the
Low
Country
Alliance
to
help
youth
program
as
a
whole.
I
just
wanted
to
say
that
may
is
a
very
important
one

and

appreciate

support
towards
making
this

the
national
mental
health
awareness
month
and

and
this
young
lady
has
been
coming
to
us
since
she

and

just
watched
her
progress
and

we

two
other

the
short
preservation
month,
which
is
very
important
because
we
have
a
big
event
planned.
So
I'll

whereas

October,
15
1966,
the
National
Historic
preservation
act,
the
most
far-reaching
preservation
legislation
ever
enacted
in
the
United
States
was
signed
into
law
by
President
Lyndon
B
Johnson,
whereas
The
National
Trust
for
historic
preservation
established
may
as
National
preservation
month.

The
Church
of
the
Cross
and
the
Campbell
AMU
church
are
both
listed
on
the
national
register
of
historic
places,
whereas
Bluffton
is
presenting
Eight,
Annual
historic
reservation:
symposium,
preserving
the
legacy
of
bluffton's
historic
African-American
churches
on
May
18th
to
better
involve
the
community
and
local
historic
preservation
efforts.
Therefore,
Lisa

the

with
Town

as

month
in
the
town
of
Bluffton

residents
to
join

about
the
concern

the
department,
the
issue
the
apartment

not
want

be
on
only
place
that
he

curtail.

was
fun,
it
was
not.
Traffic
was
clogged
up
on
ball
field,
road
and
the
ambulance.

fire
truck
had
to
get
there,
it
would
be
appeared
and
someone
would
have
died
because
the
traffic
was
just
dropped
in,
but
there
was
no
body
directly
packet
away
from
Netflix.
That
field
is
not
supposed
to
be
used
as

individual,

as

of
the
parking.
Maybe
a
big
tear
down
some
of
those
trees
back
there
and
get

more
parking
places,

would

grant

75
percent
of
the
project
budget,

town
of
Bluffton,
Beaver,
County
and
Beaufort
Jasper
water
sewer
will
share
25
matching
dollars.
The
grant
awarded
is
5.9
million
dollars.
This
will
work
directly.
This
work
will
directly
impact
conditions
of
over
150
home
sites,
an
additional
50
to
100
homes.
Like
a
plan,
it
covers
almost
800
acres
in
the
South
Watershed
that
has
the
highest
equal,
coliform
Road
in
the
sampling
conducted
since
November
2020..

for
this

to
inform
you
on
how
the
success
of
this
grant
came
about.
I
had
the
distinct
pleasure
of
working
with
Stephen
the
states,
Town
manager,

Paulin

Town
manager
and
Chris
Forster
assistant
Town
manager
on
this
project.
I
have
to
tell
you
that
working
with
these
Supreme
leaders
for
town
government
was,
in
my
experience,
far
more
include
in
the
normal
course
of
action
of
working
within
government.

assistant
Town

Forster

the
time

come
to
Columbia
and
meet
with
members
committee
who
actually
directed
the

truly

team
effort

town

proud
I
am
of
our
town
and
state
working
together
improves
much
needed
project,
particularly
with
the
hurdles
we
had
to
jump
Statewide.

civil
services,
people
involved
in
Beaver
County,
and
it
just
goes
on
with
investment.

dream

our
budget.
We
have

Community
things
we
have
to
involved,
so
we
will

onto
it.
First
is
our
formal
item,
which
is
consideration
of
the
ordinance
approving
the
town
of
Blackwood.
This
whole
year,
2024
proposed
Consolidated
budget.
This
is
first
reading.
We'll
have
two
workshops
which
I
know
Stephen
Mr
cease
will
go
over
during
the
presentation.

go
through
somehow
level
some
low-level
detail
with
item.
As
you
know,
we
will
have
people
at
the
workshops
coming
up
later
this
month
and
we'll
get
into
a
lot
more
detail,
a
lot
more
of
the
weeds
of
how
we
put
the
budget
together
to
make
sure
it's
balanced
and
represents
the
priorities
of
council
and
the
community.
So
to
talk
about
that
first
reading
tonight
is
May
9th.
Our
first
budget
Workshop
is
May
25th.
That's
when
we
get
to
the
general
fund
and
all
the
other
funds
are
May.

we
will
have
Chamber
coming
to
talk
about
being
another,
and
we
will
also
get
into
our
capital
projects
during
that.
So
we
try
to
break
those
up,
so
we
won't
end
up
spending
three
hours
here
in
one
night:

break
them
up
and
keep
everybody
moving
efficiently
and
then
we'll
have
this
back
in
January
for
the
regular
council
meeting
for
the
public
hearing
and
second,
the
final
reading
for
the
budget,
which
will
start
July
so
I'll
be
going
through
the
proposal.

at
20.2
percent,
that's
down
a
couple
points
from
last
year.
Our
accommodations
food
and
entertainment
is
up
about
three
percentage
points
to
16.5.
Retail
is
up
slightly
from
12.8
to
14.1,
and
then
a
professional
scientific
and
management
is
about
level
with
where
it
was
last
year.
Construction,
as
you
can
see,
is,
is
down.
I
think
we've
seen
that
with
some
of
our
permitting
decreasing,
but
also
with
the
growth
and
some
of
the
other
jobs
we've
seen,
the
percentages
increase
for
them
and
kind
of
the
numbers
may
stay
level,
but
the
rest
are
increasing.

are
in
an
excellent
credit
position.
We
have
double
A1,
Bond
writing
with
Moody's
and
a
double
A
Plus
with
standards
and
poor.
As
you
know,
one
of
our
projects
is
to
try
to
get
our
bond
rating
reassessed.
I
wish
to
say
we
had
an
answer
on
that,
but
we
did
have
a
meeting
yesterday
and
had
went
for
about
two
hours
on
a
bond
rating
review,
so
we're
hoping
to
have
an
answer
on
that
as
we
go
through
the
budget
process
and
we
will
make
sure
we
relay
that
as
we
move
forward.

We
also
have
that
in
Capital
Improvements,
where
we're
talking
about
our
affordable
housing
projects,
but
it
also
includes
our
Regional
Housing
Trust
Fund
as
well
that
we're
now
a
partner
of
and
we're
contributing
funds
to
we're,
also
working
to
update
some
of
our
Master
plans.
We're
just
recently
had
our
first
meeting
in
the
Buck
Island
simmonsville
to
work
on
their
neighborhood
plan
to
update
that.

So
we
had
a
great
turnout
and
we
look
forward
to
continuing
that
and
then
we'll
just
determine
whether
we
want
to
look
at
gothy
Schultz
or
our
down
our
Old
Town
Master
Plan
in
the
future.
But
now
that
we've
got
the
comp
plan
done
it's
time
to
go
back
and
revisit
some
of
those
Watershed
and
resiliency.

we're
going
to
go
through
all
the
funds.
Just
so
you
know
this
year.
We,
it
is
a
little
different
with
the
growth
that
we've
had
in
Hospitality
tax
and
local
Accommodations
Tax
we're
now
treating
them
as
their
own
special
funds.
Previously
we
kind
of
lumped
them
up
with
all
of
our
other
other
funds,
but
since
they've
reached
a
point
where
they've
become
so
significant,
we're
going
to
approach
them
individually
within
the
budget,
so
our
first
is
our
general
fund
I'm.
Sorry,
this
is
proposed
Consolidated
budget
with
all
of
the
funds
in
there
together.

As
you
can
see,
the
proposed
budget
for
fiscal
year
24
is
a
little
over
77,
almost
78
million
dollars.
This
is
about
a
4.5
million
dollar
increase.
A
lot
of
that
is
in
the
special
Revenue
funds.
As
you
can
see,
the
special
Revenue
funds
was
Zero
last
year,
we're
now
reflecting
that
in
there.
So
that's
a
nine
million
dollar
increase.
So
if
you
take
out
those
funds
that
were
in
there
were
actually
a
little
bit
lower
than
where
we
were
the
previous
year,
but
with
special
Revenue
funds
in
there,
that's
showing
the
increase.

This
also
is
prior
to
reassessment
with
the
tax
with
the
county,
and
we
won't
know
what
that
looks
like
until
we
get
through
the
reassessment
process,
but
we're
anticipating
that
being
sometime
in
August
September
we'll
have
that
reassessment
complete
know
what
what
changes
we
may
see
in
our
tax
base
again:
local
Hospitality
Accommodations
Tax
in
23.
We
did
not
reflect
that
as
as
major
funds,
so
that
is
new
for
fiscal
year,

as
a
major
fund
and
then
license
permits,
staying
pretty
level
grants
and
entitlements
down
a
little
bit.

this
kind
of
gives
a
little
bit
of
that
broken
down
into
numbers,
so
you
can
kind
of
see
personnel
and
benefits.

just
point
out:
that's
increased
by
about
one
and
a
half
million
dollars
going
into
from
fiscal
year,

That
reflects
the
class
and
comp
study
that
reflects
our
increasing
our
minimum
starting
payup.
It
also
reflects
our
Merit
increases
and
cost
increases
to
Insurance
retirement
and
those
things
that
continue
to
increase
annually.

noticed,
there's
a
decrease
here
with
land
acquisition
and
knowing
the
trend
that
we
were
on
in
terms
of
we've
done
a
really
good
job
of
acquiring
it.
In
the
old
town,
space
and
I
know
there
was

desire
to
look
at
properties
that
become
available
outside
of
the
the
original
Old
Town
District.
So
knowing
that
is
their
particular
reason.
Why
we're
decreasing
it
and
not
keeping
it
the
same
or
allowing
an
increase
yeah.
So
that's
where.

would
say
we're
good
to
continue
with
what
we've
been
doing
and
if
we
come
across
something
that
is
of
Interest.
We
have
a
very
healthy
fund
balance
or
if
we
have
excess
revenues
over
projections
or
expenditures
that
are
under,
we
can
always
use
funds
that
we
may
have
to
put
towards
that,
but
to
continue
to
push
our
capital
projects
forward
and
still
recognize
land
acquisition
as
important
we're
it's
a
balancing
act,
so
we're
still
continuing
forward
with
the
500
000
increased
land
acquisition,
but
we're
also
keeping
our
CIP
projects
funded.

it

good
after
we
get
through
budget

in
between
to
start
getting
a
list.

think
we
had
a
kind
of
a
paper
in
the
past
from
past
Town
managers
to
say
we're
looking
at
this

this

we've
held
a
pause,
I
mean
we
need
to
spend
it
because
we
put
it
in
there
and
Fred
actually
was
the
one
that
pushed
to
have
it
recurring.

just
go
up,
you
know,
use
it
or
lose

All

so
just
some
highlights
the
revenue
does
recognize
a
little
bit
of
slowdown.
We've
had
in
growth
through
building
permits,
it
keeps
the
property
tax
millage
the
same
as
I
noted
earlier.
That
is,
pending
reassessment.
We'll
know
what
that
looks
like
after
the
budget's
adopted,
which
is
a
little
bit
annoying,
but
that's
just
the
way
the
process
works
with
them.
They
have
to
get
it
finalized,
usually
all
the
September,
so
they
can
get
tax
bills
out
in
November.

It
does
include
some
Focus
for
pay.
It
includes
a
cost
of
percent
of
living
for
two
percent,
which
would
go
into
effect,
July,
1
and
then
a
two
percent
mid-year
Merit
increase.
That
would
be
effective,
January
1st.
So
it's
a
four
percent
total
throughout
the
year
and
when
you
look
at
that
between
the
class
and
comp,
we
did
last
year
the
Merit
we
did
last
year
and
the
four
percent
on
average
during
class
and
comp
every
employee
got
about
seven
percent.

On
average
we
did
a
two
percent
Merit,
so
that
was
nine
percent
within
this
current
budget
year
and
then
with
the
four
percent
for
next
year.
That
would
be
a
total
of
about
a
13
percent
increase
over
the
two
fiscal
years,
which
would
average
out
to
about
six
to
seven
percent
on
average
for
our
employees
for
each
fiscal
year
so
trying
to
keep
up
with
the
inflation
as
much
as
we
can
and
as
noted,
and
we
try
not
to
get
too
far
in
the
weeds
or
else
we'll
be
here
for
our
full
hour
tonight.

It's
also
supportive.
Our
strategic
interagency
Partnerships
continues.
Palmetto
Breeze
working
with
the
public
defender's
office,
met
with
usab
last
week
to
talk
about
continuing
our
our
water
quality
lab
and
micro,
microbial
Source
tracking,
as
well
as
our
Bluffton
ambassador
program.
Also,
one
of
the
big
changes
and
you'll
see
this.
When
we
get
into
the
expenditure
side
is
our
sros.
We
are
partnering
with
the
school
district.
They
have
a
grant
through
the
state
to
put
sros
in
every
element
every
school
within
the
within
the
county.

So
you're
going
to
see
an
increase
in
the
number
of
sros
that
we
have
we're
working
on
with.
What's
called
Class
III
officers
they're
not
the
same
as
full
Patrol
officers,
but
they
have
jurisdiction
over
the
over
the
schools
and
they
will
work
the
same
hours
as
Schools
teachers,
admin,
and
so
we
have
I
think
four
that
have
been
finalized
and
we
have
three
more
to
fill
or
two
more
to
fill
three
more
to
fill.

So
there
will
be
seven
additional
sros,
so
every
school
from
Early
Childhood
through
the
high
school
will
have
an
SRO
within
it
within
the
community.
So
we're
working
to
get
those
filled
before
school
starts.
The
three
May
lag
a
little
bit
behind
just
because
of
the
amount
of
training
they
have
to
do
in
the
timing
before
school
starts,
but
we're
working
on
getting
those
filled.

actually
trying
to
hire
to
place

the
school
systems,
if
somebody's
out,
what

you
do,
in
other
words,

retires

we

want

same

be

one

resources

interest

principle
on
our
long-term
debt

is
our
property
taxes.

debt
service.
We
have
a
Debt
Service
limit
that
we
are
required
to
meet
unless
we
go
to
a
bond
based
on
our
increase
to
our
assessed
value

eight
percent
increase
went
from

little
short

million

debt
we've
paid
off,
our
debt
margin
actually
increased

million
dollars

leveraged
only

bonds
and
