I'm
glad
to
be
here
with
you
all
today,
to
explain
where
we
are
with
the
regional
housing
trust
fund.
I've
given
several
presentations
on
the
development
of
the
regional
housing
trust
fund
and
there
is
detailed
presentations
out
there
for
you
all
to
go.
Look
at
if
you
need
to.

We
started
this
process,
maybe
about
three
years
ago
now
we
have
eight
jurisdictions
that
participated
in
hiring
a
consultant
to
study
the
development
of
a
regional
housing
trust
fund,
and
we
had
a
large
stakeholder
committee
advisory
committee
that
advised
the
consultant
on
what
that
framework
for
establishing
a
regional
housing
trust
fund
in
beaufort
and
jasper
county
look
like
would
look
like,
and
we
are
now
in
the
process.

We've
presented
that
framework
to
all
eight
jurisdictions
that
participated
in
the
study
and
those
eight
jurisdictions
are
beaufort
county,
jasper,
county,
the
towns
of
yemen,
see
city
of
beaufort,
town
of
port
royal
town
of
bluffton,
town
of
hilton,
head
island
and
town
of
hardyville.

We've
presented
all
of
that
the
soloco
board
who
originally
started
the
study
of
the
regional
housing
trust
fund,
has
recently
asked
me
to
develop
the
governing
documents
to
establish
the
regional
housing
trust
fund,
the
ordinance
to
establish
that
and
then
the
inter-governmental
agreements
for
each
municipality
to
look
at
so
that
we
can
set
up
the
governing
board
structure
and
enter
into
the
intergovernmental
agreements
on
how
the
municipalities
will
make
their
contributions
financially
to
the
regional
housing
trust
fund.

We
are
targeting
a
starting
base
of
about
two
million
dollars
for
to
see
the
regional
housing
trust
fund
and
then
hopefully
we
will
use
that
seed
money
to
leverage
many
many
more
millions
of
dollars
in
outside
funds,
either
through
the
federal
state
level
for
affordable
housing
projects
or
through
philanthropic
organizations
that
the
city
city
of
greenville
did
a
trust
fund
long
ago
about
a
regional
trust
fund.

It
was
only
the
city
of
greenville,
they
put
two
million
dollars
in
and
they
turned
that
two
million
dollars
seed
money
into
43
million
dollars
worth
of
additional
funding
for
regional,
our
for
housing
projects
within
and
around
the
city
of
greenville
for
affordable
housing.
It's
a,
as
you
all
know,
a
key
element
to
us
solving
this
problem.

The
regional
housing
trust
fund
would
be
involved
in
doing
gap,
financing
between
what
a
developer
could
do
and
what
a
bank
would
loan.
So
it
would
save
the
developer
having
to
come
up
with
a
difference.

There's
potential
that
the
regional
housing
trust
fund
could
assist
with
the
impact
fee
payments
for
the
impact
fees
that
we
have,
including
school
impact
fees
for
south
of
the
broad
it
could
do
eventually
get
into
doing
housing,
rehab
and
maintaining
existing
affordable
housing
structures
and
then
ultimately,
but
be
a
longer
term
possibility,
would
be
potential
for
land
banking,
some
land
to
be
used
and
work
with
in
a
private
public
partnership
with
developers
to
do
affordable
housing.

that's
pretty
much
where
we
are
right
now
I'll
be
glad

we,

legal
department
again,
is
working
through
all
of
these
governing
documents.

don't
know
how
many
of
you
all
know
what
it's
like
to
work
with
attorneys,
but
once
once
you
turn
things
over
to
them.
It
takes
a
long
time

see
the
light
of
day
on
those
documents
coming
back
to
you
so

that's
a
good
thing.

the
framework
established
and
we're
working
with
going
through
an
agreement.
Reviewing
that
agreement
right
now
with
community
works
to
operate
the
regional
housing
trust
fund.

us
they
do
this,
they
do
the
they
do
affordable
housing
projects
in
greenville,
so
they're
very
familiar
with
trust
funds
and
how
they
operate.
So
we're
looking
at
doing
that
so,
hopefully,
by
june
they'll
be
able
to
be
on
the
ground
running
and
taking
applications.

wouldn't
look
at
it
as
competition
councilmember
hamilton.

regional
housing
trust
fund
is

to
be
able
to,

the
goal
of
the
regional
housing
trust
fund
is
to
spread
the
work
out
among
throughout
the
region
through
all
of
those
participating
jurisdictions.

to
compete
with
one
another
in
order
to
get
funding.

little
bit
of
an
issue
with
bluffton
because
there
was
a

was
a
schedule
established

jurisdictions,

arpa
money

bluffton
got
less
arpa
money

type

entitlement
jurisdiction.

are
the
formula's
a
little
skewed
for
them,
whereas
I
think
bluffton
would
only
be
required
to
put
in
59
000
the
first
year
but
based
on
the
the
amount
of
population
town
of
bluffton
has
that
needs
to
be
increased
significantly,
because
many
of
the
smaller
population
areas
are
having
to
pay
way
more.
So
we're
going
to
have
to
adjust
that
once
we
get
once
we
get
all
these
documents
back
in
from
our
legal
department.

as

municipality

you

facilitate
the
bringing
those
projects
to
fruition
in
your
jurisdictions,
but
you
don't
have
to

to
actually
make
an
application
as
a
municipality,
you

for
the
housing
trust
fund
unless
you've

a
project
you
want
to
do.

session
