
language
in
the
calm
plan.
To
strengthen
the
language
of
the
comp
plan
is
not
to
change
it.
It
is
really
to
strengthen
it.
B
So
it's
clear
and
that's
all
we're
asking
for
negotiating
is
now
you're
talking
about
negotiating
with
Developers
Community
never
dealt
with
Developers,
it
dealt
with
the
comp
plan
and
that's
what
we
want
to
move
forward.
So
I
don't
see
where
you're
going
to
negotiate
at
this
time,
and
who
do
you
negotiate
with
the
community
is
right
here.
They're.
B
J
C
C
C
E
A
D
A
T
Lawson,
yes,
and
and
I've,
been
kind
of
waiting
to
speak
and
usually
when
I
try
to
speak,
I,
try
to
speak
without
emotion
and
try
to
think
about
both
sides
of
this
and
and
as
we
look
forward,
I
am
probably
not
for
delaying
it,
because
I
think
it's
going
to
happen.
What
we
hear
from
the
folks
that
are
here
but
I
do
want
to
set
the
record
straight.
I've
received
lots
and
lots
of
emails.
Probably
nine
out
of
10
of
them
have
said
something
about
the
CPO.
T
That's
been
in
place
for
a
quarter
of
a
century
and
they're
saying
to
us.
Please
don't
change
the
CPO
well,
that
CPO
has
been
in
place
and
our
job
here
is
not
to
change
a
CPO,
but
that's
actually
what
everyone's
coming
forward
and
asking
us
to
do
is
to
change
the
CPO,
and
you
say
why:
why
is
that?
Well,
it's
because
the
developer
or
the
property
ownership
is
a
developer.
If
he's
a
property
who
purchased
Pine
Island
looked
at
developing
that
property
and
we
looked
at
that
property
to
develop
it.
T
T
If
you
read
this
that
CPO
you
currently
have
that
CPO
says
you
can
you
can
build
less
than
nine
holes
for
each
parcel
you
have
so.
Yes,
it's
probably
a
loop,
a
loophole
that
goes
around,
but
those
people
he
would
have
the
opportunity
then
to
come
back
and
and
go
ahead
and
build
that
golf
course
in
six
holes
in
each.
T
So
that
is
why
we
have
seen
this
Rush
and
the
push
for
this
to
happen
for
us
to
go
ahead
and
approve
the
the
new
language
we're
not
approving
the
development,
we're
not
going
for
right
now.
What
we've
been
asked
to
do
is
to
approve
the
new
language
that
says
no
golf
courses.
This
would
have
been
so
much
easier
if
that
language
was
in
there
from
25
years
ago.
T
So
that's
what
it's
lacking
when
you
read
when
you
read
that
and
go
through
and
I've
read
the
CPO
I've
gone
through
and
read
the
CPO
and
and
again
so
that's
what
we're
talking
about
here
today.
It's
actually
strengthening
the
language
to
get
rid
of
a
golf
course.
So
that's
the
issue
that
we
had
an
issue
that
I
have
is.
It
makes
me
feel
uncomfortable
that
Mr
trapiano
has
purchased
this
property
thinking
that
he'd
be
able
to
develop
it,
and
we
are
now
making
this
change
tonight
to
push
this
forward
to
change
the
CPO.
T
I
feel
uncomfortable
is
you've,
got
someone
who
purchased
property
and
again
I've.
Had
this
same
argument
the
same
fight,
whether
someone
owned
one
acre
or
ten
acres,
then
if
you
buy
the
property
and
then
we
turn
around
and
change
the
zoning
I'm
going
to
vote
today
to
actually
approve
the
CPO
or
actually,
first
of
all
to
to
not
to
to
to
push
it
forward
to
not
delay
it
best
to
vote
tonight,
because
I,
don't
think
you're
going
to
change
your
mind.
But
the
biggest
thing
I
want
to
make
sure.
T
H
I
just
want
to
say
that
I'm,
not
in
favor
of
kicking
this
down
the
road
and,
in
fact,
I
think
we
need
to
take
at
least
a
first
reading
here.
I'm,
open
I
would
love
for
everybody
to
sit
down
and
talk
and
try
to
work.
This
out.
F
H
S
Direct
contravention
current
zoning
regulation
so
with
regard
to
this
matter,
I'll
support
this
ordinance
on
a
first
reading,
with
the
hope
that
by
the
second
and
third
reading
we
can
all
agree
on
a
reasonable
path
forward
that
satisfactory
to
everyone
in
the
community
and
that
path
forward
is
not
negatively
impact
the
sensitive
environment
surrounding
this
property.
I.
Don't
think
it's
wise
for
us
to
postpone
it,
but
I
think
we
should
and
I
think
we
should
take
action
on
it
tonight.
Q
A
B
H
A
Past
committee
Mr
Glover,
makes
the
motion
Ms
Howard
makes
the
second
dually
motioned
and
seconded
for
the
two
items.
Is
there
any
discussion
seeing
no
discussion,
these
will
be
approved
without
objection
and
I
see
no
objections.
Item
number
15
is
the
second
reading
of
an
ordinance
for
a
zoning
map.
Amendment
rezoning
request
for
one
acre
at
three
Benton
lane
from
T3
Edge
to
T2
T2,
Rural
Center.
E
And
you
might
want
to
call
a
break
after
we
do
this
item
so
that
folks
can
leave
so
we
can
get
on
with
our
agenda.
So
we
were
under
the
impression
that
we
were
to
keep
this
moving
forward
and
hold
it
prior
to
third
reading.
Okay,
so
we're
going
to
hold
a
community
meeting
on
April
24th,
this
was
scheduled.
Q
Regarding
this
item
work
on
a
vote,
we're
going
to
do
a
second
reading
tonight,
it's
my
understanding.
Then
we
go
to
public
meeting
at
pressureville,
high
Elementary
School
on
Tuesday,
the
25th
I
believe
it
is.
F
Q
Q
T
Go
ahead,
I
just
want
to
say
that
I
voted
to
move
it
to
the
first
reading.
Just
so
we
could
get
more
information,
I
just
was
re-elected
and
talking
to
the
people
of
Bluffton
they're,
looking
for
us
to
slow
growth.
Looking
for
us
to
control
growth,
looking
for
us
to
bring
things
to
a
a
a
a
minimum.
If
we
can
on
things
by
up
zoning,
this
property,
it
does
not
do
that,
and
so
I
will
vote
against
it
tonight.
U
U
Further
discussion,
I'm
in
agreement
with
Mr
Lawson,
this
I
believe,
is
in
my
district
and
what
we
hear
from
people
is
traffic
is
horrific,
especially
at
the
New
River
traffic
circle.
They
want
to
slow
growth,
they
want
to
reduce
density.
They
have
problems
with
the
electrical
I'm
told
by
people
in
New
Riverside.
It
goes
on
and
off
all
the
time
thanks.
Mr
Cunningham
not
really.
U
Q
Would
like
to
say
that
I
like
to
ask
if
either
a
council
member,
tabernick
or
council
member
Lawson
have
actually
been
out
to
where
the
property
is
I.
Q
T
Times
right
and
in
the
last
week
or
so,
and
and
actually
I'm
surprised
that
it's
actually
not
even
on
the
highway.
Q
T
Q
A
C
To
get
the
public
comments,
that's
what
we
talked
about
last
time,
not
saying
I'm,
four
or
against
it
after
visiting
the
property
for
the
second
time.
C
But
we
did
schedule
that
public
comment
so
I'd
like
to
see
that
through,
especially
even
if
it's
not
for
this
property
itself,
but
to
know
what
we're
gonna
do
with
the
rest
of
that
Corridor
after
that,
I'd
like
to
at
least
have
this
on
the
table.
When
we
have
that
meeting.
A
Okay,
would
you
call
the
roll
please
Mr
Cunningham
made
the
motion.
Mr
Bartholomew
made
the
second
okay.
A
B
U
S
Ation
vote
no,
however,
I
do
want
to
hear
from
the
people
in
the
community
and
the
position
that
they
take
and
if
we
are
successful
with
no
votes
there
won't
be
a
public
meeting.
So
I
think
that
we
have
fought
here
with
difficulty.
I
would
have
preferred
the
public
meeting
before
the
second
vote,
but,
although
yes
tonight
just
to
keep
it
alive,
so
we
can
have
the
public
meeting
hear
from
the
people
who
live
there
and
then
on
the
third
reading.
I'll
make
a
decision
as
to.
R
R
A
It
does
pass
yes,
sir.
Six
four
one
item
number
16
is
a
public
hearing
and
second
reading,
of
an
ordinance
for
the
text,
amendments
of
the
Community
Development
code,
section
3.1.60,
Consolidated,
use
table
3.2.60,
T2,
Rural,
Center
standards
and
4.1.22
residual
residential
storage
facility
to
conditionally
allow
the
usage
of
residential
storage
facilities
in
the
t2
Rural
Center
before
I
have
a
motion,
and
second,
is
there?
Anybody
in
the
public
who
wishes
to
comment
on
this
item?
A
Howard
makes
the
motion
second,
please
I'll.
Second,
it
Miss
tabernac
makes
the
second
dual
emotion.
Second,
any
questions
seeing
none
this
will
be
approved
without
objection
and
I,
see
no
objections.
Item
17
is
a
public
hearing
and
second
reading,
of
an
ordinance
for
a
zoning
map.
Amendment
rezoning
request
for
2.81
Acres
at
the
intersection
of
Okatie
Highway
170
and
Low
Country
Drive,
which
is
462
from
T2
rural
to
C4,
Community
Center
mixed
use
again
we're
at
the
public
hearing
portion.
Is
there
any
member
here
who
wishes
to
make
a
comment
on
this
item?
A
A
Okay,
there
is
one
objection
we
need
not
call
the
roll
if
there
is
only
one
objection
and
I
see
no
other
objections,
so
this
will
be
past
ten
one
with
Mr
Glover
being
the
objector
item.
18
is
a
public
hearing
and
approval
of
a
resolution
authorizing
the
County
Administrator
to
execute
the
necessary
documents
and
provide
funding
for
the
purchase
of
real
property
identified
as
tax
map
serial
number
and
also
known
as
blocker
field
extension
is.
A
B
A
Howard
makes
the
second
duly
motioned
and
seconded
any
discussion
seeing
no
discussion.
This
will
be
approved
without
objection.
Our
final
on
item
is
the
approval
of
a
resolution
to
accept
a
thirty
thousand
dollar
Grant
from
the
American
Society
for
the
prevention
of
cruelty
to
animals.
Aspca
for
Disaster
Response
motion.
Please
I'll.
A
Howard
makes
the
motion
a
second
Mr.
Glover
makes
the
second
duly
motioned
and
seconded.
Is
there
any
discussion
seeing
no
discussion?
This
will
be
approved
without
objection
and
I
see
no
objection.
We
are
at
the
second
citizen
comments.
This
is
for
non-agenda
items.
Is
there
any
member
who
wishes
to
make
a
comment
state,
your
name
and
what
you
would
like
to
talk
about?
Sir?
Yes,.
J
Sir,
how
you
doing
my
name
is
William
Smith
tonight
you're,
given
a
Waterway
to
the
public
library,
I've
been
coming
to
this
Council
for
endlessly
time
now
about
community
libraries,
we
have
a
beautiful
State
art
library
in
Chicago
Island,
but
the
library
closed
on
Bankers
hours.
How
can
my
kids
get
things
done
when
libraries
is
closed,
so
it's
good
to
have
it,
but
we
can't
utilize
it
so
I
mean
once
again
I
bring
the
question
to
you.
J
When
are
we
going
to
change
the
hours
of
the
library
on
seeing
Helena
so
that
we
can
actually
have
good
use
of
the
get
good
use
of
the
library
and
have
it
open
late
in
the
afternoons,
because
I
think
it's
different
when
you,
when
you
go
to
the
bank
and
get
your
money,
you
got,
you
got
a
credit
card,
but
when
you
don't
have
internet
access
at
home,
you
need
the
library
to
go.
That's
that's
why
we
pay
tax
dollars
to
keep
that
up
and
running.
So
once
again,
please
look
at
the
library
tax.
J
Look
at
the
library's
hours,
and
also
this
meeting
here,
I'm
so
disappointed
that
this
Council
started
this
meeting
at
five
o'clock
during
Bankers
hours
once
again
when
people
are
at
work,
regardless
of
wherever
something
is
on
the
agenda
that
that
may
be
fruitful,
that
they
may
want
to
put
teeth
in
you
all
along
along
with
me.
We
work
for
people
who
represent
us.
We
elected
officials,
we
elected
by
people,
to
say
that
you
want
to
meet
at
five
o'clock
when
people
are
at
work
or
just
getting
off.
J
J
J
Our
old
man
said
baby,
don't
don't
tell
me
you
crying
give
me
crocodile
tears,
show
me
or
show
us
and
put
this
mean
at
a
time,
that's
feasible
for
people
who
are
who
are
in
involved
and
who
want
to
hear
and
who
want
to
speak
and
they
can
get
from
working.
They
don't
have
to
get
a
speeding
ticket
to
get
there
and
voice
their
opinions,
then
bring
them
bring
me
back
times
later.
J
J
J
Well,
why
not
give
a
stellar
for
us
a
study
forcing
Helena,
say
hello,
say
hello,
people
say
hallelujah
people
who've
been
over
there,
who
we
are
from
here
we're
born
and
raised
here
to
see,
if
that's
what
really
benefiting
us
and
see
how
y'all
justification
is
really
taking
place.
If
you
really
cared
I
mean
we
keep,
we
keep
kicking
this
thing,
kicking
this
thing
down
the
road
heck
and
we
and
we
and
we
as
black
people.
J
We
have
to
stop
letting
people
pimp
us,
because
when
the
next
person
who
comes
here-
and
they
don't
want
to
put
a
golf
course-
they
want
to
put
something
else
there
and
they'll
be
using
us
through
the
constellation
in
there
and
everybody
else,
it's
time
that
the
force
is
over
office,
put
the
people
first.
Thank
you.
A
I
Good
evening
County
Council,
my
name
is
Joe
Mack
Mac
grew
up
in
the
city
of
Beaufort,
since
1975
that
would
make
me
have
been
here
started
kindergarten
right
here
in
the
city
of
Beaufort.
Excuse
me
next
to
the
city
of
Beaufort
and
then
I
moved
into
the
city
of
Beaufort.
I
I
speak
about
Parks
and
Rec
I
biked
biked,
all
over
at
bike.
Hunting
Island
I
have
biked
Pine
Island
four
years
ago,
and
now
that
I
think
about
it,
I
think
I
was
thinking
today
or
yesterday.
All
the
bike
rides
I've
been
on
which
ones
around
Beaufort
County
would
I
put
in
the
Top
20.
Hunting
Island
Pine
Island,
not
only
Pine
Island,
but
the
road
leading
to
Pine
Island
is
beautiful
in
its
own
right
and
I
might
add.
I
Mcphersonville
road,
I,
don't
know
if
that's
in
Beaufort,
County
or
not
I,
don't
know
which
county
that's
in,
but
now
they
have
fenced
that
off.
It
was
a
two
mile
road
up
there.
You
start
off
by
the
edge
of
Point
South
and
go
up
North.
My
personal
opinion
is
Pine.
Island
is
the
hunting
island
of
St
Helen?
I
Maybe
it
should
just
be
left
alone,
don't
let
the
cars
go
in
their
park?
Let
them
ride
their
bike
or
do
whatever
once
the
cars
go.
Who
knows
what
happened,
but
maybe
you
should
buy
people
saying
buy
it
from
the
gentleman
we
we
who
grew
up
in
Beaufort
or
St,
Helena
or
Port
Royal,
and
a
lot
a
lot
of
a
lot
of
these
folks.
We
we've
been
cheated
on
our
parks
and
some
and
I
know
somebody
made
a
comment.
It's
like
Pac-Man.
I
They
just
keep
eating
up
the
land
if
the
Park's
not
going
on
Pine
Island.
Where
is
it
going?
Where
are
these
Parks
going
and
I
could
go
on
about?
You
know
the
Green
Street
Gym,
the
tennis
courts?
We
never
got
our
Tennis
Center
and,
and
this
and
and
this
boils
down
which
is
Parks
and
Rec
issues
the
same
ones.
It's
not
the
same
issues,
but
but
it's
the
same
old
animal
that
it's
not
only
the
performance.
I
Somebody
want
to
put
a
golf
course:
there
I
I
challenge,
all
of
you
to
go,
see.
Pine
Island
I'll,
give
you
I'll,
let
you
borrow
a
bicycle
hell
heck
I'll,
give
you
a
bicycle.
If
you
want
to
go
see
it,
if
you
haven't
seen
it,
you
know
so,
go
see
it.
You
would
never
put
a
golf
course.
Well,
maybe
if
you're
a
golf
fanatic,
you
would
but
a
lot
of
people
aren't
going
to
want
to
play
golf.
So
maybe
you
want.
Maybe
you
want
to
play
ping
pong.
What's
that
new
one
pickleball
yeah?
