volunteer

in
the
county.
The
first
person
we're
going
to
introduce
tonight
I
was
unable

it
works
in
our
Parks
and
Recreation
Department.
His
name
is
Alfonso
Brown.

He
is
a
crew
leader
he's
been
with
us
for
14
years
and
he
oversees
the
ground's
maintenance.
Crew
He
is
an
extremely
dedicated
employee,
takes
pride
in
working
for
the
county
and
always
comes
to
people's
rescue
when
needed
and
pitches
in.
We
are
sad
to
report
and
we
offer
our
condolences
to
Alfonso
and
his
family.
He
just
recently
lost
his
only
son
in
a
car
accident.

affairs

only

appointed

state
delegation

serve

wide
variety

assignments

operating
forces

fleet,
Marine
Force,
ranging
from
Platoon
Commander
operations,
officer
and
protocol
officer
to
director
of
personnel
at
U.S,
Central
Command
due

an
accident
Caroline,
was
medically
retired
in
2011
as
a
lieutenant
colonel
after
25
years
of
service.
She
is
the
new
Director
of
Veterans
Affairs
for
Beaufort.

defense
meritorious
service
medal,

meritorious
service
medal
for
awards,
the
joint
con
Commendation
Medal
and
the
Navy
and
Marine
Corps
Achievement
medal.
She
is
very
active
in
her
community

the
Beaufort
County
Planning
Commission
and
did
a
excellent,
excellent
job.
The
Metropolitan
Planning
Commission
and
the
voter
registrations
and
elections.
Commission

sure
she
did
a
great
job
there.
I
just
am
more
familiar

her
role
on
the
Planning
Commission.

also
a
board
member

Beaufort
County
Chamber
of
Commerce,
the
military
enhancement
committee
and
the
community
defense
task
force.
Lastly,
she
serves

board
of
several
501c3
friends
of
Whitehall
Park
military's
office,
Association
of
America,
reads:
Across
America
and
participate
in
the
Wounded
Warrior
program
fly
and
Congressional
team.

She
really
rehabilitates,
Wildlife

think
there's
some
raccoons
or
something
involved
in
that
she
has
married
Tim,
Harrington
and
both
out
a
set
of
twins.
Caroline's
Sons
is
that
Karen
Kalyn

Tim's
daughter,
Savannah
and
Caitlin.
All
four
were
born
in
1997..
Carolyn
also
has
two
grandsons
Matthew

Cooper,

choice

delegation

Affairs

there's
24,
000
beneficiaries,
those
veterans
that
are
receiving
benefits
from
the
Department
of
Veterans
Affairs,
there's
about
26
000,
who
are
not
so
that
Gap
is
my
target
of
opportunity
in
the
next
coming
months,
I'd
like
to
create
an
outreach
program
that
not
only
assist
veterans
that
are
currently
receiving
benefits,
but
also
those
that
may
not
know
that
they're
eligible.

The
last
thing
is
the
amount
of
veterans
that
we
that
are
receiving
benefits
that
has
a
huge
economic
economic
impact
to
Beaver
County
they're
spending,
an
upwards
of
a
million
dollars,
that's
injected
back
into
our
economy,
there's
also
a
non-monetary
benefits
such
as
health
care,
job
training,
job
placement,
burial
services
and
education.
So
our
veterans
are
going
to
TCL
they're,
going
to
USC
Beaufort
and
I'd
like
to
exploit
most
more
of
those
benefits
so
that
we
can
truly
have
a
healthy
veteran
population
in
Beaufort
County
with
that.

you
all
will
also
have
neglected
to
do
so,
but
let's
go
back
one
step
and
let's
give
Mr
Brown
a
round
of
applause

Great
recognition
anyway,
so
two
other
things
that
I
need
to
mention
to
you
all.
On
June
23rd,
we
were
awarded
12
million
dollars
of
a
direct
appropriation
from
the
state
of
South
Carolina
through
the
Essie
Aeronautics
commission
toward
our
Hilton
Head
Island
airport
terminal
project
Improvement
project.
The
award
is
a
100
Grant
with
no
local
match.
We
intend
to
execute
this
agreement
to
meet
the
deadline
and
then
bring
a
resolution
to
the
finance
committee
in
August
if
necessary.

If
you
all,
if
some
of
you
all
recall
last
year
in
the
budget
ordinance,
we
inserted
language
in
that
ordinance.
That
said,
if
a
grant
had
no
local
match
or
no
physical
impact
to
the
county,
the
County
Administrator
could
automatically
accept
those
grants.
I'm
just
informing
you
tonight
that
I
plan
to
accept
this
12
million
dollar
Grant,
because
it
gets
us
a
lot
closer
to
closing
the
gap
on
what
we
need
and
what
we
were
funded.

So
I
appreciate
the
state
delegation
and
the
state
legislature
providing
that,
but
if
we
do
need
to
bring
a
resolution,
we'll
bring
that
in
August
to
the
finance
committee
and
get
you
all
to
approve
that
retroactively,
I
don't
have
a
large
window
of
time
to
accept
that
ground.

Second
thing
is
updating
cost
recovery
fees
at
Hilton,
Head
Island
airports
that
a
cost
recovery
fee
for
those
of
you
that
may
not
know
is
the
fees
that
divide
the
operational
on
Capital
expenses
of
the
airport
among
the
various
users
on
a
pro-rated
basis,
the
current
expendites
were
reassessed.

Last
year,
negotiations
with
the
airlines
were
finalized
at
the
end
of
June
and
new
fees
were
put
in
place
as
of
July
1st,
as
the
negotiations
were
not
finalized
until
the
end
of
the
fiscal
year,
we
will
be
bringing
a
resolution
to
again
establish
those
new
fees
at
the
August
finance
committee
meeting
and
why
am
I
say
August,
because
Finance
does
not
meet
in
July
because
we're
off
in
July
so
and
then
have
two
other
items
and
I
can
either
do
the
fuskia
island
description
and
explanation
now
with
short-term
rentals
about
the
process
versus
permit.

we're
dealing
with

short-term
rental
issue,
I

make
it
clear

everyone
has
to
get
a
short-term
rental
permit.

the
process
by
which
they
go
through
getting
that
permit
is
either
by
special
use,
which
requires
a
public
hearing
that
it
gives
adjacent,
Property,
Owners
or
members
of
a
community
a
voice
and
whether
or
not
that
special
use
should
be
approved.
The
zoning
board
of
appeals,
here's
those
special
use,
requirements
that
hold
a
public
hearing.
They
take
into
account
all
of
the
things
that
have
been
said
by
the
applicant
and
information
and
evidence
presented
at
the
public
hearing,
and
then
they
make
a
determination
based
on
findings
of
fact
and
matters
of
law.

The
other
process
that's
available
for
folks
to
follow
to
get
a
short
terminal
permit
happens
in
the
higher
densities,
only
districts
that
allow
both
commercial
and
residential
uses-
and
that
is
just
a
permitted
use
and
those
only
occur
in

commercial
areas
of
defusky
Island
and
the
commercial
area
C4
and
C5
of
Beaufort
County
unincorporated
areas.
So.

short-term
rental
permit

handles

internally
and
they
issue
the
permit

our

does

require

the

The
difference
is
in
more
residential
areas,
there's
a
higher
standard
of
review
to
make
sure
that
short-term
rentals
is
appropriate
for
that
community
in
that
location,
and
things
like
that,
so
I
will

Short-Term
rentals
are
important
in
our
area,
there's

lifeline
wherever
we're
a
vacation
area,
but
they
are
also
businesses.
The
homes
in
the
historic
district
of
the
busky
island
rely
exclusively
on
septics
and
Wells.
Therefore,
Public
Safety
is
a
large
concern,
as
well
as
the
quality
of
life
issues.

code
committee
felt
that,
after
hearing
public
comments,
the
zoning
board
of
appeals
should
have
jurisdiction
regarding
the
number
of
rentals
in
a
neighborhood,
a
consistent
policy
for
short-term
rentals

unincorporated

areas
of
Beaufort
County
is
needed.

has
been
a
long
hard
year
and
a
half
for
the
residents
of

the

only
place

Beaufort
County
that
would
have
that
requirement.

certificate

occupancy,
and
we
think
that
this
long
list
of
inspect
of
inspections
for
a
CL
is
more

enough

guarantee
safe

we're

June
27th
they

have
a
new
principal
at
May
River,
High
School.
They
accepted

recommendations
on
the
appeals
of
seven
more
books
on
the
review
list.

pass
the
motion
to
approve
the
resolution
of
a
bond
issuance
and
sale
in
the
amount
not
to
exceed
30
million
dollars
for
2025
projects,
and
then
several
residents
spoke
on

bands

resident

bag
and
that
led
to
a
meeting
that
the
board
held
yesterday
on

Sunday.
They
had
a
special
meeting
and
they

revising

fusky
of
the
entire
purpose

building

embarkation

to
struggle
